With a growing amount of platting activity in the area, a more connected network of streets should be considered for the amendment area. Justification: The area surrounding Kitzman Road is primarily made up of large-acreage single-family residential properties of a more rural character, with several undeveloped tracts adjacent to the bordering major thoroughfares. The area currently lacks any continuous east-west roads between Cypress Rosehill and Barker Cypress, and existing residential properties restrict the possibility of ever piecing together any connections through the platting process as properties develop and redevelop. With a growing amount of platting activity in the area, a more connected network of streets should be considered for the amendment area. The requested minor collector network uses existing Kitzman Road as the spine for a series of east-west and north-south collector streets that radiate from Kitzman Road to connect to the

major thoroughfare grid. P&D staff believe that the addition of these minor collectors is appropriate to allow for greater traffic circulation in the amendment area should the existing large tracts develop in the future.

Staff recommends that the Planning Commission approve each of the requested amendments.

APPLICANT’S JUSTIFICATION and HISTORY: Harris County is requesting to add a network of minor collector streets in the Kitzman Road area, due to an increase in development activity and a lack of sufficient collector streets connecting to the existing and proposed major thoroughfare grid. On October 27, 2016, Houston Planning Commission approved a plat called Texan Soccer Athletic Complex which is along Kitzman Road to the west of the future Barker Cypress Road major thoroughfare. The Planning Commission granted variances to the development to not require an east-west street through the property because of existing development to the west and to also not require a north-south street through the property. Because of this decision, Harris County took a closer look at the area surrounding Kitzman Road for opportunities to provide additional road circulation.

Kitzman Road, between Grant Road and the future location of Barker Cypress Road, is two-lane road with a variable 60 to 70 ft. wide right-of-way (ROW) and a 20 ft. pavement width. This amendment request uses existing Kitzman Road as the spine for a series of additional north-south and east-west minor collector streets in order to provide better connections to the surrounding major thoroughfare grid and to ensure an adequate road network is available as properties redevelop in the future.

E-6a: Kitzman Road from Grant Road to future Barker Cypress Road Harris County requests that existing Kitzman Road between Grant Road and future Barker Cypress Road be designated as a sufficient-width, two-lane, 60 ft. ROW minor collector (MN-2-60). Within the amendment area – bounded by the major thoroughfare grid of Cypress Rosehill Road to the west, future Barker Cypress Road to the east, Grant Road to the south, and future Juergen/Boudreaux Road to the north – there is not an existing designated major or minor collector. Existing Kitzman Road, which already functions as a collector street, would continue to serve as a collector street along with the additional minor collectors proposed as part of this amendment request. The alignment would be slightly altered at the intersection of Kitzman Road and future Barker Cypress Road to terminate at a “T” intersection with the proposed Barker Cypress Road major thoroughfare alignment.

Due to the sufficient ROW width along the majority of Kitzman Road, there will be no additional ROW dedications required of the majority of properties along the roadway, and this addition of a minor collector will have no impact to those adjacent properties. At any locations along the roadway where existing ROW does not equal 60 ft. in width, additional ROW dedication will be required of property owners should they choose to plat or replat their property for development or redevelopment in the future.

E-6b: Kitzman Road from future Barker Cypress Road to Telge Road Similar to the first amendment request, Harris County requests that existing Kitzman Road between future Barker Cypress Road and Telge Road be designated as a sufficient-width, two-lane, 60 ft. ROW minor collector (MN-2-60). Within the area bounded by the major thoroughfare grid of future Barker Cypress Road to the west, Telge Road to the east, Grant Road to the south and future Juergen/Boudreaux Road to the north, there is not an existing designated major or minor collector. Existing Kitzman Road, which already functions as a collector street, would continue to serve as an east-west minor collector. The alignment would be slightly altered at the intersection of Kitzman Road and future Barker Cypress Road to terminate at a “T” intersection with the proposed Barker Cypress Road alignment.

E-6c: Unnamed E-W Road 1 between Kitzman Road and Barker Cypress Road Harris County is requesting the addition of an east-west minor collector to extend existing east-west Kitzman Road (just north of Grant Road) to proposed major thoroughfare Barker Cypress Road. This proposed two-lane, 60 ft. ROW minor collector (MN-2-60) would be located between the southeastern curve of Kitzman Road and the future Barker Cypress Road. It would be aligned along the northern boundary of the Castillo property. The end result of this amendment request would be a collector street that connects to east-west Kitzman Road and terminates at a “T” intersection with proposed north-south Barker Cypress Road.

Harris County has no plans at this time to build this road, but ROW for the minor collector would be preserved and dedicated if/when impacted property owners plat their property for individual improvements.

E-6d: Unnamed E-W Road 2 between Kitzman Road and Cypress Rosehill Road Harris County is requesting the addition of an east-west minor collector to extend existing east-west Kitzman Road (just north of Grant Road) to Cypress Rosehill Road. This proposed 60 ft. ROW minor collector would be located between the southwestern curve of Kitzman Road and Cypress Rosehill Road. The alignment would cross the northeast corner of the Poindexter tract, a portion of the Jones tract, and the southern boundary of the Cypress Rosehill Ltd. No. 1 tract. The end result of this amendment request would be a collector street that connects to east-west Kitzman Road and terminates at a “T” intersection with Cypress Rosehill Road.

Harris County has no plans at this time to build this road, but ROW for the minor collector would be preserved and dedicated if/when impacted property owners plat their property for individual improvements.

E-6e: Unnamed N-S Road between Kitzman Road and future Boudreaux Road When Planning Commission granted a variance for the Texans Soccer Athletic Complex to not provide a north-south road, the condition for the granting of the variance was for the adjacent Cunningham tract to have a north-south road along the western property boundary. This is noted on the Black Gold General Plan approved by Planning Commission on October 27, 2016. As described in the general plan, this minor collector would be located along the western boundary of the Cunningham property and would extend north to terminate at a “T” intersection with future Juergen/Boudreaux Road. A small percentage of the Cunningham tract would be impacted, and this alignment would also impact two properties adjacent to future Juergen/Boudreaux Road; the Baker property and Harris County Dyess Park property, each of with would be bisected by the proposed minor collector alignment.

Harris County has no plans at this time to build this road, but ROW for the minor collector would be preserved and dedicated if/when impacted property owners plat their property for individual improvements.

STAFF ANALYSIS: Population & Employment Projections:

A demographic analysis using Houston-Galveston Area Council (H-GAC) projections was conducted for the area surrounding the Kitzman Road collector network MTFP amendment proposal. The population in this area is forecast to grow substantially from approximately 4,003 in 2016 to a projected 12,613 by 2040, although the population density will remain quite low with a projected 1.42 persons per acre in 2040. The projected growth rate will be much higher than the overall City of Houston extraterritorial jurisdiction (ETJ) growth rate. Employment in the area is projected to remain low, growing very slightly from approximately 566 jobs in 2016 to approximately 756 jobs by 2040. Based on these projections, it is assumed that if development occurs in the amendment area, it is likely to be of a single-family residential character.

Land-Use & Platting Activity The existing land-use in the amendment area is primarily medium- to large-lot single-family residential of rural character, with lots ranging from a half-acre to 10 acres, as well as several larger tracts of undeveloped land. Grant Road and Telge Road major thoroughfares have some commercial uses and a few larger tracts of undeveloped land adjacent to the roadways.

There has been a limited amount of platting activity in the surrounding area in recent years, with the largest activity being the Texan Black Gold GP and the Texan Soccer Athletic Complex, both planned for commercial development. Properties east of Telge Road has seen significant platting activity for smaller lot single-family residential subdivisions, including Wildwood at Oakcrest North and Hayden Lakes.

Right-of-Way (ROW) Status: Existing Kitzman Road is a two-lane road with right-of-way (ROW) width that varies between 50 and 70 feet. The majority of the road has a minimum of 60 feet of ROW. The short north-south segment connecting to Grant Road is the only section that is less than the 60 feet of proposed ROW for this amendment request, with ROW width for this segment of Kitzman Road measuring 50 feet. The proposed unnamed east-west and north-south streets have no existing ROW.
