“Lights, camera, action!!” ‐ These were the sounds echoed as employees of the Passport, Immigration and Citizenship Agency (PICA) posed for their pho‐tos. The occasion was the production of approxi‐mately 400 IDs for officers stationed at the Passport
Office, Balmoral House and the two International Airports. After conceptualizing the frame work that was approved by PICA, the well equipped mobile ID unit of the PSRA traveled to the various loca‐tions capturing photographs and signatures of the partici‐pants. The end result received written commendation from PICA.
The PSRA’s involvement in this project comes as no surprise. Having acquired a state of the art Digital ID equipment, we not only produce IDs for the Pri‐vate Security Industry, but, we are also happy to extend our services to other organizations.

The Inspectorate Unit charged primarily with the processing of new compa‐
nies, is challenged by the delay of companies responding to the registration process on a timely basis. This tardi‐ness is evident despite adequate information provided to the companies and competent and willing staff who assist clients in the process of registration.
A note of commendation however, has to be extended to Elite Guard Limited and it’s directors Mr. and Mrs. De‐lano Clarke for their exceptional effort in completing the registration and licensing of their company in a single visit !
This feat is note worthy, for this SPOTLIGHT takes the op‐portunity to highlight the directors receiving their Regis‐tration and Licence in an official setting. We salute Elite and solicit the support and assistance of all other compa‐nies in the Security Industry to follow suit. The submis‐
sion of all required documents at the initial stage of regis‐tration will enable the Authority to deliver the timely and efficient service that can see all parties involved moving from strength to strength.
The PSRA is committed to regulating the Private Security Industry with professionalism and integrity. You our clients (The Security Industry) are the cog that we run on and can make a positive impact on our success.
Again, congratulation to Elite Guard Ltd., we hope that you will continue to share the SPOTLIGHT. Good luck in your endeavors and we hope that other companies will join you in this “elite” category of getting it right the first time!

Have you ever won‐dered why we have so many mirrors in our house?
Ladies walk around with them in their handbags!....stop every now and then just to take a look at themselves. Check to ensure that make up is just right or check up on that pimple from over night.
A mirror is such a simple tool yet so powerful. It let us look at ourselves as we grow and change. In reflecting on our first year of existence SPOTLIGHT invited the management and staff to its cake cutting and photo shoot celebration. What an event!
Many have expressed their opinions on the change from the old card system to the new modernized plastic licence. Some have said “Dem Licence yah pretty bad, jah kno mi nah lie”….. So the PSRA got excited, SPOTLIGHT caught up with them doing IDs for PICA in Montego Bay.
The Authority wishes to acknowledge excellence within the Secu‐rity Industry. We have therefore introduced a new SPOTLIGHT feature called the “Note Worthy”. The Note Worthy feature iden‐tifies a company or individual that merits commendation.
Once again, we wish to reiterate that the newsletter is for every one – staff and customers alike. We, therefore, welcome your con‐tributions and suggestions for improvement as we strive to con‐tinue on the road to excellence.

The PSRA SPOTLIGHT newsletter is celebrating its first anniversary. We take this opportunity to reflect on the past year’s accom‐plishments.
The first year in the life of an individual/entity is never easy, it is usu‐ally filled with chal‐lenges, and it was no different for the SPOT‐LIGHT Newsletter team. We had to take several baby steps before we could walk – and we are now at the stage where we can fly. ‘Nuff, nuff’ thanks to the management and staff for their support and encourage‐ment in making the newsletter thrive.
1st Issue (Jan – March ’08)
In the inaugural issue we focused on some activities embarked on by the Authority in 2007. Notably, was the refurbishing of the offices to reflect a more customer focused 21st Century environment. Like the walls of Jeri‐cho the partitions of the office were removed to make way for a new look and ultimately a new direction. Customers and staff alike were very pleased with the result. The PSRA’ website was launched during that quarter also. The address is www.psra.gov.jm.
2nd Issue (April – Jun ‘08)
The theme for this issue was “Get on Board”. It featured the ongoing drive by the Authority in collaboration with HEART Trust/NTA to train and certify at NVQJ Level‐I all security guards in the industry within three years. Security companies and guards were encouraged to “Get on Board” this training initiative. The issue also featured the appointment of a Conservation Officer Carmelita McDonald following the mandate by the
Prime Minister to conserve as much energy as possi‐
ble. Her article outlined conservation measures that were implemented including the replacement of CRT monitors with flat panel ones.
3rd Issue (July – Sep ’08)
This was titled “Did you Know” and highlighted perti‐nent information which should be known by per‐sons within the Private Security Industry. August 27, 2008 was a historic moment for 52 security guards from Allied Protection as they were awarded their NVQJ Level‐I certificate at a Gradua‐tion Ceremony held at the Terra Nova Hotel. They have made history as they are the first set of secu‐rity guards certified by HEART Trust /NTA in NQJ level‐1 in Security Operations.
4th Issue (Oct – Dec ’08)
The theme was “Out with the Old In with the New”. This newsletter fea‐tured the revamping of a 15 year‐old outdated system of paper identifica‐tion to a modern system in which the ID card is printed on plastic instead.
Another article highlighted the annual Awards Ban‐quet held by the Jamaica Chapter of the American Society for Industrial Secu‐rity (ASIS) held at the Terra Nova Hotel on No‐vember 14, 2008. Our own Executive Director Rosalyn Campbell was one of the awardees.
The PSRA brought the curtains down for the year with its annual Christmas Function and continued its tradition of awarding em‐ployees for their hard work.
