3n 1tmoriam REV. HELENA M. SANEHOLTZ

Rev. Helena M. Saneholtz, daughter of Henry and Sophia Sarieholtz, was born on November 13, 1898, at Napoleon, Ohio, and went to heaven on April 15, 1965.

She was an ordained minister of the Pilgrim Holiness Church in the Nor-thern Indiana District and was a member of the Northside Church in Indi-anapolis.

She served the church in various capacities as pastor, evangelist, and em-ployee of the General Church Headquarters. She was secretary to the late Dr. L. W. Sturk, general superintendent, served in the Editorial Department, Min-isterial Study Course, General Sunday School Department, and the Publishing House.

She was a graduate of Bowling Green Teacher's College, Bowling Green, Ohio, and God's Bible School, Cincinnati, Ohio.

At the time of her homegoing she was residing with Mr. and Mrs. Lucjen Brown (formerly Ruby Wyan) in Indianapolis. She had recently returned from Florida where she had been visiting with Rev. Celia Winkle.

She leaves to mourn her passing a sister-in-law, Mrs. Naomi Saneholtz of Napoleon, Ohio; eight nieces and nephews, and a host of friends. One brother, Hugo, preceded her in death.

Interment was in the Gettysburg, Ohio, cemetery where she awaits the resurrection morning.

REV. DANIEL M. ROYER

Rev. Daniel M. Royer, minister of the Pilgrim Holiness Church, was born October 9, 1889 at Naperville, Illinois. His home going was February 19, 1965 at the age of 75 years, 4 months, and 10 days.

He was saved and sanctified in January of 1921 and called of God to preach the Gospel. This he loved to do. His first sermon was preached in a Wesleyan Methodist Church west of Winamac, Indiana, Pulaski County with four souls at the altar. He pastored 9 churches, as follows: Bass Lake, 3 years; Michigantown, 2 years; Tyner and New Carlisle, 2 years; Rushville, 1 year; Sullivan, 2 years; Mecca, 1 year; Spearsville, 5 years; Thornhope, 1 year; and was in evangelistic work for several years in several different states.

He left to mourn his loss his wife, 5 children: Daniel Jr. of Anaheim, California; Joseph of Anderson, Indiana; Lois Marley of Frankfort, Indiana; Helen Kline of Greenfield and Ruth Phillipee, missionary to Zambia, Africa; also 12 grandchildren and 9 great grandchildren, one brother of Deland, Flor-ida and two sisters: Mrs. Mary Good of Frankfort and Sadie Hiatt of Bruce Lake, several nieces and nephews and many friends.

FIRST SITTING—WEDNESDAY AFTERNOON, JUNE 16, 1965

The Fifteenth Session of the Northern Indiana Conference convened at Frankfort, Indiana, at 1:30 p.m., June 16, 1965. Rev. D. W. Lacy opened the conference by introducing Rev. Marlin Boss, who was in charge of devotions.

Rev. Wilbur Smith led the congregation in singing "When We All Get to Heaven."

Rev. F. C. Gafford read the scripture lesson from I Peter 1:3-25.

Congregational prayer was led by Rev. Guy D. Mowery.

The District Superintendent, Rev. D. W. Lacy, welcomed the members and visitors of the conference and introduced Rev. W. H. Neff, General Super. intendent. Due to a conflict of dates of the Northern Indiana and the Southern Indiana Conferences, Rev. P. W. Thomas, General Superintendent, could not be present and Rev. W. H. Neff presided.

The Chairman gave an exhortation to the conference to have faith in God. Institutions may fail and churches may fail, but He is a Rock in a weary land. We were urged not to put supreme faith in man, or in the church, but keep faith in God. We can sing, preach, organize and have degrees, and feel we are pretty good, but it is our emptiness that will lead us to God and the empty vessels are filled with the Holy Spirit.

The chairman called for the roll call. The roll of ordained ministers and ordained deaconesses was read by the District Secretary, Carl R. Reed.

The report of the Examining Board for the licensing of ministers, deacon. esses and song evangelists was read by Rev. Carl Roark.

A motion prevailed to approve the recommendations made by the report.

The roll call of the lay delegates was read.

The Conference bar was cleared according to standing rule of the con-ference.

The chairman announced the hours of conference sittings as governed by standing rule.

The following ministers who are being transferred to this District were ad. rnitted in the conference bar: Rev. Orville Arnold, Rev. Estel Eckart, Rev. Eu-gene Huff, and Rev. L. W. Hulen.

The chairman called for the report of the District Superintendent, Rev. D. W. Lacy. After the reading of his report, a motion prevailed to receive his report.

The chairman requested the report of the Assistant District Superintendent, Rev. 0. D. Williams. A motion carried to accept the report.

The report of the Auditing Committee was read by Rev. Ray Martin, Sr. A motion carried to receive the report.

The report of the District Treasurer, Rev. Lester Henry was read and a motion prevailed that the report be accepted.

The report of the Camp Meeting Treasurer was read and accepted.

The chairman called for the financial report of the Shoemaker Memorial Old Peoples Home which was read by the treasurer, Rev. E. V. Halt. A motion carried that we accept his report.

Rev. Ernest Carroll read the report of the Northern Indiana group hos. pital insurance plan. A motion prevailed to receive the report.

A motion carried to receive the New Lisbon Church into the Northern mdi. ana Conference of the Pilgrim Holiness Church. The chairman introduced the pastor, Rev. Orville Arnold, and the lay delegate, Mr. 011ie Stevens. The dele. gate was seated within the bar.

The report of the Conference Statistician was read by Rev. Wilbur Pot-tenger. A motion carried to receive his report.

The chairman called for the report of the Sunday School Promotional Secretary which was read by Rev. Wayne Preusz, and same was accepted upon motion and second.

SECOND SITTING—WEDNESDAY, 7:00 P.M., JUNE 16, 1965

The Second Sitting opened with Rev. Lewis Smith in charge of devotions. Rev. Helene Roach led the congregation in singing "Joy Unspeakable".

The scripture lesson was read by Rev. Orville Arnold—I Thess. 5th Chapter.

Rev. Area Montgomery led in prayer.

The chairman called for the reading of the minutes of the first sitting. The minutes were read and approved.

Rev. Wayne Preusz completed the report of the Sunday School Promo-tional Secretary, which was the presentation of District Awards. The chairman called for the report of the Educational Board, which was read by Rev. R. D. Perry. A notion prevailed to accept his report.

The report of the Resolutions Committee was given by Rev. George Blice.

Item No. 1 recommendation to delete the opening statement of Resolu-tion No. 1. Motion carried to delete. Recommendation that paragraph "a" under Resolution No. 1 be changed to read as follows: "Let all of the meetings pertaining to the recalling of a pastor be held during the first two weeks in April." Motion lost.

Item No. 2 recommending to substitute the following motion for No. 2 on Page 36: "Due to an increasing tendency toward religious entertainment, this conference goes on record as opposed to the use of pictures in our churches not in harmony with the manual of our church." Motion prevailed to refer Item No. 2 back to Committee for redrafting.

Item No. 3. Recommendation that No. 6 on page 37 be amended to read as follows: " A church and ministerial directory shall be maintained in the Conference Minutes. This to be complete with name of church and pastor, address of church and parsonage, zip code and telephone number." Motion car-ried.

Item No. 4. Recommendation that No. 7 page 37 be amended to read as follows: "The parsonage shall be equipped with heating and cooking facilities, window shades and kitchen and bathroom floor coverings. Provision for the same shall be made by the local church board. An amendment that "it is recom-mended that cooking facilities also be furnished," lost.

Item No. 4 of Committee Report lost.

Item No. 5. Recommendation to substitute for No. 17 on page 38: "be it resolved that the pastor check the wording of the property deeds and see that they conform to Section 219 paragraph 3 of the manual. Due to manual pro-vision that this is the duty of the District Superintendent, Item No. 5 was ruled out of order.

Motion carried to leave No. 17 in the minutes for another year.

THIRD SITTING—THURSDAY, 8:30 A.M., JUNE 17, 1965

The third sitting of the Conference convened at 8:30 am. Rev. Broadus H. Deal was in charge of the Memorial Service and read the scripture lesson from I Thessalonians 5:1-14. Rev. Paul Hamilton led the congregation in sing-ing "What a Friend We Have in Jesus" and "No Not One."

Tribute was paid to the ministers of the Northern Indiana Conference who had been called home during the past year.

Rev. Joe Brown told of the passing of Rev. Helena M. Saneholtz, an or-dained minister of the Pilgrim Holiness Church and a member of the North-side Church in Indianapolis. She served faithfully in the church as pastor, evangelist and secretary to the late General Superintendent, Dr. L. W. Sturk.

Rev. Elvin Hotle paid tribute to Rev. Daniel M. Royer, minister of the Pilgrim Holiness Church serving as pastor and evangelist for many years.

The service was concluded with prayer by Rev. W. H. Pratt.

Rev. D. W. Lacy introduced Rev. P. W. Thomas, General Superintendent, who took the chair arid gave a short exhortation to the conference on praying and waiting and seeking for the will of God.

The chairman called for the minutes of the second sitting. The minutes were read and approved.

The Reception Committee introduced Rev. James Hertel, President of Frankfort Pilgrim College, who by common consent was given an honorary seat in the Conference bar. Rev. Hertel gave a brief report of the school year at Frankfort Pilgrim College. The financial report was nor submitted at this time as the school year does not end until June 3 0th.

The chairman called for the report of the Resolutions Committee.

Item No. 6. The recommendation that the words "Local Church" in the middle of page 37 be deleted carried.

Item No. 7 recommending that the preamble be deleted in No. 18 page 38—A motion carried to delete the preamble.

Item No. 8 recommending a substitute motion for No. 19 on page 38 as follows: "Each zone shall have a committee composed of the pastors, youth society presidents, and youth zone leader, which shall meet and correlate the plans of the adult and youth activities of the year. The zone chairman shall be the chairman of said committee. A motion to amend the recommendation to add the words "formulate and" carried. The substitute motion to delete this recommendation as superfluous was lost. The resolution as amended carried.

Item No. 9. Recommending deletion in No. 24 on page 38 of following: "listed in minutes with the present standing committee". Motion prevailed to delete.

Item No. 10. Recommending No. 25 on page 38 be changed to read as follows: "Be it resolved that the 1966 District Conference convene on the fourth Wednesday of June, at 1:30 p.m." By agreement "1966" deleted.

Item No. 11 recommending deletion of last sentence No. 28 page 39 which reads "We recommend that our ministers and people not have tele-vision." A motion and second was made to delete this sentence and replace with following "Furthermore we urge our ministers to faithfully warn against these evils without fear or favor." Motion to amend carried. Motion carried to adopt resolution as amended.

Item No. 12 recommending the first part of No. 29, page 39 be deleted. An amendment carried to change to read "all" members of the conference. The recommendation carried as amended.

Item No. 13. Motion carried to adopt this recommendation which is as follows: "We recommend when necessary a joint committee meeting of the Ways and Means Committee and Resolutions Committee be called by the Dis-trict Superintendent." Motion carried for a ten minute recess after which chair-man called meeting to order by congregation singing "Blessed Assurance."

Item No. 14. Recommendation to delete words and "boards" from No. 34 on page 39. Motion prevailed to delete.

Item No. 15. Recommending No. 35 page 39 be amended to delete word "special" and substitute motion for the second part. Motion carried to delete the word "special" and adopt substitute motion for the second part carried.

Item No. 16, We recommend the following substitute motion for No. 39 page 40: "Ministerial candidates shall present to the examining board a clear-ance from the administrative office of their respective college before recom-mendation for license or ordination be considered. Motion to change words "Examining Board" to "Educational Board" carried. A motion to add the words "school or", carried. The recommendation as amended was adopted.

Item No. 17. A motion carried to table this item.

Item No. 18 recommending following substitute motion for No. 41, page 40 "Let the church boards recommend only those for district license who are known to have completed the prescribed source for local ministers." Motion prevailed to substitute.

Item No. 19 recommending that preamble be dropped in No. 42 page 40 carried.

Item No. 20. Recommend No. 48 on page 41 be amended to add word "immediate". Motion carried to amend.

Item No. 21 recommending No. 50 on page 41 be amended to add word "by" last Friday of July. Motion to amend carried.

Item No. 22 recommending that No. 54 page 41 be reworded as follows: "A Thanksgiving Harvest Service for the college shall be observed. Such ser-vice shall be for the various zones to bring canned goods and produce for the college. Upon motion and second recommendation was adopted.

Item No. 24. Recommending a substitute motion for No. 55 page 41. Chairman ruled motion out of order since manual takes care of this matter.

Item No. 25. Recommending deletion of the word "the" in No. 60 page 42. By common consent the committee granted permission to edit.

Item No. 26. We recommend the following as substitute motion for No. 64 page 42: "The conference secretary shall mail to each pastor an itemized statement of the financial requirements of the conference for each church for the ensuing fiscal year. Motion carried to adopt.

Item No. 27 recommend that No. 68 page 43 be deleted. Upon motion and second, it was voted to delete.

Item No. 28. Motion prevailed to date No. 71 on page 43.

Item No. 29. Recommending that No. 79 on page 43 be deleted. Motion carried to delete.

Item No. 30. Resolution concerning nominating delegates to International Conference was tabled.

A motion was made end seconded to send a telegram of congratulations and well wishes to Rev, and Mrs. R. G. Flexon on their 50th Wedding Anni-versary Friday, June 18, 1965. Motion carried.

By the expiration of time, meeting was adjourned with prayer by Rev. Vard Van Briggle.

FOURTH SITTING—THURSDAY 1:30 P.M., JUNE 17, 1965

Rev. P. W. Thomas opened the Fourth Sitting of the Conference. Rev. Marlin Boss led in singing "I Know In Whom I Have Believed."

Rev. Edward Kirkpatrick read the scripture lesson from I Corinthians 13th Chapter, followed by prayer by Rev. Edward Shemelia.

The chairman called the meeting to order and cleared the Conference bar. The chairman asked the District Secretary to read the minutes of this Third Sitting. The minutes were approved.

A motion and second carried to have the ordination service at 7:00 p.m.

The chairman called for the Resolutions Committee to finish with its re-port, which was given by Rev. George Blice.

Item No. 2, which was referred back to committee for redrafting was sub-mitted in its revised form and a motion carried to adopt.

Item No. 31 recommending No. 26 page 38 be amended to read: "d" changed from Tuesday 1:30 to 5:00 p.m. to Tuesday 2:00 p.m. to 4:00 p.m. and "e" changed from "Wednesday 8:00 to 10:00 am." to "9:30 to 11:30 am." A motion was made to amend the recommendation by adding under "f""any minister desiring to enter the evangelistic field must make application to the Examining Board at the time of its meeting". The amendment carried. The Recommendation as amended carried.

The Resolutions Committee submitted a resolution having to do with ob-servance of a daily period of prayer for the various leaders and interests of the church. By common consent same was adopted.

The chairman asked for the report of the Ways and Means Committee, which was given by Rev. William Smith.

Item No. 1 under "Local Church Financial" increasing the conference budget from 10% to 11%. The previous question was called for and carried. The recommendation was put to a vote and lost.

The chairman exhorted the Conference on the matter of full payment of budgets and of the cooperative effort toward the total program of Jesus Christ.

Item No. 2 under Local Church Financial amending to read as follows: Conference Fund 69%; Old Peoples Home 1%; Frankfort Pilgrim College 16%; District Home Missions 10%; General Conference 2%; Camp Meeting 2%; Evangelist Pension Plan 2%. A substitute motion lost. A motion carried to adopt the recommendation.

A motion carried for a ten-minute recess. After recess the chairman called the session to order.

Item No. 3 under Local Church Financial Page 44 changes amounts from 250 to $500 per month pay 1% of monthly gross receipts and $500 or more

pay 2% of monthly gross receipts. A motion to adopt carried.

Item No. 4 recommending to delete No. 5 on page 44, a motion prevailed to delete.

Item No. I under District Financial No. 8 page 45 amended to change District Superintendent's salary from $120.00 per week to $115.00 per week to include social security and hospital insurance plan. A motion carried to adopt this recommendation.

Item No. 2 under District Financial No. 20 page 46 recommending the deletion of the last phrase. A motion carried to delete.

Item No. 3 under District Financial No. 20 page 46. On motion and sec-ond an amendment was made as follows: "We recommend that each local church pay the traveling expense of the District Superintendent for each visit to their church. This money to be forwarded to the District Treasurer and paid out at the rate of 6c per mile. An amendment was lost to have these funds collected as free will offering taken for District Superintendent on his visits to be credited to the District Budget. A motion carried to vote on previous ques-tion. Recommendation was lost.

Item No. 1 under Camp Meeting recommending amendment adding medi-cal and comprehensive insurance for Camp. Motion carried to adopt the recom-mendation.

Item No. 2 under Camp Meeting No. 25 page 46 to be amended to read as follows: "Inasmuch as there is no special assessment for the support of the camp meeting, we recommend that the solicitation from the churches be made by the pastors and solicitation from the constituency of the District shall be made by the Camp Board Chairman. Be it further resolved that an assessment of $1.00 per member per year be received." A motion and second to amend the recommendation to read "an amount equal to $1.00 per member." Motion carried to amend. An amendment to delete words "solicitation from the con-stituency of the District shall be made by the Camp Board Chairman" carried. The recommendation as amended carried. Motion carried to extend time to complete this report.

Item No. 3 recommending that No. 26 under Camp Meeting page 46 be amended. Recommendation to amend was adopted.

Rev. R. G. Flexon, General Superintendent, was introduced by the chair. man, who gave words of greeting and testimony.

The Reception Committee introduced Rev. Thomas from the Wesleyan Methodist Church at Lebanon. The session was adjourned by prayer by Rev. Flexon.

FIFTH SITTING—THURSDAY, :7:00 P.M., JUNE 17, 1965

The Ordination Service was opened by Rev. D. W. Lacy, District Superin-tendent, who introduced Max Hamilton, song leader, who led the congregation in singing "A Charge to Keep I Have" followed by prayer led by Rev. Ernest Carroll.

The Scripture was read from I Timothy 3rd Chapter by Rev. Carl R. Reed, District Secretary. Rev. 0. D. Williams, Assistant Superintendent, read from 11 Timothy 4:1-8. Titus 3:1-11 was read by Rev. Lester Henry, District Treasurer.

Rev. Lacy presented the candidate Rev. Paul Wilson to Rev. P. W. Thomas who gave the ordination charge, reading Psalm 126 and speaking on the text "They that sow in tears shall reap in joy. He that goeth forth and weepeth bearing precious seed shall doubtless come again bringing precious sheaves with him." The candidate was ordained to the ministry by the laying on of hands by the Ordination Council composed of the General Superintendent, Rev. P. W. Thomas, Rev. Ernest Carroll, Rev. Lester L. Henry, Rev. Carl R. Reed, Rev. 0. D. Williams, and Rev. D. W. Lacy. The District Superintendent gave the ordination prayer. Service was concluded with prayer by Rev. 0. D. Williams.

Rev. Arthur Davis is to be ordained in his home church and Rev. James Ramsey in Africa.

At the conclusion of the Ordination Service the session was called to order by the chairman, Rev. P. W. Thomas, who asked the District Secretary to read the minutes of the Fourth Sitting. The minutes were approved.

The Reception Committee introduced Rev. Kellam of the Wesleyan Metho-dist Church at Colfax and Rev. Calvert from Ohio. A motion carried to give them honorary seats in the Conference bar.

The chairman called for the Conference Memorials, which were read by Rev. Carl R. Reed, District Secretary.

Item No. 6 recommendation to change the word "twice" to "once" a year in Section 88, Par. 1 Article 9 of the Manual. A motion prevailed to adopt the recommendation.

Article 6 Par. 1 Section 88 of the Manual recommending doing away with quarterly reports being sent to General Superintendent. A motion to amend recommendation by adding "and shall after receiving third quarter reports from pastors, deaconesses and ministers"—amendment adopted by common consent. A motion to amend by deleting the last 5 lines of the recommendation carried and the recommendation as amended was adopted.

Item No. 1. Recommendation to amend Section 74 Par. 4 of Manual changing requirements for membership of Youth Society and not granting full membership to those who are not members of church—by common consent the word "christian" was omitted. The recommendation carried. Motion made and seconded to extend the time to 9:30 P.M. The snoticn lost.

Item No. 2 recommending that Section 39 Par 2 be amended by the sub. stitution of age 16 for age 14. Motion carried to adopt.

A motion carried to extend the sympathy of the Conference to the Rev, and Mrs. F. J. Goins family in the death of Mrs. Goins sister.

Meeting was adjourned with prayer by Rev. Area Montgomery.

SIXTH SITTING—FRIDAY 8:30 A.M., JUNE 18, 1965

Rev. D. W. Lacy opened the Sixth Sitting with Rev. George Blice leading the congregation in singing "When We All Get To Heaven" and "What a Friend We Have in Jesus." Rev. Broadus Deal led congregation in prayer.

The chairman called for the reading of the minutes of the Fifth Sitting by the District Secretary. Chairman ordered the minutes approved.

The chairman asked for the reading of the Conference Memorials by the District Secretary, Rev. Carl R. Reed.

Item No. 5 recommending that there be an Executive Committee created to take care of matters during the interim of Council Meetings. A motion car-ried to adopt.

Item No. 3 resolution regarding recalling of pastor on a majority vote for one year where temporary conditions exist and required 2/3 vote on succeeding years. Motion carried to adopt.

After clearing the Conference bar, the District Superintendent appointed the following tellers to expedite the matter counting ballots: Rev. Wooten, Rev. Bradfield, Rev. Willoughby, Rev. Batman and Rev. Bowker.

Ballots were cast for Assistant Superintendent resulting in the election of Rev. 0. D. Williams on the first ballot.

The chairman asked the District Secretary to read the names of the nom-inations from the District Council for District Secretary, which were as follows:

Rev. Carl R. Reed, Rev. Ernest Batman and Rev. E. C. Gafford. The bal-lots were cast and Rev. Carl R. Reed was elected on the first ballot.

The chairman called for the nominations to be read by the District Sec-retary for District Council for District Treasurer which were as follows: Rev. Lester L. Henry, Rev. Russell Wooten and Rev. T. 3. Preusz.

The ballots were cast and Rev. Lester L. Henry was elected District Trea-surer on the first ballot.

A motion carried to have an open ballot for 10 ministerial delegates to the International conference. Ballots were Cast for the Ministerial Delegates.

A motion was made and seconded to have the District Council submit 22 nominations for the 10 lay delegates to be elected by the conference. Motion was carried.

A motion prevailed to recess for 10 minutes after which the chairman called for the voting on five members to the Advisory Council.

On the first ballot the following were elected: Rev. F. J. Goins, Rev. Ernest Carroll, Rev. Guy Mowery and Rev. William Babb.

A motion prevailed to vote on one of the three highest names and as there was no election on second ballot a motion carried to vote on the two highest names resulting in the election of Bro. G. W. Noel.

Chairman asked the Secretary to read the District Council's nominations for 2 members to serve on the Examining Board, which are as follows: Rev. Guy D. Mowery, Rev. F. J. Goiris, Rev. G. R. Bateman and Rev. lB. H. Mc Bride.

A motion carried to extend the time for fifteen minutes.

Rev. Goins and Rev. Mowery were elected on the first ballot as members on the Examining Board for a three year term.

The ballot cast for the Ministerial delegates to the International Confer-ence resulted in the election of Rev. F. J. Goins, Rev. Guy Mowery, Rev. Er-nest Carroll, Rev. Carl R. Reed, and Rev. R. E. Nibarger.

A motion lost to vote on five out of the ten highest names on the list of Ministerial delegates. A motion was made and seconded to vote on the fifteen highest names on the list. The first five highest shall be the Ministerial dele-gates and the remaining ten the alternate delegates in the order of the votes received.

A substitute motion was made that this be an open election and the ten highest, after the election of the five Ministerial delegates, be the alternates. The motion to substitute lost.

The original motion carried.

SEVENTH SITTING—FRIDAY 1:00 P.M., JUNE 18, 1965

The Seventh Session of the Conference opened by the congregation sing-ing "Such Love" led by Rev. Howard Barefoot followed by the scripture lesson, Ephesians 1:1-2 and 2:1 which was read by Rev. David Smith. Prayer was offered by Rev. Lee Lenker.

The chairman introduced Rev, and Mrs. Paul Reynolds and family, re-turning missionaries to Africa, leaving June 29. Both gave greetings and testi-monies after which the congregation sang "God Be With You Till We Meet Again," followed by prayer by Rev. Thomas.

The chairman called for the reading of the list of 17 highest names on the first ballot for Ministerial Delegate (3 being a tie vote)

Revs. Lester Henry, Ernest Batmnan, Gilbert Noel, Russell Wooten, William Babb, Wayne Preusz, T. J. Preusz, R. C. Flexors, Carl Roark, Joseph Brown, G. R. Bateman, Vard Van Briggle, F. C. Gafford, William Pratt, George Blice, Creston Eckart and Lee Lenker.

Motion carried to vote for 5 names from the list.

The following were elected on the first ballot to serve as lay delegates to the International Conference: Don Schooley, Bernardo Goins, Harry Slack, Martha Harmon and Paul Tamer.

A motion carried to name next five highest on list as the lay delegates, which were as follows: Merrill Spencer, Evelyn Kerby, George Burnett, Hershel Freeman and Beulah Park.

Motion carried to take the next 10 highest in the order of the number of votes cast as the alternates, as follows: (1) Leon Maddox, (2) Jim Green, (3) Marie Funkhouser, (4) Robert Frakes, (5) Arthur Gillispe, (6) Mervin Minks, (7) Mae Jennings, (8) Herbert Collins, (9) Don Goucher and (10) Howard Stuck.

The Chairman requested the reading of the District Council's nominations for C. Y. C. chairman, which were read by the Secretary as follows: Cecil Sanders and Kenneth Catron.

Chairman asked for reading of nominations for Director Pilgrim Evan-gelical Leadership Training, which were as follows: Ernest Batman and Paul Tamer.

The Chairman called for reading of nominations from District Council for Director for 3 year period to serve on Frankfort Pilgrim College Board, B. H. McBride, Creston Eckart and T. J. Preusz.

The vote for the Director of C. Y. C. resulted in the election of Kenneth Catron.

Result of voting for remaining ministerial delegates was read at this time as follows: Five Ministerial Delegates: Rev. Lester Henry, Rev. Ernest Batman, Rev. Wooten, Rev. Babb and Rev. Gilbert Noel. The next ten highest for Min-isterial Alternates: (1) Rev. Flexon, (2) Rev. Wayne Prsusz, (3) Rev. Van Briggle, (4) Rev. T. J. Preusz, (5) Rev. G. R. Bateman, (6) Rev. Carl Roark, (7) Rev. Chairman requested Rev. D. W. Lacy, District Superintendent, to intro-duce the Evangelists to the conference. Rev. Maxey Walton, Rev. Vard Van Briggie, Rev. Edward Shemelia, Rev. John Hosier, Rev. Walter Black, Rev. Mamie Yaryan, Rev. Helene Roach, Rev. W. H. Pratt, Rev. Cecil Sanders and Rev. Carl R. Reed.

As there was no election on first ballot, a motion carried to vote on two highest names for Trustee of Frankfort Pilgrim College, which are B. H. Mc-Bride and T. 3. Preusz.

The chairman requested the District Superintendent to read his appoint-ments and Committees for the coming year. A motion prevailed to receive same. (See Conference Journal for appointments).

The chairman called for the reading of the District Council's appointments for the coming year, which were read by Rev. Carl Reed, District Secretary. A motion prevailed to receive this report. (See Conference Journal for ap-pointments)

The chairman called for the reading of result of election for Trustees to Frankfort Pilgrim College Board. Rev. B. H. McBride was elected on the second ballot.

Chairman requested each zone to meet at this time and elect officers for coming year.

Chairman invited bids for the Ministerial Convention in 1966. invitations were as follows: Anderson, First; Kokomo, First; and Elwood. It was voted to hold the 1966 Ministerial Convention at Kokonio, md.

Motion carried to refer all unfinished business to the District Council.

The chairman called for the District Secretary to read the pastoral replace-ments for the year.

The chairman asked that the District Secretary read the minutes of the Sixth Session, and motion carried to approve same. The minutes of the Seventh Session were read and approved.

After various announcements a motion carried to adjourn. Rev. D. W. Lacy, Dist. Supt. pronounced the benediction.

DISTRICT SUPERINTENDENT'S REPORT

Today we bring Christian greetings and workers report to our esteemed General Superintendent, ministerial brethern, lay delegates, and friends. It is a privilege to be a part of the fifteenth annual conference of the Northern Indiana District of the Pilgrim Holiness Church.

The successes or failures of the past year are duly recorded and in the hands of an all wise heavenly Father. Our records collectively and individually are duly credited to our accounts. Cold facts and figures can never fully reveal the anxious, vigilant and troubled moments of the warfare of the past year.

It is impossible to review at this time the full accomplishments or failures of the individual churches. It is well to note, however, that many churches on the district have carried a well balanced and equitable program. All depart-ments of the church have been justifiably cared for in the budgetary plan of this conference. Others, I fear, have carried on in the beaten path of yester-years. The financial reports of both the district treasurer and the general church treasurer show a substantial increase in each area. Beyond our collective en-deavor, we take rime here to mention a few of the very major building pro-grams of the district.

Anderson First Church purchased a home near the church proper, and have converted it into a youth center. 'Tis now very beautifully furnished, and well supervised.

Beech Grove has completely remodeled the church proper. This included complete new roof, windows, refinishing of the interior, sidewalks, doors, new entrance and other incidentals.

Biwood has completed a beautiful Bedford stone parsonage. This is a three-bedroom home with full basement, double garage and beautifully finished interior. This building fills a long standing need at this church.

Hammond recently completed a beautiful parsonage. This too is a build-ing meeting a long standing need. A three bedroom structure with full basement meets the need in every sense of the word.

Indianapolis First has completed its new church and parsonage—both structures of Bedford stone. The new location is in the northeast part of the

city on a four-acre tract of land and is an attractive asset to the Northern Indiana District.

J onesboro Pilgrims are the recipients of a lovely building site on the west edge of the city. The Pilgrims here envision a new church and parsonage at this site. Thanks to the donors, Mr. and Mrs. Gene Ciscell.

Lebanon recently dedicated an outstanding two-story annex educational building. It appears that these added facilities will care for the expected in-crease of the Sunday School. This unit is comparable to the church, in that it too is of Bedford stone finish.

Lapel Pilgrims, though few in number, have done an outstanding piece of work this past year. The church has been given a Bedford stone covering, new lighting fixtures and incidental furnishings. Too, they have just dedi-cated a beautiful three-bedroom home, brick veneer. The full basement has multi-purpose facilities, including Sunday School rooms and youth assembly room.

Muncie First church people are feverishly working to complete the first unit of the new church at the new location. The parsonage was built last year. Recently this group of Pilgrims have been worshiping in the Y. W. C. A. build-ing up town. The church was sold a few months ago, and immediate possession was demanded by the purchasers. These good people are happily anticipating being in a home of their own soon.

New Lisbon church is a new group in our midst. This work came to us through the leadership of Rev, and Mrs. Orville Arnold. They were ministers in the Southern Indiana Conference, but living in Northern Indiana. This is a fine group of conscientious Christians. This is not a large body of believers, but are aggressive in their outlook. The town is small and has only a couple of churches. Pray for a building adequate to meet their needs.

Pilgrim Chapel in Indianapolis, under the very capable leadership of Rev. Kelso Eckart, is nearing completion of a new church in their very needy section of the city. This will be a parsonage church type building and adequate to their needs.

Tipton has purchased another building site. Plans are in hand for build-ing. For many years there has been need for a move or construction of a new church at the old site. They have chosen the former course.

Walkerton parsonage has two new bedrooms added to the parsonage. Most of the work here has been done by the pastors Rev, and Mrs. John Hall. The finish is the same as the church proper, which gives a fine community appear-ance as well as a home.

Warren Park in Indianapolis is busily engaged in erection of a new church. This is a dream of many years. At long last the dream is finding ful-fillment. We rejoice with these good people as they enlarge their place in com-munity service.

Richmond First has recently completed its Sunday School annex. Plans to completely rebuild the church are on the board for July. For many years the Pilgrims here have prayed and planned to this end,

Our sincere and heart felt congratulations go to all of these church groups who have followed through on their vision with good planning and financial preparation. Both vision and financial preparation are necessary to accom-plish anything worthy our place in the world.

Too, I should say that a great number of the churches have remodeled, refinished and supplied facilities for the churches and parsonages of the dis-trict. Musical instruments, heating equipment, Sunday School busses, and many things of interest and use to our churches have been noted in the "District Voice" as space has permitted and as reports have come across the Superin-

tendent's desk. Happenings of importance in your church should be written to the District Superintendent; otherwise they may not receive attention.

District Campus

Since last camp meeting the following things have been done: The water line has been installed together with fire hydrants. The hotel building has been razed, and the usable material utilized in a new utility building. Presently the dining room, kitchen, lunch stand and camp meeting secretary and treasurer office building is nearing completion. We expect these to be ready by camp time. I have striven to carry out the objective of the long-range planning com-mittee as far as possible. Much remains to be done, and your determination of business affairs at this conference will point the way.

I have also fully appreciated the service rendered by my Assistant, Rev. 0. D. Williams. He has faithfully served in every capacity I have assigned to him and I have enjoyed his wonderful Christian fellowship.

SUPERINTENDENT'S PERSONAL REPORT

Following is a concise report of my personal endeavor for the past year. I have ministered the Word of God 139 times, conducted 75 business meetings and 12 annual meetings. I have been in 6 Bible School board meetings, 2 ground breaking services and met in 2 sessions of the General Board. It was my privil-ege to preside at the annual Youth Conference. I also participated in the Lec-ture series at the Bible College, attended the Central area Youth Christian Edu-cation Convocation at Winona Lake and served as chairman of the annual Camp Meeting.

I attended the district Sunday School Convention, chaired 11 district coun-cil meetings and met with the following committees: Camp Board, Ways & Means, Resolutions, Long-Range Camp Board, Youth Committee, Sunday School Board, Cottage Committee, Long-Range Bible School Committee and counseled with many of these committee chairmen.

I have supplied the front page of the 'District Voice" paper each month. Each pastor has received a copy of my monthly schedule, also copy has been sent to my superior officer. This means that about 80 scheduled letters went to district leaders each month.

I have traveled a total of 23,815 miles in the service of the district. My salary is paid to date.

REPORT OF THE ASSISTANT SUPERINTENDENT

To the fifteenth Annual Conference of the Northern Indiana District of the Pilgrim Holiness Church, greetings in His Wonderful Name.

As His servant, it is pleasant to walk in ways which He directs. As your servant, I have counted it a real joy to serve. It has been both a pleasure and a joy to be in fellowship with both ministry and laity. My association and fel-lowship with our Superintendent, Rev. D. W. Lacy, has been rich and reward-ing. The fellowship and labor wirh the council has been a blessing. Surely, it is good to be among God's people.

I have endeavored to cooperate with Rev. Lacy in counsel and labor in the program of the District. I have attended most of the meetings of the council, meetings of the Camp Board and called committee meetings. I have accompanied the superintendent on meetings when requested. I have held 8 annual meetings, 7 church meetings and 4 church visits under the appointment of the Superintendent. I have preached 26 times, conducted one week-end meeting and had 2 funerals.

I have served the District as a representative of the Board of Trustees of Frankfort Pilgrim College, served as Dean of the College and taught in the College. I have attempted to reflect the principles and the program of the church in these activities. I have served on appointed committees of both Col-lege and Conference to the best of my ability.

My mileage and all pay for extra services has been paid in full.

I count it a real joy to be in His Service and to be privileged to work for the District. It is my prayer that the year before us shall be one of conquest and victory. REPORT OF THE CONFERENCE SUNDAY SCHOOL BOARD

To the Fourteenth Annual Conference of the Northern Indiana District, Greetings.

The District Sunday School Board has beers a cohesive unit with the pur-pose of inspiring interest in building better Sunday Schools to the glory of God. This was the stimulus for the promotion of the two enlargement programs in October and March; the presentation of the District Sunday School Conven-tion at Kokomo; the insistence upon participation in The Decade of Progress, The Sunday School Standard of Excellence and The Citizens for Sunday School enrollment program; and the printing of reports and provoking arti-des in the monthly issues of the 'Pilgrim Voice." We trust you have accepted these efforts of the Sunday School Board favorably.

The report for the year, based upon complete reports of seventy Sunday Schools shows an average attendance of 6,408. This is a loss of 46 or .7%.

A number of churches showed exceptionally good gains. In fact, 34 churches showed a gain, 2 showed no gain or loss while 34 reported a loss.

Certificates of achievement are awarded to two churches. One to Brown's Chapel for the highest percentage gain-78% and one to Frankfort Woodside for the highest numerical gain-43.

Of the churches reporting gain in average attendance, 17 had gains of 10% or more. It is a pleasure to award ribbons to them as follows:

Though we are not proud of the fact of a lost in attendance for the year as a District we can certainly be proud of the above churches who have made such fine gains.

There has been increased interest in the Decade of Progress and the Sunday School Standard of Excellence this year. Participation was nearly doubled over last year.

The Decade of Progress "Ship" is awarded to Frarskfort, First Church with a total of 24,550 points. Frankfort, Woodside is second with 24,510 points. Indianapolis, Northside is third with 22,320 points.

Sunday School Standard of Excellence awards are awarded to the follow-ing churches:

May God add his blessing to each of our efforts in the future to build the kingdom of God through the Sunday School.

REPORT OF THE RESOLUTIONS COMMITTEE

Local Church

The calling of pastors shall be as follows:

a. Let all of the meetings pertaining to the recalling of a pastor be held during the last two weeks in April.

b. If the pastor resigns, or is not recalled, the result of the meeting should immediately be forwarded to the Superintendent by the pastor or church secretary.

c. If the pastor is recalled, he can have the legal time established by the manual (15 days) to accept or reject the call and he shall then imme-diately inform the Superintendent of his decision.

d. In the event the pastor is leaving, the Superintendent, shall present either in person, writing or through an authorized representative the

list of available ministers with recommendations that naturally fall within the jurisdiction of the Superintendent.

2. Due to an increasing tendency toward religious entertainment, this Con-

ference goes on record as opposed to the use of slides and movies in our church. es not in harmony with the spirit and teaching of the manual of our church.

3. The annual business of the local church shall close on April 30 each year

and the district treasurer shall hold his books open until May 15.

4. The pastor shall meet with his church at the earliest date after the close

of conference, for the purpose of familiarizing his people with the actions of the conference.

5. Each church shall provide a parsonage with telephone and utilities.

6. A church and ministerial directory shall be maintained in the Conference

Minutes. This to be complete with name of church and pastor, address of church and parsonage, zip code, and telephone number.

7. The parsonage shall be equipped with heating facilities, window shades

and kitchen and bathroom floor coverings. Provision for the same shall be made by the local church.

8. Any church calling a minister for a trial sermon shall pay, at least, his

traveling expense. 9.

Each pastor shall be responsible for a record of all names and addresses of the subscribers to the Pilgrim Holiness Advocate in the vicinity of his pas-torate, and shall endeavor to secure subscriptions equivalent in number to the families of his membership roll.

10. Each pastor shall prepare carefully a calling list of all homes connected

with the church and Sunday School, listing addresses by city, street, and num- ber and he shall give such calling list to his successor on the field.

11. The sacrament of the Lord's Supper shall be observed at least once each

quarter by our local churches. We further recommend that each church shall have a baptismal service each Conference year for those who qualify and desire the rite of baptism.

12. Each church shall send the names of its lay delegates to the District Secre-

tary not later than June 1. 13.

Whereas there has been no official method of tabulation of attendance of branch Sunday Schools and the mother churches, be it resolved that this method be adopted:

a. The attendance at the mother church should be recorded in the usual manner.

b. All persons attending the branch Sunday School shall be counted, in-cluding the members of the mother church.

c. These figures of attendance shall be reported separately.

14. No church shall call an evangelist outside of our church without the ap-

proval of the District Superintendent.

15. Each pastor shall be granted a two week's vacation with pay, and the pas-

tors salary shall be continued during Camp Meeting and while busy with other district duties.

16. Before new construction or major remodeling of church buildings or par-

sonages is begun, plans, specifications, and financial appraisement must be ap-proved by the District Council or by a committee appointed by the same.

17. Whereas the district records indicate that several of our church properties

are not deeded according to the manual, be it resolved that this conference request each local board of the district to check the wording of their property deed, and urge these churches whose deeds are faulty to have them recorded according to the requirements of the 1962 manual (Section 219, Par. 3)

18. Be it resolved that the Zone officers be elected at the annual conference.

19. Each zone shall have a committee composed of the pastors, youth society

presidents, and youth zone leader, which shall meet, and formulate and corre-late the plans of the adult and youth activities of the year. The zone chairman shall be the chairman of said committee.

20. Each zone shall submit at least five names to the District Council from

which the council will make its nominations to the Youth Conference for Zone Youth Leader.

21. Inasmuch as the Zone Meetings have been beneficial in advancing the

spiritual, educational and doctrinal interests of the Conference, they shall be continued.

22. Each zone shall elect its own youth secretary and treasurer.

23. A committee of three men, appointed by the District Superintendent, shall

determine the boundaries of the zones; any changes made shall be verified by the Conference.

24. Be it resolved that the district zoning committee be a standing committee.

Conference

25. Be it resolved that the District Conference convene on the fourth Wed-

nesday of June. 26.

The Education and Examining Boards shall meet for the purpose of ex- amining all candidates for conference license Monday prior to conference.

The candidates shall appear as follows:

a. Monday, i :30 to 5:00 pta —First Year Ministerial, Deaconesses and Song Evangelists (Names from A to M).

b. Monday, 7:00 to 9:00 pm.—.First Year Ministerial , Deaconesses and Song Evangelists (Names from N to Z).

c. Tuesday, 8:00 to 11:30 a.m.—Second Year Ministerial

d. Tuesday, 2:00 to 4:00 p.m.—Third and Fourth Year Ministerial

e. Wednesday, 9:30 to 11:30 am—FINAL MEETING.

f. Any minister desiring to enter the evangelistic field must make appli-cation to the Examining Board at the time of its meeting.

(Candidates who are unable to appear before the boards shall follow the instructions of the Manual, Section No. 145).

Any candidate who fails to appear on schedule will automatically have license suspended for the ensuing year, and he shall be denied a voice or vote in the current conference unless in the judgment of the Educational and Ex-amining Boards an exception should be made.

27. The minister who fails to get his annual report to the Conference Statis-

tician by May 25 shall be referred to the Examining Board.

28. Because of the evil influence of obscene literature and many T. V. pro.

grams that promulgate vulgarity and hinder spiritually, be it resolved that we as a conference are opposed to the same, and that we strongly urge Pilgrims to use all possible legal and moral persuasion to curb such evil influences. Further-more, we urge our ministers to faithfully warn against these evils without fear or favor.

29. We recommend that the reports of the Ways and Means and the Reso-

lutions Committees be mimeographed and mailed all members of the confer-ence at least ten days prior to conference.

Further, we recommend that all proposals for these committees be sub-mitted to the respective chairman of each committee not later than May 1.

30. We recommend that when necessary, a joint committee meeting of the

Ways and Means Committee and the Resolutions Committee be called by the District Superintendent.

31. Only ministers and lay delegates shall be given entertainment during con-

ference. Ministers' wives and children will be issued workers tickets. For all other entertainment the same rates shall prevail as at Camp Meeting.

32. We shall have a brief memorial service instead of the morning devotional

service on the second day of conference. We further recommend that we have a picture of each deceased with a brief account of his ministerial activities in the subsequent issue of the Conference Journal..

33. The Conference Secretary shall gather needed information of each of our

ministers by sending out a questionnaire. This information is to be kept up to date by making the needed addition at the close of each annual conference.

34. When a man is placed on more committees than he can well serve, the

conference council shall make proper adjustments in such committees.

35. The conference secretary, at his earliest convenience, shall inform the chair-

man of the committees of their respective duties.

36. Whereas it is of considerable interest to the Educational and Examining

Boards to know the ministerial activities in which the candidates for conference license have been engaged during the year,

We recommend that a copy of the uristationed ministers' report be filled Out in duplicate and one copy sent along with recommendation to the secretary of the Education Board.

37. The questionnaire prepared by the Examining Board must be filled in by

each applicant for conference license and sent to the chairman of the Exam-ining Board. A duplicate copy is to be sent to the District Superintendent.

The recommendation of applicant for ministerial license shall be mailed to the Secretary of the Educational Board at least two weeks prior to the 1rst meeting of such Board (See items 36 and 41).

38. The record of study of the Local Preacher's ministerial course shall be

sent to the Secretary of the Educational Board and students who are studying for the ministry and who do not have a record with the Ministerial Study Course Agency, shall send a record of study to the Secretary of the Educa-tion Board. Such records may be obtained from the school in which their work is being taken two weeks in advance.

39. Ministerial candidates shall present to the educational board a clearance

from the administrative office of their respective college or school before recom-mendation for license or ordination be considered.

40. Where as the Manual outlines the duties and prerogatives of the Educa-

cational and Examining Boards, and whereas commitments to candidates em-barrass candidates and embarrass and hinder these Boards in the performances of their duties, be it therefore resolved that no such commitments be made.

41. Let the church boards recommend only those for district license who are

known to have completed the prescribed course for local ministers. See manual, Sec. 206 and Sec. 144, Par. 3.

All recommendations shall be mailed to the Secretary of the Educational Board.

42. Be it resolved that this conference instruct its examining board to recom-

mend for district license only those who give evidence of intentions to take a permanent place in the ministry.

43. The District Ministerial Convention shall convene on the second Thurs-

day of February and continue through Friday.

44. The duties of the Conference Sunday School Board, in harmony with the

manual of the Pilgrim Holiness Church, shall be as follows:

a. The Conference Sunday School Board, together with the District Su-perintendent shall arrange for Sunday School institutes to be held in the respective zones during the year.

b. To promote and encourage the Sunday School work throughout the conference.

c. To encourage each local church to conduct a summer Vacation Bible School.

d The Conference Sunday School Board shall work in conjunction with the General Sunday School Secretary in promoting the annual Rally Day, and make material available for the annual Sunday School pro-motion during the month of March.

e. To have published each month a Conference Sunday School report showing the attendance of each Sunday School in the conference for the month, except July. This report is to appear in the "District Voice".

f. To present an annual report to the conference which shall include the following:

1. A statement of the work accomplished during the year. 2. A statement of the general condition of the Sunday School work

in the conference.

g. To present a proposed budget to the council.

45. The council shall direct the conference treasurer to take care of expenses

incurred by the conference Sunday School Board within the limits of the pro-posed budget.

46. Be it resolved that this conference go on record as favoring a "Personal

Soul-Winning and Lay Visitation Program" and that this program be promoted in each local church under the direction of the pastor or an appointed mem-ber or committee from the congregation.

47. We recommend that the disposition of all home missionary work be placed

under the District Superintendent and Council.

48. Upon the death of a conference minister or a member of his immediate

family the conference secretary shall notify the zone chairman, who shall in-form the pastors of his zone.

Telephone calls shall be paid by the District Treasurer.

49. The Camp Meeting shall begin on the first Friday of August.

50. All who have a deposit on a camp meeting room must notify the Rooms

Superintendent by the last Friday of July the date they intend to arrive. Those failing to do so will forfeit their room rights.

Anyone who leaves the district forfeits his right to hold a room.

Each rentor must bring his own bedding.

51. No lease is to be bought or sold without the sanction of the proper agent

signing the same and a carbon copy of this contract to be kept in the agent's file, the same to be the property of the camp meeting board.

Furthermore, no person is allowed to own two leaces and any person who buys a lease must build within three years or the camp board, at its discretion may repossess the lot by refunding the purchase price.

52. We recommend that a Camp Ground Development Committee of five be

appointed by the council for planning and executing a long-range develop-ment program for the present camp grounds.

Further, we recommend that these plans for development be submitted to the combined council and camp meeting board for approval.

We further recommend that the Long Range Planning Committee give a written report to the conference each year stating what has been accomplished the past year and what the plans are for the future.

53. A Thanksgiving Harvest service for the college shall be observed. Such

service shall be for the various zones to bring canned goods and produce for the college.

54. The pastor who fails to meet his district budget shall be requested to ap-

pear before the District Council for an explanation.

55. This conference goes on record as interpreting I Peter 3, where it speaks

of the wearing of gold to mean all rings, including wedding and class rings. (See Manual: Section 67, Par. 1-4)

56. The Conference Council shall continue the publication of the "Pilgrim

Voice". 57.

The District Council shall present three names from which one trustee of the Frankfort Pilgrim College shall be elected for a three-year term. The Dis-trict Superintendent by virtue of his office shall be the fourth member of the Board of Trustees.

58. Each pastor shall inform his people that legislation protects their employ.

ment rights and also protects them against discrimination in their place of em-ployment when they refuse to work on Sunday. The Conference also goes on record as opposed to the growing tendency of Sunday shopping and we will do all within our power to encourage legislation against same.

59. This conference goes on record as being opposed to legalized liquor traffic

in all forms. We recommend that our ministers and lay members lend their support to encourage legislation in favor of prohibition by returning such questionnairs as they receive to proper legislators.

60. The District Treasurer shall be a member of the Ways and Means Com-

mittee. 61.

Whereas the district council generally lacks the proper and necessary in-formation relative to ministers of other districts and denominations desiring membership in our district, be it resolved that the same be required to answer a questionnaire supplied by the district council.

62. Whereas the ordination of a minister or deaconess is an outstanding event

in his life

Be it resolved that the ordinatior. service be held during the annual con-ference. The spouse of the candidate for ordination shall be given an honorary seat with the candidate during the ordination service.

We further recommend that the candidate be given a Bible as an ordi-nation gift.

We further recommend that if a candidate so desires, he can make ar-rangements to have the ordination service held irs his local church.

This effective with the 1965 Conference.

63. The conference secretary shall mail to each pastor an itemized financial

requirement of the conference for each church for the ensuing fiscal year.

64. Six hundred copies of the Conference Minutes shall be provided within 30

days after the Conference adjourns. Each church must send in the money with its order.

65. Whereas, the General Board of the Pilgrim Holiness Church has author-

ized the Pilgrim Pension Plan, Inc., to make loans of pension funds to local Pilgrim Holiness Churches under such conditions as require participation on the part of the Pilgrim Holiness Districts.

Therefore, Be it resolved by the Annual Conference of this district that the District Council, District Trustees, and all District Officials be, and they are hereby authorized, to do and perform any and all acts required of them in the consummation of authorized loans to local Pilgrim Holiness Churches of this district, subject, however to the limitations and conditions set out in said Resolution of the General Board 0f the Pilgrim Holiness Church authorizing said loans.

66. Each individual shall feel a responsibility, during Camp and Conference,

for the protection of personal and camp property, and each is to be a coxn-mittee of one to help keep all conduct in an orderly manner.

67. We recommend that the district superintendent be a member of the Old

Peoples' Home Board by virtue of his office.

68. Inasmuch as the summer youth camp program is in need of adequate help Be it resolved that each full-time pastor be required to be available to

assist during one week of youth camp each summer.

69. Conference ministers, their wives, and their dependent children shall be

granted workers tickets for their meals during camp meeting and those physical-ly able shall be assigned their respective duties and all failing to fill their as-signment shall have their workers tickets forfeited.

70. The Camp Meeting Secretary shall issue no workers tickets to laymen

except such as are authorized by the department superintendents.

71. The Camp Meeting Board shall prepare workers tickets with proper rules

printed on the back pf the same. 72.

The Camp Meeting Board shall appoint a Cottage Committee, which shall be in charge of the erection of cottages. All cottages must be erected accord-ing to blueprints and approved by said committee.

73. The Chairman of the Cottage Committee shall be in charge of all contracts

concerning lots and cottages and all correspondence concerning the same shall be directed to the Cottage Committee Chairman.

74. In order that our people may be informed about the different phases of

our churchwork the following special services shall be scheduled during our camp meeting; Church Extension on Tuesday afternoon, World Missions on Thursday afternoon, and Frankfort Pilgrim College on the last Saturday after-noon.

75. The Camp property shall be posted with "private property, no trespassing"

signs to prevent unlawful traffic and trespassing on grounds when not in use.

76. BE IT RESOLVED that the trustees of the Northern Indiana Conference

shall be authorized to deed the school property to the trustees of Frankfort Pilgrim College with the provisions that in the event that the school ceases to operate as a Bible College at the present location, that jointly the Northern In-diana Conference and the Southern Indiana Conference shall have the first right to re-purchase the above property. In the event that the Southern Indiana Con-ference does not choose to repurchase, this privilege shall be granted to the Northern Indiana Conference.

BE IT FURTHER RESOLVED that the property be evaluated at the time of the transfer and if re-purchased, an evaluation shall be made at that time and the purchase price shall be the difference between the two evaluations.

BE IT FURTHER RESOLVED that the Northern Indiana Conference shall be granted Camp and Conference privileges of the dormitories, kitchen and cafeteria on a rental basis.

BE IT FURTHER RESOLVED that the Frankfort Pilgrim College shall make satisfactory settlement with leases of cottages located on college grounds.

BE IT FURTHER RESOLVED, that the College shall make satisfactory settlement with the Conference regarding College property which is located on the Conference grounds.

We recommend that a copy of this action shall be sent to the Secretary of the Southern Indiana Conference.

REPORT OF THE WAYS AND MEANS COMMITTEE

Local Church Financial

We recommend that the Conference budget consists of 10% of all money raised by the local church and Sunday School except that raised for missions, United Stewardship Fund, revivals, building funds, and all funds raised for specified conference interests. Building fund purposes shall be interpreted to include rent on parsonage and church and money paid on contract of the same.

2. We recommend that the Conference budget be prorated as follows: Con-

ference fund 69%; Old peoples home 1%; Frankfort Pilgrim College 15%; District Home missions 6%; General Conference 2%; Evangelist pension plan 2%; Camp Meeting 4%.

3. We recommend that each church raise 10 cents per member per month

for District Home Missionary Work and Church Extension, money to be paid to the Conference Treasurer.

4. We recommend any church with a monthly gross income of $250.00 to

$500.00 shall pay 1% of the monthly gross receipts to the Frankfort Pilgrim College; be it further recommended that any church with a monthly gross in-come of $500.00 or more pay at the rate of 2% of said receipts. Said payments to be made each month through the conference treasurer.

5. Whereas there seems to be a need of clarification as to the proper pro-

cedure for sending in funds to the Conference Treasurer, we recommend that

ALL funds raised in ALL departments of the local church for District and General interest must be:

1. Transferred to the account of the local church treasurer.

2. All money mailed in one check by the local treasurer to the district treasurer monthly.

District Financial

6. We recommend that our conference stenographer be paid $40.00 and that

the secretary be authorized to secure additional helpers at the same rate.

7. We recommend that the District Superintendent's salary be adjusted to

$115.00 per week, to include social security and hospitalization insurance plus utilities and traveling expense. Traveling expense shall include overnight lodg-ing and meals when traveling for District work.

8. We recommend that our Assistant Superintendent be paid at the rate of

$12.00 per day plus mileage for each day's service, also district telephone ex-pense.

9. We recommend that the 2% pension payment of the District Superinten-

dent be assumed by the District Conference.

10. We recommend that the Conference Secretary be paid $250.00 for his

services for the year. 44

11. We recommend that the Conference Treasurer be paid $675.00 for his

services for the year. 12.

We recommend that the Conference Statistician be paid $125.00 for his services for the year.

13. We recommend that the editor of the Pilgrim Voice be paid $125.00 for

his services for the year. 14.

We recommend our Secretary-Treasurer of our Group Insurance Program be paid $100.00 for his services for the year.

15. We ecommend that the District Youth President be paid $100.00 for his

services for the year. 16.

We recommend that our Sunday School Promotional Secretary be paid $125.00 for his services for the year.

17. Inasniuch as we have a Home Missionary Loan Fund to aid with the es-

tablishing of new churches, and whereas there are some churches who are delin-quent in payment of said loan, we urge those who have loans to bring their payments up to date.

We further recommend that each pastor with the assistance of the District Superintendent secure new pledges of $5.00 per call, there will not be over two calls per conference year. One-half of the amount raised by each call shall be an outright gift to the church for which the call is made; the other half shall be made available as a loan which will be repaid to the conference. The pay-ments made on the loan shall go into a loan fund which will be established and administered by the conference council. The rate of interest shall be 4%.

18. We recommend that the standard mileage rate be fixed at six cents per mile.

19 We recommend that all churches be urged to pay the pastor's entire pen-

sion allotment. 20.

We recommend that the Treasurer's report, which is sent to the pastors, be a complete report of the giving of the local church, and shall include depart- mental offerings.

Camp Meetings

21. We recommend that any person accepted as a worker by the camp com-

mittee shall be required to pay a registration fee for the camp meeting of $1.00.

22. We recommend that the Camp Meeting Board and District Council pass

on all improvements or construction entailing an expense of $1,000.00 or more.

23. We recommend that the Conference retain Public Liability, (medical, and

comprehensive) insurance for Camp. 24.

Inasmuch as there is no special assessment for the support of the camp meeting, we recommend that the solicitation from the churches be made by the pastors. Be it further resolved that an amount equal to $1.00 per member, per year be received from each church.

25. We recommend that the caretaker of the Camp Grounds, shall receive a

salary of $ 100.00 per month, (house and utilities supplied) to be paid from the conference funds.

COUNCIL REPORT MEMORIALS

Whereas in no other department of the local church are non-members given the privilege of voting on church matters, and,

WHEREAS the present method of electing officers for the Youth Society needs to be simplified, therefore be it

RESOLVED That Section 74, paragraph 4 be amended to read as fol-lows:

"Membership: (1) Active Members. Young people between the ages of 12 and 35 who are members of the Pilgrim Holiness Church. (2) Associate Members. Young peopl between the ages of 12 and 35 who are Christians but not members of the Pilgrim Holiness Church. (3) Honorary Members. Honorary members shall be members of the Pil-grim Holiness Church who are excluded from active membership by the age limit. (This does not apply to the president of the society nor the pastor.)

and that Paragraph 9 be amended to read

"Election of officers shall be as follows: There shall be a committee for nominations composed of 3 active members elected by the Youth Society and 2 members appointed by the Church Board from its mem-bership. The Pastor shall be the chairman of this committee. This committee shall nominate one or more candidates to the various offices, and the names shall be presented to the members of the Pilgrim Youth Society called for the special purpose of conducting an annual elec-tion. A majority vote shall be required to elect.

2. WHEREAS voting in church elections is a serious matter, and,

WHEREAS 14 years of age seems to be too young an age to be entrusted with such a responsibility, therefore be it

RESOLVED that Section 39 paragraph 2 be amended by the substitution of age 16 for age 14.

3. WHEREAS there may be temporary conditions existing at the time of the

pastor recall vote which would prevent the pastor from receiving the required two-thirds majority therefore be it

RESOLVED that Section 53, paragraph 2 be amended by the addition of the following:

"In case the pastor does not receive the required two-thirds vote but does receive a majority vote he may remain for one more year but in all succeeding years he must receive the required two-thirds vote."

4- WHEREAS there are many times when it is not convenient to call a meet-

ing of the entire District Council, and

WHEREAS there are times when the District Superintendent may feel the need of counsel, and

WHEREAS there are minor matters which do not require the action of the entire District Council, therefore be it

RESOLVED that there shall be an Executive Committee of the District Council composed of the District Superintendent, the Assistant District Super-intendent, the District Secretary, and the District Treasurer. This Executive Committee shall have charge of the District matters in the interim of regular Council meetings.

All actions of the Executive Committee shall be subject to review by the entire Council at its next regular meeting.

5. WHEREAS the duties of the District Superintendent are manifold and his

work is rather particularized which would limit his freedom in administration and,

WHEREAS some churches have problems more than others thus demand-ing more supervision, we recommend the following:

Section 88, Paragraph 1.

Article (9) To visit, or have his assistant visit, without fail, each church in his district at least once a year, and to preserve carefully in his office, for future reference, the report received on this visit. (Section 57) Additional visits may be made upon request of Pastor and/or upon the discretion of the Superintendent.

Article (6) To cause to be sent out the quarterly report blanks. When these report blanks are returned, he shall review them and note the contents. These reports shall then be filed for reference.

REPORT OF THE EDUCATIONAL BOARD

We, the members of the Educational Board of the Northern Indiana Con-ference of the Pilgrim Holiness Church, have met as scheduled and have re-viewed the Educational Status of fifty candidates for license. Forty-eight appear-ed before the Board and two were considered in absentia.

We have attempted to be fair and helpful to each one through understand-ing and counseling. We have endeavoured to fulfill our task through a depend. ance upon the Holy Spirit and thus have forwarded our recommendations to the Examining Board.

We have appreciated the fine spirit which has been manifested. We believe that our brethren will become good representatives of our Lord and the Church. However, some we feel should be more prompt in meeting the schedule which is printed in the Conference Minutes.

From the experience of the past we recommend that the schedule should be changed as follows:

Monday as stated in Journal. Tuesday a.m. as stated in Journal.

Tuesday afternoon-2:0O-4:00 p.m. instead of 1:30-5:00 p.m.

Wednesday morning-9:OO-11:O0 a.m. instead of 8:00-10:00 am.

DISTRICT YOUTH CONFERENCE JOURNAL

The Youth Conference in the Northern Indiana District of the Pilgrim Holiness Church convened in the Elwood Pilgrim Holiness Church on Saturday, May 15, 1965. The morning session began at 10:00 A.M. as Rev. William Babb, District Youth President, welcomed the delegates and visitors. Rev. Mar-lin Boss led the group in singing, "He Keeps Me singing" with Dennis Massie at the piano. Rev. Arthur Davis read a passage of Scripture and commented on it. Rev. Elvin Powers prayed over the conference asking God to bless and direct.

Rev. Babb introduced Rev. D. W. Lacy, Northern Indiana District Super-intendent, to the congregation as presiding officer for the conference. Luke 6:45 furnished the text for his devotional which he entitled "The Eternal Vision of Goodness."

The Sun is the source of life. There is a great trust to us in this conference. Fire and grace should always burn within the hearts of young people as well as the old. Parents should lead their children in the right direction. The youth that are here today are the church of tomorrow and the church of today. Young life begets young life. Youth reach youth.

It is necessary for young people to know what is truth as they grow into later life. Youth needs a love that doesn't dare to cross evil. Youth should exer-cise themselves in a discipline of strictness led by the Holy Spirit: Youth must be converted and be fully submitted to Christ.

Motion, made by Rev. Babb, carried to delete reading the minutes of the 1964 Conference.

Roll was called. Present were Rev. D. W. Lacy, 21 pastors, 14 local pres-idents, and 33 delegates.

The voting bar was set by motion as the first seven pews in the three sections.

The first sitting will end at 11:30 A.M. and the second sitting will begin at 1:00 P.M. as moved by the conference.

Report of the District Youth President, Rev. William Babb, was read and accepted.

Rev. Glen Raney read the report of the Auditing Committee. It was ac-cepted.

Rev. Elvin Powers, District Youth Treasurer, gave the treasurer's report. It was accepted.

The report of the District Youth Statistician, Rev. Ernest Batman, was read and accepted.

Report of the Policy Committee was read by Rev. Richard Carr. The follow-ing resolutions as amended were carried.

1. Be it resolved that an attendance program be instituted for our youth camps. We suggest that a certificate be given this year, based upon two previous years and this years attendance, to all campers who attend three consecutive years in the Junior and/or Teen camps.

2. Be it resolved that the District Youth Council offer its services in coop-eration with the district CYC director for the promotion of said pro-gram within the district.

3. Be it resolved that an exchange of services between local youth societies be encouraged.

Report of the Ways and Means Committee was read by Duane Tulowitzky. The following motions as amended were carried.

1. Under standing rules, item No. 4 page 57 recommending the deletion of the word 'quarterly' and the assertion of the word 'monthly', and a motion carried to delete.

2. Item No. 1 page 53 recommending this paragraph be deleted and a motion carried to delete.

3. We recommend the following on financing the Youth Project:

REPORT OF THE DISTRICT YOUTH PRESIDENT

To our chairman and District Superintendent, Rev. D. W. Lacy, and members of the District Youth Conference of the Northern Indiana Pilgrim Holiness Church, May 15, 1965:

Greetings in the wonderful Name of Jesus, who hath made us recipients of His many blessings and hath enabled us to labor together for the advance-ment of His kingdom.

Another conference year has passed so rapidly and in our heart there is praise and thanksgiving to God for His help in all things. We also wish to ex-press our deep feeling of appreciation to our District Superintendent, our Dis-trict Youth officers, Zone presidents, Local presidents, Pastors and all our youth who have given so much assistance in the youth work of our district.

One of the highlights of our District Youth activities that start the con-ference year is our Youth Camps. We would like to give special recognition to Rev. E. C. Gafford, who as director, does a splendid job of making these camps interesting, profitable, and spiritual. While our attendance was down this past year, we trust it will come up this coming year.

We are glad for the youth services held during our camp meeting and for those who participated in any way. During this time our youth council met and formulated plans for the youth portion of this coming camp meeting that included our own youth evangelist, organized recreation, a giant youth rally for the first Friday night, financial assistance from the district and a site on

the camp grounds for a future youth tabernacle. These plans were accepted and approved by the District Council and the Campmeeting Board.

We have done our best to promote the program of our General Youth Director which included a program for Youth Week and the National Talent Quest. Whenever it has been possible, we have attended the youth zone gather-ings. It was also our privilege to represent Northern Indiana in the Youth Leaders Conference at Winona Lake in November.

We have been attending meetings and working with the committees who are preparing for the National Youth Convention to be held in Anderson on June 23-27, 1965. This convention can only be successful as each district does her part, therefore, we urge the attendance of, concern for, and prayers of all Northern Indiana youth for this occasion.

One of the responsibilities of the District Youth President is the youth page of the District Voice. We feel that this page has been made more interest-ing this year because of the concern and interest of our local societies and zone presidents who have supplied material that has been of greatest interest to our youth.

When we stop to think of the responsibilities and the possibilities of youth leadership, we realize that our accomplishments have been meager and what has been done could not have been accomplished without the splendid cooperation of all of you. So again, thank you!

PROJECT COMMITTEE REPORT

To the 1965 Youth Conference:

Several hindrances prevented us from launching our youth project this past year among which are the following:

1. The slowness of response to the previous project. (Some churches have not yet sent in the offering for the playground).

2. The desire of the Youth Conference to hold to a maximum of $400.00, wishing relief from large assessments.

3. The opportunity to greatly improve the project with just a little more funds.

We trust we may be able to do two things as a result of this year of no assessment:

1. Send in soon as possible an offering to help cover the cost of the play-ground.

2. Next March, during project month, receive a good equitable offering (not assessment) toward the erection of this memorial which shall beautify and add to our campground.

Members of the committee have prepared (or will prepare) further infor-mation on this project.

Mr. Charles Campbell has prepared a drawing showing the plan and will explain it.

The Ways and Means Committee will give us an idea of the cost to the individual churches or youth society.

STANDING RULES

Resolutions

1. Be it resolved; that this Youth Conference go on record as urging all pastors and youth presidents to cooperate with the District Youth President by striving for an organized society in each church.

2. Be it resolved; that the Zone Youth Leaders shall be responsible for sending material for the Pilgrim Youth Voice to the District Youth President.

3. Be it resolved; that each Youth Committee under the direction of the Zone Youth Leader shall recommend nominees for Zone Youth Lead-er to the District Council. The Zone Youth Committee shall consist of the Zone Youth President, Vice-President, Secretary, Treasurer, each zone pastor, and each local president.

4. Be it resolved; that the District Youth Treasurer and Secretary be members of the Youth Camps Committee by Virtue of their offices.

5. Be it resolved; that the District Youth President be a member of all Youth Boards and Committees by virtue of his office.

6. Be it resolved; that the Senior Banquet become a Standing Committee consisting of three members. The first member shall be appointed for one year, the second for two years, the third for three years. Each suc-ceeding year one member shall be appointed for three years by the District Youth President.

7. Be it resolved; that the annual Senior Banquet be held the first Friday of May.

8. Be it resolved; that the Project Committee be responsible for the recom-mendation and presentation of a yearly district youth project to the District Youth Council.

9. Be it resolved; that the Senior Banquet Committee award at the annual banquet a "Senior of the Year" award to the outstanding senior boy and/or girl; further we suggest the committee consider the following criteria as a basis for the award; Christian character, Christian and social service, leadership ability, mental attitude, scholastic rating, emo-tional stability; further that not less than three persons be required to rate independently each senior.

10. Be it resolved; that an attendance program be instituted for our youth camps. We suggest that a certificate be given this year, based upon two previous years and this years attendance, to all campers who at-tend three consecutive years in the Junior and/or Teen camps.

ii. Be it resolved; that the District Youth Council offer its services in co-operation with the district CYC director for the promotion of said program within the district.

12. Be it resolved that the District Youth Treasurer be a member of the Ways and Means Committee by virtue of his office.

13. Be it resolved; that an exchange of services between local youth socie- ties be encouraged.

Ways and Means

1. Be it resolved; that we recommend that the District Youth Officers be paid six cents per mile while traveling for District Youth business, the same to be paid out of the District Youth Treasury.

2. Be it resolved; that we recommend that the Youth Conference budget be paid according to church membership as follows:

25 members or under $ .50 per month 26-50 members 1.00 per month 51-75 members 1.50 per month 76-100 members 2.00 per month 101 or more members 2.50 per month

We further recommend that said payments be made monthly through the Conference Treasurer.

3. A month during this conference year shall be designated as "Project Month". The month of March has been suggested. During this month an offering shall be received during o youth service in each local church for the project.

4. We recommend the following on financing the Youth Project:

Churches grossing: under $3,000 ...... will pay $ 2.50 $3,000 thru $6,999 will pay $ 5.00 $7,000 thru $9,999 will pay $ 7.50 $10,000 thru $12,000 will pay $10.00 over $12,000 will pay $12.50
