About Us:
Intellectual Property Rights play crucial role in today’s Technology
frontier. With advent of WTO, India stepped into new IPR regime. In view of
intellectual property protection playing a key role in gaining advantageous
position in the competitive technological game for economic growth of the country,
setting up of a Patent Information Centre (PIC) under West Bengal State Council
of Science and Technology (WBSCST) was conceived as one of its thrust area
activities.
In pursuance of such decision, the Patent Information Cell, the first of its kind in
India, was set up at WBSCST under DST-GoWB on 1997 in collaboration with
Technology Information Forecasting and Assessment Council (TIFAC), DST – Govt.
of India.

Structure of Patent Information Centre
Mission:
Create awareness on Intellectual Property Rights (IPR) and especially on Patents in
the in West Bengal and its neighboring states.
Enable Patent Searches for the University, Research Institutes, Govt. Department &
Industry houses.
Guiding inventors in Patenting and protecting other forms of Intellectual Property Rights to improve socio economic structure of grass root innovators.
Analyzing the Intellectual Property information on a regular basis & suggest new
program for Research & Development based on such information.
Training and Manpower development in different sector of Intellectual Property Rights (IPRs).
Vision:
Bring IPR literacy to every college and research institution of this State.
Facilitate Intellectual Property protection of the Researchers, Students, Artisans,
Farmers, MSMEs and Industry
Assist Grass-Root Innovators in protection of their innovation and subsequent

Three days celebration of 15th year of Patent Information Centre was held on 24th September, 2013-26th
September, 2013 at the Hotel Sonnet. The theme of the workshop was Creativity: The next generation.
Programme was attended by 146 participants from different Research Institutions, Universities, Industry
Houses, Attorney Firm, Scientists and Grass root innovators.
Workshop was inaugurated by Prof. (Dr.) Ajay Kumar Ray, Vice Chancellor, Bengal Engineering and
Science University. Documentation of Work on Patent Information Centre was formally published by Sri
Trilochan Singh, IAS, Additional Chief Secretary, GoWB and Secretary, DST-GoWB on that special
occasion. A MoU was also signed with DST GoI for further strengthening of Patent Information Centre,
WBSCST. Dr. G.J Samathanam, Advisor, DST-GoI encouraged Patent Information Centre a lot and
declared that DST-GoI has increased the funding Pattern of PIC almost three times in a financial year as a
gesture of activity potential. Programme was graced by Dr. Prabhat Ranjan, Executive Director, TIFAC,
DST-GoI, Sri R Saha , Advisor, CII , Ex- Advisor, DST-GoI & Ex –Director, PFC-TIFAC, Dr. T.
Chandrasekhar, Director, PFC-TIFAC, Sri Y.D.Panwar, Director, PFC-TIFAC.
The Technical Sessions dealt with recent position of IPR in India, Technology Transfer, Creativity and
many other pertinent issues which are related to recent IPR regime. Expert suggested to formalize the
Technology transfer issue for each innovation. A few policy issues were also addressed regarding
incorporation IPR in Research and development wing. The programme was ended with a lot of enthusiasm
and future pathway.

The program was inaugurated by Dr. Rabiranjan Chattopadhyay, Hon‟ble Minister in
Charge of the Department of Science and Technology, GoWB. The programme was
attended by all Scientists of Department of Science and Technology, GoWB and West
Bengal State Council of Science and Technology (WBSCST) and inventors of the state.The
theme of the celebration was creativity. Prof. Abhee Dutt Majumder, Professor, Saha
Institute of Nuclear Physics and Working Chairman, WBSCST highlighted the theme and
encouraged to promote more innovation. The programme ended with a technical discussion
on the inventions and commercialization. Inventors were felicitated by Memento and token
honorarium.

Intellectual Property Rights Congress on 25th September, 2013
The programme was inaugurated by Prof. (Dr.) Rabiranjan Chattopadhyay, Hon‟ble Minister of
Department of Science & Technology. Programme was graced by Dr. T. Chandrasekhar,
Director, PFC-TIFAC, Sri Y.D.Panwar, Director, PFC-TIFAC. Programme was attended by 107
Scientists , Research Scholar , Assistant Professor of different Universities of the state .
Technical Session covered General Overview on IPR. 49 papers were received from different
Universities, private Engg. College. Technical paper was divided in three groups. Viz. Engg,
Tech, IP. Parallel sessions were conducted for the programme. Dr. A.Satpathi, Dr. P.K.Ghosh,
Sri Swapan Chatterjee, Sri Amiya Kumar Kalidaha, Sri Dipankar Das, Sri Soumajit Mukherjee,
Dr. Ashis Kumar Banerjee, Dr. Maitree Banerjee, Scientists of DST and Council and Sri
Y.D.Panwar, Sri T.Chandrasekhar, Director , PFC-TIFAC Judged the paper in three groups.
Best papers were selected by the judge and announced in the valedictory session. Programme
ended with appreciation from resource person as well as from Inventors.

Children Science Congress on 26th September, 2013
The programme was inaugurated by Prof. (Dr.) Rabiranjan Chattopadhyay, Hon‟ble Minister of
Department of Science & Technology. The programme was started with a lecture on Overview
of IPR and programme outcome by Nodal Officer and Scientists of Patent Information Centre.
Programme was participated by students, teachers of 20 school of Kolkata and Suburban area.
Papers, model, poster were judged by the same panel of judge of 25th September, 2013.Best oral
presentation were awarded to Rahara Ramkrishna Mission, Best poster were awarded to Bethune
Collegiate School and Best model were awarded to Scottish Church Collegiate school.
Programme was ended with a lot of appreciation.

DOYEN– Technology and Innovation Facilitation Centre
A new project is taken up by Patent Information Centre with the duel objective of
commercialisation of existing innovations/patent and handholding and
entrepreneurship development among scientists, students and grassroot innovators
with funding from DST, Government of West Bengal.
As a part of Doyen Project the first skill development programme for Technology
Facilitation called “The Mentor” was inaugurated 10th
August 2016 by the
Additional Chief Secretary of West Bengal and Member Secretary of West Bengal
State Council of Science & Technology. “The Mentor” is a 12 week programme
aiming at handholding the grassroot innovators for successful entrepreneurship and
open opportunities for the inventors for commercialisation /marketing of their
inventions. A batch of 25 participants consisting of grassroot inventors, students and
scientist have been selected for this programme. Expression@Work training and
mentoring studio was assigned to provide resource persons for this programme and
arranging financial investor or companies for technology commercialisation and
transfer respectively.

Geographical Indication (G.I) directly protects State bio-resources and other traditional
knowledge of the State to uplift the socioeconomic structure of farmer, artisans and weaver society of the State to fetch the premier value of the product for building up international market and further research. It is an indication, which is used to identify any agricultural, natural or manufactured goods originating in one area with special quality or characteristics specific or unique to the particular geographical region. Examples: Darjeeling Tea, Joynagar Moa, Santipore Saree, Malda Fazli etc.

Plant variety protection (PVP) is one subset of the broad field of Intellectual
Property Rights (IPR). It focuses on the intellectual property rights over traditional and inherited plant varieties which can be commercially exploited.
In the agricultural field, inventiveness was traditionally based on the sharing & exploitation of biological resources & the related knowledge among the farmers. IPR over plant varieties provide the sufficient incentive to private sector to enter into the seed business. Plant Breeder’s Rights (PBRs) was developed as an alternative form of protection in the agricultural field.
Plant Variety Protection & Farmers’ Rights (PVP & FRA) not only provide an
effective system for protection of indigenous plant varieties, the rights of farmers and plant breeders but also encourage the development of new varieties of plants.
PIC facilitated PVP & FRA filing for 24 Rice varieties of West Bengal out of which 13 was granted registration in 2015.

A patent gives the applicant the ability to exclude others from using the invention for a limited period of time. Hence, one gets the ability to license the technology and decide how the invention can be used and by whom, during the period of exclusivity.

BENGAL SCIENCE INITIATIVE
With a view to infuse knowledge of Science & Technology among the common people
particularly those living in remote rural area the Council has launched a programme entitled
Bengal Science Initiative form January, 2013. Bengal Science Initiative is an umbrella
programme comprising of various schemes and activities with an integrated approach to
Promote and Popularize Science in one hand and to identify and undertake more socially
relevant Research and Development projects on the other.

Activities under Bengal Science Initiative
Bengal Science Lecture: In order to make students (of School, College and
Universities) aware about the current topics of science as well as to create an
opportunity to meet the eminent scientists of India, meet them in person and
interact with them, a series of lectures programmes are arranged throughout
the year. The idea of organising such seminars is to motivate them to take up
science as their career.
Research Fellowship Award & Research Grant Award: This programme is
being launched with an aim to promote and popularize research with
particular focus to take science from the laboratory to land for the benefit of
the common people particularly poorer & under privileged sections of the
society. Agriculture Environment, Energy & Education are the focal points
since each of which has tremendous importance in respect to rural Bengal.
Five Research Fellowship Awards have been declared in the name of the Indian scientists
who are icons of science internationally, which include:
1. Jagadish Chandra Fellowship for Life Science / telecommunication
2. Acharya Prafulla Chandra Roy Fellowship for Chemical Science
3. Meghnad Saha Fellowship for River Science Research
4. Satyendra Nath Bose Fellowship for Theoretical Physics
5. Upendra Nath Bramhachari Fellowship in Health Science
The fellowships are being rendered to carry out research at one hand and pursue for
Ph.D. degree on the other hand, the target people being students completing master
degree in science.
Two Research Grant Awards have been declared which include:
1. Swami Vivekananda Research Grant for Rural Development
2. Rabindra Nath Tagore Research Grant for Promotion of Science Education
Here the target group is college and university teachers who can carry out research
in respective lines along with their regular jobs.

Science Popularisation Programme
Organization of Residential Science Education Camp for High School
Students
Science Education Camp Thrust Areas: Organization of district level three days - two
nights residential Science Education Camp is running project of West Bengal State Council
of Science and Technology, sponsored by Department of Science & Technology, Govt. of
West Bengal. The main objective of this science camp is generation of enthusiasm and
consciousness about fast advancing field of Science & Technology through hands on
experiment, scientific talk & concepts at popular level to students which help to develop their
observational, logical and analytical skills. This initiative is actually directly related to the
development and enhancement of scientific literacy of students and teachers and indirectly
to common people. Duration of camp is set in such a way that the topic and nature of
scientific presentation can help students for further thinking.
PLANT TISSUE CULTURE
The Council has a Plant Tissue Culture Laboratory and Green House though the activity of this Unit is not confined to production of plants only.
Activities at a glance
Research on plant tissue culture & production of plants in laboratory.
Hardening of tissue culture raised plants in Green house.
Propagation /maintenance of plants using Green house.
Exploitation of Green house as Regional Hardening Centre.
Field trial & Demonstration.
Trial for production seed potato in vivo & in vitro and dissemination of its outcome among farmers.
Waste land reclamation through tissue cultured bamboo plants
Propagation of bamboo in vivo & in vitro and their demonstration.
Exploitation of algae for production of fish feed & transfers of technology using the green house.

R&D Projects on Medicinal & Aromatic Plants
1. Detailed screening, documentation & evaluation of scientifically proved & unproved Homeopathic drugs along with their therapeutic values prepared from Medicinal & Aromatic plants of West Bengal.
2. The Impact of Structured Training Programme on a defined population towards Identification, Cultivation, Care and Optimal Harvesting of Medicinal and Aromatic Plants in West Bengal.
PURPOSE OF PROJECTS UNDER MEDICINAL & AROMATIC PLANTS :
To promote the uses of potential medicinal & aromatic plants in the state of
West Bengal
Preserve the environmental integrity of the region and prevent the loss of
genetic diversity of these plants
Important strategy development for meeting a growing demand by the
common populace regarding medicinal and aromatic plants
To increase the Cash income of the poor people by cultivation of as many
species of medicinal and aromatic plants as feasible
To propagate plants and plant based drugs which are considered to be
comparatively safer
Diverse collection of plants based technologies that use either naturally
occurring, or genetically engineered plant to clean contaminants from
environment
To establish a garden for plants producing basically essential oils for the
following purposes
Insect repellent like (Rosemary, Peppermint, Neem oil)
Inhibit fungal growth (Thyme, Clove, Cinnamon oil)
Inhibit vermins (peppermint oil) etc.
Discourage pests (Rosemary oils)
Invites insects for pollination (Basil, Fennel)
ACTIVITIES UNDER THE PROJECT:
Homoeopathic Drug Evaluation studies are current going on at D.N De
Homoeopathic Medical College & Hospital, the same has been registered
under CTRI (Clinical Trial Registry of India), (REF. No.: REF/2017/04/014114)
Two Successful training programmes on Medicinal & Aromatic Plants have
been concluded in Nabagram & Rishra Gram Panchayats on 12.04.2017 &
18.04.2017 respectively.
