Long term vision for Cornwall: 50_50 Strategy
• The 50_50 Strategy was launched earlier this year, the aim of the project is to develop a long term strategy for Cornwall that identifies priority issues and potential responses to these. It has been included in the Council’s Climate Change Action Plan and aims to begin the process towards achieving carbon neutrality with a clear and simple spatial narrative.
• The initial engagement sessions are identifying key themes such as better public transport, more renewable energy, reduce energy usage, enhance our environment, more opportunity etc
• We aim to produce a draft Strategy in 2020
• Work continues on the Cornwall 50_50 Strategy by way of a number of engagement sessions exploring a longer term vision and Strategy for Cornwall, in the context of carbon neutrality

Biodiversity Guide and Net Gain approach
Environment Bill seeks to mandate Biodiversity Net Gain in England
Existing biodiversity guide adopted 16 October 2018 – a material planning consideration
Document is being updated to include ‘net gain’ approach and will be amalgamated into design quality SPD
Mechanism being explored to implement a first phase of net gain requirement for major developments. Initially this will require submission of net gain calculations for such sites

Coastal Change Chief Officer Planning Advice Note • The document seeks to ensure that development in
areas subject to coastal change will be sustainable and safe.
• It sets out Cornwall Council’s position regarding development proposals close to the shoreline.
• It defines the proximity to the coast where a development needs to take account of potential coastal erosion and coastal change issues.
• It provides guidance on ‘Coastal Vulnerability Assessments’ that may be required to accompany planning applications.
• Public consultation carried out in June/July this year.
• Responses are being considered and the document is being amended before its adoption later this year.

European Sites Mitigation Supplementary Planning Document (SPD)
• European Habitats Regulations require planning authorities to ensure harm from development to European protected wildlife sites is mitigated.
• This is set out in the Local Plan: Strategic Policies Policy 22: European Protected Sites -mitigation of recreational impacts from development.
• To help developers with this Cornwall Council has worked with Natural England to provide evidence and costed mitigation for the wildlife sites where recreational use is considered to effect sites.

• The cost of mitigation per dwelling is being finalised.

Site Allocations Development Plan Document
• Inspectors concluded that the DPD, with the inclusion of proposed modifications consulted upon in Sept/Oct 2018, to be sound and can be adopted by Cornwall Council.
• In September 2019 Cabinet resolved to recommend to Council that the Inspectors’ recommendations be accepted and the document is adopted.
• Scheduled to go to Full Council in November.
