2015 Parade Information & Application

It’s time to reserve your spot in one of the most popular events of IKEA Renton River Days! We’re holding a space for you and your organization in “Duck into Fun!” River Days Parade, sponsored by Brotherton Cadillac. Please join us on Saturday, July 28, 2012 at 10:00 a.m. Entries are expected to be designed or organized in a quality manner and feature high entertainment value for our Parade spectators. Entries should be creative, unique and decorated to celebrate this year’s Parade theme “Duck into Fun!"

The Parade route begins at Shattuck Avenue South at South Third Street and winds its way east on South Third to Liberty Park, where a variety of exciting IKEA Renton River Days activities are planned for the entire day. Check in opens at 7:00 am.

The morning of July 28 kicks off with the traditional Pancake Breakfast from 7:30 a.m.-10:00 a.m., held at the Renton Senior Activity Center and organized by the Renton Lions Club. Ticket prices are $6 for adults and $4 for seniors and children under 12. Liberty Park, located along the Cedar River, will be alive with brightly decorated arts and crafts booths, the crowd-pleasing “Nibble of Renton” food fair, and two stages of entertainment.

The Parade Application deadline is July 9, 2012. Please read the policies and rules on the following page and mail your entry form right away. Originating in 1986, Renton River Days unites residents, businesses, organizations, and Puget Sound region tourists together to enjoy a wonderful variety of events and special features for youths, families, and senior citizens. Annual favorites include arts and crafts, visual and performing arts, recreation, food, exhibitions, children’s activities, and stage entertainment. With nearly 35 events and special programs over several days and at various locations within Renton, the main festival is held the fourth weekend of July. Estimated attendance has risen to 40,000 for the multi-day celebration of Renton and its residents, history and culture.

Renton River Days is a family-oriented community festival comprised of events and activities which celebrates the beauty, hospitality, friendliness, quality of life, and diversity of Renton and the greater Renton community.

Renton River Days is a 501.c.4 nonprofit organization.

ABOUT OUR FESTIVAL

MISSION STATEMENT

OPERATING GUIDELINESRenton River Days activities should foster a sense of pride in Renton residents, create opportunities for local government and businesses to increase awareness of the services available in Renton, and allow the Renton community and its friends and neighbors to enjoy the festival in pleasant surroundings.

Events should showcase Renton’s public and private amenities, social, business or cultural opportunities, and rich historical heritage.

To reflect this purpose and to further these goals, the following guidelines have been developed:

• Events should appeal to all segments of the community (i.e., age groups, cultural and diverse backgrounds, geographic locations). For this purpose, those persons residing in the greater Renton area and identifying with the City of Renton are considered to be members of the community and should be encouraged to participate to the greatest extent possible.

• Whenever feasible, funds raised by the events should support local charitable and educational organizations, or offset Renton River Days expenses. Events, displays, or activities should not be sponsored that will solely support the commercial interest of one business or one group of businesses. This does not relate to commercial profits earned by a participant in an event when that participant is providing a service of value to the festival or the events (i.e., food vendors, musicians, artists).

• Events should be organized and conducted in a manner that will project Renton’s positive image to the Puget Sound community. When possible, public facilities, city parks and the Cedar River should be featured to enhance Renton as an attractive, dynamic, family-friendly and people-oriented community.

• Events should be safe, financially self-supporting, and appeal to a broad range of participants.

• Program continuity is desired. Special events for a single year are not encouraged.

• When possible, partner with like-minded organizations and other annual local events. This will (1) allow for the most efficient use of available resources; (2) increase the festival’s identity and marketability and (3) avoid confusion regarding local activities and event sponsorship.

• To ensure that the intent of the festival is met, Renton River Days reserves the right to approve or deny participation for any reason. All decisions of the Renton River Days Board of Directors are final.

PURPOSE : The purpose of the Parade is to enhance the goals and objectives of the IKEA Renton River Days Festival by offering an event that invites both participation and spectator enjoyment.

POLICIES: Authority - It is the responsibility of the Board of Directors to make all final decisions regarding Parade Policies based on the recommendations of the Parade Committee. Members of the Parade Committee are approved by the Board of Directors in the fall following the IKEA Renton River Days Festival and assume the responsibilities of that committee no later than January 1 of the following year.

Insurance Requirements - Non-commercial vehicles: Proof of Insurance for bodily injury and property damage liability with combined limits of $100,000.00 is required. Floats, commercial vehicles and equestrian units: Proof of Insurance with combined limits of $1,000,000.00 and Certificate of Insurance that names “City of Renton and Renton River Days as additional insured.” Proof of Insurance and Certificate of Insurance must accompany completed application.

Floats - All floats must be equipped with one or more fire extinguishers. No smoking allowed on floats. A safety check list is attached. Note: City of Renton Fire Department will remove non-complying units. Drivers must remain with Float at all times, and be appropriately dressed. All participants riding on floats must have visible belts or handholds. Floats without belts and/or hand holds will not be allowed on the Parade route.

Political Entries - Political entries are not permitted in the Parade. In addition, Parade entries are not permitted to display political signage, banners, or distribute politically-oriented hand-outs or giveaways.

Equestrian and other animal units - There will be 20,000 people, loud music, other animals, cannon fire… please be a responsible owner and only bring an animal that can handle this type of pressure. Any rider or trainer showing inability to control their animal, or any animal showing visible signs of distress will, at the Parade Committees discretion, be removed from the Parade. No riders under 12 years of age. No Stallions. Only one rider per horse. Each animal group must have their own cleanup unit. Any entry without a cleanup unit will not be allowed on the Parade route. See insurance requirements above.

Band and Marching/Drill/Cheer Unit requirements - All entries must be in full uniform. If for any reason a gap of greater than 50 feet is created, units must increase their pace and close their gap. All units must maintain forward motion. Routines that cause any gaps in the Parade are not permitted. JUDGING will be done for entrants that perform in front of the Judging Booth on the Parade route. Any group causing unnecessary gaps in the Parade may be disqualified.

Parade Order - Extensive time and consideration is given by many volunteers to put together a Parade that flows easily and is aesthetically pleasing to our spectators. In addition, safety and the needs of children or those with special needs take the highest priority in our planning. If for any reason you need special consideration for a particular placement in the Parade order, please note that need on the appropriate place on your application. Absolutely no changes to the Parade order will be made on Parade day.

Judging - The Parade Committee will select judges and set the criteria for judging the various divisions of the Parade. Decisions of the judges will be final.

2015 IKEA RENTON RIVER DAYS PARADE - SATURDAY, JULY 25, 2015

RULES and REGULATIONS for ALL ENTRIES1. Entrants must observe all applicable rules and regulations and follow all instructions from police or Parade officials or be barred from the Parade.

2. Only Parade participants are allowed in the staging area. Spectators must find their spot on the Parade route. Entrants must fill out an application form and be approved by the Parade Committee. Accepted entries will receive Parade instructions by email.

3. No water is permitted in the Parade, in connection with floats or otherwise, except at the express written approval of the Parade Committee (i.e., waterfalls on floats, etc.)

4. Alcoholic beverages are forbidden on any float or vehicle or on the person of any participant. No profanity allowed along the Parade route.

5. Cigarette advertising and offensive language printed on any Parade entry is prohibited.

6. NO MATERIAL MAY BE THROWN ALONG THE LINES OF THE PARADE ROUTE. Distribution of gifts, merchandise, literature or other material may be handed out by unit representatives walking along the outer edge of the Parade route. Any materials thrown from the unit or causing the crowd to enter the street will either be confiscated or the unit will be directed off of the Parade route and asked to leave.

7. CURRENTLY SEATED public officials are given the honored position at the beginning of the Parade. City of Renton elected officials are provided a car by Brotherton Cadillac and may have a MAXIMUM of 1-3 guests ride in the car with them. (You may bring your own vehicle with prior notice to the Parade Committee.) Signage will be provided by the Parade Committee. No other signage will be allowed. Parade placement will be made by the Parade Committee prior to Parade day. NO changes to Parade line-up will be made on Parade day.

Politics - Floats and other units will not be allowed for any campaigning candidate, any political activity, or for displaying any political signage, banners, handouts or giveaways. Currently seated electeds, such as City of Renton City Council, Mayor, district representatives, or other City staff or officials acting as a Parade dignitary on a non-campaign and non-partisan basis may participate in the Parade. The Parade is not a forum for political points of view nor will entries for specific causes be accepted. Use of partisan political signs or other political material on an entry or improper use of the American Flag is prohibited.

8. Forward movement maneuvers ONLY by the marching units is permitted. A spacing of 25 to 50 feet between each unit will be enforced. All units are required to close the gap between units when ordered by the Parade officials.

9. Parade participants may not mingle with or accost Parade route spectators.

10. The Parade Committee reserves the right to withdraw any unit of which costume or performance does not meet Parade Rules and Regulations or conform to the standards of reasonable public taste.

11. The Parade Committee’s decision regarding all entrants is final.

12. The Parade Committee does not accept the responsibility for traveling expenses, food or lodging expenses of any unit.

13. All entries should represent the family nature of the festival.

14. Each animal entry must provide their own clean-up unit. Any entry without a clean-up unit willl not be allowed on the Parade route.

15. The Parade or Festival Committee reserve the right to limit the number of participants or vehicles in each entry, the total number of units in Parade, and the total number of each entry classification.

FEES:

1. All Commercial entries will be charged a $150.00 fee to enter the Parade. Make checks payable to "Renton River Days.” A commercial entry is defined as “any entry displaying business or commercial signage advertising the business represented by the group.”

2. There will be no fees charged for other entries in the Parade.

DEADLINES:

1. Applications received after the deadline indicated in the Parade letter will not be allowed to participate in the Parade.

2. All Parade entries are expected to be in place at least 60 minutes prior to Parade start. Late units will be placed at the end of the Parade and will not be judged.

3. Interested participants are urged to return their entry forms early.

Hold Harmless Agreement

In consideration of the acceptance of this application, the Applicant agrees to release and hold harmless the City of Renton, elected or appointed officials, Renton River Days, their directors, officers, agents, representatives, employees and volunteers, and to promptly indemnify same from and against any and all claims, actions, damages, liability of every type and nature, including all costs and legal expenses incurred by the applicant or any other party, by reason of any ac-tivity arising under or in connection with the Applicant’s participation in Renton River Days, including loss of life, personal injury and/or damage to property arising from or out of any occurrence, omission or activity relating to such participation.

In the event the City of Renton or Renton River Days shall be made a party to any litigation commenced by or against the Applicant, then the Applicant shall proceed and hold harmless the City of Renton and Renton River Days and shall pay all costs, fees, expenses and reasonable attorney’s fees incurred or paid by them in connection with such litigation.

Furthermore, the Applicant agrees to pay all costs, fees, expenses and reasonable attorney’s fees that may be incurred or paid by the City of Renton or Renton River Days in the enforcement of any of the covenants, provisions and agreements contained in this packet and application.

Please note here any special provisions needed or requested for your unit. All requests will be reviewed by the Parade Committee and addressed in your acceptance letter. All considerations must be requested on this application – no exceptions will be made to the Rules or Regulations on Parade day.

By signing below you are confirming that as a representative of your group that every member of your group (parents and/or guardians if your group has minors) has read and accept all Rules and Regulations required for participation in the Renton River Days Parade and that they are all in agreement to the Renton River Days Hold Harmless Agreement. RENTON RIVER DAYS PARADE

Fire & Life Safety Tips Dear IKEA Renton River Days Parade Participants, Renton Fire & Emergency Services would like to welcome you and wish you a safe, successful and enjoyable IKEA Renton River Days. Below is a list of safety requirements pertaining to all Parade entries and their participants. These requirements shall be met by all entries prior to participation in the Parade. You as a participant shall be responsible for conducting a safety inspection of your entry and turning this sheet in at the Check-In Table prior to the start of the Parade the morning of Saturday, July 28. Preparation and education will ensure approval of your entry in a timely and efficient manner. Having a safe entry ensures a safe and enjoyable time for you and the spectators. Feel free to call Renton Fire & Emergency Services at 425-430-7000 should you have any questions regarding the Fire Safety Requirements for your Parade entry. Completed N/A 1. Decorative materials on Parade entries shall be non-combustible

material, flame resistant or treated with flame retardant. 2. Decorative materials such as hay or straw bales, corn stocks and

paper shall be kept a minimum of three (3) feet away from any heating source (e.g., muffler, generator, etc.)

3. Motorized Parade entries, towing vehicles, generators and vehicles

with smoke machines or some type of heat producing appliance, shall have a minimum UL rated 2A-10BC portable fire extinguisher readily accessible to the operator. Exempt: single vehicles, floats without riders and marching or equestrian groups.

4. No flammable liquid containers are allowed on any Parade entry or

float, or used as any part of entry (e.g., twirling fire baton, etc.). 5. Compressed gas cylinders shall be properly secured. 6. NO OPEN FLAMES ALLOWED. Awards can also be picked up the week following the Parade at the Office for Renton River Days located at 1055 S. Grady Way, Renton, WA 98057.
