The Greater Tubatse Municipal Council decided Thursday last week to request theLimpopo Department of Co-operative Governance, Human Settlements andTraditional Affairs (CoGHSTA) to second officials to act as Municipal Manager andChief Financial Officer (CFO) respectively.

The Communications Unit of the Municipality says in a media statementCoGHSTA has responded by sending Mr M Moja as Acting Municipal Manager andMr D Mhangwana as Acting CFO, replacing Ms M A Monyepao and Mr M W Maepawhose contracts have expired. According to the statement Ms Monyepao willresume her role as Director of Economic and Land Development while Mr MaepaMW went back to a position at the Sekhukhune District Municipality.

Their appointments took effect on Monday 8 September 2014 and will lapseonce the positions are filled.

The Mayor and Executive Committee wished the two gentlemen all the best intheir endeavours to assist the Municipality and called upon all stakeholders towork with them.

In the meantime the investigation by the Special Investigating Unit (SIU)appointed by President Jacob Zuma to investigate the matters of the municipalitypertaining to corruption and maladministration is still ongoing. The permanentMunicipal Manager, Mr Lemon Phala, also remains suspended and as far as canbe determined, labour action regarding his status is still ongoing.

Ms Monyepao and Mr Maepa’s departure came in the midst of allegations ofcorruption and irregularities peretaining to the positions they filled.

in KalkfonteinOn Friday 5 September 2014 Kalkfontein village near

Dwarsrivier Mine became a hive of activity as Arbour

Day was celebrated.

Dwarsrivier Mine, the Department of Education, SK FM

and local community and political leaders joined hands

to create awareness for greening the planet with

indigenous trees. The event took place at Mmahlagane

Primary School. Learners from Gobetse High School,

Ngwaabe Secondary School, Sengane High School,

Ngwanangoato High School and Nkotwane High School

joined the primary school learners to learn more about

Arbour Day. More than 500 learners attended the

event.

Dwarsrivier Mine has established a small nursery at

Mmahlagane Primary School. This will serve as a hub

from where cultivated trees can be distributed in the

area. The aim is to also involve other businesses,

mining companies and individuals who would like to

become involved with donating indigenous trees for

greening the area.

A short presentation about three trees common in the

area gave the learners valuable information on why

indigenous vegetation is so important and what uses

there are for them. Currently the Buffalo

Thorn (Mokgalwa in Sependi) (Ziziphus

Mucronata); Cross Berry (Moretlwa in

Sepedi) (Grewia occidentalis) and the Mountain Aloe

(Sekgopha in Sepedi) (Aloe Marlothii) are being

cultivated in the nursery. These plants will be distributed

to various schools for planting.

Mr Remember Mmbengwa from Dwarsrivier Mine

encouraged the learners to take care of the environment

and become involved with projects that will create a

sustainable and green future for Greater Tubatse. The

emphasis fell on planting indigenous trees and using

them in a sustainable way.

After the formal program that included speeches from

Mrs. Masha (Mmahlagane Primary School Principal),

Kgoshi Masha, Cllr. Tshehla from Greater Tubatse

Municipality, Mr MW Komane from the Department of

Education, Mr Silas Hlapolosa and Mr Remember

Mmbengwa from Dwarsrivier Mine, the group planted

a tree and visited the nursery. Learners provided

entertainment items between the various speakers. The

day ended with a warm meal and lots of newly gained

knowledge about indigenous trees.

Planting trees and visiting the newly establishednursery was just part of the programme.Learners also received informative talks aboutthe indigenous trees of the area.

The Office of the Premier says the Province has failed toachieve the “Clean Audit 2014” target, but some improvementshave been recorded during 2013/14. .

Limpopo Departments have recorded a small regression inthe number of Votes that received unqualified audit opinions,from 7 to 6 in 2012/13 to 2013/14 respectively. In 2013/14 theProvince recorded only one “Clean Audit”, in the Department ofCo-Operative Governance Human Settlements and TraditionalAffairs (CoGHSTA). It is however worth noting that three otherDepartments that obtained unqualified audit reports for 2013/14were sited with a minor number of no compliance matters, theybeen Office of the Premier, Provincial Treasury and Safety,Security and Liaison. On the whole, for 2013/14 the provincialdepartments audit outcomes were as follows; 1 Clean, 5Unqualified, 6 Qualified and 1 Disclaimed.

During the current year the Province did recordimprovements in the audit outcomes of three departments. TheOffice of the Premier says the improvement in the auditoutcome of the Department of Health and Public Works bothfrom Disclaimed opinions to Qualified is commendable and it istrusted that these improvements will continue during the currentyear to unqualified. The other improvement was in theDepartment of CoGHSTA from an Unqualified to Clean Audit.

Unfortunately the Department of Economic Development,Environment and Tourism was the only department to record aregression in audit opinion from unqualified to qualified due to

movable assets between the Department and the LimpopoTourism Agency. Of major concern in the province is thecontinued disclaimer in the Department of Education, whichhas been disclaimed for three consecutive years and the 6qualified opinions of which three have remained qualified from2012/13, namely Departments of Agriculture, SocialDevelopment and Sport, Arts and Culture. It has been notedthat movable assets remains the Achilles heel in the province.The Provincial Treasury has commissioned a movable assetsscanning project that aims to address this perennial problemand assist these departments to progress to an unqualifiedopinion in 2014/15.

For the five public entities in the province, an improvementhas been recorded in the Limpopo Economic DevelopmentAgency (LEDA) from qualified reports over the last threefinancial years to unqualified in 2013/14. The LimpopoGambling Board (LGB) has maintained its unqualified auditreport, but also needs to strive to a clean status in 2014/15. Itis also worth noting that the Limpopo Tourism Agency (LTA)has progressed to a qualified audit opinion in 2013/14 fromthe previous, five consecutive years, of disclaimed opinions.The regression in the audit opinion of the Gateway AirportAuthority Limited (GAAL) from qualified to disclaimed isconcerning to the Province and decisive interventions will beneed to correct this situation in the public entity. The report forthe Roads Agency Limpopo (RAL) has not yet been finalized.

Calvinites learn about Pharmacy WeekStaff from Kalapeng Pharmacies inthe area (Burgersfort Pharmacy,Pharmacy @ Spar, Greater TubatsePharmacy and Steelpoort Pharmacy)visited Calvin College last week.Pharmacy week ran from 1 - 8September and focused on the themeto “Use antibiotics wisely”.The staff gave a talk to the grade 11learners. They learned what anantibiotic is, what it is used for, how touse it and why it is important.The learners also received a bit ofcareer guidance, with the opportunityto ask questions about careers inthepharmacautical industry. On Friday 5 September 2014 the Tubatse SAPS StationCommander Colonel Matsobane Leopeng, Social crimeprevention co-ordinator Constable Nicodemus Letsoalo andSector manager Sergeant Jane Mosoma visitedMashakwaneng Secondary school in Mafarafara village for acrime awareness campaign.The school principal Mr J. Mashele indicated negative thingsthat can destroy learners’ futures are happening at theschool. Things such as being late for school, disrespectingthe teachers, damaging school property and not takingeducation seriously. He requested the police to come andaddress the learners about crime related issues, give them

crime prevention hints and to encourage them to focus on theirstudies.On the day the station commander colonel Leopeng encouragedlearners not to get involved with criminal activities. He alsoencouraged them to stay away from alcohol and the smoking ofcigarettes and drugs. Learners were also told not to bring itemswhich are not needed to school. They were told to leavedangerous weapons at home. Colonel Leopeng emphasised theissue of respect. Learners must respect their parents at homeand also respect the school teachers. Learners were told to loveeducation, attend their lessons at all times and ensure that theyavoid criminal records by not committing any crimes as the

criminal record will be adisadvantage to them whenseeking employment in thefuture.

If you go there to play orcoach, they pay you a lot of moneyand they make lots of promises, butthey never deliver. I’m a Chiefs fanand choosing between a Bafana orChiefs game I’ll pick the Chiefsgame because I know we won’tlose. Maybe draw, but not lose”.

Joshua Generation athletes participated int he Regional Athleticsthat was held on 30 August 2014 at the Hoedspruit Airforce sportsfield.Isreal Cheloane participated in the girls u/8 category and received asilver medal for 60m and a gold for the 80m sprint. Paballo Metsiparticipated in the girls u/11 category and got silver for shot put.(both photo left). Phenyo Nkoana (below) received gold for 80msprint and gold forthe 100m for boys u/11.All three athletesqualified for theSACSSA NationalAthletics

The 2015 Comrades Marathon entryprocess is in full swing. More than 25% ofthe 23000 entry cap has already beentaken up since the entry process openedon 1 September 2014. The entrybarometer currently stands at 6137.The 90th edition of ‘The Ultimate HumanRace’ will be held on Sunday, 31 May2015. Being an ‘up-run’, the traditionalstarters gun goes off outside the DurbanCity Hall at 05h30 and again 12 hours laterat the Oval Cricket Stadium inPietermaritzburg to signal the end of the87km ultra-marathon.Prospective entrants have until 30November 2014 or as soon as the cap of23000 entries has been reached to gettheir entries in. Thereafter, no entries willbe accepted so runners are urged to enteras soon as possible or risk missing out.With its 2015 campaign, ‘Be Part of It –Bamba Iqhaza’ - the Comrades MarathonAssociation’s (CMA) Race Director, RowynJames has asked every South African tobe part of next year’s 90th anniversaryfestivities in one way or another.James has further encouraged all SouthAfrican Comrades Marathon runners toenter by 30 September 2014 to be eligiblefor the ‘early bird’ entry fee of R350.The increased entry fee of R380 will comeinto effect on 1 October 2014 until the entryprocess is closed. Runners from the Restof Africa will be charged an entry fee ofR600 and the cost to International athletesis R2000.The entry requirements, which are statedon the entry form, must be adhered to at alltimesEntries may be made as follows:· online via the Comrades Marathon

Golf players can book their place in the Cross CountryCreenkeeper’s Revenge competition that will be played atTubatse Chrome Golf Club on 4 October 2014.There are only 64 places available. Entry is R140 per personand includes 2 club, jackpot, drinks and halfway. There willalso be a lucky draw and lots of closest to the pin prizes. On 4 September 2014 the Tubatse Masters played afriendly game against Samancor ECM at the MangabaneSports Ground.The game started with fire when both teams displayedsome good football. The created many opportunities butunfortunately failed to score.The halftime score was 0-0. In the second half both teamscontinued where they left off in the first half. Thegoalkeepers were however just too good and the playersfrom both sides struggled to beat them.Just a few minutes before the end of the game, Tubatse

The Tubatse Masters hosted MalokekaMasters for a friendly soccer game at theSekhukhune FET College in Praktiseer onSaturday last week.From the first whistle, Malokeka dominatedthe ball possession and kept on threatening

the Tubatse defence. Tubatse Masters werenot intimidated and their defence proofed tobe solid while the team worked together tocreate scoring opportunities.This paid off late in the first half when SamTshwane got an opportunity to take a long

range pick, just a fewmetres from thecentre.This kick proved tobe too much for theMalokekagoalkeeper and itlanded in the back ofthe net.The visitors tried tolevel the score whenthey got anopportunity to placea penalty shot in thenet. UnfortunatelyMasakanengMokwena took hispenalty over thepoles.The half time scorewas 1-0 in favour of

TubatseMasters.In thesecondhalf the

visitors’ Amos Ndlovu balanced things outwhen he scored just a few minutes after therestart.Tubatse Mastersdominated the ballpossession in thesecond half andcreated manyopportunities toscore. They howeveronly managed toconvert two of theseinto goals. AndrewSkosana and SeunMaroga both scoredgoals for TubatseMasters in thesecond half of thegame. The scoredthen stood at 3-1.The visiting teamfought back,determined to seethe back of the netagain. Thisdeterminationdelivered them twomore goals byMasakanengMokwena.The final score was3-3.
