Following subsequent advice from AI Group, the business mission segment of the mission was cancelled due to unsatisfactory recruitment numbers. The weakened Japanese economy and its current market attractiveness are thought to have been a factor in unsatisfactory recruitment results. 3. Council noted that the City of Melbourne would in partnership with the Metropolitan Waste Management Group, organise a self funded study tour of delegates from local and state government, industry bodies and businesses to participate in site visits and meetings with Osaka government and industry in the Waste-to-Energy (WtE) sector. Key issues 4. The BPC consists of Asia’s most dynamic cities and provides outstanding opportunities for Council to support business by creating meaningful linkages. Melbourne is the only city in Australia that is a member of the BPC. Side-meetings with Ho Chi Minh City and Shanghai representatives at the BPC have resulted in written communications from them seeking collaboration with Melbourne businesses based around environmental sustainability. 5. The 2011 BPC Roundtable delegation consisted of nine members in total, including the study tour. A list of delegates is provided in Attachment 3. 6. Councillor Louey renewed contacts with key representatives from BPC member organisations further contributing to Melbourne’s reputation as a globally connected business city and delivered five speeches to a range of audiences designed to highlight Melbourne’s strengths such as water and waste management, eco-building initiatives and trade and investment opportunities. Speeches and presentations delivered during the BPC visit are summarised in Attachment 4. 7. Councillor Louey formally expressed to the City of Osaka, Council’s desire to host the 2013 BPC Roundtable in Melbourne to coincide with Melbourne Spring Fashion Week and the 35 th Anniversary of the Melbourne Osaka sister city relationship. Commemorative activities in 2013 provide the opportunity to create significant platforms for both cities to support business in mutually strategic sectors. 8. Cr Louey visited a number of waste facilities including the Maishima Sludge Centre, the Maishima Incineration Plant, the Higashiyodogawa Incineration plant and also toured a Robot Laboratory. Cr Louey held meetings with Government officials, visited Business Incubators, hosted a networking reception and presented at the Asian Environmental Business Symposium as listed in Attachment 5. Purpose and background

1. To report to the Future Melbourne Committee on the travel undertaken by Councillor Kevin Louey to Osaka, Japan associated with Council representation at the 2011 Business Partner City (BPC) Roundtable for the period 17-22 October, 2011.

2. On 26 July Council approved the travel proposal for Councillor Kevin Louey to travel to Osaka. 3. Key issues

Finance

1. The cost associated with Cr Louey’s participation was $6627.40 which included airfare ($6078.34), accommodation ($529.04) and incidentals ($20.02).

Conflict of interest

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Relation to Council policy

3. Councillor Louey’s travel supported Goal Three – Economic Prosperity in Council Plan 2009 – 2013 and in particular objective 3.1.8 Ensure Melbourne’s reputation and presence in international markets. The visit was consistent with the International Engagement Framework endorsed by Council in April 2010.

Environmental sustainability

4. In developing this proposal, environmental sustainability issues or opportunities have been considered and are as follows:

4.1. Meetings attended by Councillor Louey with senior representatives from the City of Osaka and other BPC member cities, confirmed that city planning to achieve urban environmental sustainability across the Asia Pacific region is of major importance.

4.2. The strength of the sister city relationship provided the waste management study group with access to excellent examples of Japanese advancements in areas such as waste to energy, multi-unit development waste systems and underground waste services. This access along with the opportunity for discussion with City of Osaka counterparts provided participants with examples of initiatives for further consideration and possible application in Melbourne to better deliver water and waste services and establish alternative actions for creation/savings of energy through adoption of similar WtE technologies.

OUTCOMES AND BENEFITS OF TRAVEL

Outcomes

1. The following is the list of outcomes arising from the travel:

1.1. The theme of the 2011 Business Partner City Roundtable was ‘Efforts Towards Environmental and Energy Challenges and Promotion of Related Business'. Cr Louey's presentation at the Roundtable, an Environmental Business Symposium and a Trade and Investment Seminar highlighted some of Council’s environmental initiatives including 1200 buildings and City as a Catchment program. In addressing the Roundtable’s interest in developing environmental business opportunities, Cr Louey presented the City of Melbourne's expertise in areas such as alternative waste technologies and water management strategies which generated interest from participants.

1.2. Whilst meeting with Director General of International Affairs, Mr Tadashi Nishiu, Cr Louey presented a formal offer on behalf of Council to host the 2013 BPC Roundtable in Melbourne under the broad theme of ‘Design’. It is envisaged the event would be held in September to coincide with Melbourne Spring Fashion Week to showcase Melbourne’s design strengths in fashion, building, furniture, graphics, jewellery, industrial and multimedia.

1.3. Following Ho Chi Minh City’s Roundtable presentation which concentrated on environmental issues (particularly flooding, water security and waste management) it faces, Melbourne discussed possible methods where it may lend expertise advice. Further correspondence has now been sent to the City of Ho Chi Minh inviting a business delegation to Melbourne to investigate our capabilities in these areas.

1.4. Following a meeting during BPC between Cr Louey and Mr Wang Xin Ping (Vice Chairman of the Shanghai Municipal Commission of Commerce) that focused on developing collaborative environmental opportunities between Melbourne and Shanghai, correspondence has been sent inviting a business delegation to Melbourne to further explore these opportunities.

1.5. Opportunities were identified to collaborate further with the Metropolitan Waste Management Group and the City of Osaka’s Environmental Bureau. Possible development of staff exchange program was proposed to deepen mutual knowledge in the areas of Waste to Energy and Recycling. Council will continue to play an intermediary role, where possible, to support this initiative.

Benefits

2. The following is the list of benefits associated from the travel.

2.1. A deeper understanding of the challenges now facing Japanese business following the March 11 Great East Japan Earthquake and Tsunami. There is now an increased focus on alternate energy sources and savings methods which represent economic opportunities for Melbourne based companies. Council is well positioned to coordinate efforts with other agencies such as State Government to promote to this market by building on our existing strong relationships in Osaka.

2.2. Further confirmation of the value of membership of the Business Partner City network and the connections it provides to significant business organisations through out the Asia Pacific region.

2.3. Development of closer working ties with waste management study tour partners Metropolitan Waste Management Group (MWMG) and the City of Osaka’s Environmental Bureau which could lead to opportunities to engage in further knowledge sharing. Preliminary discussions between MWMG and Osaka were held about formation of a staff exchange program. A debrief session for study tour participants since returning has revealed that such a professional development exchange

program could be expanded to also include state and other local government. Other learning’s included:

2.3.1. MWMG and City of Melbourne will develop a report for State Government on key learning’s and insights gained from the study tour;

2.3.2. MWMG will provide a report to the City of Osaka to share feedback and seek further clarification on specific areas of interest such as gate fees, processing costs and waste charges as well as community engagement strategies and how funding models link with the private sector.

2.4. Meetings with the Osaka Business Innovation Centre, the Shimaya Business Incubator and Robot Laboratory provided Council with insights into Osaka's key industry capabilities and innovative programs which the City of Osaka has established to support its business community, which largely consist of SMEs.

2.5. Meetings with counterparts at the City of Osaka further developed project concepts designed to celebrate the 35th sister city anniversary in 2013 consistent with the strategic goals outlined in the International Engagement Framework.

2.6. From participation in the study tour, it was noted that Melbourne is not unique in the challenges faced with waste management in some areas. Key issues for Osaka include, reduction of landfill capacity, rising costs of collection in a constrained financial framework, improvement of recycling rates and usage of collected products, ongoing education of the public to support waste management initiatives and in particular, separation at source initiatives.

2011 BPC Roundtable

Mitigating environmental impacts and energy supply risks are key challenges facing Melbourne.

Our challenge is to ensure that we produce services and resources for nearly double our population in only 20 years.

Our Climate Change Adaptation Strategy identified four key risk areas that presented the greatest danger to us; drought, extreme heatwaves and bushfires, intense rainfall and wind storms and sea level rises.

One approach to mitigate has been the “City as a Catchment” philosophy, which outlines Melbourne’s goal to become a water sensitive city uses storm water harvesting techniques.

Asian Environmental Business Symposium

Melbourne has moved from a donut city to a 24-hour, cosmopolitan metropolis – crowned just recently the World’s Most Liveable City.

It took 175 years to build Melbourne to accommodate our existing population. Our challenge in the next 40 years will be to build and provide services to accommodate that same number of people again, while also ensuring sustainability and social inclusion.

We have taken a firm stand on emissions, setting a target of zero net emissions by 2020. One way to achieve this is through our 1200 buildings Program - the environmental retrofit of two-thirds, or about 1200, of Melbourne’s commercial building stocks.

It has clear environmental and social benefit for our community, but also carries economic advantages which present great economic opportunities for contemporary cities.
