Councillor Mr N Hards declared his position as a lay-minister at All Saints Church in relation to P17/S3019/FUL and stated his intention to withdraw from the room during discussion of the item.
Councillor Hards also declared that he had a close personal friend who lived in the other half of the semi-detached house in application P17/S3045/HH.
Councillor Mr A Dearlove requested it be noted that he had previously been employed by Thompson, in relation to P17/S2841/A but did not intend to withdraw during discussion of the item.

Didcot Town Council Planning Committee shares the concerns of OCC Highways and considers that this application should be refused on the grounds of:
1. Potential lack of visibility splays
2. Lack of details to show that parking spaces are in accordance with standards
3. Lack of details to demonstrate turning opportunity is in accordance with standards, including turning opportunity for emergency and servicing vehicles
4. Lack of details regarding parking allocation for the existing dwelling

The committee considered a report detailing a consultation by Oxfordshire County Council on speed restrictions and traffic-calming measures on Grove Road and a number of other streets. The Committee NOTED the application and RESOLVED to respond with the following comment: “A crucial point in this matter will be the routing agreement during the during the
construction period. In view of the current state of Park Road, which has suffered
damage during nearby developments, this is a matter that needs to be addressed.”

The Committee considered a report inviting it to respond to a consultation by South
Oxfordshire District Council on its Revised Draft Section 106 Planning Obligations,
Supplementary Planning Document (SPD) and Community Infrastructure Levy (CIL)
Regulation 123 list.
After considering the deadline for responding, it was RESOLVED to defer
consideration of the item to the next meeting, and for any draft submissions by
Committee members to be submitted to the Deputy Town Clerk for circulation prior to
the meeting.

Application for a new premises licence, Zigana, 32-34 Wantage Road
Introduction
1. This report asks the Committee to consider a consultation for a premises license at 32-34 Wantage Road, with the applicant seeking to play recorded music, serve late night refreshment and also alcohol.
Recommendation
2. That the Committee considers the application, decides whether to make a response and, if so, formulates a response to the consultation for submission by the closing date.
Background
3. The Council has received the attached application, which is for 32-34 Wantage Road.
4. Council approved revisions to Standing Orders on March 6th 2017. Under these revised Standing Orders, the Planning and Development Committee has delegated powers to consider and respond to licensing consultations.1
5. The applicant is seeking to open a restaurant on the site of The Café, and requesting to be able to serve alcohol and food until 11pm, and to play unamplified music. There is also a request for extended opening on Dec 31st each year.
6. The Police have made a number of suggestions of conditions, including the presence of CCTV, a Challenge 25 policy, and written records of staff training.
7. If the Committee wishes to make comments, it may make comments (positive or negative) that relate to the licensing objectives, which are:

Consultation: South Oxfordshire District Council’s Revised Draft Section 106 Planning Obligations, Supplementary Planning Document (SPD) and Community Infrastructure Levy (CIL) Regulation 123 list Introduction
1. South Oxfordshire District Council have drafted a revised supplementary planning
document on S106 obligations and Community Infrastructure Levy Regulation
123 list.
2. This report asks the Committee whether it wishes to respond to the consultation
Recommendation
3. That the Committee considers the draft documents, decides whether it wishes to
respond to the consultation and, if so, formulates a response for submission for
submission by the deadline. Specifically, for the Committee to consider whether
it wishes to make comments under any of the following headings:
- Section 6: Education
- Section 8: Play areas
- Section 9: Community and cultural infrastructure
- Section 10: Public art
- Section 12: Health care
- General comments
- In light of the responses to any of the above, whether the CIL Regulation 123
list should be revised

Background
4. Didcot Town Council’s Planning Committee originally considered a report on this
consultation on 6th September 2017. Its decision was to defer consideration to
27th September 2017.1

8. Planning authorities have powers under section 106 to require delivery of certain
infrastructure as an obligation of planning permission to mitigate the impact of the
development. A developer may deliver such infrastructure in kind, or they may do
so through financial payments.
9. The Community Infrastructure Levy (CIL) is a charge that can be levied on
qualifying developments to support local infrastructure. Unlike section 106,
money received from CIL charges need not be spent on the development from
which it was levied and may instead be spent across the district.
10. Developers cannot be charged for the same infrastructure for the same
development under section 106 and CIL; it must be one or the other. The section
106 Planning Obligations Supplementary Planning Document and the CIL
Regulation 123 list are South Oxfordshire District Council’s explanations of their
approach to how they will employ the different options available.
11. South Oxfordshire District Council expect to review the section 106 Planning
Obligations Supplementary Planning Document and the CIL Regulation 123 list in
line with the outcome of the Local Plan and revised Infrastructure Delivery Plan.
A new CIL charging schedule is expected to be adopted after autumn 2018. The
documents under discussion have been written as interim documents to support
infrastructure delivery during the transitional period.
12. The consultation is open until 11th October 2017.
