and thus contribute to the understanding of interventions that are needed to develop these areas. This objective is based on the hypothesis that the solu-

tion of problems in critical urban areas is a prerequisite for the enrichment and formulation of indicators to achieve sustainable development. For this

reason, the first study object is to define, on the one hand, the nature of the concept of development and on the other hand, the critical urban areas.

Second, to consider the links between those two topics that are related to quality of life, the resulting problems to poverty and social exclusion, and

urban sustainability.

Due to the different issues involved, the study is based primarily on a theoretical analysis on three main aspects. The first is directed to review major

policies, concepts and trends related to global sustainable development and critical urban areas. The second is developed at the city level, and concerns

the problems of urban areas in the context of criticism of the idea of fully achieve sustainable urban development. The third develops at the level of

neighborhood problems and concerns affecting these critical areas, which are directly related to improving the quality of life for its inhabitants. To

demonstrate the theoretical analysis, is studied an example of intervention in critical urban areas, which includes the criteria identified as good practice

in sustainable urban development.
