Bailey, 80, were held Tuesday, Sept. 30 in Sacred heart Catholic Church in Creole. The Rev. Joseph McGrath officiated. Burial was in Highland Memory Gardens Cemetery under the direction of Hixson Funeral Home of Creole. Mr. Bailey died Saturday, Sept. 27, 2003, in a Lake Charles hospital. He was a native of Ottumwa, Iowa, and had lived in the Creole area since 1957. He was an Army veter- an. He was owner of Roy Bailey Construction Company since 1957. He was a member of Sacred Heart Catholic Church in Creole. He was also a member of the American Legion, Grand Chenier Post 364, and the Woodman of the World. Survivors include his wife, Marie Doucet Bailey, of Creole; two sons, Troy E. Bailey, Creole and Paul Traeger, Sumner, Iowa; one brother, John D. Bailey, Many; two sisters, Alice Grade, Ottumwa, Iowa and Barbara Simmons, Moline, ill.; four grandchildren and three great-grandchildren. By PENNY MICHALKO Linda Sue Dennis, who has been the Hackberry girls and boys basketball time/clock keeper for over 25 years will be honored at a benefit sponsored by the HHS teams Saturday, Oct. 4 from 10 a.m to 2 p.m. at the high school gym. Proceeds will aid her with medical and other expenses. Linda Sue graduated from HHS in 1968. while in high school, she was an outstand- ing athlete in several sports. In basketball she averaged over 20 points per game her junior and senior years. She was co-valedictorian of her graduating class. After attending McNeese State in Medical Technology she worked at St. Patrick’s Hospital for several years. After her son, Justin, started school she became a substi- tute teacher in Hackberry and Johnson Bayou for over Saturday, at the HHS gym beginning at 10 a.m. The girls and boys’ basket- ball teams will have a free- throw-athon where people sponsor them for the number of free throws made out of 100. There will also be a three point shooting contest, that will be open to anyone, with prizes being awarded to the best participant. Homemade cakes and var- ious other items will be auc- tioned off by Kenny Kyle. The varsity/junior varsity girls and boys’ teams will each play an inner squad scrimmage. The concession stand will be open serving food during the benefit. An account has been opened at Cameron State Bank where anyone can make donations if they wish too. The HHS basketball teams, coaches, and commu- nity want to give something back to a great lady who has always been there for them. 20 years. It will be held on New sheriff will be able to take salary increase Record turnout told The Louisiana Legislature recently passed a bill that will permit the salaries of some Louisiana sheriffs to be increased next July when new sheriff terms begin. The salary increase will not affect Cameron Parish Sheriff James “Sono” Savoie who is retiring next July. However, the law will effect the new sheriff who will be elected either Saturday or in the runoff election in November. The new sheriff will have the option of taking part or all of the increase depending on his budget. The new salary allowed by the legislation can be up to $109,558.52 which includes a ten percent expense allowance. The Cameron Parish’s Sheriff’s salary has been $84,700 for the past few years. Cameron Parish voters will be faced with a lengthy ballot when they go to the polls Saturday. The ballot will contain 6 statewide races, a state repre- sentative race, the Cameron Parish sheriff’s race and races for police jury in six dis- tricts. A sample ballot will be found elsewhere in this issue of the News. It is suggested that voters check off their choices on a sample ballot before entering the voting booth as they have only three minutes to cast their votes. Statewide races include governor, lieutenant gover- nor, secretary of state, attor- ney general, commissioner of agriculture and forestry and commissioner of insurance. Parish voters will be vot- ing in a new state representa- tive district as the result of reapportionment. Candidates in District 47, of which Cameron Parish is apart, are Mickey Firth, incumbent, and Rebecca Shirley. (Cameron Parish was for- merly in the district presently served by Rep. Dan Flavin.) The only parishwide race on the ballot is for sheriff. James “Sono” Savoie, who has been sheriff for many years, is retiring at the end of his pre- sent term next July. Seven candidates are run- ning to be the new sheriff and take office next July. Incumbents in six of the seven police jury districts have opposition. The candi- dates are listed on the sample ballot in this issue. In addition there are 15 constitutional amendments on Saturday’s ballot. A brief summary of each amendment and a sample ballot can be found elsewhere in this issue. By CYNDI SELLERS Cameron Parish may be on track for a record voter turnout Saturday if early trends hold true. According to Registrar of Voters Ruby Kelley a record 614 absentee ballots were recorded last week. In addition, a record number of mail-in ballots have been sent out, 220 by Tuesday morning. Mail-in ballots must be received by Friday, Oct. 3 to be counted, but potentially over 800 people may have voted before Saturday’s pri- mary election. With 7316 vot- ers registered, over 10% of those eligible would already have voted. In the last primary elec- tion, Oct. 23, 1999, with 7073 registered, 4443 ballots were cast, reflecting 62.8% of eligi- ble voters. Absentee votes were cast by 392 or 5.5% of those eligible. This year's high early turnout is being attributed to the large number of local can- didates and their strong effort to get out the vote. Blood drive set at church A blood drive will be held Sunday, Oct. 5 from 3 - 6 p.m. at First Baptist Church in Cameron. Lifeshare Blood Center of Lake Charles will conduct the drive. Anyone who meets the physical requirements may donate. Donors will receive a T-shirt or other gift. The Cameron Parish Library will host its third annual author’s dinner at 5:30 p.m. on October 13 at the Creole Fire station. The guest speaker and author will be Gay Gomez who lived in Cameron Parish while work- ing on the book, A Wetland Biography. Abe’s Cajun Market and KayLynn Poole of Grand Lake will cater the dinner, which will be your choice of stuffed chicken breast or grilled catfish topped with crawfish etouf- fee. The authors dinner will include a short book talk and slide show on her first works, A Wetland Biography: Seasons on Louisiana’s Chenier Plain. The book was a 1995 dissertation presented to the faculty of the graduate school of the University of Texas at Austin that was pub- lished in 1998. The book is based on the people, wildlife and their lives in the marshy parish of Cameron. Louisiana’s Chenier Plain is a 2,200-square-mile region of marshes and oak-covered ridges (cheniers) that stretch- es No new cases of tuberculo- sis have been found in Cameron and the one case identified several weeks ago is doing well, according to Dr. Bertrand Foch, Regional Director of the Office of Public Health. He said that 304 persons had been identified as having possible contact with this individual and most of these have received skin tests. Of this number, 40 have tested positive for having the TB germ in their bodies and were given chest x-rays and medication. (The figure of 82 reported as testing positive last week has been revised to 40.) Persons who tested posi- tive do not have the disease but should take medication, provided by the Health Unit, for six to nine months to make sure they do not devel- op the disease. In observance of Domestic Violence Awareness Month, the Cameron Outreach Agency will sponsor a gumbo and silent auction on Thursday, Oct. 16 at 6:30 p.m. at the Sweetlake Methodist Church. Narketa Gautreaux with the Prevent Child Abuse pro- gram will be the speaker. Anyone wishing to donate an item for the auction can leave it at the District Attorney’s office for William Daigle or call Angela Jouett at 598-5716. The local agency is cele- brating three years of service to the parish. Everyone is invited to the program. The Cameron Parish Police Jury will hold its monthly meeting Monday, Oct. 6 with the agenda meet- ing at 3 p.m. and the regular meeting at 5 p.m. Topics that will be dis- cussed at the agenda meeting include A. B. Dock Services, Cameron Fire Dept. paid positions, morbid obesity exclusion on employees med- ical coverage, and historical markers. At the regular meeting, the jury will hold a hearing on intention to create the Sweetlake-Grand Lake Cemetery Board. Jurors also are expected to appoint Shirley Chesson, Scott Poole, Jim Paul Dupont, Ricky Poole and Gary Wicke to the board. An amendment to the Alcoholic Beverage ordinance will be considered. The 18th annual Alligator Festival, sponsored by St. Eugene Catholic Church, will be held Sunday, Oct. 5 at the Grand Chenier State Park on the Mermentau River. The festival begins at 10 a.m. with the crowning of Senior Citizen Queen and the Little Mr. and Miss Alligator Festival Pageant. Food to be sold during the day includes barbecue, ham- burgers, fried alligator, boiled crabs and cakes. other activi- ties include cakewalks, T- shirt and cap sales, country store, auction, silent auction, raffle, space walk, children’s games and live music from 1 p.m. No admission will be charged and no alcohol will be sold or allowed on the grounds during the festival. Officials ask support of offshore rig amend. Four Cameron Parish pub- lic officials this week urged parish voters to vote for Amendment 8 on the ballot this Saturday. The support was told by Charles Precht III, police jury president; Tina Horn, parish administrator; Bobby Conner, parish assessor; and Sammy Faulk, parish economic devel- oper. The four issued the fol- lowing statement: “This amendment will be especially rewarding for Cameron Parish as it will exempt the drilling platforms used in offshore waters from property taxes. “This exemption will not take away from Cameron Parish revenues as few of these platforms have remained in the parish long enough to be taxed, using our area for quick repairs and going to Texas and Mississippi for major renova- tions and repairs, where they have been tax exempt.” The four officials said if Amendment 8 passes in Cameron parish, it will help parish economic develop- ment, be a benefit to local businesses and help to pro- vide jobs for local people. Administrator Horn has also urged parish voters to support three other amend- ments on the ballot that will directly benefit Cameron Parish. Amendment 1 would pro- vide more funds for coastal restoration. Amendment 2 would dedi- cate some of the tobacco set- tlement to coastal restora- tion. Amendment 3 would limit the state’s liability for dam- ages caused to private proper- ty due to coastal restoration. PASSAGE OF Constitutional Amendment 8 would per- mit offshore drilling rigs, such as the one above, to be brought into Cameron for repairs without the rigs being subject to property taxes. Presently Texas and Mississippi, who do not tax such rigs, are getting most of the business and Cameron is getting very little. The election is getting closer and I would like to thank all of the people who have been so kind to me while I visited in yourhomes. TO THE CITIZENS OFCAMERON PARISH. . .This is a list of what I would like to do if elected as your Sheriff.

* At present our Sheriffs Dept. does not use the Federal Grant system to the maximum, as your Sheriff I will acquireand use these Grants.

* All of the employees presently working for the Sheriff ’s office will be given the opportunity to continue working withthe Sheriff ’s Dept.

* Narcotics Enforcement in Cameron Parish will be greatly increased and Narcotics Investigators will be full timeNarcotics Investigators.

* I will acquire Portable Radios for the Deputies, at present they do not have these, I believe they are very importantfor every ones safety. These can be purchased with Grant money.

* I will set up Training programs in Cameron for the Deputies, this is a must for new Deputies. All the Deputies shouldhave Training on a regular basis if we expect them to stay current on the Laws and Procedures to do their job in a pro-fessional manner. There are already four qualified Police Instructors in the Dept, they need to be used more often.

* I will establish an Elderly and Handicapped check program. Any Elderly or Handicapped person would be able to signup and be contacted daily by an employee of the Sheriff ’s Dept. If phone contact is not made a patrolman will check onthat person. This can be done with employees we already have.

* I would like to bring the Dept. up to date with current Technology. The Dept. Computer System is using telephonewires between the two Dept. buildings where the Computers are located. This causes the computers to be slow. Wirelessor Fibre Optics need to be implemented. This can be done with Grant money.

* The Dept. reports are still handwritten by the Deputies. As you know it takes a lot of paper work on every case forLaw Enforcement which takes away from patrol time. Computers can be put in the Patrol cars or computer work sta-tions can be put in strategic areas so the reports can be done directly into the Department Records Computer Systemby each Deputy. This will eliminate duplicate efforts involving these reports. Right now after a report is written some-one else has to input the report into the computer system. This can be done with grant money.

* The Dispatchers office has two Dispatchers on each shift. If a call comes in on the 911 system everyone else includ-ing the numerous radios in the office must be quiet because it interferes with the 911 operator. If another phone ringsthey are put on hold, if someone is talking they must stop or leave the room, if a radio call comes in that person is toldto standby, all noise must stop so the 911 operator does not miss a word they are listening to. There are two 911 sta-tions in that office. One of them needs to be put in a sound proof booth so they can accomplish the job without inter-ference from anyone or anything. This way both Dispatchers can perform different tasks at the same time.

* There have been times when we get Deputies well trained and they start looking for a higher paying job in the LawEnforcement field because they cannot see their future with this Dept. There is no set pay scale that shows them whentheir next raise will be or if they will be getting a raise. Several Deputies have left to work at other Law Enforcementagencies because of this. Several were people that were raised and lived in Cameron Parish all their life. I will look intoa set pay scale so we can have something for the Deputies to see what their future with this department looks like.

* The Deputies of the Cameron Sheriff ’s Dept. are assigned numerous tasks including animal control. As it stands rightnow, if someone calls in for a dog complaint and the dog has to be captured the Deputy has to wait until he can get atruck and a cage or a trap to catch the dog. Special service vehicles can be obtained and used as patrol vehicles, thesevehicles can be equipped with cages and catch equipment so the problem can be solved without waiting. These vehiclescan be acquired at the same cost as a patrol car and used instead of a car, they will serve a dual roll.

* At present there are four Investigators in the Cameron Parish Sheriff ’s Dept. These four Investigators also serve asShift Supervisors. Having ten years experience in one of these positions and four years experience as Chief CriminalInvestigator I can tell you that an Investigator cannot Investigate and Supervise at the same time and do justice toboth jobs. I would like to put Patrol Supervisors on each shift, leaving two Investigators in Narcotics and twoInvestigators for Felony Investigations. The Deputies on shifts can do Misdemeanor Investigations. This can be donethru the COPS Grants.

* If money is available Sub-Stations will be put in Hackberry and Grand Lake.

* I believe all the above are problem areas that need to be addressed to improve the efficiency and professionalism ofour Sheriff ’s Dept. I understand that any thing that is changed effects the budget and I will make sure that anychanges will fall within that budget.

* On my handout card the first three words were EXPERIENCE, COOPERATION AND FAIRNESS. I feel I have theexperience needed to make our Sheriff ’s Department better. I will cooperate with all public and private agencies inorder to make this a better Parish for our Citizens to live. I believe in fairness, what I do for one I will do for all. I willbe honest with you, I will not tell you one thing to your face and do something different once you walk out. I will tellyou up front if I can do it or not. If I can not help I will tell you who can.

* I have served MY GOD by doing what the Bible asks of us. I have served MY COUNTRY by serving on Active Dutyin the US Air Force for nine years, including thirteen months in Vietnam and the Air Force Reserves for fifteen years.I have served the CITIZENS OF THIS PARISH for twenty one years and eight months by working for the CameronParish Sheriff‚s Dept. I have dedicated my life to the service of OUR PARISH AND COUNTRY and with your help, byelecting me Sheriff will continue to do so. Greetings from “VillageWoods”.. I am just about set-tled in my new retirementhome and realize that this isa new phase of my life.

I went to the first social inthe Village last night at theclub house. It consisted of achicken and sausage gumbo.The little lady sitting next tome kept asking if we weregoing to get any file’, said shenever heard of a gumbo with-out file’. Finally, someonefound it in the kitchen andshe was satisfied, afterputting two heaping spoonsfull on her gumbo.

There are people living inthis compound from all overthe United States who want-ed to retire in the South. Aperson has to be at least 55 tobuy a home here.

There were 71 people inattendance, one a retiredwoman doctor from India.Some had not eaten gumbo sothis was a new adventure forthem.

Nothing compares to ourlocal gumbo and all localcooks have their specialsecret when stirring togethertheir gumbo.

Food historians say theterm gumbo has its roots inWest Africa. According to theAmerican Institute forCancer Research, okra, whichis called ‘ngombo in the Bantulanguage, came to the New

World with African slaveswho used the vegetable inmany dishes, including fishsoups.

Okra soon became a majoringredient in Louisiana dish-es, including gumbo. Besidesits distinctive taste, okra isalso prized (or disliked, insome quarters) for the viscoussubstance it releases, whichhelps thicken gumbo.

Students of Louisiana’srich culinary history believegumbo is a local interpreta-tion of bouillabaisse, becauseof the strong French influenceon local cuisine.

Other influences have lefttheir mark. Cajuns, whomade their way from Canadato Louisiana in the 1760s,also contributed to the localcuisine, introducing rice andinjecting the fiery heat of pep-per sauce to gumbo and otherdishes.

Choctaw Indians in thebayous introduced a season-ing called file powder (orgumbo file), made by grindingcured sassafras leaves to apowder.

Along with giving gumbo apleasantly woodsy flavor, theseasoning gives body anddepth. File powder is oftenused in place of okra for itsthickening properties.

Running a homeless shel-ter cost time and money, atthe present time all of this iscoming out of the personalfunds of Rev. Robert & DorisMoore. We have a dream tohave permanent housing formales and females. We havehad to turn down threewomen so far because of thefact that there are no fundsfor the women’s dorm to becompleted. Once the doors areopen to the women, we willhave to hire paying positions,for night security and a day-time cook.

Our dream is to one dayhave the land and funds tobuild new dorms for the men,and women and a large recre-ation room with a kitchen.

Marine Corps Pfc. EnriqueLinan, Jr, son of Judy M.Farris of Cameron andEnrique P. Linan, Sr ofHarlingen, Texas, recentlycompleted 12 weeks of basictraining at Marine CorpsRecruit Depot, San Diegodesigned to challenge newMarine recruits both physi-cally and mentally.

Linan and fellow recruitsbegan their training at 5 a.m., by running three milesand performing calisthenics.In addition to the physicalconditioning program, Linanspent numerous hours inclassroom and field assign-ments which included learn-ing first aid, uniform regula-tions, combat water survival,marksmanship, hand-to-hand

combat and assorted weaponstraining. They performedclose order drill and operatedas a small infantry unit dur-ing field training.

Linan and other recruitsalso received instruction onthe Marine Corps’ core val-ues--honor, courage and com-mitment, and what the wordsmean in guiding personal andprofessional conduct.

Linan and fellow recruitsended the training phase withThe Crucible, a 54-hour, teamevolution culminating in anemotional ceremony in whichrecruits are presented theMarine Corps Emblem, andaddressed as "Marines" forthe first time in their careers.

Linan is a 1996 graduateof Los Fresnos High School ofLos Fresnos, Texas.

The old “Henry House”across from the MonkeyIsland ferry is open again.The doors opened to thehomeless on Aug. 8 with it’sfirst member, a homeless manthat had been living underthe I-10 bridge.

The home is a shelter tothose who find themselveswithout a place to live thereare those that pack up every-thing and come to Cameron inthe hopes of a new beginning,only to find themselvesstranded there, with nomoney, and no job. And thereare others from here, forwhatever reason, really needa place that they can callhome.

The homeless shelter isopen 24 hours a day sevendays a week. The purpose isto provide a home for thosethat really need a home. Themembers are provided withthree meals a day, clean bedand a hot bath. The home pro-vides a good clean Christianenvironment, where drugsand alcohol are prohibited.

All house members arerequired to have certain phys-ical checks and a criminalbackground check. The houseis open to the public on sun-day mornings at 10 a.m. andThursday evenings at 7 p.m.for church services. Or if youwant to just stop in for a hotcup of coffee the door isalways open.

We would like to thankeveryone in Cameron for allthe support, help and advice.We still have a long way to go,

It has brought me great pleasure to visit you in your homes and your businesses. I haveheard your concerns and they have become my goals and objectives. They are the reasons whyI decided to run for Sheriff. Your number one concern is the drug problem. I am aware of thisproblem and of course I agree. I believe the Sheriff ’s Department, the District Attorney, thePolice Jury, the Courts, the Schools and of course the community must stand united to combatthe use of drugs and to advocate prevention through education.

We are not sitting idly. There have been more than one hundred drug arrests since the begin-ning of the year and there will be more. If elected your Sheriff, I plan to form a narcotics teamtrained in various skills. I will meet and work with the District Attorney to ensure the cases webuild are strong and I plan to run undercover drug operations throughout the year. Drugenforcement will reduce our theft, auto accident and violent crimes cases.

I plan to continue the D.A.R.E. Program which has been in operation since 1992. Included inthis program now are Stranger Danger and Home Safety programs. I also plan on implement-ing Junior Deputy, Explorer, Bicycle Safety, Seatbelt Safety and Safe and Sober Kids into ouryouth programs and am looking forward to working with our kids.

Presently our deputies are post certified trained at the Southwest Regional LawEnforcement Training Academy as required by law. We now have two certified Field TrainingOfficers who are setting up a training program for prior to and after attending the Academy. Iplan to set up a regiment of specialized training after the basic training for deputies as theyaccumulate time. This training will benefit the parish as well as the department.

We have maintained a twenty-four hour patrol in all areas of the parish. We also have a thirdpatrol in some areas. I want to continue effective patrol tactics. I have received a lot of goodcomments regarding the deputies and feel fortunate to live in a parish where the citizens andthe law enforcement have a good relationship and are able to communicate.

I think all of us are working to achieve the same goal - that is to provide a safe and healthycommunity to live, work and raise our families. I believe community meetings are importantand I plan to schedule them in each community. You can also contact me at the office anytime.

The Sheriff ’s Department is also a business. I have had my own successful business and Ihave first hand know-ledge of how the budget works. With the rising cost of insurance andsometimes unforeseen expenses, it is essential that the Sheriff ’s Department maintains a sub-stantial reserve. You can trust that this is a priority with me.

It is now time to cast your vote if you have not already done so. If you elect me your Sheriff,I am prepared to work for you. I will listen to your needs and concerns and your opinions. I havethe experience and the knowledge and I know I can do the job. The decision is yours. Pleasevote. Vote your heart and vote wisely.

The Grand Lake Sr. 4-Hclub started off their yearwith a meeting full of reportsand programs to encourageparticipation in the 4-H pro-gram.

Mr. Jake Fontenot, thenew County Agent/4-H wasintroduced to the club by Ms.Sherry LaVergne, Sr. 4-Horganizational leader. Mr.Fontenot will be working withMs. Penny Thibodeaux thisyear as instructors from theCameron Parish 4-H office.

Short course reports werepresented by Sara Taylor,Trinity Cline, Brandt Pooleand Cody Lemaire. Livestockreports of summer livestockshows were given by BrandtPoole and Cody Lemaire.Cody Lemaire told the club ofthe Beachsweep Cleanup Dayto be held on Saturday, Sept.20th and Shelly Grangerreported on the upcomingCal-Cam Livestock Show tobe held in Sulphur onSaturday, Oct. 11th.

A committee was appoint-ed by President, Ashley Picou,to bring up suggestions forapproval at the October meet-ing for new CRD activities.CRD committee membersappointed were: Trinity Cline,Alyssa Fontenot, ShellyGranger, Cody Lemaire,Ashley Picou, and BrandtPoole.

A program entitled ìHowto Organize Your 4-HMaterial” was presented byMs. Sherry LaVergne , whowas assisted by Trinity Clineand Michael Watson. Ms.Sherry encouraged the 4-Hersto organize their project worknow, early in the year, to pre-pare to submit their complet-ed 4-H project books in thespring.

4-H Agents, Mr. Fontenot,and Ms. Thibodeaux, present-ed a cute program entitled“The Many Hats of 4-H”. Theywere assisted by 4-Hers SaraTaylor, Marcus Harris,Michael Watson, TrinityCline, Garett Billiot, JohnChesson, Kinsey Duhon,Shelly Granger, CassandraFaulk, and Treavor Haviland.

The next meeting of thisgroup will be held on Tuesday,October 14th and completedenrollment cards and dues of$ 10.00 must be paid before a4-Her can attend the Octobermeeting.

To The Citizens of District 5:I, Phyllis Savoie Pinch, am actively seeking the position of

District 5 Police Juror. I am a lifelong resident of District 5. Myhusband of thirty-two years is Pat Pinch. We have two chil-dren, Jami and Aaron. I have been a teacher at CameronElementary for the past fourteen years. Previous to my tenurehere at Cameron Elementary, I taught eighth grade at SouthCameron High from 1974-1979. Following my teaching engage-ment at South Cameron, I took off ten years to help Jami andAaron get a good start in school.

Since wanting to become your Police Juror has been a longtime goal of mine, I decided 2003 was the year that was rightfor me.

I have many goals I would like to accomplish for District 5.If I am elected I will establish priorities and begin with thosegoals first. I will strive to complete all of my visions for District5.

During my campaign I have visited with many of you, alwaysfeeling very welcome in your homes. I have enjoyed your vis-its. I appreciate you sharing your concerns and thoughts withme.

I believe, as your Police Juror, my number one goal shouldbe making myself available to you on a daily basis. This cour-tesy I pledge to all of my constituents of District 5. The BP Grand Chenier Operations Area is currently updating and replacing damagedpipeline markers on its Cameron Parish pipeline systems. Company personnel willaccess the right of ways by airboat and small 4-wheel drive vehicles for the purpose ofcompleting the marker upgrades. Local employees familiar with the area and aware oflandowner concerns in regards to security and safety of property and livestock will beperforming the work. The marker upgrades will be completed in October 2003. We atBP have an ongoing interest in maintaining the benefits derived from all of the area’sresources as well as the safety of our neighbors. Natural gas and liquid hydrocarbonsare safe and efficient fuels for heating our homes, cooking our meals, and aiding intransportation. However, in the onshore environment, excavating where pipelines maybe present can cause damage to pipelines and create a safety hazard. So, before youexcavate in the onshore environment, “know what’s below.” If you become aware of apipeline leak, suspect such, or have an emergency of any kind involving a pipeline,evacuate the area immediately and contact the proper authorities. end, just as we got our firstnorth wind during teal seasonand it was not a cold one. Thisis the way I see it, if you hunt-ed the coastal sea marsh, tealhunting was poor in mostspots, if you hunted north ofHwy. 82, it was better, crossLittle Chenier Road got evenbetter, now the rice fieldswere the best.

I got a chance to make 4hunts in the Little Cheniermarsh and one in the ricefield and I had 4 ducks dailyin four hunts in the north

marsh, 3 in the rice field andin the sea marsh 2 1/8 ducksdaily In the 12 days I hunted,it was a coin toss, but verymuch enjoyable.

I got the old hunting boatclean, washed down, gear putup, shotgun greased and gotout the old rod and reel andstarted chasing those old red-fish, however come Saturdaymorning, I’ll hunt those oldrabbits in the morning andsquirrels in the evening. Therabbit crop seems good thisyear.

All of the dogfights, heldfor bass across Louisiana, has2 teams taking 1st or 2ndplace in each weekly dogfight.These anglers then competein the regionals and so manygo to Toledo Bend for theSuper Dogfight, which washeld two weeks ago.

There were about 100teams fishing with a $60entry fee. We had severalanglers from the LemescheClub and other local anglersthat fished this dogfight. Thelocal team of DarrenThibodeaux and ToddMorales placed 14th, with 3bass weighing 7.27 pounds.Last year this same team tookthird place with 3 bass weigh-ing 11.87 pounds and a thirdplace largest bass weighing inat 4.84. This year they neededone large kicker bass to helpput more weight on the threebass stringer.

The number one teamfrom Indian Club had threebass weighing a little over 10

pounds, however they had a 6pound 11 ounce large bass.They took home $4000 for thestringer money and $400 forthe largest bass.

Geological Survey, has foundthat Louisiana Coastline(Wetlands) are disappearingfaster then previouslybelieved and our state couldlose another 700 square milesof these wetlands by 2050.That’s up to 80 percent of wet-lands in some places. We havealready lost 1900 sq. miles ofcoastal waters.

The Lacassine sugar canetrain began rolling lastFriday, making the first of the“cane trains” that will trans-port sugar cane from south-west Louisiana to mills in thesouth central part of thestate. The train will be of ben-efit to a number of farmersnow raising sugar cane in thenorthern part of CameronParish.

“With this mode of trans-portation we will eliminatethe hazard from the hundredsof sugar cane trucks on southLouisiana highways duringthe three-month harvest andgrinding season and helpensure a positive future forthe sugar cane farming com-munity in southwestLouisiana,” Commissioner ofAgriculture and Forestry BobOdom told a gathering of pub-lic officials and other digni-taries.

The sugar cane loadingfacility is the first of a num-ber of industrial tenantsscheduled to locate in the 200-acre state-owned site nearLacassine, adjacent toInterstate-10 and theSouthern Pacific railroadline, Odom said.

The project represents acooperative endeavor betweenthe Department o fAgriculture and Forestry andthe Jeff Davis Parish Office ofEconomic Development,through its LandfillCommission.

“Department of Agricul-ture and Forestry personnelhave been working for severalmonths to have the site readyfor cane loading and railtransport to the mills at thestart of this harvest season,”

Odom said. “At the site wehave installed an automatedscale-control room, rampweighing scales and a rail-loading elevator which wasmoved to the site from a pre-vious cane loading facilitynear Lake Charles.

In addition to the rail spurand cane loading facility, theState Bond Commission andthe Louisiana AgriculturalFinance Authority recentlygave preliminary approvaland the State BondCommission approval forfunding to construct a syrupmill for no mo e than $45 mil-lion at the site.

After completion of thesyrup mill in the fall of 2005,the mill will crush the caneand send the syrup to themajor finishing mills to theeast. “We are also looking atan ethanol plant for the sitein the coming years, but thatfacility is still in the earlyplanning stages,” Odom said.

Cooler mornings inOctober make it a joy to getout and work in the homevegetable garden, and, betteryet, a number of delicious andnutritious vegetables willthrive in the coming cool sea-son.

Indeed, some of ourfavorite vegetables can begrown here only from Octoberthrough March.

All of the cool-season veg-etables I'm going to mentionneed to be planted into well-prepared raised beds.

So before planting, do athrough job of removing anyweeds that may have grownin the bed. Turn the soil, andadd at a 2-inch to 3-inch layerof compost, rotted manure,leaf mold (partially decayedleaves) or other organic mat-ter. Add some general-pur-pose fertilizer and lime,depending on the type of soilyou have and what it needs.

Remember, never scrimpon bed preparation, because ithas a direct effect on how wellyour plants will produce. Andonce your plants are growing,don't forget to use mulches tocontrol weeds.

Now, for some of the cool-season vegetables you cantry:

Broccoli is an easy to growand productive fall vegetable.You can plant transplantsthat are available at areanurseries now through mid-October. Space plants 12-18inches apart in rows orbeds. The closer spacing willproduce smaller heads, buttotal production is greatersince you have more plantsper row or bed.

Broccoli heads are har-vested when the largestflower buds in the head areabout the size of the head of akitchen match. It is commonfor gardeners growing broc-coli for the first time to leavethe heads on the plant toolong.

Never allow the flowerbuds to begin to open into yel-low flowers on broccoli, orquality of the head is reduced.After the main head is har-vested, side florets will beproduced, and harvesting cancontinue for several weeks.These florets often double theproduction of each plant.

Cauliflower is not as easilygrown as broccoli but is still agood choice for your fall gar-den.

Cauliflower should bespaced 18-24 inches apart.Again, closer spacing willgreatly reduce the size of thehead. Cauliflower producesonly one head, so after har-vesting, remove the entireplant from your garden tomake way for planting some-thing else.

For white heads, blanchthe cauliflower by pulling theleaves up over the head whenit is about the size of a silverdollar. Fasten the leaves witha clothespin, and check thehead frequently. Harvestbefore the curds of the headstart to separate.

Broccoli and cauliflowerare heavy feeders and shouldreceive supplemental applica-tions of fertilizer while theyare growing - this is calledside dressing. Sidedress eachplant with 1 tablespoon ofgeneral-purpose fertilizer(such as 8-8-8) sprinkledabout 3 inches out from thestem every four weeks to sixweeks, and water regularlyduring dry weather. Fast, vig-orous growth results in largerheads and best quality.

Kohlrabi is not nearly aswell known or commonlygrown as it deserves. A rela-tive of broccoli and cabbage, itis grown for its round, ediblestem, which tastes like a mildsweeter version of turnip.

Seeds or transplants ofkohlrabi may be planted nowand throughout the cool sea-son. From transplants, thisfast growing vegetable isready to harvest in just sevento eight weeks. Harvest thestems when they range from agolf ball to a tennis ball insize. They are excellent peeledand sliced for vegetable traysor salads, stir fried, steamedor boiled.

Other excellent vegetablesrecommended for fall gardensinclude cabbage, kale and col-lards. All of these can beplanted from seed or trans-plants now through February.

Garlic may be planted nowthrough November by press-ing individual cloves into thesoil with the big end down sothat the tip of the garlic isabout 1/4 inch below the soilsurface. Space the cloves 4-6inches apart in rows spacedabout 15 inches apart.

Root crops also are excel-lent for the cool-season veg-etable garden. Root cropsshould always be direct seed-ed into the garden where theywill grow-and never trans-planted. The tiny root theseed first sends out eventual-ly develops into the ediblevegetable. If this is damaged,as generally happens whenyou transplant seedlings, theresult is a deformed root.

Once the seeds of rootcrops come up, the seedlingsmust be thinned to the rightspacing, or the roots will notdevelop properly. The follow-ing are some commonly plant-ed root crops and the properspacing: beets, 3-4 inchesapart; radishes, 2-3 inches;turnips, 3 inches; carrots, 2inches; rutabagas, 4 inches;green onions, 1 inch; and bulbonions, 4 inches.

We rarely think ahead toour health in later years. Yet,as we age, our bodies gothrough physical and physio-logical changes, which ahealthy lifestyle, along withregular physical activity, canbenefit, according to LSUAgCenter food and nutritionexpert Catrinel Stanciu.

A healthy regimen can pre-vent some of the changesassociated with the agingprocess, as well as chronicdiseases such as cardio-vas-cular disease, diabetes, obesi-ty or osteoporosis, the LSUAgCenter nutrition expertsays.

September is the HealthyAging month, which focusesnational attention on the pos-itive aspects of getting older.

“This is the time youshould wonder whether youcare about your health, inde-pendence and well-being,”Stanciu says, noting that ifthe answer is yes, you maywant to assess your lifestyle,health status, eating habitsand fitness level.

Questions like, “Am I

going to be a healthy elderlyperson?” or, “Am I going tokeep my independence?”should come to you early inlife, because that is when youhave to prepare your body forthe aging process. By 2030,the number of olderAmericans is expected to dou-ble from 35 million to 70 mil-lion people.

These days, older peopleare more educated and have ahigher living standard. Theynot only want to live longer,but healthier. Increasingquality and years of lifeamong elderly is a veryimportant public healthissue. Good nutrition and reg-ular physical activity are twocritical factors for the healthand well-being of the oldergeneration.

“The warning signs of poornutritional health are oftenoverlooked,” Stanciu says.The USDA and the U.S.Department of Health andHuman Services have devel-oped guidelines to good nutri-tion. Researchers also havedeveloped a list with warning

signs of poor nutritionalhealth.

“To make it easy to remem-ber these warning signs,think of the word DETER-MINE,” the nutrition expertsays, explaining that each let-ter stands for one word whichis also a warning sign. Usethis list to find out if you orsomeone you know is at nutri-tional risk:

* Disease * Eats poorly * Tooth loss or mouth pain * Economic hardship * Reduced social contact * Many medicines * Involuntary weight loss

or gain * Needs assistance in self-

care * Elderly, above age 80 “Anyone who has three or

more signs from this list isconsidered at nutritional riskand should consult a doctor,RD or other health care pro-fessional,” Stanciu empha-sizes, noting that being anelderly person, over the age of80, is a warning sign for poornutrition, so we need to beespecially careful with ourelderly relatives and friends.They may need special careand monitoring.

“Physical activity is veryimportant at all ages, and wehave to make it part of ourdaily routine,” Stanciu says.For example, if you used totake the stairs instead of theelevator when you were achild, you will tend to do thatas an adult, and you will con-tinue to do it as you becomeolder, barring medical rea-sons. Physically active adultswill continue to exercise, evenwhen they get older. This isOK, but the intensity and theduration should decreasewith age.

The elderly should aim forabout 20-30 minutes of physi-cal activity, five or more daysa week. According to theDepartment of Health andHuman Services, about 28percent to 34 percent ofadults ages 65-74 and 35 per-cent to 44 percent of adults atage 75 are inactive, meaningthey report no leisure-timemoderate activity. Lack ofphysical activity and poordiets are the major causes ofan epidemic of obesity that isaffecting the elderly as wellas younger populations.

“It is never too late to startbeing physically active, butsedentary children and adultsbecome usually sedentaryseniors,” Stanciu says,adding, “The older you get,the more difficult it is to startbeing active. But it is notimpossible!”

Even frail elderly can andneed to be physically active,but under professional super-vision. The most importantthing is to find an exercisethat you like and stick with it.

Stanciu lists these benefitsof physical activity:

* Increases musclestrength and stamina.

* Improves CV function. * Helps maintain the abili-

ty to live independently. * Reduces the risks for

falling and fractures. * Reduces symptoms of

depression and social isola-tion.

What else do we need to doto stay in shape, besidesbeing physically active? Thenutrition expert offers theseguidelines:

* Build and maintainstrong bones. Eat calcium andvitamin D-rich foods. Startduring childhood and contin-ue throughout the adult life.

The Cameron ParishChamber of Commerce hasgone on recording supportingfour constitutional amend-ments which will be on theOct. 4 ballot.

“These amendmentsdirectly affect CameronParish’s coastline, wetlandsand economic development,” aChamber spokesman said.

The supported amend-ments are:

*No. 1 would allow thededication of budget surplus-es, settlement money fromlegal disputes over mineralroyalties and other one-time

windfalls to coastal restora-tion projects.

*No. 2 would let a percent-age of the future money fromthe state’s tobacco settlementpay for coastal restoration.

*No. 3 would limit stateliability on damages causedby coastal restoration projectsto the federal standard forland’s fair market value.

*No. 8 would exempt fromproperty tax oil drilling rigsused in Outer ContinentalShelf waters that are inLouisiana for repairs or stor-age after getting voterapproval in a given parish.

During my campaign I have been very careful not to makeany promises that I do not know for sure that I could keep. Theonly promises that I am making is that if elected Sheriff I will befair and try to keep law and order to the best of my ability. As fall approaches andAmericans are busy installingstorm windows and turningtheir clocks back, expertsadvise we prepare our vehi-cles for the cold monthsahead. "An ounce of preven-tion can result in trouble-freedriving through autumn andwinter," explains JoelBurrows, a.k.a. "The CarDoctor" and vice president oftraining/R&D at PrecisionTune Auto Care, who offersthe following autumn car caretips during National Car CareMonth.

IGNITION/TUNE-UP:

Vehicles are harder to start incold weather and require agreater amount of energyfrom the ignition system.Make sure you get a diagnos-tic check up.

COOLING SYSTEM: Thecar doctor says fall is the timeto empty and flush the coolingsystem, replenishing it withthe proper mixture ofcoolant/antifreeze and water,depending on climate.

BELTS AND HOSES: Toinspect belts and hoses, sim-ply look at them. If the beltsappear to be cracked or worn,it's time to replace them.

Through inspection, driverscan eliminate costly repairsresulting from their failure onthe highway. Hoses needreplacing when they get softor start to bulge. Hoses can betricky in that they wear fromthe inside, so limiting yourinspection to just a look canover-look a potential wearissue. A trained certified pro-fessional can provide a thor-ough inspection and based onwear, mileage or time, recom-mend the appropriate serviceaction.

LUBRICATION SYSTEM:Change oil every 3,000 to5,000 miles, or as recom-mended by your car's manu-facturer. A multi-viscosity oilis best for most driving condi-tions. Your owner's manualwill specify the type andweight of oil to use for coldweather driving.

AUTOMATIC TRANS-MISSION FLUID: Checktransmission fluid frequentlyin the winter, especially if youhave an automatic transmis-sion. If the fluid on the dip-stick is brown instead of lightpink or red, it may indicatethe need for a transmissionfluid service.

TIRES: Make sure tiresare properly inflated as rec-ommended in your owner'smanual. Check for wear andadequate tread depth, sincetires provide critical tractionin slippery weather.

BRAKES: Fall brakeinspection is necessary toassure proper pad thicknesson shoes and disk-brakedpads. Don't forget to inspectthe Parking Brake cables andmechanisms. Frozen cablescan cause severe brake wear.Also, it's important to checkbrake fluid level at monthlyintervals, advises Burrows.

WINDSHIELD WIPERS/-WASHERS: Inspect andreplace cracked or brittlewiper blades, remindsBurrows. If needed, addantifreeze washer solution tothe spray reservoir to preparefor slush-covered wind-shields. Proper vision whiledriving during snowstorms isa matter of safety.

military refused to commitwomen into combatant situa-tions until the Middle EasternWar. Recently I was shocked tolearn that an estimated 400women, disguised as men,fought as infantrymen duringthe Civil War, and that possibly80 of them were either killed orwounded. The figures do notinclude women serving as nurs-es, cooks or otherwise.

The foremost authoritiesare the books of DeAnneBlanton (1993), Frank Moore,Rosette Wakeman, and RichardHall. Most every company had16-year-old boys who hadn’tbegun shaving, so a womanwho didn’t shave went unno-ticed. It seemed that womenwere adept at cropping theirhair short, at flattening theirchest with braces or cloth, andwearing baggy clothes whichdisguised their figure. TheUnion and Confederatearchives reveal nothing aboutsuch women, but Blantonlocated a number of writtenarticles, obituaries, memoirs,diaries and even hospital dis-charges that are deposited inthe records of the AdjutantGeneral, 1780-1917, File RG-94. At that time comprehensivephysicals were not performed,which otherwise would haverevealed a woman’s gender.

A Raritan, NJ. obituary ofOct. 4, 1936, reported thatElizabeth Niles, age 92, haddied. She and her husbandwere inducted into the 4th NewJersey Infantry while they wereon their honeymoon. Both werelater mustered out, her sex stillundiscovered. The Civil Warletters of Rosette Wakeman, a.k. a. Pothyus Wakeman, werepublished in 1994.

Mary Galloway was wound-ed slightly at the Battle ofAntietam, and her sex wasrevealed only after ClaraBarton dressed her wound; shelived on for many years afterthe war. Two women of Gen.Sheridan’s cavalry, one a team-ster and the other a priate,were revealed as women onlyafter they were rescued fromdrowning; both were then dis-charged.

Loretta J. Velasquez, bornin Cuba, was raised inArkansas. As “Lt. Harry T.

Buford,” she led her ArkansasGrays and was slightly wound-ed twice. Her gender wasrevealed after she was arrestedin Richmond, and she pub-lished her memoirs in 1876.Frances Clalin served for a yearin the Missouri cavalry whiledisguised as a man.

Florine Budwin and herhusband enlisted in the UnionArmy, and both were capturedand sent to the infamousAndersonville prison. Her sexwas verified after she was sentto the hospital with a fever; shedied on Jan. 25, 1865. MaryOwen, a. k. a. John Evans,served 18 months in theConfederate Army while wear-ing a false mustache and baggyclothing.

Mary Stevens Jenkinsserved 2 years in thePennsylvania infantry beforeshe was wounded, her genderdetermined, and she was dis-charged. Mary G. Seaberryserved 16 weeks in Co. F, 52ndOhio Infantry. Her sex wasrevealed at the 11th UnionGeneral Hospital, which dis-charged her on Nov. 12, 1862 as“Charles, Freeman,” a. k. a.Seaberry, for “sexual incom-patability.”

October is NationalCar Care month

Edmonds (later Seelye), aCanadian, enlisted in the 2ndMichigan Infantry as FrankThompson; her regiment laterfought at Fredericksburg andAntietam. Later she married,had 3 children, drew a pensionunder the name of Thompson,and died in Texas on Sept. 5,1898.

In 1862 Jennie Hodgers,enlisted in the 95th IllinoisInfantry as Albert Cashier, andwas mustered out on Aug. 16,1865. She fought in 40 battlesand skirmishes, and continuedto live as a man until she diedin 1914. She drew a Civil Warpension, her sex not beingrevealed until she broke a leg in1911. Afterward she live in theOld Soldiers’ Home in Quincy,IL. Two bodies reinterred atAntietam had the pelvic bonesof women.

There were many morewomen not included for lack ofspace. In 1909 Ida Tarbell, the“muckraker,” wrote theAdjutant General, requestinginformation about women whoserved as soldiers during theCivil War. The War Departmentresponded that it knew of nowomen who enlisted as soldiersin either army during that war.
