Call to Order: Parker called the meeting to order. Roberts welcomed everyone and stated he would be facilitating the meeting. There will be a public comment period after the administrative issues. The Board should stay within its defined Scope and follow the Meeting Ground Rules adopted. March Minutes: Roberts called for any modifications or proposed changes to the March Minutes.
Manson motioned to approve the March Minutes as presented, Motion seconded. o Motion carried, Minutes approved

Bradburne stated No it is the gross Manson stated the teachers, principals, and students really enjoyed the educational piece of the Science Alliance event, and hope DOE does it again next year.
Federal Coordinator Comments: Simonton stated DOE attended three Ohio Valley Executive meetings in the last four months. This gives DOE a chance to interact with the elected officials. I want to thank Joel Bradburne, Vince Adams and Bill Murphy and a special thank you to the contractors for the Science Alliance event. We had 19 schools in attendance with 11 foreign exchange students. Also thanks to Dan Minter, Sharon Manson, Cristy Renner, Larry Parker, Julie Galloway, Maria Galanti and the Voinovich School for braving the cold, wet weather. One of the science teachers told me she did a lab yesterday in class on what they saw Tuesday and she requested that the students who missed the hands-on session because of the rain on Tuesday be allowed to attend with the junior’s next year. Question/Comment: Answer:Francis asks how many commissioners have been to the site. Everyone here needs to expand ourselves to as many people as possible.
Simonton stated about a third of commissioners have been on plant site. I told the commissioners DOE would have them out for a tour. The Mayors also want to go on a tour.
Liaison Comments: Ohio Environmental Protection Agency (Ohio EPA): Galanti stated EPA has been busy with all the documents going across our desk but work is progressing. The DFF&O’s on an intense schedule. The SSAB will need to become even more involved.
Francis asks who sped up the schedule. Was it because of funding?
Bradburne stated the schedule was stretched out over time and now everything is coming back at once, we are doing work parallel to each other. Galanti stated funding is important; it has to be available in order to do the work. Simonton stated this is one of the things headquarters ask the SSAB to be more involved in.

Ohio Department of Health: Rubadue stated Ohio Department of Health has been pleased with what they have seen. Introductions to FLUOR Presentation Jamie Jameson, Program Manager made the following presentation. Jameson stated FLUOR thanks the board for having us here tonight. This team has been together for quite a while. Everyone on our team has the experience to do this job. B&W handles more uranium than anyone in the world does; they have been in Ohio for 100 years. We had local input to put our Community Plan together. I would encourage everyone here to get a copy of the plan. Inductions to the FLUOR leadership team. Each gave their name and background. Carr stated FLUOR wants the SSAB recommendations up front before the public sees them. Funding comes when work is getting done. The waste decision needs to be brought forward. There will be a lot of waste such as concrete and steel. There will be 104 documents done in the next eighteen months. Jameson stated FLUOR would execute the D&D in a safe, timely and transparent manner. FLUOR’s website is www.fbportsmouth.com
A copy of the above-stated presentation can be viewed on the SSAB website. Parker stated the FLUOR Team is great with all the experience within the team. Carr stated they would be looking at the SSAB for recommendations in the future. The SSAB will need the facts rather than a lot of information in order to make good recommendations. Administrative Issues: Executive Subcommittee: Parker stated the executive subcommittee discussed if the SSAB should be involved in the County Chambers. The chairs meeting in Nevada was cancelled at the last minute due to the budget problems and has now been rescheduled for June 14-16, 2011, we will use the same Top Issues, Accomplishments and Major Board Activity that was planned for the meeting in April. Community Involvement Subcommittee: Brushart stated the Subcommittee had a survey update presentation by Scott Miller of OU.

Future D&D and Recycling Subcommittee: Renner stated the Subcommittee had a presentation by Kevin Ironside on Human Health Risk Assessment in the CERCLA Process. Historical Preservation & Legacy Subcommittee: Manson stated the subcommittee discussed The Long Term Vision and how it all fits in the CERCLA process. Waste Disposition Subcommittee: Minter stated that Ironside gave a presentation on Health Risk Assessment in the CERCLA Process. No questions from the board on any of the Administrative Issues. Public Comment: Sea stated I want to welcome FLUOR. I worked with FLUOR in Fernald. I think it is a good sign that FLUOR has been hired here. I want to talk about the events in Japan and how it has a direct impact here in Piketon. USEC has 10 -20 % of their business with Japan. ACP’s funding is not going to come now. The big projects have collapsed. No one is talking about them anymore but the community, they do not know that this is not going to happen, it is your job to inform them of this. Manuta stated I would also like to welcome FLUOR to the community. The Japan earthquake was a nine, you cannot plan for that big of an earthquake. One hundred fifty miles of the sea floor was damaged and caused the tsunami. The closest large amounts of water to Piketon is the Great Lakes which is 600 miles away. Jewett stated that FLUOR is taking a bus to Fernald; Wednesday May 11th and if anyone on the board is interested in joining us, please let us know. We will be leaving about 8:15 a.m. and returning about 7:00 p.m. Final Comments from the Board: Minter stated July 7th is a Holiday week should we move the board meeting to the next week? The executive subcommittee discussed having a student liaison join our board. This should help get some young people involved. Roberts stated I will have Lewis take a poll and see how many would not be able to attend the board meeting on July 7th. Bradburne stated NRC is having a public meeting on May 19th. Huber stated I attended the PORTSFUTURE meeting and I was disappointed in the lack of involvement from the community. There were no new faces, but the meeting was great. Renner stated the students at the Science Alliance event was asking what it takes to work in a field involved in the plant. Francis stated years ago if you did not work at the plant, it was a mystery. We need to get people involved. Get outside the box. I hope that the Voinovich group will come up with some ideas. Bandy stated I add my support in what we are doing here. Simonton could be a full-time tour guide; we do really need to have tours for the public. This is the first time that anything like the Science Alliance event has been done at Piketon. Manson stated DOE needs to have the same type of activity like the Science Alliance event for the public. I would like to see you bring Dr. Donna Burgraff on the SSAB Board. She is the Dean at OU. Parker motioned to adjourn the meeting, Motion seconded.

TRANSITION UPDATETRANSITION UPDATE
The transition periods for the Decontamination and Decommissioning (D&D) p g ( )contractor ‐ Fluor‐B&W Portsmouth, LLC (FBP) – and the Depleted UraniumHexafluoride conversion contractor – Babcock & Wilcox Conversion Services, LLC (BWCS) – ended March 28, 2011.
USEC hourly employees have been transitioned to FBP with salaried employees expecting to be transitioned on or about July 1, 2011.
All LATA/Parallax Portsmouth, LLC (LPP), employees have completed transition to FBP.
FEDERAL BUDGETFEDERAL BUDGET
Congress and The White House came to terms on the federal budgetfor Fiscal Year (FY) 2011for Fiscal Year (FY) 2011.
The site was previously operating under a continuing resolution.

In addition, SODI has received $987,000 for the removal of scrap metal from the demolition of the X‐533 Switchyard material located in the East scrap pile.p p
Additional scrap metal material from the X‐533 Switchyard (5.4 million pounds) has been offered and accepted by SODI. This material fair market value is estimated in excess of $3 million.

Pump and Treat Activities
Pump and Treat at the X‐622 X‐623 X‐624 and X‐627 is used to remove Pump and Treat at the X‐622, X‐623, X‐624 and X‐627 is used to removeTrichloroethene (TCE) from groundwater using air stripping and activated carbon.
Facilities run 24/7. In Fiscal Year 2010, more than 37 million gallons of groundwater were treated. As a result of those efforts, more than 2,900 pounds of TCE were removed.
PUBLIC OUTREACHPUBLIC OUTREACH
DOE had the inaugural Science Alliance event on May 3 and May 4, 2011, welcoming more than 800 high school juniors from the four‐countyregion to the plant site.
Students were provided a driving tour around a portion of Perimeter Road Students were provided a driving tour around a portion of Perimeter Roadand also saw demonstrations from contractors and other partners that wererelated to science and environmental stewardship.
Inclement weather on Tuesday resulted in the cancellation of the demonstrationportion of the event.
