1.Overview
ThisgrantapplicationcoversthreeneedscriticaltomaintainingSt.Thomas’capacityforservicetoits’ParishionersandtheCommunity:
• ReplacetheCommunityRoomroof;• Clean,protect,repairtheoriginallogsontheChurch,Churchoffice,and
Communitybuilding.

• CompleteProfessionalbuildinginspectiontoguidefuturerepairstoourcampus.Ourbuildingsincludea1,500sq.ft.office-theStewartHouse,anda4,000sq.ft.buildingcontainingthesanctuary,sacristy,coffeeroom/kitchenandcommunityroom,allconnected.Nonehaveeverbeenprofessionallyinspected.Weseethisinspectionreportasacriticaltoolincaringforourchurchcompoundandguidingourfuturerepairschedule,andtofind(ifany)seriousissuesrequiringimmediateattention.Wewillcreatea5-10-yearinfrastructurerepair/replacementplanfromthisdocument.
TheVestrytakeseriouslyourresponsibilityofcaringforourbuildingsandbeinggoodstewardsofalltheyrepresentforourCongregationandourCommunity.ApositiveresponsetothisproposalwillassistSt.Thomas’inansweringtheneedsforeffectiveministrydeliveryaswellasmaintainaChurchthatbeckonstoallfromtheentrancetoourTown.
TheEpiscopalDioceseofWyoming’sStrategicPlancontainsthefollowingobjectiveswhicharemetinthisapplication:therequestedfundswillassistinmaintaininganattractiveChurch,therebymaximizingourinstitutionaluseswhichdirectlyrespondtotheneedsofourOutreachministries.
St.Thomas’EpiscopalChurchwasbuiltofnativelodgepolepinelogsin1910–wellover100yearsago-bylocaltie-hacks.ItisbelovedbyParishionersandisalandmarkfortheCommunityandthemanytouristswhopassthroughontheirwaytoYellowstonePark.On-goingmaintenanceisanobviousessentialwithWyomingwintersandwind,aswellasourproximitytoStateHighway26/287beingenvelopedbysootandexhaust.
OurCommunityRoomwasaddedin1949andistheheartofSt.Thomas’workintheCommunity,providingthefollowingservices:
• DuboisKiwanisusethefacilityweeklyAprilthroughOctoberandthreeweeksmonthlyNovemberthroughMarch.
• TheCommunityFarmersMarketuseisbi-weeklyintheWinter/Spring,andweeklySummer/Fall

• Duboisisonthenationalbiker/hikerroutes.FromMaythroughOctoberbikers/hikerssleepintheCommunitybuilding.460guestsrepresented36statesand18countriesthispastyear.
• Othernon-profituseincludes:DuboisEcumenicalOrganization(St.Thomas’isafoundingpartner),FrontierHomeHealth&Hospice,DuboisCaregiverSupportGroup,NeedsofDubois(NOD),BigHornSheepCenter,CWCCollegeclasses,AEDtraining,OpportunityShopmeetings,DuboisDrive,theNon-ProfitGroup,theHumaneSociety,andSt.Thomas’congregationalmeetings.
Roofrepair:IncaringforthesebuildingsinMay2016,volunteers(ParishionersandVestry)noticedblackmoldonthewallbehindtheCommunityRoombookcase.Itwasbleached,washedandpainted,andtheroofareacoatedwitharoofingsealer.However,nailswerepoppingoutandthemetalvalleyswerebadlyrusted.In2017wecontactedalocalbuilderwhosaidthebestoptionwastoreplacetheshinglesratherthanrepairusingroofingsealer.Theroofhastwolayersofshinglestoberemoved.Onthesouthandwestsides,shinglesarewinddamaged. On the north side where snow gathers there is an 8x16 ft ‘soft spot’ that gives when walked upon indicating underlayment issues.
Therooferwhoinstalledthemetalroofsonthechurchofficeandsanctuaryisbiddingtoreplacetheshingleswithmetalroofingthatwilllookliketheotherbuildings.Ametalroofwillbemoreexpensivethanshinglesbutcarriesa50-yearwarranty,with120mphwindprotectionandclassAfireprotection.Roofingknowledgehaschangedsinceourlastroofingexperience,anditisnownecessarytoincluderidgelineventilationforlonglastingresults.
Logrepairandmaintenance:
TheoutsidelogsoftheChurchandcommunitybuildingareona7-yearcycletoclean,protectandrepair.OurChurchis50feetfromtheheavilyusedhighwayconnectingLandertoJacksonandreceivesdamagefromexhaustaswellaswind-blowndirt.Toprotectthewood,professionalcleaningandcrackfilling/repairisnecessary.
Therearetwologsshowingsubstantialrotonthebuilding’scornerthatneedtobereplaced.

CarolPetera,JuniorWarden,[email protected]:Carolwilldiscussthephasesoftheprojectwithcontractorsandreceivebids.Shewilldeterminetimingandfollow-throughtoseetheprojectiscompletedproperlyandontime.ThisisthesecondyearCarolhasservedonthisVestry.ShehasextensiveexperienceinmanyWyomingEpiscopalchurchesmovingwithherhusbandPete,HeadofWyomingGameandFish.
CarolwillcallonLaryTreanor,VestryClerk,toassistwithjoboversightduringconstruction.ThisisLary’s5thyearonthisVestry.
4.EvaluationProcesstoDeterminetheImpactoftheProject
Aspreviouslynoted,theCommunityRoomservesastheheartofmanyofourOutreachPrograms.ShouldwebeunabletorepairtheroofforanotherWinter,itisquitepossiblewewouldhavetoclosetheRoomtofurtheruseduetoleakingand/oradditionalmoldgrowth.
Clearly,appropriatemaintenanceofourcampusbuildingsispartofourresponsibilityasgoodstewardsofwhatGodhasprovidedus.Inthecaseofbothprojects(roofrepairandbuildingmaintenance),notperformingtheworkwouldbedetrimentaltoourmissionhereinDubois.

5.Timeline
InDuboiswemustwaitforwarmweathertocompleteoutdoorprojects,sotimelineisweatherdependent:
• February/April–bidspecs,collectbids,reviewbidsandchoosecontractors• June/September–weatherandcontractorscheduleswilldeterminewhen
theindividualcontractorswillcompletetheirassignments.• WeanticipatethelogreplacementwilloccurbyJune30.• Thelogcleaning/refurbishingwillbefinishedbyJuly31.• TheroofshinglereplacementwillbecompletedbyOctober1,2018.

12.Howwilltheprojecthelptheapplicantchurch‘growinmission’?
TheCommunityRoomistheheartofSt.Thomas’outreach.St.Thomas’outreachmeetstheneedsofpeoplelivinginandpassingthroughDubois.Total2017outreachdisbursementswere$11,845fromtheChurchintothecommunity.Notincludedinthistotalwasthe$16,000grantfromtheFoundationtosupporttheBoysandGirlsClubsummeractivities.
Inaddition,460guestssleptinthechurch’scommunityareain2017.
Howwilltheprojecthelpestablish‘congregationalvitality’?
Congregationalvitality:Vitalityisdefinedasthecapacityforsurvivalorthecontinuationofmeaningfulorpurposefulexistence.WecannotconsiderabetterwaytoserveChristthantoshowourloveforneighborsascommanded.OurOutreachministriesbringusmeaningandpurposethroughservice.St.Thomas’isknownasthe"outreach"ChurchinDubois.CommunitymemberspetitionSt.Thomas’fortheirneeds-medicine,transporttodoctors’appointments,rent,heatorotherlivingexpenses.NewmembersofSt.Thomas’aredrawntotheChurchforthisCommunityworkandoftenparticipateimmediately.

St.Thomas’doesnotlimitits"outreach”tomembersofitsCongregation.Yes,wehelpcongregantsintheirtimeofneed,butmostofour"outreach"istoCommunitymembersnotconnectedtoSt.Thomas’.

St.Thomas’isanopenChurchandwillingtoshareourinfrastructureexperienceswithanyotherChurch.Wearekeepingfileswithallrecordsofthisrepairprocesswhichwillbeavailable,alongwiththenamesofthosedirectlyinvolvedintheproject,toadviseanyChurchinneed.WhenneedsrelatedtoroofrepairandbuildingmaintenancecometotheFoundationfromotherchurches,wehopeyouwilldirectthemtous.

Asasidenote,undertakingtheserepairprojectsoverthepastyearhashelpedourVestryfocusonourstewardshipresponsibility.Wearecreatingdocumentationofallourprojectsandprograms,sothatwedon’treinventthewheeleachtime.Inaddition,weareseekingtoengagethetalentsandskillsinourParishtosupportthemissionofourChurch.

2. Howwechosethebids• Roofingbidchosen–bidchosenwasbythesameroofingcompanythat
roofedtheSanctuary15yearsago.Itisthesamemetalroofusedonourofficebuilding.Themetalroofhasa50-yearwarrantyandwilllookliketheremainderofthecampusbuildings.
Wecomparedthemetalroofbidtotheotherbidfromageneralcontractorusingasphaltshingleswitha10-yearcompletewarrantyandthenadecliningwarranty.TheVestrychosethelongerwarrantyandmaterialthatwilllookliketheSanctuary.
• Logcleaningandrepairbid–theVestrychosethemiddlecostbidfromthesamecompanythatdidourworkpreviously.Thelowestbidwasfromamanwhowasjuststartinghisbusinessusingadifferentstainingproductthanusedpreviously,andthevestryfeltmorecomfortablewiththetrustworthycompanygivingusourearliergoodexperience.
• Inspectionbid–JuliaRoyall,Vestrymemberhasusedthisbuildinginspectorwithexcellentresultsinthepast.HeislicensedinWyomingandhas20years’experienceinhisprofession.Earlierhewasabuilder.
