Beginning Octo- ber 1, he will take over from cur- rent president Andreas Holschneider, who is retiring at the end of the year. Rebulla, who has headed the Italian operation since 1985, has enjoyed a diverse international career at PolyGram, working in product management at Deutsche Grammophon and, prior to that. as president of PolyGram Clas- sics in New York. Says Rebulla, "While I will be sad to leave all of my friends and colleagues in Italy, I feel very honoured to be entrusted with the leadership of the best classical label in the world." Holschneider, who has been with Deutsche Grammophon for 22 years, has been president since 1986. It's the end of a long-playingera. With vinyl albums show-ing continued downfall, Poly -Gram has decided to shutter itsvinyl pressing plant in Baarn,Holland, on December I.

The 90 -employee factoryproduced 11 million vinylrecords in 1991, but PolyGramwitnessed its estimated outputfalling to less than six millionthis year, making closureinevitable.

The latest sales figurespaint a gloomy picture forvinyl's future. PolyGram calcu-lates that 1991 45/LP unit salesin Europe plunged to the 100 -million mark, a dramatic fallfrom the 200 million sold in1989. This latest figure repre-

Former PolyGram Italy presi-dent Gianfranco Rebulla hasbeen appointed president of Ger-man PolyGram classical companyDeutsche Grammophon Gesell-schaft (DGG). Beginning Octo-ber 1, he will take over from cur-rent president AndreasHolschneider, who is retiring atthe end of the year.

Rebulla, who has headed theItalian operation since 1985, hasenjoyed a diverse internationalcareer at PolyGram, working inproduct management at DeutscheGrammophon and, prior to that.as president of PolyGram Clas-sics in New York.

Norway Labels, Radio Lament MTV Blackoutby Jeff Green

The decision by Norway'scable TV operators to pullMTV Europe from their sys-tems last week (M&M, April11) was met mostly with frus-tration and disappOintmentfrom the local record and radioindustries, already concernedabout video exposure limita-tions.

BMG Ariola Norway, mar-keting director Morten Jensencomments, "During the lastfew years, MTV really helpedin breaking new acts. Now weonly have the national channelNRK, though hopefully thatwill change with the arrival ofTV2."

While noting that it's tooearly to gauge the impact oflosing MTV, Warner MusicNorway MD Mats Nilssonobserves, "It's a pity, as MTVis an important player. It wasstrange that the cable associa-tion wasn't willing to sit downand negotiate. It looks likeMTV was more eager to cometo some kind of conclusion."Nilsson says that, like most ofthe majors, Warner Music hadbeen running ads on MTV topromote upcoming albums.

Radio executives alsoappreciated the synergy theyhad with MTV regarding newmusic. Says Radio 102/Hauge-

sund head of music Egil Houe-land, "I regret this has hap-pened, as MTV heightensyoung people's knowledge ofpop music; there is no substi-tute. I hope MTV will be backon -air as soon as possible, but Iwill make no programmingchanges."

Radio Oslo PD AlisonChase agrees, noting, "I'vealways seen MTV as a goodvehicle for exposing our audi-ence to more music."

The issue of communitysupport plays a role in MTV'sstrategy as it evolves towards afee -structured system, andreports of public reaction inNorway are varied. MTV con-firms that its London office isreceiving frequent phone callsfrom anxious viewers. RadioNorge/Oslo also reportedlyreceived hundreds of calls.Adds Chase, "There's no doubtour listeners sorely miss it."

Meanwhile, cable TV offi-cials in Oslo and Haugesundreport virtually no reaction.Says Karmsund Kabel salesmanager Hans Horn, "A mar-keting survey last Augustranked MTV's popularity out-side the top 10; about 30% saidthey wanted it, and we'vereceived only one phone call."

After seven years as PD, Her-mann Stamped has left RadioSchleswig Holstein/Kiel (RSH)to form his own Kiel -basedradio consultancy Funk Biiro.His first clients will be RSH, thenews/talk station InfoRadio/Berlin and MOR/oldies/classicrock formatted Radio Gong2000/Munich.

Stumpert became thefirst PD of a statewideprivate station when hefounded RSH, and iswidely regarded as oneof the figureheads ofGerman private radio.

After over 21 yearsin the radio industry,including 14 with pub-lic station Saarlandis-cher Rundfunk, Stum-pert says, "I am sad toleave the station whichI founded. But I willstill be visiting both RSH andInfoRadio as a consultant. Weparted on very friendly terms."

Stiimpert hopes to provideadvice on programming andquality control, and says he willbe consulting all formats. "Withmy first clients, I am alreadycovering the whole spectrum of

German radio, from the consis-tent music format of RSH to thenon -music format of InfoRadio.

"I think private radio in Ger-many is only just beginning. Weare still a long way behind theUS. In the beginning, what wehad here in Germany was a suc-cessful brand of private stationswith one target group, 15-45,and one format, currenthits/oldies.

"Now we are intothe second stage of pri-vate radio's develop-ment, which began withInfoRadio. We arebeginning to see tighter -formatted stationsspringing up, concen-trating on particularareas. This is the future.It is absolutely vital thatradio changes from sell-ing quantity to sellingquality."

Taking over as PD ofRSH is Hans Scherer, formerpromotions director at the sta-tion. Scherer will be responsiblefor programming and editorial atRSH (see separate story page 6).

Norway's largest newspaperVG confirmed that it conducteda one -day "protest" campaign,which generating some 3.000calls. Reporter Bfird EspenHansen considers the response"enormous." He concedes, how-ever, "We kept the issue goingfor a few days. But now the fussis over. The pressure on thecable companies is probably off.MTV's viewers don't haveenough influence over the cableoperators-that's MTV's biggestproblem."

On the other hand, Hansenrecalled last year's incidentwhen "all hell broke loose" overa plan to drop CNN due to itsalcohol advertising, which isbanned in Norway. New legisla-tion exempting CNN was even-tually adopted. ,

Horn acknowledges thatwhile cable operators would likeMTV back on -air, they're pre-pared to live without it as longas is necessary. "There are other

alternatives," he says, pointingto a temporary agreement said tobe nearing completion withFrance's Euromusique to pro-vide 24 -hour music video enter-tainment. Norway's other exist-ing video choices include SuperChannel and Video Jukebox.

However, VG's Hansen callsany comparison between MTVand other video channels "ajoke." Sony Music Norwaymarketing director Jan Ostliagrees, saying, "To be quitehonest, I don't think any of theother channels mean anything atall," announcing that he is shift-ing his company's promotions toradio. He explains, "It's not thatmuch of a change on a short-term basis because it really putsus back to the situation beforeMTV came along. We're focus-ing on promotions, ad schedulesand more competitions."

Ostli observes, "We knowMTV cannot afford to lose thismarket long-term. It's going tobe a question of weeks ormonths and then I'm sure thingswill resolve themselves."

issues. Muchof the controversy centres onthe high economic stakes forUS radio stations, a situationwhich is likely to apply toEurope as well.

As a technology, DAB ispoised to fundamentallyshake up the radio market-place. Most AM broadcastersembrace DAB because itpromises them audio paritywith FM, while many FMbroadcasters assert theyshould keep their audioadvantage.

One of the problems in theUS is the oversaturated radiomarket. Many US broadcast-ers worry that DAB develop-ment will lead to hundreds ofnew licensed radio stations.As many experts view it, thecurrent station overpopulationin the US has helped to under-mine the industry's financialhealth.

NAB's own position onDAB has evolved to reflectthese market realities. Buttoday, concerns about eco-nomic dislocation have

helped con-vince NAB'stask force onDAB to con-sider in -bandalternativesfirst.

Much ofthe world is clearly set tointroduce DAB, with orwithout US support. Withthe added threat of satelliteDAB services, US broad-casters understand thesestakes and are prepared tomake the right choice topreserve America's US$9billion radio industry.

NAB's Radio Montreux,June 10-11, and a relatedEBU conference on DAB,June 8-9, will flesh out theseUS debates and discusswhat impact they'll haveamong European broadcast-ers, particularly existingbroadcasters from EC coun-tries that have concernsabout economic displace-ment resulting from DAB.

Says Attenborough, who turns70 this year, "It has long been myintention also to stand down aschairman of Capital at this point,in order to hand it over to someoneyounger. It is, of course, satisfyingthat I am able to do this just asCapital is established as having thehighest listening figures of anystation in London."

Baldwin Defends Authority's'Checks & Balances' Policies

UK Radio Authority chief exe-cutive Peter Baldwin stands bythe Authority's decision to awarda national franchise once againto the second- highest bidder,denying accusations that it is ablow to theindustry'scredibility oran embarrass-ment to theAuthority. Hecites it as anexample of animportant sys-tem of checksand balances.

Baldwinacknowledges,however, thatthe Authorityis somewhat handcuffed by the1990 Broadcasting Act, whichrequires that the regulatory bodypredict the viability of a stationover a period of eight years,forcing it into a role of crystalball -gazing.

of £4.01 million (app. US$6.7million) as unsustainable, grant-ing the licence to runner-upIMR (£1.88 million bid), a50/50 venture between VirginCommunications Ltd. and TV -am (M&M, April 11). Baldwinsays, "This is not an attack oncommercial radio. On the con-trary, the industry will benefitfrom this close scrutiny of appli-cants' business plans. It wouldhave been a severe blow if anunsustainable service had beenallowed to go on the air simplybecause it was the highest bid-der, and then failed halfwaythrough its eight -year licence."

Baldwin points out there is amajor difference between thissituation and what happenedwith INR1. In the latter case, thefirst national ,FM commerciallicence was lost by FirstNational Radio -The ShowtimeStation when it couldn't raisethe capital needed to finance its£1.75 million bid. The licencewas granted to the second -high-est bidder Classic FM, whichhas raised the cash for its£670.000 bid and has completed

test transmissions.But things never got that far

with INBC. Baldwin explains,"This is the system working. Thegovernment instituted a systemwhich left the bidder free to bidup to any sum. The regulator hasto assess that bid."

Baldwin says that some peo-ple-especially in the media-forget that the Authority is boundby the Broadcasting Act to putthe legislation into practice, notto make up the rules. He sug-gests that Parliament alter thesystem to make life simpler forbroadcasters, bidders and theAuthority.

"If the government still wish-es to derive this kind of moneyfrom the ownership of scarceresources, then I think it shouldreintroduce the old levy system,"says Baldwin. "Thus, once abroadcaster reaches a certainprofit threshold, an extra tier oftax would be triggered. Thatway 'excess profits' would becreamed off by the government.I think that is better than askingthe Authority to look ahead foreight years."

Five major UK record companiesare launching a new campaignunder the banner of "New StarsIn The Heartland" in efforts toestablish country as a majormusic genre in the UK.

Following the success of thenew wave of country stars in theUS over the last few years,WEA, Sony Music, MCA andBMG have joined forces withEMI to increase the profile ofUK country music .

The campaign was the brain-child of EMI strategic marketingdirector David Hughes, whohopes that the release of a com-pilation of hits from the newbreed of country stars will widentheir appeal also in Britain. Thealbum, entitled New Stars In TheHeartland, is being released byEMI on April 27 and will contain20 of the biggest country hitsover the past year in the US. It

Response from theother majors involved has beentremendous, and I hope we willbe rewarded by strong sales."

The release of the CD ties inwith the screening of the "25thCountry Music AssociationAwards" on Channel 4 on May 4at 19.00. It is the first time theawards have been screened onBritish TV at peak viewing time.Fifteen of the artists featured onthe CD are either playing live,collecting or presenting awardson the show, and eight of the 11live tracks on the show are onthe album. EMI is planningnational press advertising todraw reader attention to theCMA awards show.

CMA European directorMartin Satterthwaite says hethinks that the new breed ofcountry stars have a good chanceof becoming successful in the

UK, but not in the rest ofEurope. He adds, "This will onlyhappen if the record labels investin marketing and promoting keyartists." Satterthwaite says thatthere will be a full-time countrymusic cable TV channel in theUK by the end of the year, aswell as an announcement aboutthe first country music radio sta-tion in Europe, which he expectsto be in the UK.

The compilation was puttogether by UK country musicconsultant Richard Wootton,who hopes that it will give UKradio programmers some newideas. "Although country isbooming in the US, with morestations than any other format,it's almost impossible to hear itin the UK outside of the special-ist radio shows," he says.

During the first week ofrelease, the compilation will beadvertised in specialized countrymusic press and on local radio inEast Anglia. Hughes says hehopes the quality of the trackswill convince radio stations togive them airplay and stressesthe importance of radio in thecampaign. "Featuring the tracksoff the album on daytime radiowill play a vital role in maximiz-ing the album's success," headds.

Advertising campaigns havebeen run in national magazines

Q and City Reply and on LBCfor the week beginning April 4.Meanwhile, Virgin Megastoreswill be featuring the album on itsin-store listening posts, andHMV is planning a countrymusic theme campaign basedaround the: artists featured in thecompilation.

EMI is also releasing newalbums by Tanya Tucker, BillyDean and Suzy Bogguss, as wellas the second single What She'sDoing Now from. Garth Brookson April 27 to capitalize on thepublicity surrounding the countrymusic campaign. Belgium's leading independentrecord company Play It AgainSam (PIAS) has launched POPRecords to cater to more "com-mercial" domestic talent.

Says PIAS label manager JoeRobijns, "PIAS as a company isin constant evolution, and theappointment of Wally van Mid-dendorp as GM of the operationsdepartment is the next step."PIAS Holland MD Van Midden-dorp will also take on GM dutiesin Belgium, supervising label,sales and distribution in both ter-ritories. In Belgium, Robijns,Eric Deleeuw (sales) and FrankJanssens (distribution) will workunder Van Middendorp. Thelaunch of POP Records on March30 was part of PIAS's policy for1992, which is to focus on activeA&R and the building of a strongcatalogue, also with local talent.

Comments Robijns, "From allof the demos that we havereceived at PIAS over the lastyear, we have selected three newbands. Not the alternative prod-uct, but music for a broad youngaudience, suited to fit radio pro-grammes on national nets Radio2, RTBF2 and Radio Donna."He adds that the existing G-Rox-P label was looking more towardsgarage and heavier types ofmusic.

SilenZ Makes Noise With Hat Trick Promo CDDutch independent label SilenZ, part of the MMS group of companies, has withdrawn threeplanned singles and replaced them with one promo CD containing the three original titles. Thegenerally reduced importance of singles, plus financial considerations, forced the Amsterdam -based company to take the step.

The three tracks on the promo CD are When She Comes Back by Texan singer/songwriter PatMears, Leave Me In Tears by Paul K & The Weatherman and Golden/Carillo's Fire In NewTown. The sleeve print calls it a "three -different -singles -on -one -disc" (radio) promo item.

Says GM Wim Reijnen, "We have found that in the current situation you would do better tothrow your money in the canal than invest in singles. They still have a great value as a lead to thealbum, especially in France. Chart SurveyWarner Music is the leadingalbum and singles company inthe 1991 chart shares surveycompiled by Dutch organizationStichting Nederlandse Top 40.

On the album front, Warnerleads with 13%, charting 44albums in the Top 40. SonyMusic is runner-up with 11.6%,representing 52 charted albums.TV merchandising companyArcade is a close third with11.5%. BMG Ariola is nextwith 10.4%, followed byPhonogram (9.1%), EMI(9.0%) and Polydor (7.8%).

Warner's singles chart shareis 12.28%, followed by BMGAriola (11.88%), Sony Music(11.10%), EMI (10.42%) andArcade -owned Indisc (9.15%).

Rap, Ragamuffin Highlighted AtFirst Major Domestic Music Festival

Italy's rap and ragamuffin attacktook a step forward on March 28when a sell-out audience of 5.600attended the country's first majorconcert devoted to domestic talent.

Staged at the Palasport Turinand entitled "La Notte DeiMarziani Italiani" (The Night OfThe Italian Martians), the concertfeatured acts and artists such asFrankie HI-NRG MC (IrmaRecords), Aeroplanitaliani (Su-gar/Phonogram), Nuova Brigan-ti (Helter Skelter), La RazzaPosse (unsigned) and Isola Posse(Century Vox).

A crew from pubcaster StereoRai's dance/rock show "PlanetRock" was present to record theevent. Two hours were broadcastlive, with the remainder beingaired on April 4. Programme pre-senter Luca de Gennaro says theshow marked a significant point inthe development of domestically

produced rap and ragamuffin. "It'salmost like the old days of punkwhen all the record companieswere searching for punk bands," hesays. "The same thing has hap-pened with Italian rap but, in thefuture, it is only quality that willcount. Many rap acts are nowdelivering the same kinds of anti-government slogans. It is interest-ing to note that Frankie HI-NRGwas the most successful artist ofthe night because he writes lyricsthat are both different and clever."

Private stations, ranging fromnational networks Rete 105 andRadio Deejay to regional andlocal broadcasters Radio Norba/Ban and Radio Centro Suono/Rome, all give airtime to Italianrap and ragamuffin, but De Gen-naro says his "Planet Rock" pro-gramme was the first to take it seri-ously. "We play demo tapes sent inby acts and artists," he says."Labels listen to my programmesand then get in touch with the

groups, many of which are nowmaking records. Isola Posse, SudSound System and Il Generale

have also presented live shows inthe studio similar to the John Peelsessions on BBC Radio 1."

Scherer Takes PD Reins AtRSH, Targets Younger Demo

MOR/gold state-wide privateRadio Schleswig Holstein(RSH)'s new PD Hans Schererplans to target a younger audienceand include more lifestyle pro-gramming now that he is in thedriver's seat.

Scherer, who replaces Her-mann Stiimpert (see page 3, thisissue), says he will continue toprogramme a wide mix of gold,MOR and EHR for the station's15-45 age demo. "We will try tooffer more for our younger listen-ers because I don't think they'vebeen catered to enough in thepast," the new PD says. "We willalso work on gaining older listen-ers. We aren't trying to offer for-mat radio, but a palate of differentradio styles. I think this approach,along with more lifestyle themesand some new events in our pro-gramme, will make us more com-petitive."

Scherer admits that the stationhas been a little complacent in thepast. "Now it's time for us to rec-ognize that there is growing com-petition out there which we haveto be ready for," he says. "Mygoal now is toconcentrate onareas wherewe might gainmore listen-ers." Besides300.000 lis-teners inSchleswig-Holstein, RSHalso has50.000 inMecklenburg-Vorpommernand 30.000 inDenmark.

Scherer says he will conductmore music research and knockunfamiliar titles off thd playlist toimprove recognition and familiar-ity. In thinking of new ideas for

RSH has found that listenersmostly switch off during advertsor when a programme gets toowordy, and Scherer thinks theanswer is for the station to havemore lifestyle programming, cov-ering the sorts of issues that peo-ple on the street might discuss.Scherer says he will also recruitsome new DJs to sharpen up thestation's image.

Despite his proposed changes,Scherer stresses the importance ofhaving the station's founder,Stiimpert, as a consultant. "He'sbeen with the station since thebeginning, so it's obviously veryvaluable to have his advice," hesays. "He will be mostly advisingus about where we stand in rela-tion to our competitors and givingus a monthly analysis of our sta-tion."

Baudecroux Cites Gulf War,CSA For 24% Profit Drop

NRJ president Jean-PiulBaudecroux is blaming the EHRFM net's drop in 1991 sales andnet income on the Gulf War andthe loss of frequencies in thecountry.

NRJ's turnover fell by 3%from Ffr314 million (app. US$56million) toFfr303 millionin 1991, whileprofits fell24% fromFfr97 millionto Ffr74 mil-lion.

"is that wehave lost 20 big towns over thelast 18 months, which representsan audience pool of 1.2 millionlisteners. In compensation, wehave been given 30 small townswith a possible audience of450.000. Consequently, we havehad to spend more for a potential-ly smaller audience. We havealready warned the CSA of theeconomic consequences of such

actions, one being that we havebeen obliged to make staff cuts atlocal stations. It is hard to under-stand the CSA's attitude, giventhat NRJ was the leading FM sta-tion in these areas. It has givenpreference to local stations thateffectively only exist on paperand which, within months oflaunching, are obliged to declarethemselves bankrupt."

Despite this, however, Baude-croux was optimistic about thedevelopment of the network ingeneral. "In terms of audience,"says Baudecroux, "Cherie FMhas made the biggest advances ofall the FM stations in the Ile-de-France, increasing its audienceratings by 40% and allowing us tolaunch Cherie as a national com-mercial network last autumn. TheIle-de-France will be the acid testand, at the end of the next tradingyear, we expect to see animprovement in Cherie's financialposition."

Baudecroux says the companyis interested in expanding . intonorthern markets. "We are seizingopportunities wherever we can,"he says, "but we are particularlyinterested in northern marketsthat have the benefit of strongcurrencies. We are in a strongenough position to take up any-thing in Sweden or Norway. But.

for the moment, the most impor-tant areas are Germany and Eng-land. The classic example isBerlin. We are still waiting for thesurveys to come out to see whatour ratings are like. Commercial-ly, we have br9ken even only sixmonths after the launch."

Survey FindsTeenagers Highon NR.JNRJ is the most listened -to radiostation among 15 -20 -year -old audi-ences, according to a survey con-ducted by the Institute CSA andpublished in the high school maga-zine Phosphore.

The results were as follows:NRJ 14%; Skyrock-35%;Fun -29%; Europe 2-13%;France Info -12%; Europe1-10%; RTI.,-9% and Nostal-gie-7%.

According to the figures, 86%of teenagers in this age group listento one or more FM stations everyday. The survey was conductedthroughout France between Jan-uary 30 and February 3, 1992, andwas based on interviews with 802students. DR

The station has a poten-tial reach of 200.000, and willsplit its format during the day. PDHilde Furuseth will format alight AC/EHR mix with a specialmorning programme targettingRomerike-to-Oslo commuters be-tween 6.00-9.00.

A gold music programmebetween 12.00-13.00 will includebands such as the popularSwedish dance group Vikin-garna, while special weeklyevening programmes will focuson genres such as rock, AOR anddance.

Granaas, "We will not be as cosyas Radio Limelight nor as hipand cool as Radio 1/Oslo." RadioRox hasn't developed a fully sys-tematized playlist or rotation, butthe basic format is clear, saysGranaas. "You won't hear technoand hard rock at 20.00 on our sta-tion."

Charity foundation ONCE direc-tor general Miguel Duran hasattacked the decision by the'coun-try's private broadcasting associa-tion AERP to bar Onda Cerofrom its ranks (M&M, March 2).Onda Cero was expelled in mid -March on the grounds that capitalfor the ONCE -owned networkoriginated from a monopoly oflottery ticket sales to the public,and that Onda Cero could not,therefore, be classed as a privatenet.

awaited fifth album "In The Running," another set of well -crafted popsongs. To fulfil the demand in different territories, east west has decid-

ed to release two singles and schedule two different release dates forthe album.

In 1983, Howard Jones first struck it big and vegetables to becoming a worldwidewith his second single What Is Love. Recalls star in only a matter of months."

On the artistic level, his new album InThe Running marks a back -to -the -vegetable -selling -days attitude. Although synthesizersused to dominate his pop songs, Jones nowgives the fruits of his mind a more maturesound, as grand piano and other "real"instruments enter the musical scenery. Butthat's not where the changes stop. In the past,Jones recorded his album as a recluse insplendid isolation, but for the bulk of hisnew songs he chose to record in the presenceof his family in his home studio in Maiden-head, England. The rest of the RossCullum -produced and Bob Clear -mountain -mixed album was recorded in theL.A.-based A&M Studios.

The result of all this work is almost anew musical direction, more in line with theblue-eyed soul of Steve Winwood.,Lift MeUp, the first UK single-released on March23-is a prime example of this. In Franceand Germany, another single Two Souls isout, featuring Midge Ure on backing vocalsand Little Feat drummer Ritchie Heyward.The initial radio reaction and TV requests inthose territories were so big that east west isreleasing the album in the two countriesalmost a month before it will in the rest ofthe world (April 3 as opposed to April 27).

Nicol justifies this remarkable move."You have to be flexible when you get thechance. We're putting aside the pan-Euro-pean idea; every territory will always haveits own character and personal taste." Nicolis not afraid of importing problems. "Wedon't think we'll have any problems. We'realso not worried if a few go over the border.

It would be a problem with a major act likeSimply Red, but not for a middle -range actsuch as Jones."

Jones is on a transcontinental tour thatbegan April 8. He travels to North Americafirst, with European dates scheduled forMay. Says Jones' manager David Stopps,"The US is our best market by far. We'vedone very well with the second album[1985's Dream Into Action] which reachedplatinum. Live shows always took place invenues with a capacity of 10.000-15.000,which is much more than we were used to inEurope."

Even though Jones has musically comedown to earth, all concerts of the current tourare staged in small venues only. Jones willnot use a live band. All performances will bein an acoustic setting, with Jones behind thegrand piano and only percussionist CarolSteele (of Tears For Fears and Steve Win -wood -fame) sharing the stage with him.Explains Stopps, "The whole idea is to stripdown the songs to their naked essence andexhibit the strength of the singer/songwriter.He will show his most vulnerable, intimateside; not many artists can do that. After asecret tryout gig in the Orange in Fulham,we have received very encouraging reac-tions." Of all the album tracks, the sparselyarranged ballad Voices Are Back gives thebest idea of what is to be expected at suchlive performances. Adds Stopps, "We'reintending to set up a band tour in big venues.The US leg will be first, most likely begin-ning in August."

Engineers Heralding DABby Andy Bantock

At a one -day conference hostedby IBC Technical Services enti-tled "DAB-Music To YourEars?" some of the leading propo-nents of Digital Audio Broadcast-ing set out their views for thefuture-specifically the nextmajor development in radiobroadcasting technology.

Chaired by Dr. Brian Evansof Tantra Tek Ltd., delegateswere given a comprehensive out-line of the progress on the Eure-ka 147 system by Georg Plengefrom the Institut Fur Rundfunk-technik GmbH (IRT) in Munich.A leading light in the Eureka pro-ject, Plenge covered the reasonswhy a new digital system is need-ed, citing crowded frequencyspectrums and listener demandfor CD quality.

Pleng also outlined the prosand cons of terrestrial versussatellite delivery. It is very likelythat both systems will eventuallybe used with satellite transmis-sions on the 1.452 to 1.492GHzband in Europe and, as a result ofWARC 92, on the 2.310 to2.360GHz band in the US. China,Russia, the Republic of Korea,India, Pakistan, Singapore, SriLanka and Thailand will operateon band 2.535 to 2.655GHz, con-fusing things even further.

It is hoped terrestrial transmis-sions will eventually appear onBand 2, the existing FM band.But until a full transition occursfrom conventional FM to DAB, a"parking band" will have to befound, possibly at the VHF televi-sion Band 3 (170 to 230MHz).

Because of the way in whichDAB signals will be transmitted,and the fact that five stereo ser-vices can be accommodated with-in one "block" of DAB, it will bepossible to offer five national ser-vices on one single frequency.Small filler transmitters would beused on the same frequency tomake up for local dead spots.

Philip Laven from the BBC'sKingswood Warren researchcentre stated he believed DABwould turn out to be the mostimportant development in broad-casting, even more important thanHDTV. The BBC, as well asmany European broadcasters, hasbeen conducting experiments withDAB.

At the 1991 Radio Festival inBirmingham, the BBC set up alive test with both an FM and aDAB signal radiating at Band 3from the same point and at thesame power. It sent a bus out withswitchable headphones on everyseat to allow passengers to moni-

tor both signals, running regularround trips to enable interestedparties to hear DAB in action.

Philip showed the conferencea video shot from the bus with theFM and then the DAB sound-track; the results were impressive.The BBC currently has an experi-mental single -frequency networkup and running from its CrystalPalace transmitter, along with sixother low -power relays. The BBCis particularly interested in assess-ing the performance of DABwhere several different signalscombine at the receiver, makingmeasurements within houses todetermine the possible perfor-mance of portable receivers.

UK Radio Authority head ofengineering Mark Thomas con-centrated on the use of DAB forlocal stations. The Authoritybelieves that to offer as muchchoice as is currently available,local radio in the UK wouldrequire five frequency blocks.These would be of a much small-er size than the national or region-al blocks and would enable exist-ing stations to cover similarareas, as is now done. Thomasand his team at the Authority wel-come the challenge of DAB andlook forward to its arrival in theUK.

The subject of Radio DataSystem and its usage with DABwas covered in a dual presenta-tion by VG Electronics's BevMarks and RDS developmentmanager for BBC Radio MarkSaunders. They gave a briefdescription of the progress ofRDS in the UK and Europe andattempted to dispel the myth thatDAB would spell the death ofRDS. They pointed out that manyof the finer features of RDS wereequally applicable to DAB andthat the greater band width avail-able with DAB would allow morefeatures than are presently avail-able. There will definitely be agreat need for a cross-referencingof services from FM to DAB dur-ing the 10 -year change -over peri-od, a task ideally suited to RDS.

After covering the transmis-sion to DAB, the latter half of theconference covered the differentways in which the original signalmight be compressed to allow itto be used within the system.

The conference was giventalks and demonstrations on fourdifferent digital compression sys-tems, including several which arecurrently in use within otheraspects of radio broadcasting.

APT Belfast's Steve Cheungexplained how the APT -X100system works and gave a demon-stration of its use in ISDN form,with live stereo music and speechlink -up to the SSL offices in

Tokyo, Japan. The APT -X100system has been adopted as a

standard system for the newJapanese AM stereo broadcasters

for use both as an STL and a stu-dio contribution system. GrahamCarter demonstrated the DolbyAC -2 bit rate reduction systemwhich, unlike the APT system,uses psycho -acoustics. The sys-tem features the "masking" effect,where lower level signals areblocked out by higher level ones,along with effects attributable tothe ability of the human ear tohear particular sounds.

IRT's Detlef Wise and Fraun-hofer Gesellschaft's BernhardGrill illustrated the similaritiesbetween the ASPEC and MUSI-CAM systems, both of whichhave been combined to produce asystem called Layer 3, adopted bythe Eureka 147 group. Layer 3enables bit rate reduction to64kbit/s, meaning that more thanfive services could be accommo-dated within a single DAB block.

This may be used to provide"splitting": the ability to play dif-ferent ads or news to specificareas within your total coverage.What may happen is that normalprogramming would occur ataround 196kbit/s, the signal itselfwould split into smaller 64kbit/sgroups and the receiver (whichwould have to know where thesignal was) would select the rightsub -service.

DAB's FutureThere has been a lot of criti-

cism of DAB and its proponents.In issue 12 of M&M, Kurt Han-son said he thought that DABwould never happen.

I think the scene in the USmay be slow in starting. Frequen-cy spectrum is not so crowded asit is in Europe and the need for anational service is less in a coun-try like the US, with time bandsmaking breakfast several hourslong.

DAB, and specifically terres-trial DAB, is set to be the saviorof European radio, although onehas to pause to wonder whetherthe increase in services (becom-ing available as a result of DAB)will find takers in an increasinglycompetitive market.

Granted, DAB is an engineer'sdelight, but I believe it also offersreal advantages to the consumer,including the possibility of "fid-dle -free" radio in high quality. Ifthe frequency planners can gettheir act together, we may see theintroduction of DAB serviceswithin the next couple of years.All it takes them is receiver manu-facturers (which were well repre-sented at the conference) to pro-vide the goods, and the biggestrevolution in radio broadcastingcan begin.

Digital "Cart" Player By JTMHolland's JTM Productions haslaunched an add-on unit for a stan-dard PC, allowing it to be used as ahard disk recorder/player. Com-prising a 16 -bit plug-in card and a19 -inch rack -mounted expansionbox for the audio connectors andadditional electronics, the DCPcan store 16 minutes of stereosound on a 40Mb disk with a guar-anteed access time of less than5mS.

For spot effects, 10 differentsounds can be assigned to the com-puter function keys, while another10 can be placed in a pre -deter-

mined "stack list." The DCP fea-tures an auto -threshold record startfeature which only begins record-ing when the input reaches a pre-set level, preventing "late starts,"which can often waste valuabletime.

Shakespears SisterA top -charting single in the UK does notalways guarantee automatic business on theContinent. This is what London experi-enced with the Shakespears Sister singleStay. A number one in the UK for fourweeks since mid -February, the single failedto register much airplay on mainland Euro-pean stations. As a result, Londondirector/international marketing John Reidwas about to give up.

"We got bad feedback from radio", saysReid. "Many thought it was too much of aballad; others did not appreciate the songsuddenly exploding in the middle. Especial-ly in Germany, we faced tremendous resis-tance. In the first week, we got 10 plays onthe single. Two weeks later, when it reachednumber 2 in the UK, we received 35 playsand then got really worried. It was notbuilding at all, and we realized the band didnot have much of an image in [continental]Europe. The German company worked real-ly hard to overcome that problem and start-ed an extensive flypostering campaign."

In the end, this strategy paid off. With acurrent chart position at number 9, the sin-gle is approaching sales of close to 50.000copies. But, more important, it has also hasfuelled sales of the album HormonallyYours, which debuted at number 88 andseems destined for bigger things.

According to Metronome head of A&ROliver He'wig, the act wasn't broken on theback of radio. "The single entered the air-play charts only two weeks ago. Based on

sales alone, it got into the normal singleschart. In the past, a number one hit in theUK meant an immediate European hit. Dueto the fact of changing tastes in the variousterritories, that has certainly changed.

"Also, we don't have the benefit any-more of the ARD TV programme 'FormelEins'-sort of our 'Top Of The Pops' -which showed German kids what's new inthe UK. With an extensive street pesteringcampaign we corrected that. We invested alot of money in the band, but with theirdebut album Sacred Heart selling 40.000copies, we knew there was a solid base."

Similar problems were encountered inHolland where, apart from a few spins onNOS's primetime "Avondspits" show, thesingle failed to attract significant airplay.Phonogram Holland international market-ing manager Mies van der Schuit reme-died this by directly targeting retail. "Wefinally got their support but we still haven'tovercome the resistance of radio. I thinkthey're asleep. How can you ignore a recordthat's number 1 in the UK?". The single iscurrently number 28 in the Dutch chart andvan der Schuit plans to start a point -of -salecampaign coinciding with the duo's concertin the Paradiso on May 14.

"There is a lesson to be learned fromEurope", concludes Reid. "Before we goingto radio, we now know that we have to cre-ate a bit of excitement first. We're going towork press and retail before anything else."

LUCKY TOUCH: Hats off to Sony Music, whose Bruce Spring-steen albums Human Touch and Lucky Town occupy the number 1and 2 positions, respectively, on the European Top 100 Albums.It's the first time one artist has controlled the two top slots. Guns N'Roses' Use Your Illusion Part I hit number 2, while Part II peakedat number 3.

GRENFELL TO WARNER: Ian Grenfell has been appointedWarner Brothers marketing manager for Warner Music Europe,reporting to VP marketing David Evans. Previously, Grenfell wasmarketing manager at PolyGram UK.

SOME THINGS NEVER CHANGE: Speaking of Italy's elec-tions, the country faces the prospect of a new coalition governmentfollowing the shock results of the general election. The ChristianDemocrats, the major power party, had its biggest share drop since1948. Fellow coalitionists the Socialists and Social Democrats alsodropped votes while the Liberals showed a small share increase.Despite the shift, don't expect any changes in the broadcasting bill.Regulators have their hands full with TV.

GERMAN SALES: The latest BPW figures over 1991 show theGerman record industry's retail value to have broken the DM4 bil-lion barrier, an increase of 10.8% over 1990. CD albums were thebig winners, with a unit growth of 35.3%; CD singles skyrocketed55.3%. Vinyl LPs plummeted from 39.6 million units in 1990 to 20million-a mere 9% of total soundcarriers.

RUMOURS?: Following the move of Nick Gatfield to PolyGramin the US, the London rumour mill points to several A&R execslikely to be playing musical chairs. Some names mentioned: RCA'sKorda Marshall, Virgin Music's Mike McGormack, Virgin'sWilly Richardson and WEA's Michael Rosenblatt. And is DavidSimone up for a hot seat at PolyGram UK? And what about ex-A&M Europe VP Russ Curry staging a comeback in the interna-tional record business?

WESTERNHAGEN MANIA: Westernhagen's latest album Ja,Ja went platinum after just four days and sold over 500.000 units inless than a week. Warner Music Germany reports it is the fastest -

selling domestic album for them ever, matched only by PhilCollins on the international side.

Comments VCGC corporatedirector Will Whitehorn, "Theformat we've proposed doesn'texist in independent local radio[ILR] or national radio. Eighty per-cent of the material will be post -1970. We will not concentrate onchart music, though there will beperhaps one chart show a week."

Whitehorn says the program-ming, targetting 18 -40 -year -olds,will feature the best rock musicover the past 20 years. "Our defini-tion of rock includes all types ofmodern contemporary music," hesays. "That includes everythingfrom hard rock to soul, reggae andfolk." Although there will be occa-sional live studio sessions and aminimum of new tracks, the formatwill not concentrate on new music.

Whitehorn continues, "It willbe a much broader format than isusually heard on ILR or BBCRadio 1," he adds. "We are look-ing for the audience who are notbeing catered to and who are pre-pared to turn to AM if the musicthey want to hear is available."

The classic rock orientationcould help boost back cataloguealbum sales. Comments AristaRecords UK radio promotionsexecutive Paul Kindred, "It will

start forcing labels to capitalize onthe idea that We had that out and itwas a classic album, so let's give itanother shot because we aregetting play on a national station.'"

Kindred says the station will bea good outlet for the old albumsand anthologies. "That will alsogive us money because it doesn'tcost much to repackage some ofthis stuff."

However, he is somewhat dis-appointed that the service will notplay much new music since itwould be a perfect way to exposenew artists. But Kindred thinks thelive sessions could help make upfor that shortfall.

When asked about the difficul-ties of programming music on anational scale, Whitehom replies,"There will be the possibility ofsome local opt -outs. But this audi-ence will generally be more inter-nationally minded, not so centeredaround their own region."

He says it is not a matter offinding an audience, but rather that"this audience is looking for some-thing of that type in the UK."

He continues, "As far as attract-ing advertisers to radio, one of thethings that TV -AM is very good atis selling broadcast advertisingnationally. Nobody else does it inthis country. With Virgin's strengthin music and marketing and TV -AM's strength in marketing andsales, I think we have put togethera very credible bid."

Regteren says vinyl productionwill quickly be something of thepast. "Until recently, we were stillmanufacturing for southernEurope and Germany," he says."Now with Germany also show-ing a downfall, demand has sunkto a level that it's no longer com-mercially viable to run the factory.I'm sure that for some years, cer-tain companies will continue tohandle small quantities. But pro-fessionally speaking, it's over."

Van Regteren expects futuredemand from PolyGram compa-nies for 12" vinyl (albums, maxi -singles) to be handled either on alocal level (mainly Italy, Spain)or via third -party, custom -press-ing deals. Requests for 7" vinylwill be dealt with by the Louviersplant-together with PolyGram'sCD factory in Hanover, pur-chased from Philips last year fora total of approximately US$100million.

Vinyl production at otherEuropean plants is showing asimilar decline. The Sonopressplant in Guetersloh, Germany-manufacturing for BMG, Virginand Intercord-plans to stopvinyl production next January. "Ithas really gone down," saysSonopress sales director RolandRamforth. "Three years ago wehad an annual production of 50million; last year it was down to23 million and it'll be about 8million this year if we're lucky."

Cologne -based EMI Electro-la Operations presses vinyl forits European affiliates but,

Estimatesfor evening coverage remainunclear, though there has been talkof additional boosters being usedto improve the nighttime signal.

Says TV -AM controller/publicaffairs David Keighley, "Our busi-ness plan has taken into accountthe fact that you don't get goodreception in the evenings. Howev-er, data compression is on the hori-zon. That means-and we are 90%certain of this-by 1995 there willbe FM availability."

As far as wooing an audienceto AM is concerned, Keighleyreplies, "Just look at CapitalGold/London. They are playingmusic people want to hear. Withnational commercial radio being anunknown quantity and a new medi-um, we shall be selling very hardto attract advertisers to the service,as well as to radio:"

Virgin Communications chair-man Robert Devereux, who willserve on IMR's board of directors,conservatively estimates that IMRcould earn about £5 million in adrevenue in 1993. He says thatcould rise to about £9 million thefollowing year and £11 millionafter its first full fiscal year. Subse-quent revenue would be £14-15million annually, he predicts. MMc

It's very hard to predict whatwill happen; we'll have to lookeach month at how things aredeveloping." The company pro-duced 12-13 million units lastyear and Wottawa expects outputto decline to between six to eightmillion.

Warner Europe's manufac-turing plant in Alsdorf, Germany,still produced 12 million vinylalbums last year, but that figure isexpected to drop over 1992.

EMI UK's pressing plant inHayes made 260 people redun-dant (60% of the total work force)last month following a 70% fallin production. Back in January1991, Sony UK closed down its

vinyl centre at Aylesbury, leavingEMI as the only UK major in thevinyl business. There is a possi-bility that EMI will also start con-tracting vinyl production out.

Sony Operations in Haarlem,Holland, manufactured 28.6 mil-lion vinyl units last year for Euro-pean distribution (see table), butmanager/stock control ReneColegem predicts this to dip to 20million. "But I don't even dare tosay if we'll reach that. The down-fall is going very fast."

Sony is pressing a sizablenumber of vinyl only for majorfrontline releases. Of the 4.7 -mil-lion shipment for Michael Jack-son's Dangerous album, close to9% was reserved for Europeanvinyl pressings; the release of thetwo Bruce Springsteen albumsyielded 150.000 units on vinyl,

the bidding before the first wave oflicence re -advertising for existingservices commences later this year.This would allow a present licenceholder to bid for a regional fran-chise instead of renewing itscurrent ILR licence.

Baldwin points to the successin London of specialist -format sta-tions such as KISS FM ' andMelody. Baldwin writes, "InGreater London, the various ILRservices now take a 54% share ofall radio listening, as compared tothe overall UK proportion of 38%.Second, the availability of servicestargetted strongly towards age -

groups or other demographic sec-tors of the population appears tohave proved a major attraction toadvertisers, who would evidentlywelcome an extension of opportu-nities for buying similarly clearlydefined ILR audiences in the othermain marketplaces besides Lon-don."

He says the only way such sta-tions would be commerciallyviable outside the capital would beto "spread their availability over awider geographical area than thepresent ILR Top 40 and gold sta-tions need to."

The exact details on the biddingprocess, advertising timetable,technical specifications and cover-age area have not been worked out,says Authority spokespersonTracey Mullins. "We are still con-slting with the AIRC," she says."This has to be done before anyfinishing touches can be done. Weare still in the preliminary stages."

Mullins adds more details willbe outlined when the Authoritypublishes a consultative documentabout licence re -advertisement inearly May.

The plan has already drawncriticism from the AIRC, which

says the Authority might be mov-ing too fast. Reports AIRC directorBrain West, "Generally, the feel-ing on the board is that it is notadverse to the idea of expansion.But it [the Authority] should not berushing into it given the state of theeconomy and industry. The pace ofdevelopment by the Authority hasto be judged. Sure, commercialradio has increased its listenershare, but that has not translatedinto an increase in revenue.

"Their brief-via the 1990Broadcasting Act-might be toincrease listener choice and tell usthe market is our problem. But byadding more services, they are cre-ating difficulties in the market. Thecake isn't getting any bigger, butmore slices are being taken fromit."

The EHR Top 40 chart is based on a weighted -scoring system. Songs score points by achieving airplay at M&M's EHR reporting stotions. Unlike M&M'sEuropean Airplay Top 50, whichincludes reports from stations serving a general audience, these stations target 12-34 year -old listeners with contemporary music fulltirne or during specific dayparts. Songs in "A" rotation airplayreceive more points than those in "8" rotation or more limited airplay exposure. Stations are weighted by market size and by the number of hours per week committed to the format.

The EHR "Thartbound" chart fists the total number of EHR reporting stations playing newer songs that do not yet have enough airplay points to rank among the EHRTop 40. The second number represents how many stations reported it to AIM for the first time. Songs which have received no new airplay for two consecutive weeks will bedeleted from this chart, but may reappear with new airplay. In the case of a tie, songs are listed by new adds. Asterisks indicate new entries in Chortbound.

PRINCE IS CASHING INAnnie Lennox is undergoinga strong increase in totalstations this week, but airplayof Why is not yet strongenough to take the top spot ofthe EHR Top 40 from BruceSpringsfeen's Human Touchwhich is also registering newstations. Both records haveacross-the-board impact,although Springsteen scoresbetter in Germany.

Prince can claim the fastestclimber this week, with MoneyDon't Matter moving up fromnumber 20 to 6, mainlybecause of exploding airplayin the UK, Germany and theBenelux. Also this week's MostAdded (121, Money Don'tMatter is the singer's fourthsingle in seven months to hittop 10, following Cream(peaking at number 3),Diamonds & Pearls (61 andGett Off 110).

With You moving up tonumber 9 this week, Dutch actTen Sharp becomes thesecond-best scoring act frommainland Europe this year;Roxette's Spending My Time

peaked at number 5 inJanuary. The band continues todo well in the UK, the GSAterritories and Scandinavia.

Another big jump for theCure, whose High is alreadyat number 17 after only twoweeks. The single-taken fromthe band's forthcoming newalbum Wish (released April21)-is getting its best reportsin the UK and Italy, whileScandinavia shows majorpotential as well.

Following the release of theAdrenalize album, Sheffieldrockers Def Leppard aremaking a surprisingly highentry on EHR. Entering atnumber 21, the single is inrotation on nearly 55% ofM&M's EHR database in theUK, and is picking up airplayon major stations in Italy,Spain and Holland.

Second-best entry goes toSoul II Soul's latest singleJoy. It is the band's first EHR-charting single and is receivedbest in the UK, Sweden andHolland.
