MISSION STATEMENT Polyfest is a culturally based annual music festival which provides a platform that raises the profile of the
Polynesian Community. We aim to achieve this by showcasing established Artists, as well as promoting
up and coming talent- Polyfest provides a reason to celebrate with excellence, the diversity of talent,
which the Polynesian Community are so richly blessed with.
OVERARCHING GOALS
- To financially aid ‘’like- minded’' initiatives through the non-profit arm of the organisation. - To give financial support to programmes already committed to caring for the under-privileged/
Needy. - To supply funds to further the education and development of Artists- ultimately leading to the
launch of our own Music school. - To be in a financial position to set up and establish a cultural village as a local tourist attraction,
educating people and introducing them to the richness of our culture. This venture will provide unique job opportunities for many, and spark the beneficial growth of an often disadvantaged demographic.
- To extend the Polyfest Event to other States and Nations, thus raising the profile and dignity of the Polynesian people.
- To progressively expand upon the diversity of Artists that we feature and promote, creating real avenues of success and prosperity, with the goal of creating a market demand for cultural arts, in all its different forms.

All security incidents are to be reported to Polyfest Security who will be responsible for approaching attendees. Disruptive or drunken behaviour will not be tolerated and must be addressed immediately. Where required, Polyfest Security & Staff will approach NSW police for assistance for removal.
There is a pass out system in place during the event. Ticket Security Supervisors are to assist the Event Staff member located at each pass-out gate in preparation for peak periods. At least two Security Staff from the gate entry points are required to assist with the pass out procedure. There is to be one Event Staff member controlling the pass out gates during peak times with Security when required.
All exit gates will be opened and Security will assist with the safe and orderly exit of patrons ensuring that no alcohol leaves the Venue

PURPOSE
The purpose of this security management plan is to provide a practical model for the management of security for all Polyfest events. It refers to the various areas of security to be undertaken to ensure that all Polyfest events are strategically planned and managed effectively and efficiently from an operational, event management, and project perspective.
SCOPE This document will operate in conjunction with the following plans;
Polyfest Event Management Plan
Polyfest Traffic Management Plan
Polyfest Evacuation Plan
This plan covers all related activities pertaining to security management including the required resourcing of security staff and security requirements needed for Polyfest Sydney 2011.
SECURITY RESOURCES
The following Security firm has been engaged to undertake security event management for Polyfest Sydney 2011. Details as
follows;

SECURITY – ENTRY POINTS & EXITS
8 x Security personnel will be positioned at each gate & required to undertake bags search prior to entry into the venue,

- Glass items (of any kind)
- Items that maybe considered a weapon e.g. Knives, sharp objects etc….
- Gang patches
Should any of these items be discovered, security personnel reserve the right to refuse entry into the venue or may call upon
Security Events Coordination or police to assist where required.
SECURITY – TICKETING BOOTHS
4 x Security personnel will be positioned at all cash ticketing booths at all times to ensure cash handling safety of ticket sellers.
Ticket seller roster changes will require 1 x security personnel to escort ticket sellers to and from the ticketing booth to the
ticketing operations area at times of staffing change overs.
SECURITY – VENUE PERIMETERS
8 x Security personnel will be required to secure and monitor any temporary fenced areas. This includes regular venue perimeter
inspections
SECURITY – ALCOHOL DESIGNATED AREA
Shall have one entry point only which will have 2 x Security personnel positioned at the entry point of the alcohol
designated area. 10 x Security personnel will be stationed throughout this area and will be responsible for;
- Checking for identification for legal age limit upon entry to this area
- Assistance to escort out of this area, overly intoxicated patrons who have been refused service and unruly behaviour.
SECURITY – AMENTITIES BLOCKS (TOILETS)
2 x Security personnel (mandatory male and female team) will be required to inspect and monitor all venue amenities to
ensure facilities are used for correct purposes.

2 x Security personnel will be required to inspect all incoming and outgoing vehicles including bags and car boots

REPORTING OF SECURITY INCIDENTS
All security personnel shall report any incidents to their Security Coordinator or onsite police who will determine the appropriate
action to be taken.
SECURITY EVENT CONCLUSION
Half an hour prior to the conclusion of this event, all gates will be open and all security personnel shall be redeployed to gates
to assist in crowd control exiting the venue.

Traffic Management Plan

PURPOSE
A special event (in traffic management terms) is any planned activity that is wholly or partly conducted on a road, requires multiple agency involvement, requires special traffic management arrangements, and may involve large numbers of participants and/or spectators. Examples are marathons, fun runs, cycling events, parades, marches, music festivals and street market days. The definition also applies to events conducted in their own venue if the event requires special traffic management arrangements and multiple agency support, from a traffic and transport perspective, a special event needs to:
• ensure the safe separation of event patrons, participants and volunteers from traffic, and to
• when applicable manage the reduced capacity of the road system,
• minimise the traffic impact on the non-event community, emergency services, and other road users

TRAFFIC MANAGEMENT PLAN
Preparation of a traffic management plan requires a procedure to be followed whereby all essential aspects of the plan are
considered in an ordered way. The following matters are considered in turn and incorporated into the plan if relevant:
Depending on circumstances, movement of traffic and pedestrians may be achieved in one of the following ways:
(a) Movement through the event area under closely controlled conditions
(b) Movement past the event area by means of a delineated path alongside but clear of the work area
(c) Movement around the event area by a detour, which may be via a side track or an existing road,
(d) Closure of the road for short periods during the event
SAFETY AND CONVEIENCE
The safety of workers through adequate protection from traffic and the safety and convenience of traffic is covered in the Traffic
Management Scheme and also includes provision for pedestrians and bicycles
Where pedestrians, including people with disabilities or visual impairment, have to move through, past or around an event sit e or
to cross the road within the event site, they shall be provided with and or directed to suitably and protected temporary footpaths
and crossing points, or formal pedestrian crossings, .
(a) Where pedestrian traffic has been diverted onto an existing roadway the pedestrian path shall be separated from vehicular
traffic.
(b) Adequate Surfacing should provide for prams, strollers and wheelchairs, and other mobility aids.
(c) The management of pedestrians at crossings on roadways temporarily will be considered in the Traffic Management Scheme
TRAFFIC AROUND THE WORK AREA (SIDE TRACKS AND DETOURS
When it is not practicable to allow traffic through or past the event area, it may be catered for by means of either a detour using
existing roads or a specially constructed side-track. Requirements and
Recommendations for the operation of side-tracks, detours and temporary crossovers will conform to local authority conditions.
The authority will also be advised when the restriction is removed so that all traffic can resume use of the roadway or struc ture.

NIGHT CONDITIONS
Where an event extends for more than a single day or is to be performed at night the requirements and recommendations for
operating or securing the site at night apply and will be incorporated in the Traffic Management Scheme
(i) Wherever practicable, any part of the normal roadway which is closed during the day and can be opened at night will be
opened.
VEHICLE SIZE AND LOAD RESTRICTIONS
Where the width, height or load-carrying capacity of the roadway or structure is to be temporarily reduced during works, the
appropriate authority should be informed in advance so that arrangements can be made.
INSPECTION
At a static site, when the erection of the signs and devices is completed and the condition of devices has been checked,
supervisory personnel who have traffic control experience will carry out a functional inspection before and after opening to traffic.
This inspection should be carried out along the travel path, and past all of the signs and devices. The same inspection should be
carried out at night with dipped headlights. If the arrangement is considered confusing or unsatisfactory, it should be adjusted
and re-inspected.
REMOVAL
It is most important that the relevant signs and devices be removed or concealed from view as soon as any activity is completed
or a hazard ceases to exist.
When the event is over and when appropriate, signs and devices will be dismantled in the reverse order to that of
implementation.
PUBLICITY
Depending on the complexity of the traffic guidance scheme and the length of time it is to operate, it may be necessary to erect
special signs to inform the public of the traffic guidance scheme. It may also be advisable to implement a publicity campaign
using printed material and local media, particularly the radio, it is the organiser‟s expectation that consultation with emergency
services, businesses, and the public will be part of the conditions of holding the event and will comply with all requirements.
TRANSPORT TO THE EVENT
It is the organisers intention where applicable to utilize the existing public transport systems i.e. buses, trains, taxis, where there
is a need to operate park n ride shuttle buses and also provide pick up and drop off points, these will be shown within the Traffic
Management Scheme.
TRAFFIC MANAGEMENT SCHEME
Forms part of the application to hold a special event, it is a detailed plan that shows the application of temporary traffic controlled
devices e.g.; signs, portable or temporary fixed traffic signals, and if required trained traffic controllers, It is the expe ctation of the
organiser that when required a trained professional traffic management firm [preferably local] would be engaged to carry out the
implementation of the Traffic Management Scheme.

Evacuation Management Plan
AIM The aim of this evacuation management plan is to provide a practical model for the evacuating venue attendees
at all Polyfest events. This plan is to be implemented during an emergency, and details operational guidelines to facility emergency controllers and other personnel who may be required to fulfil a key functional role during the various stages of an emergency
OBJECTIVE
a) To control or limit any effect that an emergency or potential emergency may have on site.
b) To facilitate emergency response and to provide such assistance on the site as is appropriate to the situation.
c) To ensure that all vital information is communicated to relevant and external agencies as soon as possible.
d) To facilitate the reorganisation and recovery operations so that normal operations can be resumed.
e) To provide relevant emergency training so that a high level of emergency preparedness can be continually
maintained.

INITIAL RESPONSE
Emergency Controller responsible for authorisation of an evacuation is Polyfest Director, Dean Harawira. All Polyfest
organisation structure positions will be designated to establish evacuation positions as follows;

POLYFEST PERSONNEL TEAM BRIEF
Team briefs will be conducted as part of induction training and shall include how emergency incidents shall be reported to Team Leaders/Supervisors/Department Heads.
EMERGENCY VEHICLE ACCESS
Access for emergency vehicles will be kept clear at all times. POLICE QUICK EXIT STRATEGY
A zip tie system will be employed by Polyfest where zip ties instead of metal collars will be used on alternate Temporary Fencing Panels to ensure quick and easy exit by Police, emergency workers and patrons in case of extreme emergency.
EVACUATION PROCEDURES
All Polyfest Departments shall be provided with a copy of the Evacuation Site Plan and a copy of the Evacuation Procedure which contains the following.
- Emergency contact details of the relevant emergency services, triple “000” should always be used. - Notification information required for an emergency;

Waste Management Plan
AIM
1. Reduce the volume of waste send to landfill through recycling; 2. To ensure the site is clean during and after the event; 3. To protect public health and safety; 4. To enhance the reputation of the event and generate goodwill among the public; 5. To make the event more attractive to tourists and other visitors
OBJECTIVE
1. Develop concise waste segregation principles to ensure that the appropriate final disposal method for each category of waste /recycling occurs.
2. Fully understand the waste generating areas of the event and have procedures in place for those specific areas and activities.
3. Encourage commitment from all teams, stall holders and the public to actively participate in waste avoidance, reduction, reuse and recycling programs.
5. Adopt policies and procedures to minimise the environmental impact of waste and disposal. 6. Monitor performance and review the Waste Management Plan at the conclusion of the Event. A local Parramatta Church group, Strong tower ministries have been engaged for waste management on the day of the event. The team consists of 20 members who will be performing the following duties;
Hourly rubbish sweeps of the general festival inner and outer areas will be undertaken where venue is held, ensuring no overflow of rubbish.
Hourly sweeps of sanitary areas.(Toilet areas cleaned, maintained, re-stocked where necessary)
On hand assistance for any immediate cleaning required.(Any spills, excess rubbish that needs to be cleared)
Stallholder Representative will be overseeing all stallholders and advising them of their responsibility of clearing Waste pertaining to their individual stalls.
Waste Collection Facilities:
20 Wheelie bins, lined at all times positioned strategically throughout the area. (Close to food & beverage areas) 15m Skip Bin Can Cage for Aluminium 3m Cardboard Bin NB: All bins will have lids and will be emptied and removed on 4th October Tuesday 2011, and will be removed from venue. Portable Toilets:
Approximately 30 portable toilets will be brought in by Polyfest to enhance the 2 blocks already on site. These will be monitored every hour, cleaned and re-stocked as necessary. Site Clean up:
Immediately following the event a crew will clear the grounds of all bulk rubbish, empty/remove 240ltr Wheelie bins and all other bins. The foreground areas of Sydney Speedway outside of the event site, access and egress areas affected with litter will be priority in order of the cleaning schedule. . At first light in the morning a crew will commence a „fine-tune‟ clean of ground areas related to event. All Wheelie Bins, Skip bins, Can cages and portable toilets will be removed from venue by suppliers. Responsible Officers:
