Two New Consumer Publications Now AvailableThe Postal Inspection Service has produced two new

publications that postmasters are encouraged to orderfrom the material distribution centers. The first, Publication546, Sweepstakes Advertising, describes the differencesbetween sweepstakes promotions, premium promotions,and lotteries. It also tells consumers how to determinewhen a sweepstakes promotion is likely to be fraudulent.

The second, Publication 548, Mail Fraud Targets YoungConsumers, warns secondary school age consumers ofthe various mail fraud schemes that target young consum-ers, such as work-at-home schemes and credit card andadvance fee loan scams. The brochure contains valuabletips for recognizing and avoiding fraudulent schemes andlists hot line phone numbers for the Inspection Service andthe National Consumer’s League.

Selective Service System Registration ProgramThe U.S. Postal Service and the Selective Service Sys-

tem (SSS) have an interagency agreement whereby thePostal Service agrees to administer Selective Service reg-istrations at all classified post offices, stations, andbranches. Selective Service registration is still an ongoingfunction, and window service personnel are reminded thatregistrations are to be accepted from our customers. SSSreimburses the Postal Service for its participation in thisprogram.

The SSS Form 6, Transmittal Sheet, is mailed directlyto post offices from the Selective Service office. ReturnSSS Form 6 by First-Class Mail only. Do not use any spe-cial service (such as certified mail) in addition to the First-

Class rate. SSS reimburses the Postal Service only forFirst-Class postage.

Revised Official National Zone ChartsRevised zone charts for all zone-rated mail will be avail-

able by July 1. Customers who wish to receive a completeset of national zone charts may purchase the complete setfrom the National Customer Support Center (NCSC) onelectronic media at $35 each or computer-printed hardcopy (526 pages) at $15 each. The NCSC accepts Master-Card or VISA as a method of payment. An order form is at-tached for your convenience (see page 17).

Customers may obtain official zone chart local data(1–2 pages) free of charge upon request from the postmas-ter at the office of mailing. Customers also may request alimited number of individual zone charts from the local postoffices for a nominal fee.

Conditions Applied to Mail Addressed to Military Post Offices Overseas

Mail addressed to, from, or between military post of-fices overseas is subject to certain conditions or restric-tions of mailing regarding content, preparation, and han-dling. The table below outlines these conditions by APO/FPO ZIP Code through the use of footnoted mailing re-striction codes, which appear on the last page of the table.

Acceptance clerks should use this table with the inte-

grated retail terminal (IRT) to determine whether anAPO/FPO ZIP Code is active and what conditions of mail-ing apply. For Express Mail Military Service (EMMS) avail-ability, refer to Handbook PO-514, Express Mail MilitaryService, and the local EMMS directory.

A. Securities, currency, or precious metals in their raw, unmanufacturedstate are prohibited. Official shipments are exempt from this restriction.

B. Form 2966-A is required. Prepaid mail from a contractor addressedto a military organization for official use need not bear a customs declaration,but must be endorsed “Contents for Official Use—Exempt from CustomsRequirement.” Official mail from government agencies does not require acustoms declaration or an exemption endorsement.

B1. Form 2966-B is required. Articles are liable for customs duty and/orpurchase tax unless they are bona fide gifts intended for use by militarypersonnel or their dependents. When the contents of a parcel meet theserequirements, the mailer must endorse the customs form, “Certified to be abona fide gift, personal effects, or items for personal use of military personneland dependents,” under the heading, Description of Contents.

B2. Form 2966-A is required except on official mail, which does notrequire customs declaration or exemption endorsement. The AAFES willfurnish a computer listing of all items mailed from its activities to PhilippineAPOs. Other mail order companies must either use Form 2966-A on each itemor provide computer lists. Computer listings must include a description of theitems, the dollar values of the items, and complete address including the PSCbox number and APO of the addressee, the date of mailing, the insuranceregistry number, if applicable, and the serial number of any item over $25 invalue and any electrical item with a plug over $15 in value.

B3. Form 2966-A is required for mailing between MPOs. Prepaid mailfrom contractors addressed to a military organization for official use need notbear a customs declaration, but must be endorsed “Contents for OfficialUse—Exempt from Customs Requirement.” Official mail from governmentagencies does not require a customs declaration or exemption endorsement.

C. Cigarettes and other tobacco products are prohibited.

C1. Obscene articles, prints, paintings, cards, films, videotape, etc.,and horror comics and matrices are prohibited.

D. Coffee is prohibited. E

E1. Medicines or vaccines not conforming to French laws areprohibited.

E2. Any matter containing religious materials contrary to Islamic faith ordepicting nude or seminude persons, pornographic or sexual items, ornonauthorized political materials is prohibited.

E3. Radio transceivers or cordless telephones are prohibited.

F. Firearms of any type are prohibited in all classes of mail. Seedefinitions of firearms in DMM C022.1.1. This restriction does not apply tofirearms mailed to or by official U.S. government agencies.

F1. Privately owned weapons addressed to an individual are prohibitedin any class of mail.

F2. Importation of firearms is restricted to one shotgun and one singleshot .22 caliber rifle per individual.

G. Only First-Class letters, second- and third-class mail are authorized.

H. Meats, including preserved meats, whether hermetically sealed ornot, are prohibited.

H1. Pork or pork by-products are prohibited.

Domestic Postal Money OrdersAs detailed on pages 36 through 38 of Postal Bulletin

21887, dated February 16, 1995, and on pages 26 and 27of Postal Bulletin 21892, dated April 27, 1995, the domesticpostal money order form will no longer be sold for pay-ments outside the United States, its territories and posses-sions, and the Freely Associated States. To enforce thisaction, the following restrictive endorsement is beingplaced in bold red lettering on the lower right face and inblack ink on the reverse of all domestic postal money or-ders:

NEGOTIABLE ONLY IN THE U.S. AND POSSESSIONS

Domestic money orders bearing this restrictive en-dorsement will be available for sale after June 15, 1995.You may use existing supplies of the current domesticmoney orders until supplies are exhausted.

In anticipation of changing sales patterns resulting fromthis action, all retail clerks should maintain a supply of thepink international postal money order form (MP1) and theauthorization to issue an international money order formset. If operational conditions dictate, offices are permittedto break packages of the pink international postal money

orders and individually assign them to retail clerks. A re-cord detailing which serial numbers have been assigned toeach clerk must be maintained.

Lobby posters advertising that domestic postal moneyorders will be honored only domestically are being pre-pared in English and Spanish, and will be disseminated toall offices. In addition, a notice will be placed on the PostalVision system.

Retail clerks are not required to inquire of postal cus-tomers at the point of sale as to whether they will be send-ing domestic money orders to foreign countries; however,if clerks have reason to believe that customers intend tosend funds to a foreign country, they should direct the cus-tomers’ attention to the lobby posters.

The domestic and international banking systems havebeen notified of the Postal Service’s policy regarding do-mestic money orders. International banks have also beennotified that if they accept domestic postal money ordersbearing the restrictive endorsement the Postal Service willinitiate “charge back” action.

National Dog Bite Prevention Week, June 12–17, 1995Postal Bulletin 21894 (dated May 25, 1995) referenced

a nationwide mailing of a “tip sheet” postcard advising dogowners how to restrain their pets, and giving non-ownerstips on how to avoid dog bites. A sample tip sheet appearsbelow.

Also, a correction is necessary in the news release titled“(Name of Local Post Office) and (Local Animal Shelter/Hu-

mane Society) Deliver Dog Bite Prevention Tips,” whichappeared on page 28. The last paragraph should read:“Human Society statistics indicate that dogs which havenot been spayed or neutered are up to three times as likelyto bite as neutered or spayed dogs.”

As a community service, the Postal Service offerspictorial cancellations to commemorate local events cele-brated in communities throughout the nation. A list ofupcoming events for which pictorial cancellations areauthorized appears below. If available, the sponsor of thepictorial cancellation appears in italics under the date.Also provided, as space permits, are illustrations of thosecancellations that were reproducible and available atpress time.

People attending these local events may obtain thecancellation in person at the temporary post office stationestablished there. Those who cannot attend the event,but who wish to obtain the cancellation, may submit amail order request. Pictorial cancellations are availableonly for the dates indicated, and requests must be post-marked no later than 30 days following the requested pic-torial cancellation date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail post-

age (32 cents per envelope or 20 cents per postcard).Items submitted for cancellation may not include postageissued after the date of the requested cancellation. Suchitems will be returned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, ad-dress the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL CAN-CELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP + 4 Code).

After applying the pictorial cancellation, the Postal Ser-vice returns the envelope or postcard through the mail.Customers who want their serviced item returned underprotected cover should include a larger, stamped, self-addressed envelope.

sue a 55-cent Alice Hamilton,MD, stamp (Item 1017) in apane of 100 on July 11, in Bos-ton, MA. The stamp, designedby Chris Calle of Ridgefield,CT, goes on sale nationwide onJuly 12.

The stamp features AliceHamilton, MD, who earned hermedical degree from the Uni-

versity of Michigan in 1893. Following study in Germany, shespent 22 years in Chicago as a resident at Jane Addams’Hull House, where her eyes were opened to the problemsof the working class in industrialized America. One of hermany firsts include a study, published in 1911, conclusivelydemonstrating the prevalence of lead poisoning in industry,leading to measurable improvements in many factories. Hersubsequent work included the dangers of poisons used orproduced in explosives manufacture, the effects of the airhammer on the hands of stonecutters, the occurrence ofspastic anemia in workers who used jackhammers, and theperils of monoxide emissions in steel mills. Dr. Hamilton wasalso responsible for the discontinuation of use of “dope poi-soning” in the manufacture of airplanes during WWI. In1919, Alice Hamilton became the first woman appointed tothe Harvard faculty when she joined a new joint program inindustrial hygiene between Harvard Medical School and theHarvard School of Public Health. In 1915, she was a dele-gate to the International Congress of Women at The Hague,and in 1928, Dr. Hamilton was one of two physicians ap-pointed in a U.S. delegation to a League of Nations HealthCommission. In 1924, at the invitation of the Soviet Union’sDepartment of Health, she visited the USSR and, upon herreturn, her commentary concerning their dedication to eco-nomic equality led the House Committee on Un-AmericanActivities in 1949 to label her a supporter of “Communist

fronts.” At age 93, in 1963, she signed an open letter protest-ing continuing U.S. military involvement in Vietnam. Dr.Hamilton died in 1970 at the age of 101. Dr. Hamilton wasa leading social reformer in the new century. Her scientifictexts and papers, the individuals she mentored, and her spir-it of inquiry have had a lasting impact on public health andsocial reforms of this century.

Energy Conservation Through LightingThe Energy Policy Act of 1992 requires the Postal Ser-

vice to reduce energy consumption 20 percent by the year2000. Using 1985 as the base year, Postal Service con-sumption has decreased 2.7 percent through FY94.

Since lighting is the major source of energy consump-tion within the Postal Service, “Turn Out The Lights WhenNot Needed” is the easiest way to reduce utility bills andconserve energy. Note that if lights and transmitting equip-ment such as RCUs or credit card terminals are on thesame circuit, lights should not be turned off if this also turnsoff the transmitting equipment.

In some facilities, replacing or retrofitting existing light-ing systems is energy efficient and economically beneficial.Lighting projects must be designed and reviewed by quali-

fied individuals to assure that state-of-the-art lightingtechnologies are installed and that the quality of lighting ismaintained or improved.

The General Services Administration (GSA) and theDefense Logistics Agency (DLA) have state-of-the-artlamps, ballasts, and fixtures. DLA provides technical in-formation and procurement assistance through1-800-DLA-BULB (1-800-352-2852). Postmasters andplant managers should “Turn Out The Lights When NotNeeded” and contact their area energy coordinators forhelping reduce energy consumption.

Alternative Financing of Energy ProjectsProjections of Executive Order 12902 intensified inter-

ests in the alternative financing of energy retrofit projects.The Postal Service has generic shared energy savingscontract documents and policy that must be followed onsuch projects.

Vendors may approach postmasters and plant manag-ers with offers to provide services that include energy sur-veys and installation of energy-efficient equipment at zerocost. The contract offer may include payment stipulationsthat are tied to the utility bill or the local utility company. Util-ity companies may offer similar services. Postmasters and

plant managers should contact their local utility companyto determine what energy-related services are available.

All proposal inquiries or contract offers for alternative fi-nancing of energy projects must be referred to the purchas-ing and materials service centers and the area energycoordinators. Additional information is available directlyfrom these sources.

Energy Consumption ReportingThe Energy Consumption Reporting System was elimi-

nated in 1992. Postmasters and plant managers are nolonger required to submit energy consumption data unlessnotified by area energy coordinators.

Area energy coordinators will identify facilities whereenergy consumption will be monitored. Facilities will in-clude all processing and distribution centers, processingand distribution facilities, airport mail facilities, airport mailcenters, bulk mail centers, vehicle maintenance facilities,customer services greater than 50,000 square feet, and a

random selection of customer service area offices and cus-tomer service stations and branches.

Postmasters and plant managers should use their utilitybills to track energy performance and should investigateany variances or unfavorable trends. They should contactthe area energy coordinators for assistance.
