INTRODUCTION

Port State Control (PSC) is a system of harmonized inspection procedures designed to target sub-standard ships, with objection being their elimination. PSC carries out inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international regulations and that the ship is manned and operated in compliance with these rules.
Many of IMO's most important technical conventions contain provisions for ships to be inspected when they visit foreign ports to ensure that they meet IMO requirements.

Port State Control (PSC) inspections were originally intended to be a back up to Flag State implementation, but experience especially if organized on a regional basis.Responsibility for monitoring the compliance of ships with the international standards for safety, pollution prevention and onboard living and working conditions lies primarily with the Flag State. The Flag State may utilize the services of an RO (Recognized Organization).

Responsibility for maintenance of condition of the ship and its equipment and its trained certificated and medical fit crew after surveys, to comply with the requirements of Conventions applicable to the ship lies with the ship’s company.
Relying on Recognized Organizations, the flag state normally guarantees the completeness and efficiency of the inspection and surveys for issuance of relevant certificates.

1.7.5 Inspection: A visit on board a ship to check both the validity of the relevant certificates and other documents, and the overall condition of the ship, its equipment and its crew.

Background for introducing PSC inspections and introducing MoU areas: Unreliability of surveys carried out by Flag state or
ROs. Introduced as a back-up or “2nd line of defense” for
port and national waters safety and protection of the environment .

IMO has encouraged the establishment of regional port State control organizations. IMO resolution A. 1052 (27) covering PSC activities on the SOLAS, MARPOL, STCW and ITC69 Conventions and ILO Convention has been adopted on 30 November 2011.As of today following agreements on port State control-Memorandum of Understanding or MOUs -have been signed covering all of the world's oceans:
