    MESSAGE

     As enforcers of the law, the men andwomen of the Philippine National Police (PNP)are expected to carry out their functions withutmost ef ficiency and dedication to ensure thatcommunities are safe and crime-free. But morethan just being law enforcers, PNP personnelshould be exemplars of community service--keeping the interest and welfare of the peopleat heart and serving them with professionalism,

    morality and integrity.While physical strength, stamina and agility are important to the

     job, police of ficers must be imbued with the strength of character andmoral values to effectively guide them in all facets of their work. This is adaunting challenge, especially in the face of taunts and temptations thatlead law enforcers astray from the standards of the uniform, and therebybecome a liability to the profession.

    The PNP Ethical Doctrine serves as a constant reminder of theneed for our police of ficers to stand as role models in the community,

    adhering always to the principle that public of fice is a public trust, andthat public accountability must be the unbending yardstick of all ouractions and decisions in the performance of duty.

    I commend the PNP leadership for continuing to propagatethe PNP Code of Professional Conduct and Ethical Standards(PNPCOPCES) through the PNP Ethical Doctrine. May this documentserve as the “Bible” of all PNP personnel in the course of their dailymission to serve our true bosses, the Filipino people, under the visionof Tuwid na Daan.

    PREFACE

    The PNP Code of Professional Conductand Ethical Standards (PNPCOPCES)comprises the basic ethical doctrine of theorganization. This Code was promulgatedthrough NAPOLCOM Resolution No. 92-4entitled, “Approving the Philippine NationalPolice Code of Professional Conduct and

    Ethical Standards” with the end view ofattaining highly professional, ef ficient andcompetent police of ficers worthy of emulation

    and deserving of public trust and respect.In 1995, the PNPCOPCES was developed into a doctrine

    what is now known as the “PNP Ethical Doctrine”. This Doctrinecarries with it the same provisions as contained under the originalCode and remains to be enforced.

     As police of ficers, it is our obligation to always remain

    morally upright and be conscious of the impact of our actions inthe performance of our duties as police of ficers.

    The PNP Ethical Doctrine is one of anchors of “SerbisyongMakatotohanan”. Let us internalize its provisions and remaincommitted to its ideals.

    CHAPTER 1

    DECLARATION OF POLICY

    Section 1-1 General

    1.1 Purpose.  This manual prescribes

    the Ethical Doctrine for the PhilippineNational Police. Its purpose is toprovide moral and ethical guidance toall PNP members.

    1.2 Scope and Limitation

    a. This Ethical Doctrine wasculled from the PNP Codeof Professional Conductand Ethical Standards(PNPCOPCES) with inception ofadditional and related principles.

    This manual contains policies,principles, guidelines andsanctions. All geared towardsthe internalization of moralvalues and service dedication.This Doctrine consists of

    seven chapters with contentssimilar to the provisions of the

    PNPCOPCES. The adoptionof the PNP Code of Conduct as

    an Ethical Doctrine reinforcesthe former as an effectiveinstrument in the moral valuesinternalization in the PNP.

    b. This Ethical Doctrine appliesto both uniformed and non-uniformed personnel of the PNP,unless specified otherwise.

    c. This Ethical Doctrine is inaccordance with the PNPFundamental Doctrine and the

    Code of Professional Conductand Ethical Standards.

    1.3 Recommendation for Changes. Anysuggested revision or comment shouldbe forwarded to the Chief, Philippine

    Section 1-2 Declaration of Policy

     All members of the Philippine NationalPolice shall abide, adhere to and internalizethe provisions of this Ethical Doctrine.Towards this end, a truly professionalized anddedicated law enforcer shall be developed inpromoting peace and order. Ensuring publicsafety and enhancing community participationguided by the principle that a public of fice is apublic trust and that all public servants mustat all times be accountable to the people.They shall serve with utmost responsibility,integrity, morality, loyalty and ef ficiency withdue respect to human rights and dignity

    as hallmark of a democratic society. Theyshall at all times, support and uphold theConstitution, bear faithful allegiance to thelegitimate government, respect the dulyconstituted authority and be loyal to the policeservice.

    POLICE OFFICER’S CREED ANDSTAND ON BASIC ISSUES

    Section 2-1 The PNP Core Values

    The police service is a noble professionwhich demands from its members specializedknowledge and skills, as well as high standardof ethics and morality. Hence, the membersof the Philippine National Police must adhereto and internalize the enduring core values of

    love of God, respect for authority, selfless loveand service for people, sanctity of marriageand family life, responsible dominion andstewardship over material things, andtruthfulness.

     Section 2-2 The Police Of ficer’s Creed

    2.1 I believe in God, the Supreme Being,a Great Provider, and the Creator ofall men and everything dear to me.  Inreturn, I can do no less than love Himabove all, by obeying His word, seeking

    His guidance in the performance of mysworn duties, and honoring Him at all

    times.2.2 I believe that respect for authority

    is a duty.  I respect and uphold theConstitution, the laws of land and theapplicable rules and regulations. Irecognize the legitimacy and authority

    of the leadership; and obey legalorders of my superior of ficers.

    2.3 I believe in sel fl ess love and serviceto people. Towards this end, I commitmyself to the service of my fellowmen

    over and above my personal interest.2.4 I believe in the sanctity of marriage and

    family life.  I shall set the example ofdecency and morality and shall havehigh regard for family life and value ofmarital fidelity.

    2.5 I believe in the responsible dominionand stewardship over materialthings.  I shall inhibit myself fromextravagance and ostentatious displayof material things. I shall respectprivate and public properties andprevent others from destroying them. I

    shall help protect the environment andconserve nature to maintain ecological

    balance.2.6 I believe in the wisdom of truthfulness.

    I must be trustworthy and shall upholdthe truth at all times.

    Section 2-3 PNP Stand On Basic Issues

    The deployment and employment ofthe PNP personnel require the organizationand its members to bare their stand on thefollowing basic issues:

    2.7 PNP Image.  The image of anyorganization affects the esprit de’corps, morale and welfare of themembers, and sense of pride to theorganization. Thus, all members of thePNP should act in a manner that wouldreflect best on the PNP and live by thePNP’s core values.

    2.8 Career Management, The Keyto Professionalism.  The properimplementation of the PNP’s Career

    Management will greatly enhance thepersonnel professionalization process

    premised on favored assignment,inequitable opportunity of training, unfair

    granting of promotion, and untimelyawarding of achievements, will createan atmosphere of demoralization.The result is inef ficiency and lackof teamwork to the detriment of theorganization. It behooves thereforeon the PNP leadership to address thesituation. The civilian character of theorganization requires adherence to therule on merit and fitness system andto dissociate the above process fromclass orientation and factionalism.

    2.11 Delicadeza. In consonance with therequirements of honor and integrity inthe PNP, all members must have themoral courage to sacrifice self interestin keeping with the time honoredprinciple of delicadeza.

    2.12 Police Lifestyle.  The PNP shallpromote and maintain a lifestyle forits member which the public will findcredible and respectable. The publicexpects a police of ficer to live a simpleand dignified life. They must be free

    from greed, corruption and exploitation.

    2.13 Political Patronage.  PNP membersshall inhibit themselves from soliciting

    political patronage on matterspertaining to assignment, award,training and promotion.

    2.14 Human Rights. PNP members shallrespect and protect human dignity andman’s inalienable rights to life, liberty

    and property

    2.15 Setting Example.  All PNP membersshall set good example to theirsubordinates and follow good examplefrom the superiors.

    PROFESSIONAL CONDUCT ANDETHICAL STANDARDS

    Section 3-1 Standard of PoliceProfessionalism

    PNP members shall perform their dutieswith integrity, intelligence and competencein the application of specialized skill andtechnical knowledge with excellence andexpertise.

    Section 3-2 Police ProfessionalConduct

    3.1 Commitment to Democracy.

    Uniformed PNP members shall committhemselves to the democratic way of lifeand values and maintain the principleof public accountability. They shall, atall times, uphold the Constitution andbe loyal to our country, people andorganization above their loyalty to anyperson.

    3.2 Commitment to Public Interest. PNP members shall always uphold

    public interest over and above personalinterest. All government properties,resources and powers of theirrespective of fices must be employedand used effectively, honestly andef ficiently, particularly to avoid wastageof public funds and revenues. PNPmembers must avoid and prevent the“malversation” of human resources,government time, property and funds.

    3.3 Non-Partisanship. PNP Membersshall provide services to everyone

    without discrimination regardless ofparty af filiation in accordance withexisting laws and regulations.

    3.4 Physical Fitness and Health.  PNPmembers shall strive to be physicallyand mentally fit and in good health at

    all times. Toward this end, they shallundergo regular physical exercisesand annual medical examination inany PNP hospital or medical facility,and actively participate in the PhysicalFitness and Sports Development

    Program of the PNP.

    3.5 Secrecy Discipline.  PNP membersshall guard the confidentiality

    of classified information againstunauthorized disclosure, including

    confidential aspects of of ficial business,special orders, communications andother documents, roster or any portionthereof of the PNP, contents of criminalrecords, identities of persons who mayhave given information to the policein confidence and other classifiedinformation on intelligence material.

    3.6 Social Awareness.  PNP membersand their immediate family members

    shall be encouraged to actively getinvolved in religious, social and civicactivities to enhance the image of theorganization without affecting theirof ficial duties.

    3.7 Non-Solicitation of Patronage. PNPmembers shall seek self-improvementthrough career development and shallnot directly or indirectly solicit influenceor recommendation form politicians,high-ranking government of ficials,prominent citizens, persons af filiated

    with civic or religious organizations

    3.9 Respect for Human Rights.  In theperformance of duty, PNP members

    shall respect and protect humandignity and uphold the human rightsof all persons. No member shall inflict,instigate or tolerate extra-judicialkillings, arbitrary arrests, any act oftorture or other cruel, inhuman ordegrading treatment or punishment,and shall not invoke superior ordersor exceptional circumstances suchas a state-of-war, a threat to nationalsecurity, internal political instability orany public emergency as a justificationfor committing such human rights

    3.10 Devotion to Duty. PNP members shallperform their duties with dedication,thoroughness, ef ficiency, enthusiasm,determination, and manifest concern

    for public welfare, and shall refrainfrom engaging in any activity whichshall be in conflict with their duties aspublic servants.

    3.11 Conservation of Natural Resources.- PNP members shall help in the

    that all government resources shallbe managed, expended or utilized inaccordance with laws and regulationsand safeguard against losses thruillegal or improper disposition.

    Section 3-3 Ethical Standards

      Ethical standards shall refer toestablished and generally accepted moralvalues. Ethical acts to be observed are thefollowing:

    3.16 Morality. PNP members shall adhereto high standards of morality anddecency and shall set good examplesfor others to follow. In no instanceduring their terms of of fice, among

    members shall exercise proper andlegitimate use of authority in theperformance of duty.

    3.18 Integrity. PNP members shall exerciseproper and legitimate use of authorityin the performance of duty.

    3.19 Justice.  PNP members shall striveconstantly to respect the rights of othersso that they can fulfill their duties and

    exercise their rights as human beings,parents, children, citizens, workers,leaders, or in other capacities and tosee to it that others do likewise.

    3.20 Humility.  PNP members shall

    recognize the fact that they are publicservants and not the masters of thepeople and towards this end, theyshall perform their duties withoutarrogance. They shall also recognizetheir own inadequacies, inabilities andlimitations as individuals and performtheir duties without attracting attention

    CUSTOMS AND TRADITIONS

    Section 4-1 General Statement

    The PNP adopts the generally

    acceptable customs and traditions based onthe desirable practices of the police service.These shall serve to inspire PNP members asthe organization endeavors to attain its goalsand objectives.

    Section 4-2 Definition of Terms

    4.1 Customs. Established usage or socialpractices carried on by traditions thathave obtained the force of law.

    4.2 Traditions.  Bodies of beliefs, stories,customs and usages handed downfrom generation to generation with theeffect of an unwritten law.

     4.3 Courtesy.  A manifestation or

    expression of consideration andrespect for others.

    Section 4-4 Police Customs onCeremonies

    The following are police customs onceremonies:

    4.11 Flag Raising Ceremony. The PNPmembers honor the flag by hoistingit and singing the National Anthem

    before the start of the of ficial days’work.

    4.12 Flag Lowering Ceremony.  At theend of the of ficial days’ work, the PNPmembers pause for a moment to salute

    the lowering of theflag. 

    4.13 Half-Mast.  The flag is raised athalf-mast in deference to deceaseduniformed members of the command.

    4.14 Funeral Service and Honors. 

    Departed uniformed members,retirees, war veterans or former PC/INPmembers are given vigil, necrologicalservices and graveside honors as agesture of farewell.

    4.15 Ceremony Tendered to Retirees. In recognition of their long, faithful

    4.17 Turnover Ceremony.  Therelinquishment and assumption ofcommand or key position is publicly

    announced in a Turnover Ceremonyby the outgoing and incoming of ficersin the presence of the immediatesuperior or his representative.Outgoing Commander/Director shouldnot leave his post without properturnover. Turnover includes turnover

    of properties/equipment, human andmaterial resources.

    4.18 Wedding Ceremony. During marriageof PNP members, a ceremony isconducted with participants in uniform

    g. To constantly maintain wholesome

    relationship with the community thatgives reality to the historic traditionthat the police is the people and thepeople is the police; police of ficers aremembers of the community who arepaid to render public safety servicesdue upon every citizen, endearing the

    principle that a public of fice is a publictrust.

    h. To recognize the need for strictadherence to the law, refrain fromusurping the powers and authority of

    the judiciary in avenging individuals, judging guilt and punishing the guilty.

    This Code of Conduct for LawEnforcement Of ficials was adopted by UnitedNations General Assembly Resolution 34/169of December 17, 1979.

    a. Law enforcement of ficial shall at alltimes fulfill the duty imposed upon

    them by law, by serving the communityand by protecting all persons against

    g. Law enforcement of ficials shall notcommit any act of corruption. Theyshall also rigorously oppose andcombat all such acts.

    h. Law enforcement of ficials shall respectthe law and the present Code. Theyshall also, to the best of their capability,prevent and rigorously oppose anyviolation of them.

    Law enforcement of ficials who havereason to believe that a violation of thepresent Code has occurred or is about tooccur shall report the matter to their superiorauthorities and, where necessary, to otherappropriate authorities or organs vested with

    PROPOGATION AND ADHERENCE

    Section 6-1 Foundation

     All PNP members in the performance

    of their duties shall fully abide by thisEthical Doctrine. This Ethical Doctrine wasculled from the PNP Code of ProfessionalConduct and Ethical Standard (COPCES)which is anchored on the divine and moralprecepts, the Constitution of the Republic

    of the Philippines and relevant provisions ofthe Revised Penal Code, RA 6713 (Code ofConduct and Ethical Standards for PublicOf ficials and Employees), RA 3019 (Anti-Graft Practices Act), RA 6975 (DILG/PNPLaw of 1991) and other related special laws.

    Section 6-2 Commitment

    6.1 All PNP members shall take uponthemselves that the intent and spirit ofthis Doctrine are honored and upheld

    6.6 The PNP shall maintain thePNPCOPCES as the conveyor of thisPNP Ethical Doctrine.

    6.7 All PNP personnel shall be issued uponentry into the police service a copy of

    the PNP Ethical Doctrine which shallbe considered an accountable propertyand shall have it with them daily.

    6.8 The PNPCOPCES shall be internalizedby all members, and institutionalized inthe PNP. It will be part of the circular

    of all PNP academic courses and willbe integrated in moral value programsconducted thru regular policeinformation and education activities.

    6.9 There shall undertake a continuous

    appraisal and study on the effectivenessof the PNPCOPCES consistent with thegrowth and dynamics of performancestandards and professionalization ofthe PNP.

    6.10 The PNPCOPCES shall be subject

    to review initially three (3) years and

    6.11 The PNP Of fice of Ethical Standardsand Public Accountability (PNPOESPA)shall oversee the internalization ofthe PNPCOPCES, and the DHRDD

    shall monitor the adherence of PNPmembers to this Ethical Doctrine.

    Section 6-4 Appropriations

    The fund allocation necessary for theeffective propagation and development of thePNPCOPCES and Ethical Doctrine shall beprovided.

    Section 6-5 Miscellaneous

    There shall be a sustained effort toimprove this Ethical Doctrine thru theCOPCES in the following functional areas:

    6.13 Strengthening and reinvigorationof activities on historical recordings

    6.16 PNP members shall be morally andduty bound to advise fellow membersto adhere to this Doctrine and refrain

    from violating the provisions of thePNPCOPCES.

    6.17 In cases where erring PNP membersare found to be incorrigibles, properreport shall be made to the appropriateauthority.

    6.18 Seminars shall be conducted in alllevels of Commands as one forum ofinternalizing this Ethical Doctrine.

    CHAPTER 7

    ADMINISTRATIVE SANCTIONS ANDAMENDMENTS

    Section 7-1 Penalties and AdministrativeSanctions

    The penalties of the commission of acts/practices in violation of this Doctrine shallbe in accordance with the Revised PenalCode, Republic Act No. 6713, Republic Act No. 3019, and other special laws. For

    acts or omissions which merely requireadministrative sanctions, the applicablepunishments as provided for by the rulesand regulations promulgated by the PNP,NAPOLCOM, Civil Service Commission, andDILG shall be applied.

    Section 7-2 Amendments

     Any amendment to or revision of thisDoctrine may be proposed in a committeeformed for the purpose.
