Annual Assessment The approved 2018-19 Pro Forma Budget has been approved and the Assessment will remain at $24.00 per year, per property effec-tive July 1, 2018. Payment is due on July 1, 2018 and becomes de-linquent on 8/1 Late payments are subject to a $10 late fee plus 1% in-terest on your outstanding balance. The Insurance Survey Office (ISO) conducted a 5–10 year evaluation of the Ebbetts Pass Fire District firefighting capa-bilities in 2015. The survey evaluates a wide spectrum of contributing factors for fire suppression, both currently and over the immediate past 3 years. The rating scale is from 1-9, with 1 being the best. The previous rating had been 4/9, a very respectable rating. The District is very happy to acknowledge that our rating is now improved to a 2/2, effective Febru-ary, 2016. Property owners in our fire district should let their insurance carrier know about this change in order to take advantage of the bet-ter rating. ART (Arnold Rim Trail) If you like to hike, try the Arnold Rim Trail that travels behind Mead-owmont. It is a trail that travels from the Logging Museum to Sheep Ranch Rd. You may visit their website at ar-noldrimtrail.org. for their schedule of hikes and events. They now have a new trail map on their site for down-load. Access to the trail is along Fair-way Dr. & Cedar Center. Signs are now posted on the trail directing you.

Please Share the Road Please obey the 25mph speed limit on all our residential roads in the Community. County Roads are plowed by the County and they also maintain the culverts. Call 209-754-6402 for all road repairs and signage. Vehicles share the roadway with pedestrians, bicyclists, skateboarders, dog walk-ers, children at play, and others … not to mention, wild animals, large and small!!! With hilly crests, curves and trees blocking visibility, excessive speed is DANGEROUS!!!
Emergency Air Lift Helicopter Flight Insurance
If you own property or have a legal residence in the Ebbetts Pass Fire District, you do not have to pay for EPFD ambulance service as it is paid for in your property taxes. If, you have an Emergency and you have to be “MEDI FLIGHTED” out, it may cost many thousands of dollars ($20K or more) and not all, if any, medical insurance companies pay for that service. PHI Air Medical / Mercy Air Am-bulance and CALSTAR provide cov-erage for as low as $50.00 per year, per household, to cover air ambu-lance service.

VOLUNTEERS ARE NEEDED TO CONDUCT INSPECTIONS
PLEASE HELP! In recent years, a few loyal volun-teers have tackled this big job, each inspecting over a hundred lots. We need more volunteers to get this job done quickly and efficiently. Please consider volunteering some time (as little or as much as you can spare) to help keep our neighborhood safe. It’s really a pretty easy task: We break the subdivision down into blocks of about 100 homes/lots. It takes about 4 hours to inspect 100 lots. If you can’t do that many, we’d be delighted if you can do just a few. Many hands make light work! Consid-er volunteering with a friend or family member. The process is EASY with a new checklist format and computer device. Each 1-page form is pre-printed with the property address, and you will be provided with maps, an ID badge, and training. Volunteers must be trained! There will be TWO training sessions at Snowflake Lodge in Blue Lake Springs. Training is conducted by Cal Fire. We will be joining volunteers from other local HOAs… Blue Lake Springs, Lilac Park, Lake Mont, etc. Dates for the training sessions are:

VIP - Volunteers In Prevention VIP Every year, a small group of dedicated volunteers inspects all 1,421 lots in Meadowmont to as-sure that residents and owners are in compliance with California Public Resources PRC Code 4291. The code requires 100 feet of defensible space and reduced fuel zones around build-ings. The requirements are clearly described in their brochure, “Make Your Home (And Community) Fire Safe.” In addition to peace of mind, those in compliance avoid steep fines and court appearances. Clear-ing your property of fire fuels can make the difference between hav-ing your home destroyed or passed over by fire. A recent home fire de-stroyed the Home but their lot was so clean it prevented the fire from spreading to neighbor’s homes! De-fensible space works! This gives property owners until after the Memorial Day weekend to complete requirements before first inspections take place, and second inspections will not take place until mid-July.
Spring CleaningIntheSpring,thereisalwaysaconcertedefforttobringourproper-ties intocompliancewithCaliforniaPublicResourcesCode4291.ThatiswhenCalFire’sV.I.P.Inspectorswalkourneighborhoods,educatingproperty owners on how to comeinto compliance with the law. Butdon’t forget, compliance with PRC4291 is required 365 days a year!California Department of Forestryand Fire Protection have provideduswiththefollowinginformation: If you don’t clear around yourhome,MotherNaturemaydoitforyou,andwithaheavierhand thanyoumighthaveused. Firemovesjustlikewater–butintheoppositedirection:Thesteep-er the slope, the faster it movesupward.Firedoesneedfueltocon-tinuemoving.Removethefuel,thefire will stop. BUT: fires can “spot” a mileormoreaheadof themselvesthroughburningemberscarriedonthe wind. You may not be able tokeep fire off your property but you can reduce its effects by reduc-ing the amount of vegetative fuelsaroundyourhome. Flamelengthandheightwillbeatleast3timestheheightofwhateverisburning,becomingevenlongerinhotweather,stilllongerwhenit’swindy(tall flames will bend over in the wind, parallel to the ground), andlonger yet on slopes (the steeperthe slope, the longer the flame). Separateandspaceyourplantswith worst-case flame lengths in mind: Separate short plants fromoverhanging limbs by at least 3xthe height of the short plant. On flat or gentle slopes, separate shrubsbyadistanceof twice theirheight,andtreecanopiesby10feet.Dou-ble these distances on moderateslopes;triplethemonsteepslopes. Toretainacontinuoustreecan-opy(branchesofonetreetouchingbranchesofanother),orifthereareground covers such as mountainmisery (bear clover) beneath yourtrees, remove limbs up to 1/3 theheightofthetrees,toamaximumof15feet.

Spring Cleaning Continued Green plants will burn. Manygreen plants are extremely flam-mable. Drought-tolerant and na-tive plants usually contain largeamountsofpitch,resin,anddense,dry, flammable twiggy material or thatch (especiallyevergreenssuchas juniper, rosemary, and laven-der) – keep these low and full offresh green growth with frequenttrimming. Remove dead limbs andtwigs from manzanita. Prune pine,cedar, oak, and other trees. Thinandseparateclumpsofbrushtore-duce their flammability and slow the spread of fire. Replace flammable plants with fire-resistive plants: Fire-resistive plants have watery sap,little flammable material, and open, airygrowth.Plantsthatprovidefruit,or flowers for bouquets are usually fire-resistive. Overcrowdedsaplingswillneverbecomerealtrees:Dozensofseed-lings growing in a few square feetharmlargetreesandwillalwaysre-mainskinny,unhealthysticks.Lookatnormalmaturetreesandthinac-cordingly. Eliminate ember-catchers:Sparks, firebrands, and burning embersmayblowmilesfromawild-fire and rain down for hours. These willlandon,under,andaroundyourhouseinanyplacethatrain,snow,leaves,andpineneedles fall.Dur-ing fire season, frequently check and clean all nooks and crannies,especiallyonroofsandgutters;on,under and around decks, porches,stairs,deckfurniture,pottedplants,storageareas,andvehicles.
Movewoodpilesas far aspos-sible from buildings, trees andpower lines; at least during fire sea-son. Surround with 10’ of clearedarea and cover with fire resistive material, securely tied down. Fly-ing embers from wildfires can easily burnthroughplastictarpsandignitewoodpiles, creating an inferno be-sideyourhome.

We all experience downed trees,limbsandpineneedledebristhatwillneedtoberemovedinorderforourlotstobeincompliance.CAL-FIRE(209-795-1542)supervisesthecleaningofimproved lotsandEbbettsPassFireDistrict(209-795-1646)isresponsiblefor vacant lots. PG&E continues toremovetreestheyhavefelled.Mem-bers may choose to work with theirneighbors, hire a chipper and trailerandremovetheirdebriswithagroupeffort.Someresidentsliketopileandburntheirdebris.PleasevisittheCAL-FIREwebsite for informationonhowto safely burn your yard debris andburnpermit requirements.Nosmokepiles please, keep your debris burn-ing! Burn permits are required yearround,duringtheperiodsthatburningis allowed. There are specific rules for burningwhichmustbefollowedatalltimesandaretheresponsibilityoftheproperty owner. Dear MPOA Member:
Pursuant to the approval of the 2018-19 Pro Forma Budget by the Board of Directors, the following Assessmentinformation applies for Fiscal 2018-19: (July 1, through June 30th)
The approved 2018-19 Pro Forma Budget provides for No increase over the Assessment level usedto fund the 2017-18 Budget. Effective July 1, 2018 the Annual Assessment will be $24.00, perproperty, per year.
The Board has been careful in managing the Association’s expenses during 2017-18. It is hoped that aftercarefully reviewing the enclosed Pro-Forma Budget and Annual Disclosures, property owners will support the2018-19 Pro-Forma Budget so Operating expenses are funded properly. The Association has no ReserveComponents. This packet is important for Member property values and will also ensure that MPOA will be anattractive investment for lenders and prospective property owners.
Invoices will be mailed to all property owners in June 2018. Assessments are due on July 1, 2018 and delinquentif not received before August 1. Late payments are subject to a $10 late fee and interest of 1% per month on theunpaid balance. Everyone’s prompt payments will be appreciated for the efficient operation of the Association.

INSURANCE DISCLOSUREThe recommendations of the Association's Insurance Agent are followed when placing liability coverages. TheAssociation's policies do meet the minimum limits as required by Civil Code 5805. Therefore; generally, individualowners can only be liable for their proportional share of any Emergency or Special Assessment levied to pay theamount of a judgment or court order, which exceeds the limits of the Association's coverage. It is recommendedthat owners purchase coverage on their individual Homeowner's policies to cover this exposure
OWNER’S INDIVIDUAL LIABILITY POLICES AND LOSS ASSESSMENT COVERAGEIt is very important that members explore their own risks with a knowledgeable insurance agent and purchasecoverages to protect you from any liability or loss occurring on your own lot. Owners should also be aware ofthe exposure from damages or loss on the common area and/or any exclusive use common area that may resultin an insurance gap in coverages between the Association's coverage and your own. We also strongly recommendthat you inquire about Loss Assessment Coverage. The cost of an endorsement for loss assessment is veryminimal and provides protection to individual owners for any extraordinary Association loss that may result in aspecial or emergency assessment to members for damages in excess of the Association’s coverage. Individualhomeowners are encouraged to obtain Loss Assessment Coverage for earthquake/flood damage, particularly inlight of policies, which are now available, by participating insurance carriers, which have joined the CaliforniaEarthquake Authority.
STATUTORY DISCLOSUREThe summary of the association's policies of Insurance provides only certaininformation as required by subdivision Section 5310(a)(7) of the Civil Code, andshould not be considered a substitute for the complete policy terms andconditions contained in the actual policies of Insurance. Any Associationmember may, upon request and provision of reasonable notice, review theAssociation's Insurance policies and, upon request and payment of reasonableduplication charges, obtain copies of those policies. Although the Associationmaintains the policies of Insurance specified in this summary, the Association'spolicies of Insurance may not cover your property, including personal propertyor, real property improvements to or around your dwelling, or personal injuries orother losses that occur within or around your dwelling. Even if a loss is covered,you may nevertheless be responsible for paying all or a portion of any deductiblethat applies. Association members should consult with their individual insurancebroker or agent for appropriate additional coverage.
