Evaluation Framework – Measures of Effectiveness (MOE)

• MOE’s are quantitative and qualitative methods used to track the progress of implementing the adopted goals, objectives and policies of the 2035 Mobility Vision Plan.

• MOE’s are measurable on a system-wide basis for an entire network alternative, or for specific project prioritization.
