PORTLAND PUBLIC SCHOOLS JANUARY 26, 2016 West Side Boundary Proposal: 2b Portland Public Schools and the community-led District-Wide Boundary Review Advisory Committee (DBRAC) are considering a revised boundary proposal to address overcrowding at several schools on Portland’s West Side. (See www.pps.net click “Growing Great Schools”) Relieve overcrowding at Hayhurst Elementary/Odyssey K-8 and Capitol Hill Elementary. Provide more enrollment relief to Lincoln than Scenario 2a. The proposal The proposal draws from Scenario 2a and from additional options presented to the committee and the public at the Jan. 14 DBRAC meeting and detailed in a PPS email to West Side families Jan. 15. Families provided testimony on Scenario 2a and the additional options at a West Side Community Meeting, Jan. 19, 6 pm to 8 pm, at Wilson High School, attended by more than 800 people. Details of the proposal Moves the Ainsworth Spanish Immersion program to East Sylvan, which is currently vacant, and retains the feeder pattern into West Sylvan Middle School and Lincoln High School. Moves the northwestern portion of Bridlemile to Ainsworth and reassigns the resulting smaller Bridlemile boundary to Gray Middle School and Wilson High School. Moves portions of Chapman’s northwestern and southeastern boundaries to Ainsworth. Includes no boundary changes for Rieke and only a small boundary change from Maplewood to Hayhurst retained from the previous scenario. Moves Odyssey from Hayhurst to Jackson Middle School.* Retains from the previous scenario: o Maplewood shifts to feed Jackson Middle School instead of Gray. o The southeastern portion of the Capitol Hill boundary moves to Stephenson. o Skyline remains a K-8 feeding to Lincoln High School. Sets aside a portion of the Chapman attendance area in the Northwest Industrial District for future boundary change should it be rezoned for residential use. This could include students attending East Side schools. *DBRAC is still considering several options for Odyssey, including moving it to the now-vacant Smith School, Jackson Middle School or adding modular classrooms at Hayhurst. How soon could proposal 2b affect families? If approved by the school board, the new boundaries could begin to take effect in fall 2016. District policy says that students affected by a boundary change, and their younger siblings, can remain at their current school through the highest grade. Fifth and 8th graders whose middle or high school assignments shift due to a boundary change, however, attend the new middle or high school in the fall that the changes take effect. The school board could also decide to adjust these rules if relief from overcrowding is required more quickly. Next steps The DBRAC subcommittee on West Side Boundaries endorsed, in concept, Scenario 2b on Jan. 26 and has drafted recommendations. PPS and the subcommittee will present the scenario and the recommendations to the full DBRAC on Jan. 28. The committee is scheduled to vote on recommendations at the meeting. DBRAC’s recommendations will go to Superintendent Smith, who will then make a final proposal to the board for balancing enrollment district-wide. Sharing feedback Email to [email protected] . DBRAC committee will hear 15 minutes of testimony at the start of its Thursday, Jan. 28 meeting at 5:45 pm, 501 N. Dixon St. The committee prioritizes hearing from at least one representative from each school community (district-wide) that is in attendance and viewpoints or proposals that have not yet been heard. There will be additional opportunities to comment when Superintendent Smith releases her proposal and during school board deliberations.
