ADMINISTRATION: Overview:

− Another extremely busy quarter with many events and summer activities! − RFD’s prepared for Council: Award of Pool Slide/MPF Building Expansion Project;

Disposition of Delegation re: Day Care Society Update; Disposition of Delegation re: Skating Club Request for Reduced Ice Fees; Dog Park Project Approval; Memorandum of Understanding re: Habitat Project; Presentation of Motivention Report on Day Care Proposal for Pincher Creek (Draft & Final Report); Daycare Society Request for Assistance.

− Agenda preparations/minutes for Rec Advisory, FCSS, EDC, KidSport, Games Society, Facilities Committee, Communities in Bloom, Interagency, Moonshadow Run etc.

− Bid to host the 2019 Southern Alberta Summer Games was submitted by July 1st deadline along with letters of support from Town, MD, Rec Advisory Committee and Summer Games Society.

− Office Admin Staff participated in a “Healthy Food Environment” Webinar offered by ChooseWell Alberta. Received ideas for implementing healthy eating in recreation facilities and concessions.

− Department staff were involved with communications and reception centre set up and

shifts during the Kenow Fire. It was quite an experience for staff to work a real event. Staff also attended recent Town administration meetings to update the Town evacuation plan and other emergency information.

− Staff attended Town health & safety meetings. − Staff participated in the External Health & Safety Audit, October 2 – 4, 2017.

COMMITTEE REPORTS: Recreation Advisory Committee: − Recreation Advisory Committee met September 27, 2017. − Agenda items/discussion/updates included: Pet Waste and Off Leash Area Update;

Canada 150 Project (Slide & Spray Park) Update; Curling Rink Site Options at MPF location; Summer & Fall Programs Review; Bid for 2019 Southern Alberta Summer Games; Committee Member Resignation and Member Appointment; Department Summer Report.

− Recommendation made to Council to appoint Judith Green to the Committee. − Advertisement was placed for a new member with resignation of Ali Thibert.

Facilities Planning Steering Committee:

− Committee meetings were held August 2, September 6 and October 3, 2017. − Committee invited the sport field users to present to the Committee at the August and

September meetings. Reps were from: Mustangs Football; Minor Baseball; Slo Pitch; Rugby and Soccer. Groups were asked to provide information on their current and future facility needs, number of program participants, costs of operation/fees etc. Good information was gathered to assist the Committee with sport field planning.

− Information on regulation field sizes and recent sport field construction costs were also researched.

− Talbera was the selected consultant to develop site plan options for a new curling rink at the MPF location. 7 site plan options were reviewed at the October 3, 2107 meeting. The consultant will further develop 2 of the options based on Committee feedback. Consideration was given to future arena replacement, site parking needs, desire to maintain open space for spray park, impact/loss of some current site facilities etc.

− Committee was advised that the Curling Club received a $125,000 CFEP grant for a portable ice plant. The Town and MD provided funding towards this project. The Club also applied for the Large Stream $1 million CFEP grant for a new facility.

Family and Community Support Services Board: - The FCSS Board enjoyed a summer recess! - The October 2, 2017 FCSS Board meeting focused

on the review and approval of 2018 funding projects. An administrative budget and 14 community projects were funded for a total of $286,160, with $364 remaining from the grant.

Day Care Committee:

− Committee met August 23, 2017 and a full progress report was provided to the October 10, 2017 Council meeting.

− Day Care Project Report, prepared by Motivention was finalized and presented to the October 10, 2017 Council meeting to accept as information. Clarification of the Children’s World Daycare numbers will assist the Committee with planning for a new facility.

− Correspondence was sent to both Livingstone Range School Division and Holy Spirit School Division to advise them of the status of the day care project.

− Representatives attended the Children’s World Daycare AGM on September 19, 2017.

Housing Committee:

− Discussion and negotiation continues for the Habitat for Humanity Duplex Project on Dupuy Street. A Memorandum of Understanding between Habitat for Humanity, Elks Club and Town was signed.

− Continued work on housing initiative with the Alberta Rural Network. − A Request for Proposals for a Design-Build 5-plex to be located next to McMan Foodbank

was drafted. − Discussions continue with Lethbridge Aboriginal Housing Society. Also, the Province

announced a grant program for Indigenous Off-Reserve Housing. − FCSS Coordinator facilitated the Habitat for Humanity Open House which was held

September 28, 2017. There was a good turnout and community support for the project.

Economic Development Committee:

− EDC Committee meetings held meetings July 27, August 24 and September 21, 2017. − Discussions have included: potential of upcoming wind project potential; CARES Grant

Application; Axia progress; business survey re: increase of tourism over summer and dollar effect on businesses; review of vacant building list; election/candidates package.

− A presentation on the Castle Mountain Development Plan was made to the September 21, 2017 meeting, showing great potential for the expansion of recreation and tourism in the resort area.

KidSport Committee:

− Committee meeting held September 11, 2017. A donation from Shell for $1500 was received as well as a Town donation for $3142, being their AUMA rebate.

− Election of officers was held and committees organized for the year.

− New “Low Income Cut-off” thresholds from 2016 Stats Canada were approved at that meeting. These are the basis for determining assistance eligibility for our local KidSport.

− KidSport was selected as a charity for the Moonshadow Run this year.

− Registration fees for 12 youth were funded this quarter.

Communities in Bloom Committee:

− Meetings - September 27, 2017 meeting was postponed to October 11, 2017. − Pincher Mural - Application was made to Shell for this project and a grant of $4,000 was

approved. The Committee is still short $1,000 - $2,000 for this project. − The CIB hosted a pot-luck supper & social at the Kootenai Brown Museum grounds on

July 18, 2017 to appreciate and thank the Pincher Planters, Rose Society and community volunteers that work hard to beautify our community each year.

− Yard of the Month - 13 nominations were received in July with the winner being 997 Lawrence Street. 9 nominations were received in August with the winner being 1102 Huckleberry Court.

− A volunteer panel of judges visited all the properties over the summer, and the “Yard of the Month” sign was presented by the Committee with local media in attendance. Overall, a great response from the community to nominate yards and the nominees/winners were very excited!

− Business in Bloom – A volunteer committee visited over 80 businesses and the winners were: Stardust Hotel – 1st Place and Boese & Co. – Runner Up. Honorable mentions went to: P.C. Vet Clinic; Ramada; Ascent Dental; Pincher Creek Emergency Services (Firehall); Mrs. P’s and Dexter Oil. Thank you all for keeping our Town looking so

attractive this summer! − Canada’s Backyard Contest - The CIB Committee nominated the Lyle & Karen Regeher for the Home Hardware Backyard Contest. Although they were not a finalist, we were very proud to have a very worthy entry from Pincher Creek (first time we have entered this contest).

- Pincher Creek Achievement Award – Committee nominated Pincher Creek for the National “Heritage Award”. We were 1 of the 3 finalists however Ashcroft B.C. was the winner.

− Pincher Creek was registered in the Circle of Excellence category this year (non-evaluated). The Director attended the National CIB Symposium & Awards held September 13 – 16, 2017 in Ottawa and the Admin Assistant attended the Provincial Event on September 22-23, 2017 in Lacombe. There were many interesting tours/sessions/ideas and networking opportunities with other communities at both events. Information was shared with the CIB Committee on October 11th. The full results for 2017 can be viewed at www.communitiesinbloom.ca.

− Shoreline Clean-up held September 14, 2017.

Summer Games Society:

− Committee meeting scheduled for August 31, 2017 was postponed as information on the bid tour had not been received.

− Southern Alberta Recreation Association tour of Pincher Creek was set for October 5, 2017.

− Recreation Manager to attend the bid tour for Taber (2018 Games) and Raymond (2020 Games).

− BREAKING NEWS – Pincher Creek will host 2019 Southern Alberta Summer Games!!!

PC Wellness Committee:

− The Cancer Prevention Pilot Project ends in 2017 while the expenditure of funds may continue into 2018. The Wellness Committee will have a brainstorming session this fall to develop project priorities for the balance of funds.

− Their shade tents have been rented out almost every week-end this quarter for events. The sunscreen dispenser was set outside the pool during the hot sunny summer months along with an information board to advise on the UV index.

− The outdoor Meditation Class and outdoor Fitness Classes were offered over the summer. Attendance was 8 to 9 participants.

Spray Park Society:

− The ground-breaking ceremony was held on July 21, 2017! An exciting day for all that have been involved in the planning and fundraising for the past 3 years.

− Link Builders were awarded the spray park construction contract for $583,600.20. A

project start-up meeting was held September 6, 2017. It is good to finally see the layout of where the spray park and pad will go behind the pool/library area.

Moonshadow Run Committee:

− Committee met June 12, 2017 and August 14, 2017 to finalize plans for the September 30th run.

− Three quotes were received for the supply & printing of t-shirts and a decision made by the Committee.

− This year the run started at the Ag Grounds due to

construction behind the pool. New routes for 10km, 5 km and 2.5 km legs along the trail system were established and they were in great condition for the evening run. − A total of 175 runners registered and 40+ volunteers were involved this year. It was a nice evening and a good time was had by all. A great event for people of all ages and abilities. − There were 12 sponsors at $225 each this year to help offset the costs of the run this

year. REC PROGRAMS/EVENTS/ACTIVITIES: − Program & Activity Guide – The 40-page community guide was

in the post boxes and available at the Town & Rec Office by the last week of August. This guide covered winter and spring programs/activities. From now on, we will only publish one edition per year as there was a lot of repetition.

− Fall Programs - Most Department programs commenced the week of September 5th including: Fitness Classes; Nia; Gentle Yoga; Gym Walk etc. NEW this fall was a “All Active” Fitness Pass with 10 or 20 drop-in passes to all gym or aquafit classes offered by our Department. There was a good response to this option by those that like to “shake it up” a bit.

− Community Registration Night – Held

Thursday, September 7, 2107 at the pool lobby and concession room, with 18 community groups participating.

There was a good public attendance this fall. This event is definitely a great way to promote and learn about the offerings available in our community for all ages. The first registration night

was held in fall 2013 and groups now rely on this event for their program promotions.

− Pickleball – 3 Pickleball courts were set up in the Arena for the summer months so more could participate. Sessions moved back to Town Hall gym in September. A toonie drop-in fee has been implemented to assist with equipment costs etc.

− Boredom Busters – A day camp program for children ages 5-11

years was offered in July and August, running Tuesdays and Fridays. Effort was made to coordinate days with programs being offered by other agencies in the community. The

Summer Games Coordinator organized and led the program and pool staff assisted her on busier days. The MPF was used as home base. The $25 registration fee included craft supplies, field trips and swimming. Overall 42 individual children attended for a total of 98 attendees. It was a well received and successful program. Kiera is an excellent recreation leader with a great passion for working with children – we were fortunate to have her involved with this program this year. This is the first day camp program that we have offered in several years.

− 2017 Children’s Festival - Bigger & better this year! Held August 18, 2017, this FREE

Family event included face painting, mini-golf, craft table, traditional games, Twister, play with boxes, the firetruck, DJ, concession, popcorn, ice cream and of course, the very popular petting zoo! Coordinated by the Recreation office, other agencies/businesses involved were: EMS; Traditional Knowledge Services; PC Early Childhood Coalition; PC Family Centre; Canyon School Day Care; Children’s World Daycare; Group Group Youth; Fox Theatre; Andi’s Petting Zoo and Sound Barrier. Over 400 people attended this year and a good time was had by all! Event was followed by a

Movie in the Park.

- Outdoor Movie in the Park – Back by popular demand! Held 1 movie in July and 2 movies in August including Book of Life, Peanuts and Lego Batman. Attendance varied from 30 – 70 people being held in the Town Hall Park. Popcorn was sold a couple nights. This is a fun and easy event and people seem to enjoy them so we will likely continue it in 2018.

- Parade Floats – The Department staff was involved in the construction of 2 floats for the Canada 150 themed parade this year. Rec facility & program staff put a lot of

effort into a float that represented all the provinces of Canada and it won 1st Place Overall! A float was also designed for Mayor and Council – it had a lot of red and white and Canada 150 celebration on it! Both were fun to do and it was great to be part of this great summer parade tradition.

− EVENTS, MARKETING & ECONOMIC DEVELOPMENT: − Wayfinding Project (Signage) – A final review of all the sign wording and sign locations

was completed by administration. More trail head and secondary welcome signs were included. Contract with Boulder Metal in process and signs will be completed over the winter months with spring 2018 installation - just in time for the tourism season!

− AXIA – installation around Town continued over the summer months. The Town is divided into 4 areas and it is anticipated that one will go live this fall. Other areas should be completed and live in mid-spring however dependent power poles and weather.

− Tourism/Community Information – It was a great year for tourism in Pincher Creek and area! The Town promoted summer events through various local media and social media and visitor guides. The municipal campground was very busy and local accommodations had a low vacancy rate.

− Travel Alberta CAO Visit – The CAO of Travel Alberta & Vice President of Industry Development visited Pincher Creek for the first time in August. They toured areas in the MD, Kootenai Brown Museum, a restaurant, local ice cream shop and new business and stayed overnight. A very positive meeting with some great action items coming out. We anticipate their return to the area and their support for tourism focused initiatives we currently offer and plan to develop.

− Alberta Southwest EDO Planning Meeting – Held August 23, 2017 to discuss regional or

multi-regional initiatives and upcoming marketing opportunities. − Shaping Tourism in the Castle Strategy – The Ministry of Culture and Tourism Open

House was postponed due to the fires in the area in September. It has been rescheduled for November 8, 2017 at the Community Hall. This is an opportunity for residents to help create a vision for the future of tourism in the area.

− Summer Events – Strong this summer in Pincher Creek & Area with new & old events offered. As an example, gate admission at the Pro Rodeo was up 12%. The Parade also received a lot of positive feedback with great attendance. The Town was busier than usual this summer, providing an economic benefit to our community and businesses.

− Business Licenses – Currently 346 active business licenses with 70% being a local address. Also, 58 NEW business licenses have been issued in 2017.

− Meetings – those attended to provide event/community support: Community Hall Board; Pro Rodeo Committee; Chamber of Commerce; Parade Committee; Awards of Excellence Committee; Castle Mountain Resort Master Plan Development Plan; Hillcrest Meadows Open House; Kootenani Brown Museum re: product development; Emergency Planning; Habitat for Humanity Open House; All Candidates Forum; Interagency Committee.

− Lead or assistance for Town Events/Activities – Canada Day Event; Moonshadow Run; Yard of the Month Contest; Business in Bloom Competition; Children’s Festival; Movie Nights in the Park; Pancake Breakfast, Parade and Pro Rodeo.

− Town Website – Working on a website refresh! − Recent Accolades – Coordinator received the Canada 150

Medal (congratulations Marie!); Pincher Creek was named the “Municipality of the Year” from Chinook Country Tourism; Pincher Creek was named the #1 Best Mountain Town in Canada according to a writer for Expedia. Yay Pincher Creek! We are being recognized for our efforts to advance ourselves as a tourism community.

FCSS DEPARTMENT & COORDINATOR:

- Completed work on annual 2016 FCSS reports and submitted to Province.

- Completed and submitted the 2016 Outcome measures Report to Province. - Reviewed the local 2016 FCSS funded projects as to status, compliance. Advertised for

the 2018 FCSS Funding Applications and sent out reminder letters to current projects. - Assistance was provided to program directors working on FCSS applications.

- FCSS distributed and promoted

information on the Lethbridge “Project Paintbrush” program to the community. Avail CPA and Pincher Creek Coop employees partnered up this summer to paint the Ag Grounds bleachers just in time for the Fair & Rodeo. Thank you!

- Seniors Financial Information Benefits Workshop was organized with Provincial and Federal consultants attending. Held September 25, 2017 at the Huddlestun Centre. 30 seniors attended this informative session.

FACILITIES:

Pool Programs & Operations:

− Overall Pool Attendance – topped out at 10,013 this quarter, including all swims, lessons and programs. Dolphin Swim Club completed their program in mid-August and pool was closed for maintenance for 3 weeks in September. The average attendance was 145 per day, based on days we were open.

− FREE Open & Family Swim – Since January 3, 2017, 19,040 swimmers have enjoyed free Open, Family, Tot and Lane swimming at the Pincher Creek Pool. Sessions continue to be busy, particularly on Sundays. A discussion regarding free swimming in 2018 will be brought forward to Council later this fall for decision.

− Residency wise, 62% of the patrons are from the Town while 12% are from the MD and

26% are Out of Region (visitors from outside of the M.D. or Piikani Nation). The out of region category increased by 30% over the summer.

− 42% of the swimmers are adults/seniors and 58% are youth this quarter. Note: last

quarter, the adults were the higher percentage. Summer holidays were likely a factor.

Summer Red Cross Swimming Lessons – 213 sets of lessons were taught during the 7 weeks of summer swimming lessons. Private lessons were offered to 19 youth. A Southern Alberta representative from Red Cross visited our community in August and provided some feedback regarding our lesson format and instructors. We may need to extend the length of time that our lessons are offered in the summer to standardize with Red Cross even though the current one week format is popular.

− Leadership Courses – This quarter we held a NL Pool Course, National Lifeguard Instructor Trainer Course, Lifesaving Instructor Course, Red Cross Babysitters Course, Water Safety Instructor Course with a total of 47 individuals being trained.

− Rentals - 9 private pool rentals and 5 meeting room rentals this quarter. − General Operations - smooth over this quarter generally but had 2 full day closures due

to fecal contaminations and 4 short (1-2 hour) closures due to contaminations. − Annual Shut Down - commenced September 5,

2017 and we re-opened on September 25, 2017 to the public. During this time, the pool lights were replaced with LED lights ($19,000 Project), hot tub heat exchanger was installed and the staff room was upgraded with paint, new counters, sink, efficient storage etc. Also, a lot of cleaning, painting and re-grouting of pool tile was undertaken. The facility looked very bright and clean on opening day with compliments received on the building condition and water.

− Climbing Wall – installed in early July and was great fun all summer!

− Aquatic Therapy Program – Coming soon! Met with AHS to plan an aquatic therapy program commencing October 26, 2017 at the pool. This will be a 12-week instructional program with a qualified AHS Instructor, at no cost to the participants. Like the Prescription for Get Active program, it will be on a referral basis from a doctor.

− MPF Canada 150 Project – Tenders were

received on both the spray park and pool slide/MPF building expansion project. Both projects came in over budget and much time has been focused on reducing the project scope and costs. At the June 12, 2017 Council meeting, the Spray Park project was awarded to Link Builders in the amount of $623,600.20 less proposed savings for a maximum tender of $583,600.20.

-At the September 11, 2017 Council meeting, the pool slide project was also awarded to Link Builders in the amount of $1,242,496 less $50,000 for the ARCA roof warranty. Construction on this portion of the project is yet to commence but work should be underway by late October.

Arena Programing & Operations:

− Summer usage was mostly Pickleball in the main arena and Friday Farmers Market in the Lobby.

− Zamboni was sent out for servicing over summer and repairs were $10,000, but necessary. Repairs included: vertical auger drive replaced, horizontal auger installed, vertical motor replaced and hydraulic leak in board brush.

− Signed new concession lease agreement with Minor Hockey. Still reviewing facility beverage agreement options.

− We gained 4 new arena board signs this year (Axia, Boston Pizza, Link Builders, Harvest House) and 1 board sign was not renewed. This is a good source of revenue for the arena.

− Old arena lights stored after the LED light installation were picked up by Bow Island for use in their arena.

− Ice scheduling meeting with user groups was held August 23, 2017. Minor hockey has a team in each division although the Bantams and Midgets are combined teams with the Crowsnest Pass. Tournaments and special events have been booked and the arena is

scheduled to close March 26, 2018. Inquiries have been received for some out of town team tournaments, however not able to accommodate their date requests so far.

− With Trade show held in the spring this year, the ice plant started up earlier with the plant turned on August 23, 2017. Ice making went smoothly and a partial schedule commenced September 18, 2017 and a full schedule on September 25, 2017.

− One of our arena staff fell and broke their arm during ice-making. We have casual staff filling in until they can return. Currently staff member is on modified duties.

PARKS/OPEN SPACES & FACILITIES:

− Campground –The campground was very busy this spring/summer with the Shell shutdown and increased visitors to the area. As well, the reservation/visa pin pad system works well for the convenience of campers (used 800 times). Campground brought in $54,212 this season, being a 72% increase over last year. Wow what a year! Campground hosts Laurie and Gordon were awesome again, very friendly and advising guests of activities in the area. A “what’s happening this week-end” was sent on Fridays, as well there was trail maps, visitor information brochures etc. on site. Two Iworq complaints regarding noise were received from the neighbors this year. Later in the summer, new trees were planted along the east side of the campground to provide some privacy and noise buffer in the future. Full servicing of 7 sites and 2 electrical services and fire pits in the tenting area were well received. The irrigation system to the flower beds and around the building was upgraded this summer. The wet snow this fall caused damage to trees and clean-up/pruning will be required this fall. Some adjustments to the front gate over the winter will assist large units coming in. Facility was closed for the season on October 9, 2017.

− Pincher Planters - Irrigation system improvements were made to the flower beds at Cenotaph Park, Hewetson Avenue, Campground, MPF and Town Hall. Few concerns reported over the summer. Flower beds and hanging baskets were beautiful this year with such a wonderful growing season. Appreciation to the Pincher Planter volunteers for all they do to beautify the community!

− Cenotaph Park Renovations – Renovations to the park commenced this fall. Sidewalks have been replaced and the fence painted. The coating on the base of the monument is yet to be completed and picnic tables are ordered. Unfortunately, the fountain in the park was vandalized on the August 19th week-end. Security cameras in area provided information to RCMP. Plans are to replace the fountain in the spring.

− Sports Fields – Tournament use was a little less this summer with 3 being held. Irrigation was cut back in later summer due to the Stage 2 water restrictions. Fall fertilizing & spraying program completed. Matthew Halton field is still being used by football. Diamond A at JJT will be leveled out this fall. With summer games coming back to Pincher Creek 2019, some minor maintenance will be scheduled for next year.

− Bike & Skate Park – Minor issues with vandalism at the skate park this summer with tennis courts fence being cut open etc. A temporary fix was made and a quote received for $5,000 to repair the bottom fencing in this area and around the skate park. A regional skateboarding association has formed and they plan to fundraise for a new piece at the skatepark. The bike park was well used again this summer and a community volunteer donated some bobcat work to improve the jumps.

− Dog Park – At the July 24 Town Council meeting, administration was directed to proceed with a development application to the MD of Pincher Creek for the “dog park” located east of the JJT diamonds and a development application to the Town for the “pet off leash area” at the Agricultural grounds. A letter was also sent to the Ag Society and the Community Hall Board to advise them of the plans for the pet off leash area and no concerns were received. The MD issued the Development Application August 24, 2017 for the dog park. After the MD approval, the Town has received a letter from MD residents located adjacent to the park as they were not aware of the approved application and had concerns regarding fence height, increased traffic and potential dog waste. Suggestions to address their concerns include a higher fence and a re-location of the parking lot to the south end. Pet waste bag dispensers were considered in the initial plan. Options are being considered by the Town staff. Quotes are being obtained for 4’ and 5’ fencing. Additional fencing costs may affect the project budget and schedule of completion.

− Trail Furniture Project – A tour of the entire trail system took place in late July to determine the locations for benches, garbage cans, trail head signs and pet waste stations. A total of 19 benches have been ordered and a decision on garbage cans will follow. A brochure providing citizen opportunities for commemorative or sponsored benches for the trail and spray park has been prepared and will be forwarded to the next Rec Advisory Committee for review.

CRC FACILITY:

− The Five Pin Bowling Association replaced their wood lanes with synthetic ones late this summer. From all reports, the bowlers are pleased. The Town contributed $15,000 and representatives were scheduled to attend the October 13, 2017 Ribbon Cutting event.

− A leaking pipe in the Clubhouse washroom caused damage to the ladies’ washroom in Joe’s Gym. Drywall was replaced and it was repainted. Repairs are complete.

LIBRARY:

− A busy summer at the library with the popular Summer Reading Program. 33 children participated in the 1.5 hour per week activity in which they travelled across Canada tracking down Big Foot!

− More fun programs included Outside Karate, a Northern Leopard Frog Presentation, Craft Monsters and a talk on the Importance of Bees.

− The Library celebrated “Culture Days” on September 29, 2017. Singers, drummers and aboriginal dancers shared their talents outside the library entrance amongst the beautiful fall leaves. A lovely afternoon!
