4.4.b.8. Description of the Facility: Fowler Ridge I11 is a 99 M W wind generating facility located in Fowler, Indiana and is comprised of 60 Vestas V-82 1.65 MW wind turbines. It was built during the 1st phase of construction of the project and located adjacent to Fowler Ridge Wind Farm LLC. The site interconnects to Indiana Michigan Power Company's (IMPC) transmission system, which is located in the balancing authority of PJM Interconnection. The facility is installed at the point of interconnection (Dequine Substation) by the Transmission Owner, IMPC. It is not a BTM Generator, nor a Customer Generator.

4.4.b.9. Description of the metering system: There is a SEL-754 Revenue Meter installed for this project; however, there are three others at the substation, which are used to measure the output of the first phase of the Fowler Ridge Wind Farm Project, Fowler I. The output of the facility is measured and verified by reconciling the Dequine Substation Interconnect Point to the Revenue Meters. More details on the configuration is enclosed in Attachment 3.

Meter Configuration

The intended transmission and metering configuration for Fowler Ridge I11 Wind Farm LLC is set forth in the one-line diagram below and is generally described as follows:

Revenue Meters MFR 1 1 , and MFR 3 1 will be located in the East Substation, while revenue meters MFR 12 and MFR 13 will be located in the West Substation. MRR 1 1, 12 and 13 are used for Fowler I, whereas MFR 3 1 is used for Fowler Ridge 111.

The East Substation and the West Substation each will connect to the overall Fowler Ridge Project Junction Switchyard.

The Fowler Ridge Junction Switchyard, in turn, will connect to the Dequine Switchyard. PJN will measure the aggregate net output from the Fowler Ridge Project by means of the MDQ located at the Dequine Switchyard.

The MDQ will measure the combined net output of the Fowler Ridge Project. The definition of combined net output in this case is due to line losses as the generation travels from each respective circuit to the final meter at the substation, The RTU at the Dequine Switchyard concurrently will provide the total MWh values, as measured by the MDQ, via a fiber link to a computer located at the Fowler Ridge Projects O&M building. The Project computer will send the calculated hourly Fowler Ridge Project Output, in MWh, as measured by the Fowler Ridge Project Meters and allocated among the Outputs in accordance herewith, back to the Dequine switchyard RTU (as illustrated in Exhibit C).

Definitions: “MDQ” means the revenue meter used to measure the net output of all wind generation projects connected to East Substation or West Substation and that will be installed at the Dequine Switchyard.

“MFR 11’’ means a revenue meter that will be installed in the East Substation and that will meter the autput of up to 59 of the Vestas wind turpines of the Fowler I Project,

“MFR 12” means a revenue meter that will be installed in the West Substation and that will meter the output of up to 63 of the Vestas wind fvrbines of the Fowler I Project.

“MFR 13” means a revenue meter that will be installed in the West Substation and that will meter the output of up to 40 of the Clipper wind turbines of the Fowler I Project.

“MFR 31” means a revenue meter that will be installed in the East Substation and that meters the output of up to 60 of the Vestas wind turbines at the Fowler Ridge I11 Wind Project Site.
