PROGRAMME PURPOSE AND HOW THE PROPOSED CURRICULUM WILL CONTRIBUTE TOWARDS THE INTENDED OUTCOMES
The purpose of the BA in Public Governance qualification and its specialised curricula with specific reference to the South African Police Service, Metro Police Service members, Traffic officials, Military Police and Private Security practitioners and its related practices, is to produce students capable of and committed to, public sector excellence through an understanding of the South African developmental state and its related public management functions.
ENROLMENT AND REGISTRATIONCONTACT SESSIONS
Contact sessions will consist of at least four sessions between the lecturers and the students attending the contact sessions at the various study centres nationwide. A list of the study centres will be supplied in the 2015 Year Programme booklet which form part of your study package. These sessions are broadcast to the study centres and use the Interactive Whiteboard Technology.
DURATION
The duration of the BA degree is a minimum of three years, but due to the fact that it is offered via the Open Distance Learning mode of teaching, students tend to complete the degree in a maximum of five years.
LANGUAGE MEDIUMTuition at Open Distance Learning Centres will be conducted in English.
ASSESSMENT AND EVALUATIONAssessment consists of formative assessment (assignments) as well as summative assessment (written examination). Students will be expected to complete, submit and pass at least one assignment per semester per module. The formative and summative assessments will each contribute 50% towards the student’s final mark at the end of the semester. The formative assessment also awards the student access to the summative examination. If a student therefore fails the assignment, admission to the summative examination will be forfeited.
COST OF DELIVERYThe cost of the training and student fees is normally determined by the Faculty of Arts under whose auspices the degree will fall, but can be negotiated between NWU and the client (Policing or Traffic agency). The cost structure will ultimately be affected by the number of students enrolling for the degree programme. The estimation is that the costs will be between R18 000 and R20 000 per annum if, the student registers for all the Modules per academic year.
To ease their financial burden, Policing officials with a PERSAL number can pay off their study fees by means of a monthly deduction from their salaries through EDULOAN. This alleviates the necessity to apply for a study bursary or to arrange for alternative financial resources in order to pay for their university education.
General Nyalunga, Acting Head of the SAPS Training Division, gave his commitment to actively support SAPS members who show interest to study at tertiary institutions by means of bursaries as and when deserving.
CERTIFICATIONAfter successful completion, candidates will receive an accredited BA degree certificate from the NWU, Potchefstroom,Faculty of Arts.

OPEN DISTANCE LEARNINGStudents who, due to circumstances, cannot enrol at one of the NWU campuses for a contact programme, can enrol for the BA in Public Governance with Policing Practice through the Unit for Open Distance Learning (UODL).Students will have access to lecturers and supervisors via the University’s web pages, eFundi and Moodle, on the on-line platform. A technical team at the Unit for Open Distance Learning (UODL) will be of assistance. The programme team will provide appropriate induction and support to students. Communication will be via email, the e-platform or telephonically. Students will have access to detailed study guides, the library, internet, class notes, Skype meetings and Interactive Whiteboard sessions etc.
Examinations are written at NWU examination centres nationwide with the staff at the Potchefstroom Campus setting the examination papers and assessing the answer sheets, thus ensuring that all students have achieved the same outcomes after having received the same quality education.
The Unit for Open Distance Learning (UODL) and Open Learning Group (OLG) also utilise a Call Centre to assist students with administrative and academic related problems, enquiries and queries. Administrative problems will be solved by the OLG Call Centre, but academic enquiries and problems will be referred to the Unit for Open Distance Learning’s Call Centre, who on its part will transfer the enquiry to the responsible lecturer at the Potchefstroom Campus if they cannot solve the problem themselves.
OPEN LEARNING GROUP (OLG)OLG is a private provider who specialises in the administration and management of tertiary academic programmes offered via Open Distance Learning mode of tuition. Due to the fact that the North-West University enrolls more than 30 000 distance students per annum, OLG will be responsible for assisting the North-West University in managing and administering this BA degree in Policing Practice. Administrative tasks performed by OLG will be the following:• Marketing of qualifications• Registration administration.• Supply and distribution of study material to registered students.• Assignment administration.• Examination administration.

MOTIVATIONConfirmationwasobtainedfromMajorGeneralNyalungu,DivisionalCommissionerSAPSTraining,thattheSAPSwillcontinuetoencourage their members to study at any university of their choice and the SAPS will continue supporting them through bursaries asandwhendeserving.FromthisundertakingNorth-WestUniversityisconfidentthattheSAPSwillaccredittheirmemberswhocompleted the BA in Public Governance with Policing Practice obtained at the North West University. This commitment from the SAPS will affect the student numbers who will enroll at the North-West University.
The BA in Public Governance with Policing Practice is also aligned with the Bachelor Policing Practice degree developed and SAQAregisteredbytheSAPSforitsmembersaswellastheSAPSin-houseJuniorandMiddleManagementcoursespresentedatthe Paarl Training Academy.
PolicingofficerswhosuccessfullycompletedeithertheBachelordegreeinPolicingPracticeorthemanagementcoursespresented at Paarl could therefore be considered for accreditation and/or Recognition of Prior Learning (RPL).
BENEFITS• Cheaper:itis20%to30%cheaperthanfull-timestudy.Studentssaveontravelling,accommodation,etc. • Students can study while working.• The interactive white board allows students to ask questions to their lecturer and take part in discussions.• It is more than a lecture: lecturers can create a teaching-learning situation. Up to 500 people can write on the interactive white board simultaneously. Facilitators coordinate the situation to prevent chaos.• Opinion polls show students prefer the interactive white board method due to the lecturer delivering the class personally.
