• The expansion in employment since the
recession has been mostly driven by full-time
jobs, whilst part-time employment began to
contract (see next slide);
• This further shows that output has been
mostly employment-driven in recent years,
which is a less sustainable form of economic
growth.

Employment
Plymouth has historically been over-reliant on its
public sector, however less so over the recent
years;
Manufacturing is also significant in the city, as is
the wholesale and retail sector;
Employment in construction, real estate, and
professional, scientific, and technical services
have seen relative growth since 2009, whilst
several other services sectors have contracted.

Economic Activity
Unemployment has seen a significant recovery post-
recession and is now at its lowest rate in over 10 years,
converging with the national rate;
The economy is hence approaching ‘full employment’;
The increase in employment since 2010 has mostly come
from an increase in lower-skilled jobs;
Employment in higher managerial occupations has
contracted; however, employment in professional, and
associate professional & technical occupations has risen
significantly.

Earnings
Plymouth’s workers’ wage gap was
nearly closed in 2014, however wage
growth slowed since and lagged
behind UK-wide growth, widening
the gap once again;

• Growth in resident pay has also slowed
significantly since 2014;
• This was mostly driven by earnings at
the higher end of the income
distribution, indicating that high-skilled
workers have been significantly worse
off, whilst low-skilled workers have
been somewhat protected with the
introduction of the Living Wage.

Qualifications
Plymouth has a significant gap of high-skilled residents
compared with the national average; whilst the proportion of
NVQ4+ qualified residents has been consistently increasing,
this gap remains;
It has a significantly larger proportion of NVQ3 qualified
residents, as well as a higher proportion of NVQ2
qualifications;
It does, however, have a much lower than average
proportion of residents with no qualifications, which has
consistently declined over the years.

Student Enrolments in HE
Plymouth has traditionally had a large
student population relative to its
working-age population , and
compared to other parts of the
country (UoP ranked 9th of 163 HEIs
in the UK in absolute numbers in
2011; down to 30th in 2015/16).
During the academic year 2011/12,
there were nearly 34,000 students
across the two HEIs – c. 20% of the
population aged 16-64.
Since then, student numbers have
shrunk by 21.3%, largely due to the
increase in tuition fees. The current
population stands at 23,340 students.
The box to the right shows the most
popular subjects of study to cluster
around sciences (particularly medicine
& dentistry, and engineering), business
studies, and social studies.
The following slide shows that, whilst
student numbers have shrunk almost
all across these subjects, the relative
popularity has been fairly constant.

Plymouth’s overall KS4 pupil cohort do not do as well as their counterparts within the
national, regional and statistical neighbour comparator groups.
Progress 8 is a relative measure therefore the national average Progress 8 score is zero.
Plymouth’s overall average progress is -0.14 points lower than the national progress and
does not compare favourably against the region and within our statistical neighbour
benchmarks.

Pupils with a special education need who receive SEN support or who have a statement
or Education, Health and Care Plan (EHCP) achieve better than their counterparts
nationally, regionally and from within the statistical neighbour authorities, with gaps
between Plymouth and national SEN pupils closing.
Compared with the South West or our statistical Neighbours, Plymouth has a smaller gap
in Attainment 8 attainment (34.5 point) between its pupils with statement or EHCP (18.8
points) and all other pupils nationally (53.3 points).
Plymouth also has a smaller gap in attainment of the ‘Basics’ compared with all other
children nationally. Plymouth has a 31.4 percentage point (pp) gap compared with 33.7pp

DESTINATION OUTCOMES 2016
Post 16, the majority of Key Stage (KS) 4 pupils remain in education. The Plymouth
percentage is higher than the national, regional and statistical neighbour average. This is also
true for KS4 pupils with a statement of special educational needs (SEN) or those identified
as disadvantaged.
Plymouth also exceeds the national, regional and statistical neighbour benchmarks for pupils
who sustain an apprenticeship destination post KS4 and this is also true for those pupils post
KS4 who were identified as those with an SEN or as disadvantaged.
Post 18, KS5 pupils do not remain in education as much as their counterparts nationally,
regionally or from within the statistical neighbour comparator groups and more KS5 pupils
sustain an employment destination than counterparts within the comparator groups. For
pupils overall and those identified as disadvantaged there is a significant gap between
Plymouth pupils who sustain a UK Higher Education Institution or Russell Group HEI than
pupils nationally. Most significantly less than 11 disadvantaged pupils in Plymouth sustained a
Russell Group HEI destination and so this data has been suppressed.

National statistical information identifies Plymouth as having a larger
proportion of 16 to 18 year olds who are not in education
employment and/or training (NEET).
However, Plymouth has a significantly smaller proportion of young
people where their destination is ‘Not Known’.
These figures combined provide evidence that Plymouth compares
favourably against the national, regional and statistical neighbour
comparator groups.
