NATIONAL MUSIC PLANThe National Plan for Music Education, The Importance of Music, was published on November 25th 2011. This long awaited plan, informed by the Henley Review and written in consultation with National Music Organisations will shape the future of music education in this country.

There will be a briefing and discussion about the National Plan for Music Education at the Music Village on 1st March. Music Co-ordinators and Heads of Music departments are urged to make time to attend the event.

A National Plan for Music Education In Summary...The visionThe National Plan extends to 2020, although the medium-term funding announcements cover a shorter period, to 2015.

Why a National Plan for Music Education?England is a world leader in music education, however, as Darren Henley recognised in his report, music education is patchy across the country, and change is needed to enable all pupils to receive a high quality music education.

The National Plan provides a flexible template for high quality music provision throughout a pupilʼs education. It aims for equality of opportunity for all pupils, regardless of race; gender; where they live; their levels of musical talent; parental income; whether they have special educational needs or disabilities; and whether they are looked after children.

Music is currently a statutory part of the National Curriculum in maintained primary and secondary schools for all five to fourteen year-olds. Each school can decide how to organise their local curriculum to fulfil the statutory programmes of study for music which set out what is to be taught.

All schools should provide high quality music education as part of a broad and balanced curriculum. Schools will want to review how they do this in light of this National Plan and following proposals from the National Curriculum review early in 2012. Schools, however, will be expected to provide high quality music education.

NATIONAL MUSIC PLANMusic education hubsSchools cannot be expected to do all that is required of music education alone: a music infrastructure that transcends schools is necessary. This will be provided by music education hubs from September 2012, following recommendations in the Henley review.

Music education hubs will augment and support music teaching in schools so that more children experience a combination of classroom teaching, instrumental and vocal tuition and input from professional musicians. Hubs will be able to deliver an offer to children that reaches beyond school boundaries and draws in the expertise of a range of education and arts partners, such as local orchestras, ensembles, charities and other music groups.

Music education hubs in every area will help drive the quality of service locally, with scope for improved partnership working, better value for money, local innovation and greater accountability.

Hubs have an important role in supporting first access, as well as giving broader opportunities and progression routes, in and out of school. Through hubs, every child should be able to experience enjoyment and success from the earliest stages of musical learning. Class teachers and specialist instrumental teachers working together will be able to offer well-planned progressive experiences with high expectations. These will enable all pupils to succeed, including those who do not have the encouragement or support from their parents/carers, or who need additional support for other reasons.

A unique challenge of music education is the number of different specialisms, instruments, genres and styles, compositions, and technologies. Although many teachers in schools (particularly secondary schools) are music specialists, they may not have the expertise to develop pupilsʼ skills across a range of instruments or experiences. This is where the role of hubs is so crucial in liaising with schools in order to provide teaching and progression routes for those children who need provision beyond what individual schools can offer.

Music benefits the wider life of the school, and so each should have a choir and aspire to having an orchestra or large scale ensemble. Where schools and hubs work in partnership, they can ensure that what schools offer and what the hub offers complement each other, providing for different needs and providing routes of progression. By hubs drawing on partners to offer experiences for pupils outside schools, pupils will be able to take part in broader and more challenging opportunities, including area ensembles. Such opportunities should not just be one-offs but rather reflect the continuous and ongoing nature of progression. Pupils engaging with these activities would be expected to support their school ensembles and be an inspirational role model for younger pupils.

NATIONAL MUSIC PLANWhat The Importance of Music means for.........Schools (including academies and free schools)

• To draw on music education hubs to fulfill schools’ primary responsibility for delivering the music curriculum

• To examine their own school’s music curriculum to determine how this meets the needs of different groups of pupils

• To recognise the important role that music play in children’s academic and social development and in improving the ethos of the school

• To be aware that music education hubs will take forward the work of local authority music services from September 2012

• To be ready to work closely with the music education hub in their area to identify pupils and school needs tin music education, and establish how the school (or cluster of schools) and hub can work together to meet these

• To assess how best to make the most of school-to-school support in music education within this new delivery framework

• To ensure that those teaching music in schools have adequate professional development opportunities and support networks

NATIONAL CURRICULUM MUSIC

More music in the new National Curriculum...

The Framework for the National Curriculum, published on December 20th 2011 backs up the position of music in schools set out in the National Plan for Music Education. The Expert Panel responsible for the Curriculum Review recommends that music should be a statutory part of the curriculum, not just in Key Stages 1 to 3, but at Key Stage 4 too.

This recommendation is accompanied by further safeguards for the breadth of the curriculum, along with proposals to limit the distorting effect of assessment and reporting on students' learning. The Framework maintains the distinction between core and foundation subjects. Music will remain as a foundation subject in key stages 1 to 3; and, along with the other foundation subjects, will have a "refined and condensed Programme of Study, with minimal or no Attainment Targets."

At key stage 4, Music and Art have been designated as "the Arts" and will be a compulsory part of the Basic Curriculum of the school. That is, provision will be compulsory, but the form of provision will be left up to the school. The Framework raises a number of possibilities for how this would be carried out, including certified and non-certified courses. GCSE music would remain an option, but it is not envisaged that every student would take it. The increased provision for music at key stage 4 arises from the view of the Expert Panel that students in England focus too soon on too narrow a range of subjects.

This reflects the Panel's wider concern for the breadth of the curriculum. It recognises the narrowing influence of the English Baccalaureate and performance tables, and seeks to address this through statutory curriculum provision, through changes to assessment and reporting arrangements and through Ofsted's inspections. In setting out its recommendations for each key stage, the Framework also redefines the key stages themselves. It suggests a subdivision of key stage 2 into two, 2-year periods; and also recommends a two-year key stage 3 followed by a three-year key stage 4. Schools would thus prepare a series of schemes of work that addressed learning over two-year periods (within the exception of the three-year key stage 4).

PORTSMOUTH SCHOOLS INTERACTIVE RECITALS - KEY STAGE 2

Would you like your children to be inspired by some of the country’s leading professional musicians?

This is a series of one hour recitals in schools featuring some amazingly talented musicians.

The aim of these recitals is to enthuse and inspire your children to want to learn / continue to learn a musical instrument. The children will also learn about different instruments and be stunned by the brilliance of the ‘Quintissential’ musicians.

For schools who subscribe to Portsmouth Music Service these recitals are FREE OF CHARGE and take place IN YOUR SCHOOL. For Key Stage 2 schools who do not subscribe to Portsmouth Music Service and for Key Stage 1 and Key Stage 3 schools these recitals are available at a highly subsidised rate of £250 per recital.

Recitals will be allocated on a first come, first served basis, with priority given to Key Stage 2 schools. Please contact the Music Service office if you would like to apply to be part of this exciting recital tour.

The recitals will take place during weeks of 30th January 2012 and 6th February 2012

YEAR 6 RECITALS

Portsmouth Music Service teachers will be performing six instrumental recitals for Year 6 pupils in schools in the Spring Term. These will involve pupils listening to a performance of a wide variety of music on a range of instruments, to help them to make informed choices about whether they would like to learn an instrument when they begin secondary school. The recitals last about 20 minutes and pupils will be given a brief form to complete which enables them to express an interest in learning an instrument if they wish to do so. This information will then be passed on to the relevant secondary schools by Portsmouth Music Service so that the schools are aware of pupils they have coming up.

PERFORMANCE EVENING - 28th FEBRUARY 2012

The Spring Term Performance Evening is taking place on Tuesday 28th February 2012 at Paulsgrove Baptist Church, 1 Woofferton Rd, Portsmouth PO6 4DW.

This event is open to instrumentalists and vocalists from across the city in all key stages. Please liaise with Portsmouth Music Service staff in your school if you have pupils who would like to perform or contact the office if you have pupils who would benefit from this opportunities who are not taught by Portsmouth Music Service teachers. The Music Service staff will give pupils an application form that needs to be submitted to us by Friday 10th February 2012

Do encourage your pupils to come along and watch the Performance Evening, even if they are not taking part.

MUSIC VILLAGE - NATIONAL MUSIC PLAN FOR EDUCATION UPDATE

This session will be a briefing on the newly published National Plan for Music Education. The session will discuss the implications for schools, the role schools are expected to play and how Portsmouth Music Service and Portsmouth Music Hub can support schools to deliver the Government’s National Plan. It is strongly recommended that Music Co-ordinators attend this event.

NATIONAL SING UP DAY - 2ND MARCH 2012

We are delighted that Sue Nicholls will be celebrating National Sing Up Day with Portsmouth Schools again this year. Sue will be running a workshop on ‘Sing a Song - Tell a Story’ for KS1 pupils during the afternoon of Friday 2nd March 2012.

Please contact the Music Service office if you would like to host this workshop, the first school to contact the Music Service will be chosen.

Staff from other schools are welcome to attend to watch Sue Nicholls working as part of their continuing Professional Development. Details of the venue will be sent to schools so staff can book places

EARLY YEARS CONFERENCE - 3RD MARCH 2012

This Early Years Conference is being organised by Music Fusion in partnership with Portsmouth Music Service and Hampshire Music Service.

The Conference fee is £30 per person and includes a copy of ‘The Guide to Music’ book and CD and buffet lunch. Places are limited and will be allocated on a first come, first served basis.

PORTSMOUTH MUSIC HUB: SEASCAPE 2012

A musical celebration of the sea taking place at Portsmouth Guildhall on Wednesday14th March 2012 at 7:00 pm.

A culmination of workshops held in city schools including vocal skills, clog dancing, Indian singing and dancing and instrumental compositions this will be our largest performance on the stage of Portsmouth Guildhall.

The event has been targeted at KS1, 2 and 3 and has drawn in professional workshop leaders and performers from all around the country.

There is a meeting for schools involved in the project on Tuesday 17th January 2012, it is essential a member of staff from each school attends this meeting.

Due to huge demand all spaces for the workshops have been allocated. Tickets for the evening concert will be available from Portsmouth Guildhall Box Office from 1st February 2012

PORTSMOUTH SECONDARY SCHOOL PROMS On March 29th 2012 Springfield School will host the first Portsmouth Secondary Schools’ Prom. This will be a high profile event showcasing the musical talent that exists in Portsmouth’s secondary schools. Each school will have a ten minute slot to fill with musical items which can include solos, small and large ensembles and whole class performances. It is hoped to establish this as an annual event in order to give schools a regular platform to celebrate the excellent work that is taking place.

READY 4 MUSIC FESTIVALS

This year we will be running three Ready 4 Music Festivals in the Summer Term. These festivals are for all pupils engaged in the Ready 4 Music programme (Years 4, 5, 6 and 7) and involve pupils coming together to play and sing as a large ensemble. No preparation is needed before the event as all music is learnt on the day.

The dates and venues for the festivals are as follows:Tuesday 22 May 2012: Vocal and percussion at Kings Theatre, 10:00-11:30 (arrival: 9:30) Tuesday 29 May 2012: Strings, woodwind and brass instruments at TBC, 10:00-11:30 (arrival 9:30)Friday 1 June 2012: Woodwind at Newbridge Junior School, 13:30-15:00 (arrival 1:15)

SINGATHLON PUBLICATION

We are delighted to introduce Singathlon to Primary schools across the city. Portsmouth Music Service has been granted the Inspire mark by the London 2012 Inspire programme for its publication 'Singathlon' - a songbook for primary children with a sporting theme. The London 2012 Inspire programme recognises innovative and exceptional projects that are directly inspired by the 2012 Olympic and Paralympic Games.

Singathlon contains eighteen original songs about specific Olympic events, the songbook contains songs that celebrate sporting values such as aiming high and working hard to achieve your goals.

The Leader of Portsmouth City Council, Cllr Gerald Vernon-Jackson, said: "It's great that Portsmouth Music Service has been awarded the Inspire mark. It's another example of how in Portsmouth we're getting involved in this great event and getting excited for the games."

Charles Allen CBE, Chair of Nations and Regions Group, LOCOG, said of a recent performance of two of the songs by a choir of primary school pupils from Portsmouth: "Both of the songs, The Olympic Rings and You’ve Got to Train, Train, Train were inspirational and a joy to listen to"

Seb Coe, Chair of the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) said: "Singathlon is encouraging young people to fulfil their potential. I am proud that with the help of partners such as Portsmouth Music Service, we are delivering our vision to use the power of the Olympic Games and Paralympic Games to boost participation in singing."

All Primary schools will receive a FREE COPY of the songbook and CD in the next couple of weeks. Schools taking part in Infant Voices will receive their copy at the Teachers' meeting on Thursday 5th January as four of the songs performed as part of Infant Voices are taken from Singathlon. SING UP - THE FUTURE

From 1st April 2012, Sing Up will become a membership organisation offering an integrated package of resources, training, advice and guidance that will include elements of the Sing Up Song Bank and website, the Sing Up magazine, the Sing Up School Awards, and Sing Up Training.

In the past few weeks Sing Up has begun implementing some changes to the services they provide. One of these is that Sing Up is now restricting downloads, whereby each user is being allocated a fixed number of downloads for their use from January to 31st March 2012. This is to help manage costs and licensing agreements with publishers.

On 17th January 2012, the full details of the membership packages for Primary Schools will be launched, including an Early Bird package that will be immediately available. Our new product will be priced as follows, with our price incrementing according to school size:Medium

EnsemblesA chance to shine!

Portsmouth Music Service ensembles provide young people with a platform to develop and improve their skills, boost confidence in performance and gain experience playing with other musicians. The range of ensembles caters for musicians of all levels in a wide range of instruments. All ensembles are free of charge and open to everyone who is in full-time education and under the age of 19. Below is a list of ensembles and their rehearsal details.

Portsmouth Sings!Everyone has a voice!

“Portsmouth Sings!” choirs are part of the Music Service’s Intergenerational choral provision. choirs are FREE OF CHARGE, fun and there is no need to read music. Just come along and bring a bottle of water. All Portsmouth Sings! Choirs (except the community Gospel Choir) will start on the week of 16th January 2012

The Community Gospel Choir is part of Portsmouth Sings! and is provided for members of Portsmouth’s local community free of charge to come along and enjoy singing together. The Gospel Choir rehearses on the following dates:
