Physical Therapy Advisory Committee
Minutes The Physical Therapy Committee of the Board of Medical Licensure and Supervision met on April 27, 2018 in accordance with the Open Meeting Act. The meeting was held at the office of the Board, 101 NE 51st Street, Oklahoma City, Oklahoma. Advance notice of this regularly scheduled meeting was transmitted to the Oklahoma Secretary of State on October 10, 2017, and posted on the Board's website on April 25, 2018 at 10:04 a.m. in accordance with 25 O.S. § 311.9. Members Present:
David Haynes, PT, AT, Chair Jennifer Ball, PT/ATC, MHR Carla Hinkle, MS, PTA Andrew Ward, PT, COMT Kristin Hincke, Public Member
Others present: Barbara J. Smith, Executive Secretary
Teresa Mitchell, Licensing Director Thomas Schneider, Assistant Attorney General, Committee Advisor Having noted a quorum, Mr. Haynes called the meeting to order at 9:01 a.m. Following Committee review, Ms. Ball moved to approve the minutes of the February 16,
2018 meeting as written. Ms. Hinkle seconded the motion and the vote was unanimous in the affirmative.
JORDAN CODY appeared in support of her request for special accommodations for the
Federation of State Boards of Physical Therapy Exam. Following Committee review and discussion, Ms. Ball moved to recommend granting permission for JORDAN CODY to utilize the special accommodation of time and a half while sitting for the Federation of State Boards of Physical Therapy Exam. Ms. Hinkle seconded the motion and the vote was unanimous in the affirmative.
Next the Committee reviewed applications for licensure. Ms. Hinkle moved to recommend
approval of the following incomplete applications for Physical Therapist Assistant licensure pending completion of the files. Mr. Ward seconded the motion and the vote was unanimous in the affirmative.

Mr. Ward moved to recommend approval of the following complete applications for

Next, Teresa Mitchell presented continuing education units which were contained in a box that had not yet been put into list form, but had been reviewed and recommended for approval by the reviewer. Ms. Hinkle moved to approve the continuing education units presented. Ms. Ball seconded the motion and the vote was unanimous in the affirmative. Ms. Mitchell stated she would put the CEUs into list form for attachment hereto. (See Attachment #1)

Teresa Mitchell presented two continuing education courses in the form of loose documentation which the reviewer recommended the Committee deny. Ms. Ball recommended denying the two continuing education courses as presented. Mr. Ward seconded the motion and the vote was unanimous in the affirmative. Ms. Mitchell stated she would put the CEUs into list form for attachment hereto. (See Attachment #2)
There were five boxes of CEUs in the form of loose documentation which Committee
members took with them for review purposes. Mr. Haynes requested that Ms. Mitchell send out a box of CEUs in need of review as soon as the box is filled. He stated the quicker they could review the CEUs, the quicker the CEUs could be approved and that should help prevent a backlog.
Next the Committee reviewed the proposed rules which included the legal review prepared
by Thomas Schneider, AAG, Committee Advisor. The suggested revisions are shown below and on the attached rules document. (See Attachment #3)
• Page 1, Compliance Period, should read, "Compliance period means
the initial compliance period starting on February 1, 2022 through January 31, 2024"
• Page 2, 435:20-9-3(b), Change the effective date from "January 1, 2020" to "February 1, 2022".
• Page 3, 435:20-9-3(f), change "accounting" to "compliance".
• Page 4, 435:20-9-4(a)(4), delete the language "under either Category."
• Page 5, 435:20-9-4(3)(A)(i) Delete entirely and replace with the following language: "Continuous direct supervision of students and/or candidates for licensure can earn up to 10 CECUs in this category in a compliance period. 40 hours of direct supervision will earn 1 CECU regardless of the number of students and/or candidates for licensure being supervised."
• Page 6, 435:20-9-4 (6)(A)(i) should read "…CECUs per position for a
maximum of ten (10) CECUs in a compliance period."
• Page 6, 435:20-9-4(6)(B)(i) should read "…CECUs per position for a maximum of ten (10) CECUs in a compliance period. "
• Page 6, 435:20-9-4(6)(C)(i) should read "…CECUs per position for a
maximum of four (4) CECUs in a compliance period."
Mr. Ward announced that although he had previously been nominated to attend the Federation of State Boards of Physical Therapy Regulatory Training for Board Members and Staff, June 8-10, 2018, in Alexandria, Virginia, he has a conflict and is unable to attend.

Following Committee discussion, Ms. Ball nominated Carla Hinkle to attend the Physical Therapy Regulatory Training for Board Members and Staff in Alexandria, Virginia, June 8-10, 2018. Mr. Ward seconded the motion and the vote was unanimous in the affirmative.
There being no new business, Mr. Haynes adjourned the meeting at 10:10 a.m. The Committee and staff thanked Mr. Haynes for his dedicated service to physical therapy in the state of Oklahoma.
