PM KISAN SAMMAN NIDHI YOJANA
SALIENT FEATURES OF PM-KISAN • Transfer of Rs. 6000 every year in 3 installments, every 4 months.
• Target group: All farmers without any limit on land ownership.
• Exclusion criteria:
a. All Institutional Land holders and
b. Farmer families with member(s) belonging to following categories
CONSTITUTIONAL POSITION HOLDERS
• Former and present holders of constitutional posts
MPs, MLAs etc.
• Former & present Ministers
• Former/present Members of LS/ RS/ State Legislative Assemblies/Councils
• Former & present Mayors of Municipal Corporations or Chairpersons of District Panchayats
SERVING/ RETIRED GOVERNMENT
OFFICIALS
• Employees of Central/ State Government Ministries, Departments and its field units
• Central or State PSEs and Autonomous Institutions under Government
• Regular employees of the Local Bodies
WORKING PROFESSIONALS
• Doctors
• Engineers
• Lawyers
• Chartered Accountants, and Architects etc. registered with Professional bodies
• Persons who paid Income Tax in last assessment year
PENSIONERS
• Superannuated/retired pensioners with monthly pension >=Rs.10,000/ (Excluding MTS/Group-IV/Group D Employees)
OPERATIONAL FLOW OF PM-KISAN
Rejected Data at all levels of authentication is sent back to states for correction
State uploads farmer details on PM KISAN portal and the system validates the records for junk data or duplicity
Accepted data is sent to PFMS for account number and type validation
List sent back to states for final approval
Eligible records available for generation of Request for Fund Transfer (RFT)
Signed RFTs are sent to PFMS for FTO generation
Creation of sanction orders by DAC&FW for approved FTOs.
Payment is processed and the beneficiary list is made available on the portal
• State to certify the beneficiary based on self declaration
• Setting up of PMU as registered Society (National Farmers’ Welfare Data Management Society)
• A High Level Committee, comprising of Union Ministers of Finance, Agriculture and Land Resources to make necessary modifications in the Scheme

Introduction of Farmers Corner • Self-registration

• Updation of name in case of Aadhar rejected records
Digital signing of RFTs:
Facility for Digital signature enrolment and digital approval of RFT.
Automation of various steps for smooth flow of data: Pre-defined XML format to reduce junk
data at the grass-root level.
Integrated master list of IFSCs to auto-validate bank details
Automated data transfer to PFMS for account-based verification
Automated generation of FTOs on receiving signed RFTs from state.
Physical verification of beneficiaries in 5% villages
