EXECUTIVE SUMMARY NDOT Safety Engineering Division in coordination with Washoe RTC, authorized a Road Safety Audit (RSA) to be conducted on Plumas Street from Plumb Lane to West Moana Lane, in the City of Reno. The purpose of the RSA is to identify potential road safety issues and recommend countermeasures to mitigate those safety issues for inclusion into future projects along the RSA corridor. Generally, the study corridor along Plumas Lane consists of two general purpose lanes in each direction from Plumb Lane to West Moana Lane. There is a center turn lane that starts at Urban Road and continues south to West Moana Lane. There are no left turn lanes north of Urban Road until the Plumb Lane intersection. The posted speed limit is 35 MPH. A speed study was done for RTC in January and shows the 85% to be between 41 and 42 MPH. The average annual daily traffic (AADT) is approximately 16,221 vehicles. A total of 38 crashes were identified within the study corridor from July 1, 2008 to June 30, 2011, including 14 injury crashes and 21 injuries. The kick off meeting discussed the RTC Plumas Lane corridor study and the goals and direction of the RTC in a future design project. RTC discussed reducing the capacity of the roadway to one lane in each direction so a center left turn lane can be placed from Plumb Lane to Urban Road. The narrowing will also provide for bike lanes in each direction while maintaining on street parking for the complete distance. During the field review the Team looked at each intersection for safety issues. The main item that stuck out was there was only sidewalk on about 10% of the corridor. Since the area on both sides of the roadway is made up of primarily residential and recreational with a public golf course and tennis courts, the potential for pedestrians is high. Without sidewalk pedestrians are forced to walk in people’s yards or out on the shoulder. Walking on the shoulder is a cumbersome task as well since there is on street parking along the majority of the east side and some of the west side. Urban Street is a highly used roadway that connects the western part of Reno to Plumas Street. The high volume of eastbound traffic that enters onto Plumas Street has a severe sight distance problem due to shrubbery and the crest of a vertical curve. On street parking could also inhibit the sight distance. Looking at the complete corridor, this is a minor arterial, with mainly local traffic. There is on-street parking and residential driveways along most of the corridor. The Washoe RTC Corridor Study is considering reducing the lanes to one lane in each direction with a center turn lane, bicycle lanes and continuance of the on-street parking. To complement this change the RSA recommends bulb-outs be considered at all intersections to protect the on-street parking, improve intersection sight distance, and to allow for shorter crossing distances for pedestrians. A complete listing of the RSA recommendations can be found on pages 17-18 of this document. The RSA team recommendations are subdivided into Priority 1, representing short-term and Priority 2 representing items to add to the corridor study or future projects.

Introduction NDOT Safety Engineering Division in coordination with Washoe RTC authorized a Road Safety Audit (RSA) to be conducted on Plumas Street from Plumb Lane to West Moana Lane, in the City of Reno. The purpose of the RSA is to identify potential road safety issues and recommend countermeasures to mitigate those safety issues for inclusion into future projects along the RSA corridor. Scope of Audit The Safety Audit Team conducted a formal Road Safety Audit on Plumas Street from Plumb Lane to West Moana Lane in the City of Reno, for a total of 1.00 mile, on February 27, 2012. The Safety Audit Team recognizes that compliance with design standards does not necessarily result in an optimally safe road design and that the failure to comply with standards does not necessarily result in an unsafe design. The goal of this road safety audit was to identify potential road safety issues and identify opportunities for improvements in safety for all road users. However, the road safety audit was not intended as a replacement for design quality control or standard compliance checks, a traffic impact or safety impact study, a road safety inventory program, or a traffic safety modeling effort. Neither was the audit intended as a means of evaluating design work, checking compliance with standards, investigating crashes, or providing a safety review. Instead, the Team strived to look at safety issues from a different perspective and develop recommendations for potential safety enhancement. Objectives

• Identify potential safety issues that may be addressed in the RTC Corridor Study, thereby reducing the risk and severity of crashes.

• From the road user’s viewpoint, identify confusing and or misleading messages. • Improve awareness of safe maintenance practices.

The Briefing Meeting for the RSA Team was held on Monday, February 27, 2012 at 1:00 PM at the Washoe RTC 3rd floor conference room in Reno. Jon Erb, Parsons, made a brief presentation that covered the NDOT Road Safety Audits Procedures, crash data and traffic volumes. Scott Gibson gave a brief overview of the two RTC Projects. The Briefing Meeting was attended by:

Following the meeting, the subject segment of Plumas Street was driven in each direction during both daytime and night time. The daytime and night time field reviews were held on February 27, 2012. The daytime field review was attended by Steve Bunnell, Claudia Hanson, Tony Smiraglia, Bradd Davidson, MJ Cloud, Tonia Andree, and Patrice Echola. The night time field review was attended by Steve Bunnell, Tony Smiraglia, Bradd Davidson, MJ Cloud, and Tonia Andree. The debriefing meeting was held on February 27, 2012, and was attended by Patrice Echola, Scott Gibson, Steve Bunnell, Tony Smiraglia, Bradd Davidson, MJ Cloud, and Tonia Andree. Following is a compilation of the comments and recommendations from the February 27, 2012 field reviews and debriefing meeting: Note: Bulleted items are team observations; recommendations are in bold italics. Recommendations are only one method of mitigation presented by the RSA team for discussion, other mitigation strategies can and should be explored by the responsible Design Team of the using agency where possible.

Feasibility Study is defined in this report as a study to determine if the safety recommendations can be included in the project scope considering the project time frame and cost constraints. Priority 1 - is defined as those improvements that can be done in the immediate future by City of Reno Maintenance staff. Priority 2 - is defined as those improvements that can be included in the Corridor study or the next scheduled City of Reno/Washoe RTC projects for Plumas Street within the Plumb Lane and West Moana Lane limits when funding is available.

Plumas Street from Plumb Lane to West Moana Lane

General Information:

• Plumas Lane consists of two general purpose lanes in each direction from Plumb Lane to West Moana Lane. There is a center turn lane that starts at Urban Road and continues south to West Moana Lane. There are no left turn lanes north of Urban Road until the Plumb Lane intersection.

• The functional classification of Plumas Street is a major arterial • The average annual daily traffic (AADT) is approximately 16,221 vehicles based off the NDOT

TRINA hourly report dated May 4, 2011. • The posted speed limit on Plumas Street is 35 MPH and appears to be adequate for the area. • For the three year study period from July 1, 2008 to June 30, 2011 Plumas Street, the following data

was compiled: • Overall Crash Data – There were 38 Total crashes during the time period (07/1/2008 to

06/30/2011) for the (1.00 Miles). There were 14 injury crashes with 21 injuries. There were no fatal crashes. The corridor crash rates are shown in the following table.

Plumas Street from Plumb Lane to West Moana Lane Corridor Study Discussion

• The Washoe RTC Corridor Study is proposing to reduce the number of northbound and southbound through lanes to one lane for each direction with bicycle lanes, a center turn lane, and on-street parking. This proposal with the current traffic volumes is a good way to move Plumas Street forward to a “Complete Street”. The proposal removes left turning traffic from the through lanes between Urban Road and Plumb Lane. The Proposal will also provide connectivity of the bicycle lanes that are to the south of Moana Lane. Once funding is available, sidewalks will enhance the mobility of pedestrians along Plumas Street.

Priority 2 – In the event that the proposed Corridor recommendation is approved, recommend that all intersections have bulb-out corners to protect the on-street parking, improve sight distance, and to provide a shorter distance for pedestrians to cross the roadways. Bulb-outs require no right-of-way and will also serve as a calming device and help slow traffic in the area. See photo 1 for an example of an urban bulb-out. Sidewalks are also recommended to keep pedestrians separated from vehicle and bicycle traffic.

Observations: Plumas / Plumb

• The intersection of Plumas Street and Plumb Lane does not meet current ADA standards for pedestrian crossings. All corners are missing the tactile strip, the north corners the push buttons are not placed at required distances from the crossing or sidewalk. See photos 2 and 3.

Priority 2 – Recommend all pedestrian crossings at the Plumas Street and Plumb Lane intersection be upgraded to meet the new ADA standards.

• There were 9 total crashes, 1 head on and 8 rear end type crashes at the Plumas Street and

Plumb Lane intersection. The intersection consists of protected left turns adding time and delay to the intersection and causing left turn queues to be long. See photo 4.

Priority 2 – Recommend coordinating with NDOT Safety / Traffic divisions to determine if

this location as a candidate for the yellow flashing arrow for left turns.

Urban Road • Urban Road is a highly used road to access the northwestern area of Reno. There were 4 crashes

at this intersection with 3 angle crash and 1 sideswipe crash. The high volume of traffic trying to exit onto Plumas street has a sight distance problems due to a vertical crest in the roadway and also due to fencing and shrubbery. The shrubbery is also obstructing the view of the No Parking sign. See photo 5 and 6.

Country Club Drive

• The northeast corner of Country Club Drive has a sight distance issue due to a pillared placement on the corner. See photo 7.

Priority 1 – Recommend researching the pillar on the northeast corner of Country Club Dive for historical significance to see if it can be removed.

Brinkby Avenue • There is a sight distance problem on the northeast corner of Brinkby Avenue and Plumas Street

due to the overgrowth of a pine tree. See photo 10.

Berrum Lane • There is sight distance problem on the southeast corner of Berrum Lane and Plumas Street. The

sign for the Fairway Park Manor apartments Bocks the views of on coming traffic making cars pull well beyond the stop bar to look for traffic. This forces pedestrians and bicycles to move out towards the through lanes when crossing Berrum Lane. See photo 11

Priority 1 – Recommend to coordinates with Fairway Park Manor apartments to move the sign on the southeast corner of Berrum lane. Recommend turning the sign at a 45 degree angle at its current location.

Plumas / West Moana Lane

• There are 8 total crashes at the Plumas Street and Moana Lane intersection. The two lane southbound approach changes to dual left turn lanes, a single through lane, and a right turn lane. People in the far left lane sometimes get trapped into the left turn lanes. As a result the people that get trapped in the left turn pocket will still go straight through the intersection even though there is only a single receiving lane for the southbound through. See photo 12.

Priority 2 – Recommend a study of the lane assignments, striping and signing at the intersection of West Moana Lane and Pumas Street to reduce through traffic becoming trapped in the left turn pocket.

• The intersection of Plumas and West Moana Lane is lacking current pedestrian signal pushbuttons and ADA crossing requirements. The southeast corner lacks any concrete ramps or sidewalk storage area. See photo 13.

Priority 2 – Recommend upgrading all corners of Plumas Street and West Moana Lane to include all the ADA and pedestrian requirements.
