The Port of Moerdijk is a thriving port on the Hollandsch
Diep. Safety & security, sustainability and value creation
are core values for the further development of the
logistics and process industries in the area. The Port
of Moerdijk is an important economic engine for the
region and offers direct and indirect employment for
more than 18 000 people.

THE FUTURE
THEN
The 60’s Drinking water reservoirs are built in the Biesbosch
area. Sand excavated here is used for the construction
of a new port and industrial estate between Moerdijk
and Klundert. This new area, filled with activity, offers
a challenging working environment for young people
from the region.
The 80’s The port and industrial terrain are divided into
4 themed areas, a formula that works well.
The 90’s Operations and the issue of land increases rapidly.
Logistics service providers also find their place in
Moerdijk. The Port of Moerdijk becomes a significant
port and industrial estate.
The Noughties The new port sets a clear, strategicncourse. It presents
a clear picture of the type of port and industrial estate
that Moerdijk wants to become by 2030.
In 2030, the Port of Moerdijk will be the most important
port and industrial estate in the sectors of sustainable
logistics and sustainable chemical and process
industries within the powerful collaborative network
of the Flemish-Dutch Delta. In order to get there, the
Moerdijk Port Authority will focus heavily on the further
development of the unique features and complementary
activities in the port area in the coming years.
With far-reaching ICT developments, sustainability trends
and the realisation of “Logistiek Park Moerdijk” (Logistics
Park Moerdijk).

THE MOERDIJK PORT AUTHORITY MANAGES, DEVELOPS AND OPERATES THE PORT AND INDUSTRIAL ESTATE OF MOERDIJK. THE PORT AUTHORITY IS A JOINT-STOCK COMPANY WITH PUBLIC SHAREHOLDERS: THE PROVINCE OF NOORD-BRABANT AND THE MUNICIPALITY OF MOERDIJK. THE SUPERVISORY BOARD IS MADE UP OF THREE MEMBERS.

THE PORT OF MOERDIJK IS THE MOST “INLAND-LOCATED” SEAPORT WITHIN THE NETHERLANDS. RIGHT IN THE HEART OF THE FLEMISH-DUTCH DELTA, STRATEGICALLY LOCATED BETWEEN TWO INTERNATIONAL PORTS. • In the 2030 Port Strategy for Moerdijk, the
concept of a secure port is one of the three
guiding principles. In addition to further
optimizing the existing security conditions, the
plans and measures also focus on viability, new
security concepts, (cyber) crime and the threat
of terror.
• A professional fire brigade team is resident in
the port and industrial estate. The fire brigade
is active seven days a week, 24 hours a day and
able to arrive on site within six minutes. With
up-to-date equipment and new fire-fighting boats
in and near the port, the fire brigade is perfectly
equipped to deal with fires and other disasters.
The professional fire service is a private and public
partnership between the Central Safety & Security
Region and West-Brabant and the “Stichting
Bedrijfsbrandweerzorg Moerdijk” (SBM), in
collaboration with the Municipality of Moerdijk,
the Moerdijk Port Authority and the business
community within the port and industrial estate.
It’s a special collaboration between government
and business, one of which we are proud.
• A Port Health Centre has also been established.
This medical centre provides companies with
professional, medical assistance services in
case of accidents. Companies can rely on a wide
range of specialist medical services, from general
medical care and vaccinations to travel advice and
investigation services for offshore situations or
chemical-related issues.
• Camera security on site and on the waterfront,
number plate registration, as well as weight and
quantity-calculation.
• The Stichting Beveiliging Industrieterrein
Moerdijk (SBIM): a collective safety and security
association, requiring the mandatory participation
of all companies. Responsible for surveillance
services, monitoring of access roads/escape
routes, camera control, emergency alerts and
prevention advice.
• The International Ship & Port Facility Security code
(ISPS) prescribes mandatory measures pertaining
to the security of ships and port facilities. All
companies with ISPS codes must employ a Safety
Officer in order to be authorized to handle
seagoing vessels. 22 companies comply with the
ISPS code in the port of Moerdijk.
• The Communication Centre of Port Authority
Moerdijk (HMCC) plays a key role in security
issues. It monitors all transport movements on site
and on the water 24/7. In case of emergencies,
immediate action is taken. If necessary, the HMCC
serves as a crisis centre.
• The Port of Moerdijk was the first seaport to be
awarded the “Keurmerk Veilig Ondernemen”
(KVO-B), i.e. a professional certification for safe
and secure companies. Collaboration between
entrepreneurs, the community, police and the
fire brigade is hereby guaranteed. Nuisances and
criminal activity are being tackled and safety and
security in the area will be increased.
SAFETY & SECURITY ARE CRUCIAL IN THE PORT AND INDUSTRIAL ESTATE OF MOERDIJK. THE SIZE OF THE ESTATE AND THE ESTABLISHMENT OF COMPANIES IN HEAVY ENVIRONMENTAL CATEGORIES REQUIRE A COMPREHENSIVE AND TIGHT POLICY IN THIS AREA. THE PORT OF MOERDIJK INTENDS TO GUARANTEE AN EXEMPLARY SAFETY AND SECURITY RECORD AND BECOME THE MOST SECURE PORT AND INDUSTRIAL ESTATE IN THE FLEMISH-DUTCH DELTA BY 2030.

• The port and industrial estate of Moerdijk is the
first existing area in the Netherlands to have the
BREEAM-NL Area Certification. This Assessment
Directive assesses the sustainability performance
of existing areas. The port and industrial estate,
which counts as the largest area that’s been laid
out according to the BREEAM-NL gauge, has been
rated as: VERY GOOD (3 stars).
• Participation in EcoPorts, a network of ports
and port professionals in Europe to exchange
knowledge and experience on environmental issues
within ports.
• Ships with a Green Award certificate are extra clean
and extra safe. They receive a discount on tariffs,
in order to encourage more sustainable shipping
practices.
• Various companies within the port and industrial
estate of Moerdijk produce their own heat/
steam. This is for personal use in their production
processes, but also for sharing with other
companies.
• The annual Environmental Monitoring gives a
description of the environmental conditions in and
around the port and industrial estate of Moerdijk,
the ongoing projects and the sustainability of the
site. Central themes: energy, air, waste, water,
noise, nature and environmental complaints.
• Adjustable system for public LED lighting. This
saves energy and reduces CO2 emissions and air
pollution.
• Attention to social sustainability by organising
an environmental round table (Omgevingstafel):
a discussion platform emanating from the
Port Authority, representatives of companies,
representatives of the municipality, residents and
residents’ organizations from the nearby residential
centres. Goal: to share information, take each
other’s needs and ideas into account, creating
understanding and support.
• Working in accordance with the Port Environmental
Review System (PERS), a European port-
specific methodology to independently assess
environmental performance.
• The Moerdijk Port Authority has designated an
area of no less than 57 hectares as “temporary
nature”. This approach ensures that nature is given
“breathing space” for a specified period to develop
and strengthen. In return, the Port Authority is
given the legal mandate to remove/develop these
“natural areas” at a later date.
SUSTAINABILITY IS A COMMON THREAD WEAVING THROUGH THE MANAGEMENT OF THE MOERDIJK PORT AUTHORITY, AS WELL AS THE NEW DEVELOPMENTS IN THE PORT. EVERYTHING IS AIMED AT MAKING THE PORT MORE SUSTAINABLE AND ENSURING IT BECOMES THE MOST SUSTAINABLE PORT IN EUROPE BY 2030. IN THE 2030 PORT STRATEGY FOR MOERDIJK, THE CONCEPT OF SUSTAINABILITY IS ANOTHER OF THE THREE GUIDING PRINCIPLES.

IN 2030, THE PORT OF MOERDIJK WILL BE THE MOST IMPORTANT PORT AND INDUSTRIAL ESTATE IN THE SECTORS OF SUSTAINABLE LOGISTICS AND SUSTAINABLE CHEMICAL AND PROCESS INDUSTRIES, WITHIN THE POWERFUL COLLABORATIVE NETWORK OF THE FLEMISH-DUTCH DELTA.
TO ACHIEVE THIS, THE PORT OF MOERDIJK HAS DEVELOPED 3 KEY STRATEGIES THAT ARE CLOSELY INTER-RELATED AND REINFORCE EACH OTHER: THE DEVELOPMENT AND EXPANSION OF THE “EXTENDED GATE”
FUNCTION IN RELATION TO ROTTERDAM AND ANTWERP THE FURTHER EXPANSION OF SHORT SEA SHIPPING ACTIVITIES
THE DEVELOPMENT AND GREATER SUSTAINABILITY OF THE CHEMICAL INDUSTRIAL COMPLEX
In order to quickly implement the growing global container flows in the seaports of Rotterdam and Antwerp, a
good “gateway” into the hinterland is crucial. The Port of Moerdijk can perform the task of “extended gateway
“extremely well. With reliable and numerous multi-modal hinterland networks and direct water transport
networks from the Maasvlakte to Moerdijk. Work is being done on:
• Deployment of more exports: a growing stream of luxury products from Western Europe to Asia
• Positioned as a consolidation locale for return freight from the European hinterland to other continents
• Strengthening value-added logistics in the Moerdijk region, creating scale, high quantity and employment
• A flexible and durable synchro-modal transfer point, where a seamless switch between the different modes
of transport can occur.
EXTENDED GATEWAY
The direct sea connection makes the Port of Moerdijk very attractive for intra-continental maritime traffic.
Short Sea shipping services require timely and reliable handling. They must also be able to quickly and easily
switch containers to other modes of transport, and to other destinations. The Port of Moerdijk already
provides excellent services and will further expand its Short Sea activities by:
• Increasing its strong position in bulk traffic (dry and wet)
• Increasing its scale within the area of intra-continental container transport
• Investing in the quality of railway facilities
SHORT SEA SHIPPING
Moerdijk is already distinguished by a strong position in the fine chemical industry and enjoys a good starting position
for growth in the bio-based chemical industry. Increasingly advanced innovations offer plenty of opportunities for
greening the chemical cluster by 2030, such as the overlapping use of residue materials. The pipeline network can be
used optimally. The Port of Moerdijk is not only going to be a major customer of green energy in 2030, but also a major
supplier. With less CO2 and methane emissions, and an important transfer port for green residual products and bulk
goods, “Groen (Green) Moerdijk” will become a unique location. Not only for the chemical and processing industries,
but also for companies which require high-quality maintenance services.
To develop and grow the sustainability of the chemical industrial complex by:
• Encouraging growth in the fine chemical industry and acquiring companies that function in a complementary
manner within Moerdijk. In this way, the unnecessary transport of dangerous substances is avoided, among
other advantages.
• The strengthening of the bio-based based chemical industry and circular economy, by making optimal use of
cross-overs with other industries and clusters.

IN ORDER TO BECOME THE HUB OF SUSTAINABLE LOGISTICS AND PROCESS INDUSTRY IN THE FLEMISH-DUTCH DELTA, EVERY NEW DEVELOPMENT WILL HAVE TO BE IN LINE WITH THESE THREE PRINCIPLES.

WITH EVERY (FUTURE) DEVELOPMENT IN THE PORT AND INDUSTRIAL ESTATE OF MOERDIJK, THE RELATIONSHIP BETWEEN “PEOPLE, PLANET AND PROFIT” MUST REMAIN WELL-BALANCED. IMPROVING ONE MAY NOT BE DONE AT THE EXPENSE OF THE OTHER. THIS IS AN IMPORTANT STARTING POINT FOR THE PORT STRATEGY OF MOERDIJK FOR 2030.
A habitable, safe and healthy living environment, even if you live
close to the port area, is of great importance for a good quality of
life. This requires plenty of opportunities to live, work and recreate
in an attractive environment. Numerous aspects contribute to
ensuring this:
• The involvement of local residents from all the core areas,
so that they can collaborate early on with regard to changes
that could affect them. For example, by participating in the
environmental round table (Omgevingstafel): an accessible
platform where companies, governments and local residents
conduct discussions in an open and constructive way, share
tips and ideas with each other and exchange experiences. This
happens within a virtual digital community, but four times a
year an event is held around a real table.
• The creation of an attractive business environment for (future)
companies stimulates employment.
• Intensive cooperation between companies, educational
institutions and public authorities to match the supply of
training and demand from businesses
• A municipality focusing on attractive and distinctive living
environments to the west and south of the port area, with the
theme: Living In and on the Water.
Ecological sustainability and good stewardship of our natural
environment are extremely important for our collective future. The
Port Authority Moerdijk is investing heavily to ensure future climate
resilience, safety & security and creating nature-centric values
within the area:
• Structural collaboration between the Moerdijk industrial
community, nature and environmental organisations, and
governments, pertaining to issues such as energy, water, sound
and nature.
• Implementing measures to preserve and strengthen the
environmental qualities, bio-diversity and other ecological
factors, as defined in the Nature Management Plan for 2014 -
2030. A plan which guarantees the sustainable survival of flora
and fauna in combination with the economic development of the
area, as far as possible.
• Working in accordance with the Management Plan Protected
Species, guided by nature-friendly management of land.
• Close collaboration with an external “home ecologist” who
supervises the protection and advancement of the flora and
fauna in the area (e.g. breeding grounds, swallow wall, protected
flower and plant species).
• Drafting, with ensuing actions in accordance with the
implementation agenda of the Security Vision 2030.
• Striving to develop an energy-neutral port and industrial estate
by 2030 by means of solar energy, biomass, geothermal energy,
reduction of CO2 emissions, sustainable networks, recycling and
the re-use of raw materials.

OUR PLANET
Strengthening and expanding the logistics and processing industry
in the area, expanding trans-shipping volumes, as well as the
further improvement and expansion of modes of transport,
will result in the healthy economic development of the Port of
Moerdijk.
As a result, the Port of Moerdijk will be the most important port
and industrial estate in the Flemish-Dutch Delta by 2030. This will
lead to:

• The realisation of innovations
• An expanded labour market
• Growing use of natural resources

THE UNDER KEEL CLEARANCE (UKC) IN THE PORT OF MOERDIJK IS AT LEAST 5% OF THE CURRENT DEPTH AND IS APPLICABLE IN ALL THE WATERWAYS AND BASINS.

NAP UKC MARIFOON
Position 1The current water level is NAP.
The maximum depth is 85 dm.
Position 2The current water level is NAP + rise (rise) X. The
maximum depth is now 85 dm + X, with a maximum
of 89 dm in fresh water. The UKC (Under Keel
Clearance) in the port of Moerdijk is at least 5% of
the current depth in this example 4.5 dm. Note: The
gradient/rise X may be negative.
The gradient/rise X may be negative. The
actual water depth at the berths may vary in
relation to the indicated depths in the basins.
This is the responsibility of the facility owners.
In addition to the restrictions imposed by
the Port Authority Moerdijk, there are other
restrictions on the waterways Oude Maas
and Dordtse Kil. These restrictions are the
responsibility of Rijkswaterstaat and the Port
Authority of Rotterdam. For ships sailing to
and from Moerdijk with a LOA > 175 metres,
a special exemption must be requested from
Rijkswaterstaat.
