At 55.4 in July, down from 57.2 in June, the headline seasonally adjusted Markit/CIPS Purchasing Manager’s Index® (PMI®) posted its lowest reading in one year, but nonetheless remained well above the survey average of 51.5. The PMI has now signalled an improvement in operating conditions throughout the past 17 months. More - here

LEPs Celebrate Growth Fund Successes 2. The Heart of the South West Local Enterprise Partnership is pleased to have secured an investment

package for the area worth £270m. The LEP has agreed a Growth Deal with Government which includes £130.3m from the Government’s Local Growth Fund to support economic growth in Devon, Somerset, Plymouth and Torbay. The deal will unlock further investment of £140m from the private sector and local partners. More – here and here. Similarly, the Cornwall and Isles of Scilly Local Enterprise Partnership (LEP), Cornwall Council and the Council of the Isles of Scilly have secured a £198m Growth Deal from Government that aims to create 4,000 jobs and 6,000 new homes read more. Manufacturers' confidence shows slight dip– BDO Survey

3. Manufacturers' confidence slipped in June for the first time in 14 months as challenging operating conditions threaten to slow optimism in the sector, according to the latest 'Business Trends' report by BDO. The BDO Optimism Sub-Index for the manufacturing sector, which predicts growth expectations in six months' time, fell from 121 in May to 119.5 in June. Although it remains well above the 100 mark which indicates the long-term growth trend, the dip suggested manufacturers were taking a more considered approach to potential challenges, such as rising operating costs, which could act as a drag on growth. South West SME’s are planning growth 4. The 'Ambitious Businesses' report, compiled by HSBC Commercial Bank, found that 81% of SMEs in

the SW are actively planning to grow over the next year. Two thirds of business leaders (66 per cent) are confident in the current economic climate, up from 42 per cent at the same time last year. However, more than a third of businesses (36 per cent) still believe it is too risky to make significant investment at the minute. Report - here HSBC press release - here

Patent Box Is Live This Year. Are You Ready? 5. SMEs and Large Companies should be considering their options to use patents to obtain very

significant corporate tax advantages. Used in conjunction with R&D Tax Credits, British companies, their directors and advisers can now concentrate on new products and processes and be assured that they can recover the costs on an ongoing basis. These schemes are designed to create a dynamic research and development environment where cost recovery and product, technical security is made affordable and available. It is very probable that Research and Development Tax Credits coupled with the Patent Box scheme are together among the best such corporate tax incentives available in any country. More - here

Output shows a mixed picture 6. The Office of National Statistics published new figures for production output

earlier this month. Comparison of twelve month figures - Production output increased by 2.3% between May 2013 and May 2014. There were increases in two of the main sectors, with manufacturing being the largest contributor, increasing by 3.7%. Water supply, sewerage & waste management increased by 2.3%. The main manufacturing components contributing to the increase between May 2013 and May 2014 were rubber, plastic & other non-metallic mineral products; transport equipment; and food products, beverages & tobacco. Comparison of the most recent month’s figures - Total production decreased by 0.7% between April 2014 and May 2014. Manufacturing was the largest contributor, decreasing by 1.3%. The main contributors to the decrease in manufacturing were basic metals & metal products; basic pharmaceutical products & pharmaceutical preparations; and computer, electronic & optical products. (The Index of Production is one of the earliest indicators of growth and it measures output in the manufacturing (the largest component of production), mining & quarrying, energy supply and water supply & waste management industries).

Mayflower 400th Anniversary Planning 7. The 400th anniversary of the sailing of the Pilgrim Fathers in the

Mayflower from Plymouth to what was to become the United States of America will happen in just over six years’ time in September 2020. The City has high ambitions as to how this event should be celebrated – see opposite for a mockup image of what the media might be covering at that time. Just like any major international event, the planning has started early. Preliminary reciprocal visits to/from Plymouth and Massachusetts by civic dignitaries and the Chamber of Commerce have already taken place and a project manager has been appointed by Plymouth City Council who is due to take up her post shortly. As arguably the most important sector of the local economy, we are being asked how we as manufacturers might wish to engage with this opportunity for global attention to fall on Plymouth. All members are encouraged to consider whether you or a colleague wishes to be somehow involved with the initial planning for this event. The joy of engagement at this stage in the proceedings is that you can help shape what might happen because pretty much nothing has yet been determined. Having said that, we are unquestionably looking to use the opportunity to secure a legacy that will boost the local economy; increase international trade and bring about inward investment through an enhanced profile overseas. Business Conditions – According the Bank of England 8. Manufacturing output for the domestic market had continued to grow steadily, and forward order

books had remained healthy. Growth was strongest in automotive, energy, rail infrastructure, homeware goods (furniture and furnishings) and the construction supply chain. The pace of aerospace orders growth had slowed, but there remained a large backlog to fulfill. Food and drink volumes had risen, as retailers and pubs stocked up in anticipation of World Cup sales. Growth was weakest in defence, paper and printing and the supply chain for truck manufacture — the latter having previously been boosted by purchases ahead of new emissions regulations. More - here

PwC’s 20:20 Vision - The Strategic Potential of Devon and Cornwall 9. Devon and Cornwall, like the rest of the economy, has been hit hard by the longest depression in a

century, with output still well below pre-recession levels. With productivity in the region on the rise and unemployment falling, signs of recovery are starting to emerge. Devon and Cornwall face tough decisions in order to drive forward a sustainable strategy for recovery. So how can the region secure a robust, durable recovery in the face of the current challenges? Our PwC initiative "20:20 Vision - The Strategic Potential of Devon and Cornwall" starts the debate on how the region can work together to achieve its long-term goals in this changed economic context. What does the future look like? Our initial draft of the document focuses on key issues to bridge the gap between where we stand now and where we want to be in 2020: 1. How can the region attract and retain skills and businesses? 2. How can the region leverage the skills and experience of the existing pensionable population? 3. How should the underlying infrastructure support these first two aims? 4. How can the region fund the necessary changes?

Network Rail - West of Exeter Route Resilience Study 10. The West of England main line through Exeter and Newton Abbot provides the only railway link

between the South West peninsula and the rest of the country. Loss of the route, even temporarily, without a viable alternative has ramifications for the economy and for mobility and connectivity across the region. Critical success factors for a sustainable route include technical feasibility, safe operation and maintenance, resilience against severe weather events, the ability to accommodate forecast demand, value for money and a journey time similar to (or better than) that of today. Local labour market strengthens 11. The local labour market continues to improve, with the city’s

overall unemployment rate remaining comfortably below national average, however a consistently higher proportion of our claimants comes from the 18-24 age group1. There were 3,855 JSA claimants in June 2014 (2.3% of resident

working age population compared to UK 2.5%), 225 less than in the previous month – a more significant change than the previous monthly change (from April to May, which was -180) and 1,555 less than in June 2013 (rate was 3.2%), differences consistent with the national and regional trend;

The continuing downward trend in claimant count experienced over the past 12 months remains at a consistent rate (around 0.1 percentage point or 135-140 claimants/month), with an unemployment rate that is still around 1% lower than 12 months ago;

The youth claimant count (for those aged 18-24) has also experienced a significant drop, going from 1,660 claimants in June 2013 (equivalent to a 4.9% youth unemployment rate) to 1,085 in June 2014 (3.2%), remaining comfortably below the UK average (4%);

The proportion of claimants aged 18-24 of the total number of claimants followed a similar trend over the past 12 months, falling from 30.7% in June 2014; however, it has experienced a small rise from 27.9% in May 2014 to 28.1% in June 2014, and remains well above the national and regional average (23.4%, and 24.1% respectively); therefore, despite a lower and falling number of claimants overall, a consistently higher proportion comes from the 18-24 age group;

The number of long-term claimants (over 1 year) currently stands at 980 claimants (25.4% of total claimants) compared to 1,510 in June 2013 (27.9% of total claimants); the ratio of long-term claimants to total claimants is now just above the SW ratio, and significantly below the UK ratio.

Other News in Brief • Flood Protection works will mean rail line closure between Castle Cary and Taunton in

October ‘From Monday 6 to Thursday 9 October and Monday 13 to Thursday 16 October 2014, the line between Castle Cary and Taunton will be closed to allow for Network Rail to carry out flood protection works. This work is essential and something that we have been joining with local communities to support. It will however mean changes to weekday services for these two weeks. Penzance services will be diverted via Bristol and will run non-stop between Taunton and Reading. Trains to and from Plymouth will also run via Bristol. This will mean journey times extended by up to 30 minutes on both routes’. More - here

• Flybe has announced the return of daily Exeter flights to/from Newcastle International Airport. One way fares are on sale now from £29.99 including taxes and charges and available for travel effective from October 26 this year to 28th March 2015. More - here

• Labour leader Ed Miliband has proposed "technical degrees" - putting vocational subjects on an equal footing with traditional academic degrees. In a speech to an education charity, Mr Miliband said he will work with universities and employers to create such high-status qualifications. Labour has called for more options for what it calls the "forgotten 50%" who do not go to university. More - here

• Newquay Cornwall Airport named as potential spaceport site - Speaking at Farnborough Air Show’s ‘Space Day’, Aviation Minister Robert Goodwill and Chief Executive of the UK Space Agency Dr David Parker unveiled the findings of a recent Civil Aviation Authority (CAA) report highlighting 8 possible airfields that could host a spaceport and the economic opportunities it could open up for the UK including Newquay in Cornwall. • Plymouth’s commercial property market is on the mend and recovery is gathering momentum - According to regional property specialists, the sheer scale of the city, its strengths in manufacturing, the unique coastal position and the strength of its entrepreneurial small businesses, have been combining to bring major success to the city. • Plymouth Gin bars - Pernod Ricard Travel Retail Europe is advancing its drive for super-premium brand Plymouth Gin this month, with new bars at London Gatwick Airport’s South Terminal and London Heathrow Airport Terminal 3. More - here

• UK attracts highest levels of inward investment on record - The UK has attracted the most inward investment projects since records began in the 1980s. Annual investment figures from UK Trade and Investment (UKTI) for 2013 to 2014 show that the UK attracted 14% more projects than last year (2012 to 2013). This is supported by external independent sources, such as EY, who have confirmed that the UK remains the number 1 destination in Europe for foreign direct investment projects. More - here

• Bristol Airport experienced its busiest ever June last month, after serving more than 646,000 passengers. The increase represents a boost of 3.34 per cent on the same period in 2013 and brings the airport's rolling 12 month total to 6.23 million passengers, its highest since 2008. A strong performance from Aer Lingus Regional's Dublin route was attributed to the growth, along with BMI's flights to Frankfurt and Munich and KLM's four-daily service to Amsterdam. More - here

II PMG Members’ News UTC Aerospace Systems Display Diverse System Capabilities at Farnborough Airshow 2014 12. Earlier this month, UTC Aerospace Systems

showcased a full range of advanced systems for commercial aircraft, rotorcraft and defence applications at the Farnborough Airshow. In addition to a range of products manufactured at UTC’s sites in the US and around the globe, the company also exhibited the Plymouth-developed advanced TERPROM® digital terrain system which is the only terrain awareness and warning system of its capability on the market. It successfully blends and interprets the inputs of a diverse array of sensors to provide pilots with full situational awareness, enabling them to fly far more safely and effectively. The real-time simulation will give visitors a chance to see the system in action as they pilot an aircraft across varied terrain. Technical teams were on hand throughout the show for expert demonstrations and to answer questions on all UTC Aerospace Systems products. UTC Aerospace Systems designs, manufactures and services integrated systems and components for the aerospace and defence industries. UTC Aerospace Systems supports a global customer base with significant worldwide manufacturing and customer service facilities.

Fabric based sensors to prevent drivers falling asleep at the wheel 13. Car seats with integrally knitted sensors, which warn drivers when they

start to fall asleep at the wheel, are being developed as part of a study by researchers at Nottingham Trent University. Professor Tilak Dias and William Hurley of the university’s Advanced Textile Research Group, will be working with PMG member and electronic sensors developer Plessey on a feasibility study to investigate how to integrate an electrocardiogram (ECG) sensor system directly into the fabric of car seats in an effort to save lives. Car seats with integrally knitted sensors, which warn drivers when they start to fall asleep at the wheel, are being developed as part of a study by researchers at Nottingham Trent University. The project is being funded by the UK’s innovation agency, the Technology Strategy Board, the UK’s innovation agency, whose goal is to accelerate economic growth by stimulating and supporting business-led innovation. With driver fatigue a contributory factor in one in five motorway accidents, the aim of the study is to embed a fabric based sensor system within the seat which can detect the heart signals that indicate a driver is losing alertness. Plymouth luxury bed maker wins one national award and is shortlisted for another 15. The staff at Vi-Spring are busy collecting awards. Having just received

Insidermedia’s ‘Made in the UK’ export award, the company has also been named as a finalist for the National Business Awards in the Inflexion International Growth Business of the Year Award category. In winning the Insidermedia’s ‘Made in the UK’ export award, the judges said that they were impressed with how the luxury mattress manufacturer had expanded into new territories in the teeth of tough trading conditions. The award ceremony took place in Liverpool where more than 700 businesses gathered together to recognise the brilliance of UK manufacturing at the International Festival for Business 2014. At the National Business Awards the Plymouth-based 113-year-old company will compete against nine other firms to claim the prestigious accolade, with the winner being announced at a gala awards ceremony in November. Vi-spring’s managing director, Mike Meehan, said: “We are incredibly proud of our beds and to be flying the flag for British hand-craftsmanship on an international stage. As a team we have been very successful in growing both our domestic and export markets in recent years, and it’s great that the National Business Awards’ judging panel have recognised our achievements.”

Safety First Manufacturing Celebrate with a Day at the Races 16. A manufacturing company which started out as two people

in a chicken shed is set to celebrate its 35th anniversary. Staff from Plympton-based Safety First Manufacturing are celebrating in style by spending the day at Newton Abbot Racecourse for a celebratory party on Wednesday August 13. “We are so proud to be celebrating this huge milestone in the history of our company,” said managing director Emily Wright. “We came from very humble beginnings with only two people based in a chicken shed and we now have a national distribution network, with our products being used across the UK within British industry and globally. “We are also very proud to be based in Plymouth and we are pleased to be part of the city’s growing manufacturing sector.” Over the years, the company has grown during into the leading supplier of protective clothing and equipment to the welding and allied industries in the UK. Three share PMG EDT Year in Industry Award 2014

17. The fourteenth awarding of the PMG prize for the best manufacturing project by an EDT Year in Industry student was split three ways this year with three Schneider Electric/Invensys placements sharing the title. The PMG judging panel said it was just too close to call and therefore Bethany Holmes, Jack Schneider and Isaac Tennant each received a cheque for £100 and a certificate to mark their success. Heroes drive across UK and Europe. During the eight-day drive, Scott and Ric Turnbull will visit 11 countries and travel 2,600 miles as one of 50 cars competing in the rally. unmanned boats and submarines. There is increasing global demand for these products, with one estimate valuing the overall market at about $136 billion over the next 15 years. The fund will be run by the Technology Strategy Board and will open for bids from across the country from October. Companies wanting to develop technology for unmanned maritime vehicles will be able to apply for funding. This could include ways to make the vessels safer, improve performance at higher speed and improve technology for launch and recovery. £3m of the funding is being contributed by the Technology Strategy Board, with £2m being contributed by the Defence, Science and Technology Laboratory (Dstl). PMG CI subgroup – Visit to Tata Steel, Llanwern, Newport, South Wales - Wednesday 10th September – Departing Plymouth by coach: 7:30/8:00am returning at around 6:00pm 33. With the assistance of the Manufacturing Advisory Service

(MAS), the PMG’s Continuous Improvement subgroup has organised a visit to Tata Steel Strip Products UK, Llanwern, Newport, South Wales including its ‘ZODIAC’ galvanising line. Llanwern works was completed in 1962 in response to the need for a fully-integrated iron and steel works. After almost forty years, steel making ceased in 2001, but the works continues to roll and coat strip steel. Today, some 1,600 employees roll more than 1.5 million tonnes of steel a year. Hot-dip galvanised steels made at Llanwern have a zinc coating for protection in many applications. Countless products are made with strip steel, but the main uses are for automotive vehicles, construction components, domestic appliances and packaging. The strip steels also go to other works in Tata Steel where they are coated with metallic elements, paint or plastic film, or are formed into tubes. The visit will include: An extensive tour of the Llanwern site; A presentation and discussion about Tata Steel’s continuous improvement ‘journey’; Lunch.

Plymouth Film Festival 2015 - Sponsorship opportunities 44. The Plymouth Film Festival was founded in 2013, and the inaugural event in May 2014 at Plymouth

Arts Centre was well received by both film fans and makers from the South West and further afield. It aims to raise the profile of film making in all its forms, as well as helping cement Plymouth's reputation as a growing cosmopolitan city that has a lot to offer both visitors and those that choose to live and work here. Proposal to rename Higher Apprenticeships – Survey by Semta 46. A proposal has been put forward to rename Higher Apprenticeships at Levels 6 and 7 in order to

show clearer alignment between Higher Apprenticeships and Higher Education at these levels. The Department for Business, Innovation & Skills would like to take employer thoughts on this and the names which have already been put forward. In order to do this they have devised a very quick and simple survey, we would be grateful if you could take a few moments to complete the survey and share your thoughts.
