Matshaile Senior Secondary School in Kgautswane(Rietfontein) near Ohrigstad, did not fare very wellduring last year’s matric examinations.

In fact, the school achieved a zero pass rate. Thatis not all. The Leboeng Police, under whichKgautswane resorts, are very worried. Says captainSolomon Moholane (photograpgh), the stationcommander: “We arrested a number of these kids in2010 for breaking into the school and stealing theirown computers. The MEC of Safety and Security inLimpopo is very worried about this state of affairs. Thatis why we are here today. It is part of the SaferSchools project. We as a community as a whole mustmake an effort to do something at the school, toestablish the right climate for proper education.”

So on Wednesday morning this week,representatives from the whole community werepresent when the project was launched at the school.Traditional leaders, clergy, political parties, youthorganisations, teachers and pupils, members ofgoverning bodies and the Police were gathered under‘n large tent erected between two blocks ofclassrooms. Those not so much interested (on thefront page) at the back of the building also tried tocatch a glimpse of the action every now and then whennot reading or trying to cut the grass.

Captain Moholane told Platinum Gazette that part ofthe problem seems to be that pupils are not interested ingetting an education. “They leave after break, not toreturn. Without learners in the school, the teachers alsogo home. Some of the children go to taverns in thevicinity.

That is why we have the tavern owners also heretoday. They must know they break the law and can beharshly punished when selling alcohol to minors.”Leboeng Police station communication officers toldPlatinum Gazette that schools in villages falling underLeboeng Police Station are regularly broken in to, andcomputers stolen, but never, except in the case of thisschool, have learners been arrested.”

Captain Moholane announced during the launch ofthe project that the Leboeng Police is adopting theGrade 12s of the school. “We will come and talk to themin their Life Orientation periods. I will personally alsomake unannounced visits to the school to see whetherthey are in class. Throughout the project the Police willimplement crime prevention programmes at the school.It is in the community’s interest that we all work togetherto make this a school to be proud of.” Other speakers,also from the ANCYL, told the learners that they have nofuture without an education and that they should makegood use of their opportunities.

Preschoolgutted

A pre-school in Dresden village,just outside Burgersfort on theway to Ohrigstad, was burnt tothe ground in the early hours oflast week friday morning. Theowner and principal, Mrs MonicaKhalata Phaswane (left inphotograph), said she wasinvolved with another pre-schoolin the village after she and herpartner differed about moneymatters. She opned this schoollast week Wednesday and hadmore than 30 toddlers inattendance. On Friday morningwhen it was still dark, a group ofpeople allegedly threw paper andstuff into the building and set italight. They also destroyed thetoilet and wire fence around theschool. Bystandrs said they needanother pre-school as will alsohelp when the river is full andparents cannot get their childrento the other pre-school. The casewas reported to the Police. At thetime the newspaper visited thescene Mrs Hkalata Phaswanewas still waiting for the Police whosaid they were to return withsniffer dogs.

Nkwe Platinum Limited, trading on the Australian stockexchange, but focused in South Africa, says it is positiveabout the prospects of its projects in South Africa nearBurgersfort.

Nkwe voluntary halted trading on the Australianbourse after Genorah resources, a company in wich ithas a 64 percent stake, lost a Constitutional Court caseagainst the Bengwenyama community about theprospecting rights on two farms near Burgersfort. Thetwo farms forms part of Nkwe’s Tubatse project. Afterthe court case, another community, the Roka-Pashaclaimed the court was misled as they had more right tothe land than the Bengwenyama, syaing that they willgo to court with the issue.

Updating the market towrds the end of last week,Mr Peter Landau, Executive Director of Nkweannounced that Nkwe confirms its stated position withregards to its ability to retain and develop its interestsin both the Garatau and Tubatse projects, saying it isthe intention of Nkwe to seek to request its sharesrecommence trading on the Australian stock exchangethis week. His statement reads: “Further to previousannouncements, the following information is providedto clarify some uncertainty created by the South AfricanConstitutional Court decision regarding the farms EersteGeluk 327KT and Nooitverwacht 324KT and thepotential impact involving reports that Anglo Platinumand the Modikwa JV had commenced reviewproceedings involving 9 farms (including the 5 in whichNkwe has an interest).

The Roka Phasha and Bengwenyama communitieshave made joint applications together with Genorah asthe economic partner for the re awarding of the rightson both Eerste Geluk and Nooitverwacht farms. InNkwe’s opinion, both communities who made the jointapplications represent all relevant community interestson the two farms combined. The fact that bothcommunities with Genorah have made the relevant

application is significant in so far as a united show of cooperation to assist the DMR in fast tracking the applicationand avoiding any prolonged uncertainty caused by theConstitutional Court decision.

Nkwe has back to back arrangements with Genorahto ensure that its 64% interest in the two farms will beretained.

The South African Department of Mineral Resources(“DMR”) has established a special working party of allrelevant Government Departments involved in theapproval process for the awarding of the rights to fasttrack the application process with an award expectedwithin the shortest possible period, mindful of the impactcontinued uncertainty has on the market.

Nkwe has been made aware (given that neither Nkweor Genorah are part of the process) that Anglo PlatinumLimited has instigated an administrative process byapplying to the DMR and through PAJA (AdministrativeJustice Act) by the Modikwa JV for a review on the 9farms called the Modikwa deeps. This includes the 5 farmsthat comprise Nkwe’s Garatau and Tubatse Projects.

From Nkwe’s perspective the matter in respect ofNkwe’s 5 farms was settled in February 2008 (jointrelease 13 February 2008) with an agreement madebetween Anglo Platinum, African Rainbow Minerals,Genorah Resources, Nkwe Platinum and the DMR.Further from Nkwe’s perspective, the DMR and PAJAreviews instigated by Anglo Platinum and the ModikwaJV respectively have been utilised to reserve Anglo’srights and potentially look at other remedies availablefrom the DMR outside of challenging the original awardof the 5 farms to Genorah given the settlement agreementreached in February 2008.

The Company understands the uncertainty causedby recent events and is confident that the informationreleased will alleviate a significant amount of theuncertainty that currently exists amongst shareholdersand allow Nkwe to focus on delivering its ultimate goal.”

Big plans for hawker stalls in townThe Tubatse Hawkers Association held a meeting this week wherevarious issues regarding the hawkers in Burgersfort were discussed.These informal traders had good December and is still in the processof issueing permits for the regulation of trading as decided by Councillast year. The issueing of permits will continue until the end ofFebruary and policing of valid permits will start in March 2011.The Burgersfort Cluster of the Association will have a meeting withvarious stakeholders on Monday next week. The meeting will resolvearound the hawker stalls to be build at Twin City.The committee has also drawn up plans for development of hawkerstalls on the open area stretching between the stop street at Toyotaand Cheap Cheap on the other end. They’ve already approachedmines in the area and has possibly secured funding for theconstruction. The mines and the municipality will negotiate regardingthe land were these stalls are to be build.

The meeting on Wednesday this week.

Plans have been drawn up for the stalls.

David MogoboMagabe and Greater Tubatse Municipality Mayor, Cllr. RalepaneMamekoa visited schools in the area as part of Magabe’s tourthrough the district. Synergy Africa, a joint venture betweenFinnish group Ruukki and UK-basedinvestment holding company Kermas, hasreceived clearance from the South AfricanCompetition Commission in December lastyear to proceed with its acquisition ofChromex, a transaction of more than R400million.

The offer had now been declaredunconditional in all respects, as theclearance was the last remainingsubstantive condition. Synergy Africa, whichwas established specifically for the purposeof the acquisition, had also extended thetime and date for acceptance for the offerindefinitely.

The company had received validacceptances in respect of 81 755 153Chromex shares, representing about91,69% of the current issued share capital ofChromex.

This total included acceptances receivedin respect of 46 025 000 Chromex shares,representing in aggregate about 51,6% ofthe issued share capital of Chromex, whichwere subject to irrevocable undertakingsobtained by Synergy Africa from certainChromex shareholders.

Synergy Africa had also received validacceptances in respect of 2 570 781Chromex warrants, representing about95,93% of the total number of Chromexwarrants in issue.After the offer had beendeclared unconditional in all respects and

the acceptance level was over 90%,Synergy Africa had requested Chromex tomake an application to the LSE for thecancellation of trading in Chromex shares onAim.

Ruukki expects the acquisition toincrease the production capacity of itssubsidiary Ruukki South Africa, which holdsthe Mogale Alloys operation.

Mogale comprises only processingfacilities, without the security of chrome oresupply, which is procured from severalsources on short-term contracts.

Chromex owns two assets, Stellite andMecklenburg, located near Burgersfort, aswell as operations in Zimbabwe.

The Stellite mine, which was alreadyoperational and about 80 km from Ruukki’sMogale operation, was being ramped up toproduce 40 000-t/m run-of-mine (ROM) ore.

Chromex intends to eventually startmining at Mecklenburg, which is expected toramp up to produce 60 000 t/m of ROM ore.

The chrome ore supply was expected toplay an important role in Ruukki SouthAfrica’s processing growth plans. It wasconsidering potentially building two 70-MWdc furnaces at the Stellite mine, which wouldhave a combined capacity of 280 000 t/y ofchrome.

Kermas is the largest shareholder inRuukki South Africa and holds a 49% stakein Synergy Africa. The Ruukki Group holds51% of the JV company.

The police will have “no mercy” for those masquerading as principals or directors ofillegal colleges, Police Minister Nathi Mthethwa warns.

“We shall implement vigour, toughness and smartness in thwarting these boguscolleges... .These scoundrels will get the harshest punishments,” he said in astatement.

His remarks follow a surge of applications at universities and other tertiaryinstitutions countrywide due to a higher matric pass rate. “We are in that seasonwhere some criminals want to prey on unsuspecting students by promising them abrighter future, when in fact they are destroying their lives.”

The police ministry was planning to “get tough” and double its efforts to uncoverillegal colleges in 2011. They would carry out sporadic college visits around thecountry to verify if they were registered legally.

The minister urged parents and students to be vigilant during the enrolmentperiod and report suspicious or fraudulent financial activities to the highereducation department.

Police began investigating colleges in May last year and concentrated theirefforts around Gauteng, Limpopo and KwaZulu-Natal.

Several unregistered private Further Education and Training (FET) collegeswere shut down. In the most recent operation, police visited 80 private FETcolleges in KwaZulu-Natal.

“Out of the total only 12 were found to be correctly registered with thedepartment,” said Mthethwa.

Police seized various fraudulent certificates, computers, fax machines andexam results.

“After the students ‘passed’ their exams they were issued with false certificateswhich are not recognised by the department,” explained Mthethwa.

Six colleges were closed down and their directors or owners arrested.To date 48 people linked to this sort of crime had been arrested countrywide.They were charged for contraventions of the Further Education and Training

Colleges Act and faced a minimum of 10 years in prison or a fine of R250,000.

Not cleaned upafter all

Chaos continues to reign in the streets ofBurgersfort. Since Platinum Gazette reportedon the traffic chief’s plans to ‘clean up thistown’ last year, not much has changed. Thephotographs below was taken this week. Thedrivers of these vehicles simply drove into theoncoming traffic lane and disrupted the traffic.This all happened while the traffic officers

were elsewhere checking licences. Theregistration numbers and faces of the driverswere blurred. This was done because it is notan isolated incident, but an example of howmuch respect for the law and each otherdrivers in Burgersfort have, while thosetrusted to enforce the order, are nowhere tobe seen near the critical points.

Grade 8 is fun at Calvin CollegeThe grade 8 pupils at Calvin College are goingthrough an orientation period of two weeks.During these weeks they are wearing self-made yellow wigs, a board with their IDnumbers, name, school and grade on it. Theyalso carry a heacache tablet as they are stillgiving the rest of the school ‘headaches’.They are also wearing self made tails, manywhich resemble that of a lion. They also eachhave a ‘pet’ egg. This egg (photo below) mustbe carried with them every day and must havea name, occupation etc. The group everymorning sings for the Blue Crane statuette infront of the school and will next week write atest on the school’s code of conduct. Theywill also be going on a camping trip tocelebrate the start of their high school career.

How much should governmentDraft legislation open for public inspectionand comment can change the employmentlandscape in South Africa dramatically.The legislation, should it go through, will givegovernment the power to determine theincrease in wage for domestic workers andfarm workers. In the past it has happenedthat when these workers are paid more thanthe minimum wage, they either do notreceive an increase or it is far below therecommended percentage.Other major changes are that it will be illegalto strike over a dispute. It will include allegedunfair dismissal that could be resolved by dieLabour Court or CCMA.All employment agencies will have to registerwith government and they will not be allowedto charge for finding their clientsemployment. Labour brokers will first beregulated, constrained and then phased out.The legislation will also impact on temporaryemployment. Unless an employer can makea convincing case for short-term employment(e.g. seasonal harvesting or retailing peaks),the position will be considered as permanent.Temporary staff will have the same benefitsas permanent staff, including the cash valueof pension and medical contributions.Employers will not easily be able todifferenciate between temporary workers’and permanent workers’ remuneration if theydo the same job.Government will also put up stateemployment agencies to which all vacanciesand hiring will have to be reported to and theworkforce of any company with more than 50people in their employment will have toreflect the national racial mix and not justregional demographic profiles.We asked readers how much they thinkgovernment should regulate the workplaceand who should be responsible for training ofpeople - government or the private sector?

Ms Nelly Mabuza said: “Government mustbe responsible to train people becausethey have everything the people need toget help. They must regulate theworkplace because people needpermanent jobs”.

Ms Bohadi Velaphe said: “The privatesector must do the training of people.Government must regulate the workplaceas the plan is, because it will be good toget permanent jobs”.

Mr Justice Mundalamo said: “The privatesector will do better than government withtraining because in the private sector theyare still strict. Government must notregulate too much, but they must regulatelabour brokers, because they often robpeople”.

Please allow me to pay homage to thematriculants of 2010 for their hard work andachievement in the examinations.

This goes to show that where there is awill there is definitely a way. Gratitude mustgo to all those who contributed to the goodresults we had in 2010. Now the aim shouldbe to improve on the results for the years tocome.

We, however, should not keep a blindeye to the very dark cloud hanging abovethe veracity of the 2010 matric results. It wasreported in the media that some subjectswere adjusted upwards while others wereadjusted downwards. But the Department ofEducation and UMALUSI decided not to letthe public know which subjects wereaffected by the adjustment. This leavesmuch to be desired. It would be proper if thiswas revealed so that teachers would be ableto plan and know what to improve in theirrespective subjects.

For UMALUSI to hide some of theinformation from us, they really give groundfor the doubting and questioning of thequality of these results. It was also

unprofessional for the minister AngieMotshekga to announce on television thatthe pass rate is 6.7 percent instead of 67.8percent. One is likely to conclude that hermind was still in the kitchen where the markswere (un)cooked. Why would she stammerlike that as if she was seeing the results forthe first time?

I would like to thank the Greater TubatseMunicipality for making available somebursaries for further studies for our childrenbut can‘t this be done well in time and notjust when the closing date is tomorrow sothat the learners can apply for these fundswhen it is still convenient for them to do so?

One hopes against hope that ourDepartment of Education really means itwhen they say they are ready for the start ofschool in 2011. This comes to mind whenone thinks that sometimes schools waitforever for books to be supplied to learners.My message to the teachers is “the soonerthe better, do not wait for the examination tobe around the corner before you show yourseriousness”.

Burgersfort United Football Club (BFUF)started practicing and will soon startplaying games again.This local soccer team is very involvedwith the development of young players inthe area. Players from as young as 6 arejoining in the fun.

The bigger guys are also serious about thesport and during the year try to play at leastone competitive game a week. The team isnot forming part of a league and welcomessocial sportsmen as well.They have their practice every Wednesdayand Friday at the grounds of Laeskool
