COUNTY COUNCILLOR JOHN BLACKBURN WRITE

By the time you read this article my time as Mayor of The Borough of Scarbor-ough will have finished. It has been a very busy time for me, I have carried out almost 360 engagements and I have to admit I have really enjoyed it, but it will be nice to get my life back.

I am now into my last year as your County Councillor. My 4 years will be up on 2nd May next year when I will be standing for re-election. You may not be aware that before the County Council election, that we have another important election on 15th November. On this date we shall be going to the polls to elect our new Police and Crime Commissioner for North Yorkshire. This is a very powerful position which means that one person will replace the present Police Authority. Here are just some of the responsibilities that this person will have. He/She will appoint our new Chief Constable and will hold them to account for running the Police force. Will set the annual local Police precept and force budget, this of course effect your council tax. Will be responsible determining the local police policies and will also be responsible for providing the link between the Police and the local communities. It is in my opinion that we elect the right person, and thus study who the candidates are and that we all turn out to vote. The new Com-missioner will take office on 22nd November.

Well so much for the future, but what are the present County council issues that are ongoing in Flixton and Folkton. The longest running issue is the application for a right of way on the Forden road at Folkton. We have recently been in-formed that there will now be public enquiry held on 10th October which I expect to be in the village hall and I hope that we will then get a final decision on this matter, it is important that should you have strong feelings on this matter that you make every effort to attend this enquiry. I am still receiving complaints about speeding vehicles despite the traffic calming measures that we installed. What I intend to do is have speed recording strips installed to establish just what sort of a problem we have, and then what if anything we can do about it. I am however happy that the Police regularly bring their speed camera into the village and that they do prosecute offender quite regularly.

I have recently received complaints regarding the lack of grass cutting at Staxton roundabout. and Flixton Brows. The problem with this is that the A64 belongs to the Highways Agency and not the County Council and we do chase them up about this. There is patching work to be done on Folkton Brow and the repainting of road markings at both Folkton

It was a great honour for me to be elected to serve alongside Councillors Al-lanson and Blackburn. We are working together to ensure that all the vil-lages of Hertford Ward are strongly represented on Scarborough Borough Council. My main priority as ward councillor is to help residents. I will always try to assist or advise as to the appropriate action on an issue. I am also pleased to have been selected to serve on the Yorkshire Coast Homes board as a rep-resentative of SBC, Environment and Economy and Licensing committees. As you will know I have long campaigned against the proposed wind farm at Southdale. It is important to understand that this may be the first of many in our area. We border the East Riding and Ryedale where there are an alarm-ing number of wind farms are being planned. The Southdale wind farm will probably be one of many on our beautiful Wolds landscape. I am particularly disturbed by the way developers have been offering money to communities in advance of submitting a planning application. Please think carefully about applying for such monies. I have seen how this tactic divides community groups with the financial benefits being balanced by the loss of volunteers and support from parts of the wider community. Thank you Cllr. Southern Parish Cluster Minutes Present: - Councillors- Cayton - John Blackburn (Chairman) & Roberta Swiers Muston - Godfrey Allanson & Brian Stevenson Osgodby – Peter Southward Reighton & Speeton – Tricia Peake & Linda Wilson Folkton – Linda Thompson & Jill Carroll Hunmanby – Harvey Stockdale & Gerald Dibnah Gristhorpe & Lebberston – Mark Bozeat Also present were: - Jo Ireland (Regeneration & Planning Services), SBC; Mike Cockerill SBC; Sgt Matthew Millington & PCSO Caroline Richman NY Police & Clerk to the Cluster Helen Carter. 7 Future of the Cluster & the Agreements discussion by the members was on a collectivebasis. Financial Information prepared by the clerk covering payments in from all the parishes & costs was circulated at the meeting. This detailed an amount of £4,258.80 which Filey TC is asking is returned to them. Filey correspondence received from & the replies made concerning Filey withdrawing from the Cluster had been circulated to members prior to the meeting. Filey have asked that the contri-butions made in preceding years less administration costs is refunded. Filey had asked that the representatives take their request back to its member councils for consideration as it is the opinion of Filey TC that the decision could not be agreed to by the representatives at the meeting. JB did not think this was necessary. Hunmanby correspondence received from & the reply made relating to Hunmanby possibly withdrawing from the cluster had been circulated prior to the meeting. A final decision has not yet been made by them; their representatives were to attend this meeting to discuss their concerns with the other members & report back to Hunmanby Parish Council meeting on 28th March.HS advised Hunmanby do want to be part of the Cluster but the agreements to be signed are the problem. JI advised the issue had become over complicated, the agreements are the clusters & if there are aspects which they are un-comfortable with we should negotiate with SBC to change them, SBC do not want to under-mine the cluster. GA suggested as there is a new Head of Legal Services (Lisa Dixon) that JB meet with her to have afresh look at the agreements & see if something simpler can be drawn up & agreed to. The representatives of Hunmanby agreed to advise their members of the discussions & recommend they do not make a final decision until after the next Cluster meeting. It was RESOLVED a response would be made to Filey that a definite decision would be made at the next cluster meeting; the representatives are to update their parishes. It was RESOLVED John Blackburn would meet with Lisa Dixon to simplify the Agreements. Area Committee Funding 2011/12 the Cluster had previously decided that any fundiwould be held over to the next financial year. The SBC Cabinet decision 14.2.12 allows for the allocation of funding for Filey Ward to be delegated to the Ward Members. Mike Cockerill reported they would be working on a similar application form as previously used for SA committee funding. He would be working with Sam Cross & Colin Haddington to distribute the funding. The same decision covered funding for 2012/13 both Eastfield & Filey wards will be delegated to the Ward members. JI advised the levels of funding for 2012/13:- Cluster £9,525, Eastfield £4,762.50 Filey £4,762.50. Parish Cluster Finance the clerk reported, funds held as at 29th February 2012 total £8,905.03. Clerk payment - 10 hours claimed for this meeting plus an additional 3 hours for extra work involved in respect of Filey & Hunmanby correspondence, preparation, discussions with John Blackburn, preparing & typing the responses & preparation of financial information Total 13 hours at £10.49p per hour = £136.37, a cheque was drawn & signed for this amount.

FEBRUARY 28TH. MEETING INSTEAD OF IN MARCH. Report from County Councillor Councillor Blackburn advised that the problems experienced in Back Lane have been reported, and that he was awaiting details of the cost of the speed camera signs. Fordon Road Following enquiries, a  letter  from Defra was  received  stating  that NYCC had not  yet    submitted  the papers to the Secretary of State. County Cllr J Blackburn expressed his anger at being misled by officers at NYCC and promised to chase up the matter. Bloom Group Donation Cllr J Carroll proposed that the Parish Council make a donation of £40 to the Bloom group to cover their entry free for 2012, seconded by Cllr L Thompson. Cllr C Hodgson and Cllr M Brown declared an interest and abstained from voting. The donation was approved. Parish Council Website Cllr C Hodgson explained the advantages of the Parish Council having its own website, and listed the type of information that could be displayed. He advised that it would cost in the region of £550 to set up with a £60 annual hosting fee after the first year. Following discussion in which some reservations were expressed, The need to present the council in a professional manner was highlighted, together with the possibility of sponsorship by  local business to offset the cost. The majority view was that quotations should be obtained. Planning Applications Details of one application was received. 12/00419/HS application  to porch and bay extension and dropped kerb at 13 Filey Road, Flixton. No objections were raised. Any Other Business Following receipt of a map showing the common land area, Cllr C Hodgson highlighted potential prob‐lems should the adjoining property be sold. It was agreed that there was a need to clarify what was on the lease agreement, and the records were to be searched to obtain the details. It was noted that a garage and a driveway have been built on the common land. Signs on Main Street were to be renewed, and it was understood that Borough Cllr G Allanson was to look into the matter. It was agreed to discuss this further at the next meeting. A question was asked about possible grants towards the website, but none were available at the pre‐sent time. APRIL Report from Borough Councillor Cllr Allanson thanked councillors for their understanding during his recent illness. He also introduced Cllr Donohue‐Moncrieff, who was elected at the recent by‐election in Hertford Ward. He advised that he was to meet with Mr Woodhead on site to discuss the street signs, and asked for the location to be highlighted on a map for his information. Waste dumped on land in Flixton has been removed. Scarborough Transport forum was to meet on 24th April in the Stephen Joseph Theatre. An overview of the proposed move of the Town Hall to the former Skipton Building Society premises was given together with the reasons for considering it. He also advised that Manor Road nursery was being proposed to move to a site off Seamer Road. The issues were to be discussed by SBC and a deci‐sion was expected in due course. A question was asked about tipping charges at the Seamer Carr tip. It was noted that it was operated by NYCC. Cllr Donohue‐Moncrieff said she was looking forward to working with the parish council and would be working together with Cllr Allanson. 

Police Report PSCO Richman highlighted the main points in the police report circulated prior to the meeting. She also highlighted the new 101 number for non‐emergency calls. Common Land Following a search of the records, no record of an agreement with the adjoining  landowner could be traced. Following discussion  it was agreed that Cllr A Bower and Cllr  J Carroll were to make  inquiries with NYCC to establish what was in their records. Village Green Following discussion  it was agreed that there was a need to determine  if the village green should be registered.   Photographs and a map of  the  location were  to be passed  to  the clerk by councillors  to enable the process to proceed. Parish Council Website The advantages of having a website were explored together with the potential costs. The need to have a website was also questioned during the discussion. Cllr C Hodgson proposed that the council should proceed with  establishing  a website,  seconded by Cllr  L  Thompson.  Following  a  vote  six  councillors voted against with two in favour, with Cllr J Carroll abstaining. The proposition was therefore defeated. Queens Jubilee Celebrations It was noted that there was some confusion on the best date for the celebrations.  It was agreed that Cllr  L Thompson and Cllr  J Carroll would  form a  committee  together with other volunteers  to move matters forward, and to agree on the venue and the date. The first committee meeting was to be held on 12th April at the Cricket Pavilion. Village Hall Grants It was noted that work on the flooring was about to commence. It was suggested that “Parquet” floor‐ing should be  laid at an additional cost of around £1000.  It was also noted  that  the  timber  required storing  inside the premises for around one month prior to  laying to allow the moisture content to be correct. Following discussion it was felt that full costings were required before agreeing on the type of flooring. Funding  issues were also discussed in detail and the clerk agreed to provide further informa‐tion on the suggested method. Village Hall Rent Cllr J Carroll declared an interest in this item.  It was highlighted that the Village Hall rent had not been paid for over a year. It was proposed that the parish council should pay a set amount of £500 each year towards the annual insurance costs, should pay the Village Hall the rental up to December 2011, and to pay for all meetings after that date at the going rate of £7 per hour for a maximum of two hours per meeting. The proposal was approved by all. Village Hall was  to submit an  invoice  for payment up  to December 2011. HMRC Requirements for PAYE The increasing complexity of the HMRC requirements for PAYE administration was highlighted and that it was becoming  increasingly bureaucratic  and  complicated. HMRC had  also  advised  that  they were about to start a system whereby automatic £100 fines would be levied to employers for each and every mistake made  in  the administration. This could potentially cost  the council £400  to £500 per year  in fines for very simple mistakes. A payroll company had quoted £53 + VAT per year for undertaking the entire administration process, and they would accept  liability should mistakes occur by them, thus  in effect providing a form of  insurance cover for the parish council. Following a robust discussion  it was agreed by a majority of six to two, with one abstention, that the services of the payroll supplier should be used. Planning Applications Details of two applications were received. 10/01172/OL: application to build a sports hall to provide indoor cricket school and other sports & recreational use, by Flixton Cricket Club. Letter from “Banks Renewables” offering to discuss their proposals and progress with the South Dale planning application. It was agreed to invite them to the next meeting.  

Correspondence  Letter was received from SBC advising that five representatives from the parish council were invited to attend the Olympic Torch celebration at that Open Air Theatre on 18th June 2012. A petition was received from eight residents expressing their concern at the parish council’s proposed change of  location of the grit bin  in North Street. County Cllr J Blackburn was to be contacted deter‐mine what the situation was. Any Other Business It was noted that the fencing owned by Simpsons was dropping and required repairs. Dog fouling in back lane was felt to be bad at the present time. It was noted that trees in Back Lane were in need of cutting back, County Cllr J Blackburn was to be contacted to see what could be done. The notice board at the far end of Flixton was out of date, Cllr B Found agreed to keep it up to date. An overview of what was happening with the Southern Area Cluster was provided. It was noted that funding issues were uncertain following comments made by Filey and Hunmanby councils. It was highlighted that the “Folkton” signs were in need of replacement. County Cllr J Blackburn was to be contacted to see if they can be replaced. Cllr L.Thompson confirmed that she had attended a planning course held by SBC

Open Farm Sunday at Humble Bee Farm

Humble Bee Farm will be taking part in Open Farm Sunday on 17th June 2012. This is the first year Humble Bee has taken part in what is a national event. Humble Bee is a mixed arable and livestock farm run by John and Julia Warters. As well as growing crops and rearing cattle and sheep, the farm includes a campsite, wigwams and luxury holiday cottages, just outside Flixton village, near Scarborough. Julia Warters said: ‘This is our first foray into this well-known cam-paign, and the date also coincides with Father’s Day. It is a chance for the public to see how a farm works, and to appreciate the countryside around them. Our Wolds-based farm is also close to the Wolds Way National Trail and isn’t far from the seaside. On the day we will have a hog roast, birds of prey, farm walks, farmer’s market, traditional crafts and much more. We are looking forward to what will be an exciting day, down on the farm!’ Doors open at 10am. Small charge of £2 per car. Funds to go to St Catherine’s Hospice, registered charity 284701. FLIXTON AND FOLKTON BLOOM GROUP ARE HAVING A

FOLKTON AND FLIXTON CRICKET CLUB The start of the season coincided with the wet weather and resulted in a number of games being called off. The First XI have made a strong start to the year being un-beaten in the York League with particularly strong performances from Ollie Stephen-son with 2 hundreds in his first 3 matches. The junior section goes from strength to strength with both Under 15’s and Under 11’s performing well in the matches that have survived the weather. It is great to see so many youngsters enjoying their cricket. There is still an opportunity for any juniors to get involved and anyone inter-ested should contact me on 07771 686263 or turn up at the club where someone will take your details. The club is currently fundraising hard to refurbish our practice nets which will assist greatly in the coaching of our juniors. We are holding a race night at the pavilion on Saturday 30th June to help raise funds for this much needed facility. All are welcome. Many thanks must go to those members who are giving their time and expertise in building the walls and base, in particular Neil, Rob and John. The club would like to thank Terry and Pat Baker who have stood down from their duties at the club after many years loyal service. Their hard work has helped make the club the success that it is today. We welcome Geoff Fearn as our new President and thank David Perkins and Micky Walmsley for taking on the Treasurers and Fix-ture Secretary jobs respectively. FLIXTON SHORT MAT BOWLING CLUB.

Folkton and Flixton Short Mat Bowling Club enjoyed another successful season in the Scarborough and District Short mat Bowling League. Though our numbers are small the team managed to finish 3rd.

In the Plate competition held at Swinton near Malton we narrowly lost in the final.

When the Village Hall floor and heating system are completed we shall be meeting in Septembert for the 2012/13 season we would be pleased to welcome new members for more information please contact our secretary DAVID LORAINE ON 01723 863220

The Rogation Sunday Service was held at Humble Bee Farm. Although the wind was a bit of a nuisance it did not prevent everyone enjoying the service and the tour around the farm including the famous Wigwams. Afterwards tea and some very attractive buns were brought round for all to enjoy. Many thanks to John and Julia Warters for offering the farm for the service and to Willerby Church for organizing the service and refreshments. Folkton P.C.C. are pleased to announce that the Lantern that use to be above the Church Gate and was bought by the Church for Queen Victoria’s Golden Jubilee has been restored by Mr. Eric Bulmer for Queen Elizabeth’s Golden Jubilee this year.

The P.C.C. are going to organize a special service later in the year to celebrate the Jubilee and the restoration of the lantern. This will probably be when the Village Hall is back in use.

St. John the Evangelist Church

. Although the weather was not favourable for the first visit from the judges it did not spoil the morning. They seemed to appreciate all that was happening in the villages and were very im-pressed with the social side of our work has can be seen from their comments :- Category1B:Village Flixton and Folkton Introduction Despite the freezing weather the hospitality was very warm at Flixton and Folkton. A dedicated group working hard looking after their surroundings and create a better place to live. The distinctive logo shows their commitment and hard work to the environment in particular the streamside area on Crook Lane - a real oasis. The pockets of colour throughout the village cer-tainly raise the spirits in Spring. A real enthusiasm exudes from the group and is emphasized by the unique fundraising events. The judges look forward to the return visit in the summer. Section A: Horticultural Achievement Areas of Achievement The plans for the redevelopment of the entrance beds to Folkton following the experiences of other planting areas. Maybe a change of shape could be considered and groups of 3 of each species might create more impact, possibly consider a theme of nectar rich plants. Good colour throughout the village especially at the War Memorial, Cemetery, the Back Lane and entrance ways. Good residential gardens at Welborn Close in particular the spring garden at no 28.

Areas for Improvement Consider adding some old agricultural equipment as a feature in the villages to highlight the local heritage. Section B: Environmental Responsibility Areas of Achievement Interesting to hear about the new project for a wildflower meadow at the Cemetery and the adop-tion of the quarry. Excellent work clearing the streamside at Crook Lane also the Golden Bed to encourage nature and good to hear the joint working with Hunmanby in Bloom. Areas for Improvement

Consider a wildlife leaflet for the about the wildlife area on Crook Lane or some surveys of the varieties of wildlife that occur. Possibly a small interpretational sign at the water pumpSection C: Community Participation Areas of Achievement

The innovative fundraising events in particular the poetry night - maybe a book of the poems could be created as a fundraiser. Good publicity with the signs on the vehicle, newsletter, unique logo and good signage around the villages. Good involvement by the local businesses in sponsoring the Bloom effort.

Areas for Improvement Continue to raise the profile and encourage more people to get involved - maybe consider a "Friends of Flixton and Folkton.

The Race Night held at the Foxhound Inn was very enjoyable and thanks to Gary and Amy was very profitable for the Bloom Group as they allowed the Group to keep all the money raised from the races. So very big thank you to the Foxhound. The results of the paper Quiz will be announced at our next Bloom meeting on 15th.May at the Foxhound starting at 7:30 p.m. Our next event is a plant sale on the 26th. May and will be held in the Foxhound Car Park starting at 11:00 a.m. On 17th. June we are helping Humble Bee Farm with their open farm Sunday. The summer judging day is Friday 6th.July so we need some good weather asap so that we can get out there to make sure everything is looking its best. Summer Judging Route. The provisional route for the Judges route on Friday 6th.July at 2:15 p.m. will start at :- The Foxhound Car Park Turn right out of the car park go down North Street to Crook Lane. Back on to 1039 go up Fordon Road Stop at the Quarry Continue on to Humble Bee Farm Back towards 1039 then turn onto Back Lane and progress to Mr. Chapman’s

At the meeting on 16th. May to organise the final arrangements for the Queen’s Golden Jubilee only 9 people attended. After some discussion it was decided with so little interest and lack of people to help with the organisation it would be better to cancel the event. [Possible NHS Scam]

Please be aware of possible NHS scam. A North Yorkshire Neighbourhood Watch co-ordinator re-ceived a telephone call from female with an Indian accent and number withheld claiming to be speaking on behalf of the NHS and requesting to clarify recipient's private details. The co-ordinator did not divulge any details and has since been in contact with the local surgery and the local PCT, neither of whom are aware of such an NHS request and are passing the report further up the chain. Please advise neighbours, particularly the elderly and vulnerable, not to pass personal details over the phone. Thank you.

Tim Madgwick takes up T/Chief Constable Post: Deputy Chief Constable Tim Madgwick today (16 May) takes up the post of Temporary Chief Constable of North Yorkshire Police. Following the retire-ment of Chief Constable Grahame Maxwell, this arrangement will enable the Police and Crime Com-missioner, to be elected in November this year, to make a substantive appointment as soon as he/she deems it appropriate. Jane Kenyon, Chairman of NYPA, said "The Authority is delighted that Mr. Madgwick is now temporarily acting as Chief Constable. He is a talented officer and clearly has the support of the authority and the force and is highly regarded by his senior colleagues and others both within and outside North Yorkshire Police." T/Chief Constable Tim Madgwick added "I am de-lighted and very honoured to be offered this opportunity to continue serving the people of North Yorkshire and the City of York in the role of Chief Constable. One of the fundamental aspects of North Yorkshire Police is the quality of service we currently and will continue to consistently provide.
