1 INTRODUCTION

The manual intended as a standard reference for training process, the intent being, to streamline the training process and improve training. The review and updation process of T&D Manual is carried out at the end of each year.

It is divided into three parts:

� Pre-Training � Execution � Post Training

The manual is distributed as per distribution list mentioned on page 02 of this manual.

3 .TRAINING POLICY We are committed to provide Excellent Customer Services, through effective training. By identifying the customer expectations and thereby creating a positive first impression. This vision has the support and commitment of General Manager (PHS & RS), and Director Training & Development. Our training is focused on developing the knowledge and skills of the staff through, innovative learning strategies, in coordination and involvement of all stakeholders. 5.1 TRAINING NEED ANALYSIS

a) Purpose

Training needs identifies to help develop meaningful training programs for each calendar year.

b) Responsibilities:

Trg & Dev section conducts the TNA in coordination with Station Managers and Sectional Heads.

b) Procedure:

1. Taking the view from the top of current training and development

needs of the organization and evaluating the same in line with the requirement of the division.

2. Holding meetings with Station Managers and Sectional heads to

discuss precise requirements and training needs to determined learning objectives / outcome.

3. Aligning the individual’s needs to ensure that they are in harmony

with the Organization’s vision and incorporate the same in the training programme

4. Evaluate and monitor the training imparted. Make recommendation

for the follow up training so that, learning transfers to performance. 5. Seek feedback from the Station Managers and Supervisors

regarding the effectiveness of training imparted. 6. Evaluate recommendation / feedback for developing subsequent

training programme.

5.2 IDENTIFYING LEARNING STREAMS AND PLANNING TRAINING SCHEDULE

a) Purpose

Using the appropriate TNA methodology, learning streams is identify and used as a basis for training programs. Each learning stream meets identified training needs by using a variety of learning modes to cater for individual learning styles.

b) Responsibilities;

Manager Trg & Dev has the program approved by General Manager (PHS).

c) Procedure;

1- As a follow up of the TNA exercise Learning Streams are identified which form the basis of training program /schedule for a particular calendar year .The following learning streams form the basis of all training programs,

� Administration and Policy � Personal Development � Management � Education and Training � Induction � Information Technology � Technical

2. Training is categorized effectively into the above Learning Streams, allowing the staff to participate in training and development activities that are focused. Crossover areas are combining into one.

3. The training programs are discussed and approve by the General

Manager (PHS).

4. The program for each calendar year flashes to all Station Managers of Domestic airports at the beginning of each calendar year. (The training year for PHS varies due to Hajj Operation each year. No trainings are conducted during the pre and post Hajj period)

5. The program for the coming month, flashed by the last week of

every month.

6. The program is subject to change in case of an urgent unscheduled training requirement by a Station or the Management

6.1 PROCEDURE FOR NOMINATIONS a) Purpose: To identify and nominate staff and officers for the planned training program from different areas. b) Responsibilities Manager Trg & Dev and Station Managers concerned. d) Procedure;

1 Trg & Dev section forwards the training programs to all the Station

Managers. 2 The Station Manager in different areas, for nominations circulates the

program. 3 Shift Station Managers recommends the nominations and forward

them to the Station Manager for approval. 4 The nominations received are crosschecked with the training record

maintained at the PHS Unit and Trg & Dev section.

5 A nomination can be turned down by the Trg & Dev section if a participant’s record indicates that:

� He/She has failed the course. � He/She has previously attended same course. � He/She has previously dropped out of the course half way. � He/She does not meet the criteria for a specific course or

nominated frequently.

6 Each station is required to nominate at least one participant per shift for each course. Moreover, ensure that the participants travel on the last outgoing flight.

The lists of final nominations for each course are communicated by the stations to the Trg & Dev section at least a week prior to the commencement of the course .Last minutes changes in nominations are to be avoided.

6.2 SYLLABI DESIGN & COURSE CONTENTS

a) Purpose The purpose for this procedure is to ensure that the training program planned for a particular audience meets the requirements of the Department.

b) Responsibilities C.I (PHS), Mgr, Trg & Dev. c) Procedure

1 Training syllabus is customized and revised for a particular course audience by Trg & Dev section in consultation with C.I (PHS)

2 The PS Unit deputes a subject specialist for specific areas. In case of

non – availability of an Instructor in a particular area, visiting, faculty is invited for the operational staff working, at the airport.

3 Course contents are reviewed and updated periodically by the PHS

unit in consultation with Mgr Trg & Dev, as per requirements of the, IATA, CAA and ICAO by the end of each year.

4 The C.I (PHS) ensures that the course material provided to the

participants is current. And the methodology used for a particular subject appropriate for the same.

7.1 TRAINING FEEDBACK

a) Purpose To ensure continuous improvement and effectiveness of training.

b) Responsibilities Trg & Dev section, Station Manager and C.I (PHS) c) Procedure:

Trg & Dev section develops pre and post course assessment forms for each course.

Pre- course assessment (by Trg & Dev):

1 The participants fill out the pre –course assessment on the first or second day of training

2 Trg & Dev sections then analyze the forms. 3 Training expectations of the participants conveyed to the C.I

(PHS) for discussion with the course facilitator/s.

Execution Phase (by the subject specialist) 1 The participants are assessed by test , quizzes, role play and

class participation for; i. Familiarization with the subject ii. Knowledge acquired iii. Class performance

This includes the Instructors evaluation of the knowledge gained during the course and its integration with the participant’s expectation

2 The subject specialist ensures that evaluation synchronizes

with the course contents and the learning outcome. 3 The assessment is forwarded to the Mgr Trg & Dev.

Post course assessments (by Supervisors at STN) To evaluate the effectiveness of the training acquired and relating it to the employees work performance,

1 A post training feedback form is e-mailed to the Station

Managers. The employees are evaluated against the criteria in the form .The forms are forwarded to Trg & Dev section.

2 This feedback conveyed to the PHS unit for information and course Improvement.

8.1 COORDINATION WITH PIA TRAINING CENTRE

a) Purpose To coordinate and convey Departmental training requirements to PHS unit at PTC

b) Responsibilities

Mgr Trg & Dev and C.I (PHS)

c) Procedure

1 The Mgr Trg & Dev and PHS unit are in constant touch regarding training.

2 Meeting between the two is also held as and when required.

3 The participants issues are resolve by the both party.

8.2 REVISION AND UPDATING OF SYLLABI

a) Purpose: To incorporate change regarding new directives / procedures in the relevant courses.

b) Responsibilities:

All sectional heads of PHS, Station Managers, C.I (PHS), and Course facilitators.

c) Procedure:

1. All sections are required to forward copies of procedure/directive/revision pertaining to ground handling operations to Mgr Trg & Dev and CI (PHS)

C.I (PHS) ensures that the changes are incorporated in the relevant course /s.

8.3 DEVELOPMENT OF SUBJECT SPECIALIST

a) Purpose

To help the participants gain maximum from any particular Passenger Service Course.

b) Responsibilities

Principal PTC, C.I (PHS), General Manager (PHS) and Mgr & Dev.

c) Procedure 1- The (PHS) unit ensures that Subject specialists are

developed from amongst the teaching faculty available and in case of a non availability, visiting faculty should be called in from the station

2- Subject specialist must be developed for the following areas;

� Mandatory Safety courses DGR, Ramp Safety and Security

� Baggage Services � Ramp Services � World Tracer � ACSI � Customer Care � Mass & Balance

The C.I (PHS) ensures that the Subject specialist is well versed and current in his/her knowledge of the subject and is able to cascade that knowledge through interesting methodology.

8.4 OBSERVATION OF TRAINING a) Purpose

To ensure classroom training at PTC is as per the requirements of the job being performed by the individual. Also to ensure that the classroom training is in conformity with the syllabus designed for a particular course.

b) Responsibilities Trg & Dev Section and in coordination with DQA section. c) Procedure AT STN

1- The Station Manager depute officers to conduct random checks to

ensure that the procedures taught and discussed the training are being followed.

2- The monitoring officer highlights any non-conformity to the standard

procedure for correction.

AT PTC:

3- The methodology used by the PTC instructors must be appropriate with the level of understanding of the participants.

8.5 REFRESHER TRAINING CONDUCTED AT STATIONS

a) Purpose

To train maximum staff in a particular discipline within limited time and expense. These trainings are conducted by:

a) Flight Operations department for revalidation of Mass & Balance

licenses b) Manager Facilitation for Visa training.

b) Responsibilities Station Manager, Manager Flight Operations, Shift Station Manager, Mgr Trg & Dev and C.I (PHS) Mgr Facilitation.

8.6 TRAINING OF NEW ENTRANTS

a) Purpose

This training is customized to train the new entrants in PHS. b) Responsibilities

Manager Trg & Dev, C.I (PHS), sectional heads of PHS and Station Managers

c) Procedure

1 Mgr Trg & Dev plans training programme for the new entrants in coordination with PTC.

2 They are then sent to PHS unit PTC for three weeks Passenger Services training.

3 The new entrants are attached with different Sections of PHS, for familiarization (one-week with each section)

Note: The Basic Passenger Training of New Entrants may be conducted at their stations depending upon the station’s requirement.

This Training conducts for three weeks, if the participants are from other cities. The training hours are then increased. (Two sessions of 1 hour each after lunch)

9.1 SAFETY TRAINING (DANGEROUS GOODS REGULATIONS B,A & R)

a) Purpose

To train check in Agent, Flight Supervisors and Load personnel, in (!) Awareness and recognition Dangerous goods (2) Handling of Dangerous goods, including radioactive material (3) and emergency procedures to be carried out in the event of an incident

b) Responsibilities

C.I (PHS) (Instructor teaching the course must be certified by CAA) Station Managers and Mgr Trg & Dev

c) Procedure

1. DGR Course is an essential part of training is classified as

� Basic (Duration 5 days) validity two years � Refresher ( Duration 3 days ) � Awareness (Duration 2 Days)

2. The nominations for the Basic training are recommended as per the

procedure stated in the SOP for nominations. 3. The nominations for the Refresher training are forwarded from Mgr

Trg & Dev. Training is scheduled and conducted every month for those who have cleared the Basic and are due for Refresher.

4. The pass percentage for course is 75 %.( this is in line with PTC’s

examination policy), the C.I (PHS) issues Certificates and DGR Cards.

5. Incase of failure in DGR (Refresher), the staff has to take the re-

test within specified period (twenty days to one month). During this period he should not deploy for handling of dangerous goods.

Note: The DGR Refresher training is conducted once within two Years of previous training.

1. Safety training is an essential part of every training programme. This training is classified as:

� Initial (Duration 2 days) � Refresher (Duration 1 day and conducted every year)

2. The nominations for this training are recommended as per the

procedure stated in the SOP for nominations.

3. C.I (PHS) issues the successful participants, the TGS safety cards and intimate to Manager T & DQC.

4. The results are also forwarded to the Station Manager concerned, for

information.

Note: Personnel working on the Ramp are at times called for Refresher Training after completion one year.

9.3 SAFETY TRAINING (MASS AND BALANCE B & R) a) Purpose

To train Passenger services personnel on preparation of Trim sheet. b) Responsibilities Manager Flight Operation, Station Managers c) Procedure

1. The duration of the Basic training is two weeks. The training is conducted by Operation Engineers of the Flight Operation Department

2. The Basic training is conducted at PTC. 3. Licenses are issued to the qualifying participants by the Manager Flight

Operations. 4. The validity of license is two years. Revalidation training is also

conducted by the Operation Engineers for International and Domestic Stations.

5. List of qualifying participants along with their license number is

forwarded to Trg & Dev section for record. 6. A record of this training is also maintained in the Flight Operations

department.

To train permanent Baggage Attendants/Loaders or acquired from outsourced service providers (contractual/daily wages staff), deputed for Loading/Un loading of the aircraft.

10.1 TRAINING RECORDS a) Purpose To maintain records of training conducted at (1) PTC (2) Domestic Airports (3) and Other Institutes. b) Responsibilities C.I (PHS) at PTC and Station Manager concerned with a copy to Mgr Trg & Dev.

c) Procedure

1. PTC maintains and updates the training records of all participants. The records include the following.

� Registration forms � Attendance Sheet � Grading sheet � Evaluation forms � Test results � Photocopies of the certificates � Summary of Course and Evaluation form

2. The photocopies of the certificates are being kept in the office of Chief

Instructor PHS. 3. Record of trainings conducted at airports is forwarded to PHS Unit at

PTC and Manager Trg & Dev

4. PTC: The training record, trainee’s attendance and their results are recorded in PTC Info System by TSA immediately after the completion of the course. These records are kept in the PTC Info system for three years, later burned in CDs. The manual records/files are kept in the office of the C.I (PHS) for three years and later placed in the PTC Store.

5. Mgr Trg & Dev: The combined attendance, grading and results records

are forwarded by TSA-PTC through email and these record’s hard copies are kept in the office and recorded in TDMS-Training Data Base Management System immediately.

6. A backup of TDMS is to be referred by PIA Backup policy Manual.

10.2 Verification of Training and record Management with respect to External Service Providers

a) Purpose The purpose is to establish the trainings validity of external ground handling agent or external service provider responsible for ground handling, fuelling/de-fueling and ice/de-icing services at Domestic/foreign Station.

b) Responsibilities ▪ Mgr Trg & Dev ▪ Station Manager (International & Domestic) ▪ Manager Handling Agreements

c) Procedure

a. Station Manager (Domestic & International station) shall ensure that the Handling Agent’s staff and/or external service provider assigned to perform handling of PIA flights at Terminal / Ramp side has acquired the following requisite trainings:

♦ Passenger Service ♦ Dangerous Goods Regulations (Basic and recurrent) ♦ Ramp Safety & Human Factor

b. The Station Manager shall also ensure that the staff of external service provider assigned to perform aircraft fuelling/defueling and de-/anti-icing operations (if required) for the PIA has completed initial and recurrent trainings in accordance with requirements of PIA and applicable to regulatory authority.

c. The station manager will maintain updated training record of the staff of Handling Agent and/or external service provider handling PIA flights at the station.

d. Manager handling Agreements will coordinate with respective station manager for acquiring training record of ground handling agent and / or service provider on the requirement of Manager Trg & Dev.

e. Station Manager at foreign station, on behalf of Manager T & D will inspect and verify the training records of Handling Agent and/or External Service Provider through Oversight program Checklist (Ref: HA/R/04) once a year.

Note: The Initial and recurrent training in case of DGR shall be in accordance with requirements of the airline and applicable to regulatory authority on a frequency not less than once during every 36-month period.
