Comments Sought on Standard for Fire Training Structures, Props, and EquipmentAt its August 2014 meeting, the NFPA (National Fire Protection Association) Standards Council reviewed the scope and title for a new committee on Facilities for Fire Training and Associated Props. After review of all the material, the Council voted to publish a notice to solicit public comments for the following: need of the

project; information on subject matter resources; those interested in participating, if the committee is established; and, other organizations actively involved with the subject. Comments must be submitted to [email protected] no later than 1 February 2015.
The Fire Service Training TC currently is assigned responsibility for NFPA 1402, Guide to Building Fire Service Training Centers, which is a document that provides general information to architects, engineers, and fire service entities on possible components of fire training centers. The scope of the document is "food for thought" and ideas to consider when planning or designing a training center. The committee is aware that there is an increasing need to have a prescriptive standard available to provide minimum mandatory requirements for the manufacturing, installation, and maintenance of gas-fired props, and for the design and construction of live fire training structures (burn buildings) and other training props. This need has surfaced because of a growing awareness of fire fighter injuries that have occurred with gas-fired training props that have not been designed and constructed in a manner that provides a minimum required level of safety to all participants. The Fire Service Training TC has a growing concern that if a nationally recognized standard is not developed for gas-fire live fire training props there will be additional injuries and, potentially, fire fighter fatalities in the future.
The Committee has spent the past two years evaluating the possibility of converting 1402 from a guide to a standard. It has concluded that a new, separate standard for fire training structures, props, and equipment is needed and that the remainder of 1402 needs to remain as a guide. Canada Notification: CAN/434Date issued: 11 December 2014Agency Responsible: Environment Canada and Health CanadaNational Inquiry Point: Foreign Affairs, Trade and Development CanadaProducts covered: Hydrofluorocarbons (HFCs)Title: Proposed Notice of IntentDescription of content: Notice is hereby given that the Department of the Environment is initiating the development of proposed regulations under the Canadian Environmental Protection Act, 1999 (CEPA 1999) to control the manufacture, import and use of hydrofluorocarbons (HFCs). The proposed controls will apply to HFCs as set out in Item 77 on Schedule 1 of CEPA 1999 and will include bulk HFCs and manufactured products containing HFCs.Internationally, Canada has been advocating for global action on HFCs by promoting a North American Proposal to phase down HFCs under the Montreal Protocol on Substances that Deplete the Ozone Layer.While the Proposal has not yet been adopted by the international community, Canada is committed to addressing HFCs and their serious implications for our climate.HFCs are used as coolants in refrigeration and air-conditioning equipment in homes, buildings, industrial operations and vehicles, as blowing agents in the manufacture of insulating foams, and to a lesser extent,as aerosol propellants, fire suppression agents, and cleaning solvents.On August 6, 2014, the United States (U.S.) Environmental Protection Agency announced proposed rulemaking under their Significant New Alternatives Policy Program. (see footnote 1) Under these proposed rules, various HFCs and HFC-containing blends that were previously listed as acceptable alternatives to ozone-depleting substances will be listed as unacceptable for some uses. This proposal is based on information showing that substitutes that pose lower risk overall to human health and/or the environment are available for the same uses. The sectors targeted in the proposal include consumer aerosols, foam blowing end uses, commercial refrigeration and motor vehicle air conditioning.Environment Canada is considering the following proposed measures for HFCs, which are based on the proposed U.S. measures published in August 2014. Recognizing that the Canada-U.S. market is well integrated, Environment Canada will take into account changes made by the United States as their regulatory measures are being finalized as well as stakeholder feedback. The Minister of the Environmentwill initiate a process to develop regulations under CEPA 1999 to control the manufacture, import and use

of HFCs. This process will include consultations with representatives of provincial and territorial governments, industry, nongovernmental organizations and other interested stakeholders. C22.2 No. 141 Emergency Lighting Equipment (New Edition) This Standard applies to exit signs, unit equipment, emergency luminaires, and central power systems intended for connection to circuits with nominal voltages of 600 V and less and providing illumination in the event of a failure of the normal power supply for nonhazardous locations in accordance with the Rules of the Canadian Electrical Code, Part I.
This Standard includes requirements for the construction of emergency lighting equipment to preclude fire and shock hazards and to ensure that the equipment has the minimum capability for performing its intended function.
