Cover StoryRemoving MTE Labels Makes a Big Difference

The U.S. Postal Service® collects, processes, trans-ports, and delivers mail across the nation. Mail moves through the network in sacks, trays, and tubs. A “little” label identifies the destination for each container, which means a misplaced label can send the mail to the wrong destination.

Postal Service™ employees are responsible for remov-ing all labels and tags from sacks, trays, and tubs when they empty the mail. The Mail Transport Equipment Service Centers do not remove labels or processing tags from Mail Transport Equipment (MTE).

Old tray labels must be thrown away, and any tags must be collected and reused as stated in the following excerpt from the MTE Standard Operating Procedure for process-ing facilities and delivery units:

“All tray labels must be removed as the tray is emptied of its contents. The label holder must be replaced with a new one if it has been damaged, torn, or has been ren-dered unusable in any manner. Once emptied, trays must be separated and stacked on pallets by type. All labels, placards, and residual signage (i.e., HAZMAT, Code Red, etc.) must be removed from all MTE when emptied.”

Our customers rely on us to correctly move and deliver mail. Old labels left in empty MTE increase the possibility of mistakes when this equipment is reused. Just the small act of “removing the label” can make a big impression on our mailers when they receive clean, useable MTE ready for their mail.

ManualsDMM Revision: Affixing Postage

Effective March 4, 2019, the Postal Service™ will revise Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM®), in various sections to clar-ify the standards when a mailer is affixing postage to a mailpiece.

According to DMM section 604.4.0, Postage Meters and PC Products (“Postage Evidencing Systems”), the numeri-cal value of postage displayed (in dollars and cents) on each mailpiece must be equal to or greater than the amount due for the applicable price and any extra service fees, or another amount permitted by mailing standards. Certain mailing standards allow a mailer to affix postage at less than the full price.

This DMM revision will clarify the standards when a mailer is affixing postage to commercial First-Class Mail® and USPS Marketing Mail®. This revision will also remove redundant text and provide consistency in the standards.

Although the Postal Service will not publish these revi-sions in the DMM until March 4, 2019, the standards are effective immediately.

1.0 Basic Standards for Postage Payment

[Revise the text of 1.0 to read as follows:]

First-Class Mail presorted and automation postage must be paid with precanceled stamps, postage evidencing system indicia, or permit imprints. All pieces in a mailing must be paid with the same method unless otherwise permitted by standard or Business Mailer Support authorization. Permit imprints may be used for mailings of nonidentical-weight pieces only if authorized by Business Mailer Support.

2.0 Affixing Postage to Presorted and Automation Letters and Flats

[Delete 2.1 in its entirety and renumber current 2.2 and 2.3 as new 2.1 and 2.2. Revise the text in renumbered 2.1 to read as follows:]

2.1 Affixing Postage for Presorted and Automation First-Class Mail

Except as permitted under 2.2 or authorized by Business Mailer Support, each piece must bear the numerical value of postage under one of these conditions:

a. Each letter-size or flat-size piece bearing a postage evidencing system indicium must bear the correct numerical value of postage for which the piece qual-ifies.

b. Each letter-size or flat-size piece may bear a USPS precanceled stamp (or stamps precanceled with a mailer’s precancel postmark), under 604.3.0; postage documentation under 3.0 is required. Additional post-age must be paid at the time of mailing with an ad-vance deposit account or with a postage evidencing system indicium affixed to the postage statement.

2.2 Affixing Postage at Less Than Full Price to All Pieces

2.2.1 Lowest Price

A mailer may affix postage evidencing postage at the low-est price as follows:

a. Letter-size or flat-size pieces: A mailer may affix post-age at the lowest eligible presort level and weight in-crement price in the mailing.

b. Additional postage: Additional postage is computed based on the difference between the lowest price af-fixed to any piece in the mailing and the price for each price level in the mailing. The total additional postage must be paid either by advance deposit ac-count or by a meter stamp affixed to the back of the accompanying postage statement.

c. Documentation: The computation must be docu-mented to meet the basic standards in 3.0.

2.2.2 Mixed Price Alternative

Where it is not practicable for the mailer to affix the exact postage to each piece or to affix the lowest postage price to all pieces in the mailing, the mailer may compute post-age for the mailing as if the lowest price affixed to any piece in the mailing were affixed to all pieces. Additional postage is computed based on the difference between the lowest price affixed to any piece in the mailing and the price for each price level in the mailing. This computation must be documented to meet the basic standards in 3.0.

No refund is paid for any piece where postage is affixed at a price higher than the lowest price claimed for or affixed to any piece. The total additional postage must be paid either by advance deposit account or by a meter stamp affixed to the back of the accompanying postage statement.

Postage for USPS Marketing Mail, including Customized Market Mail, must be paid with precanceled stamps, post-

Unless authorized by the USPS under 705.2.0 through 705.5.0, or 705.16.0, when precanceled postage or post-age evidencing systems are used, only one payment method may be used in a mailing. ELM Revision: Drivers’ Phone Use PolicyEffective February 14, 2019, the Postal Service™ is

revising the Employee and Labor Relations Manual (ELM), section 831.332, to include the policy that Postal Service employees must not use a cell phone while driving on duty.

Adding the cell phone policy to the ELM will put the manual in line with the policy in section 3-5.4, Motor Vehi-cle Safety Rules, in Handbook EL-801, Supervisor’s Safety Handbook.

Although the Postal Service will publish this revision in the ELM at a later date, the standards are effective immediately.

ELM Revision: Uniform RequirementsEffective February 14, 2019, the Postal Service™ is

revising the Employee and Labor Relations Manual (ELM), sections 932.11g and 932.22b, to reflect changes in uni-form requirements.

Under revised section 932.11g, the type of postal retail personnel required to wear the prescribed uniform while performing work duties now includes postmasters at Cost Ascertainment Group (CAG) A-K Post Offices. Their official assignment must be at a retail counter for a minimum of 4 hours daily for 5 days per week on a continuing basis, or for not less than 30 hours weekly.

Under revised section 932.22b, Postal Support Employ-ees (PSEs), upon conversion to career status, are not required to wait 90 days for uniform eligibility. They are considered present career employees in the regular work force who are assigned into a uniform category and have completed their 90-day probationary period.

Although the Postal Service will publish these revisions in the ELM at a later date, the standards are effective immediately.

IMM Revision: Individual Country Listing for BrazilEffective February 14, 2019, the Postal Service™ is

revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing for Brazil.

As a result of a formal request made through the Univer-sal Postal Union via International Bureau Circular 146, dated November 5, 2018, Empresa Brasileira de Correios e Telégrafos (ECT) is including additional language to the observation regarding the charge for items presented to Customs. ECT is introducing a presentation-to-customs charge called “Fee for Postal Dispatch” with a current value of 15 Brazilian reals (BRL). If the addressee has not prop-erly paid this fee, ECT will return the item to the sender.

IMM Revision: Individual Country Listing for the Philippines UpdatedEffective February 14, 2019, the Postal Service™ is

revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing for the Philippines.

In consultation with Philippine Postal Corporation (PHL-POST), the Postal Service published an article titled “IMM Revision: Individual Country Listing for the Philippines” in Postal Bulletin 22507 (11-22-18, page 7) removing the pro-hibition of “coffee in any form” and adding a restriction to allow a limited quantity of “liquid coffee, coffee beans, or ground coffee for personal consumption only.” In that arti-cle, we inadvertently included “liquid coffee.” However, after publication we obtained further clarification from PHL-POST about what type of coffee is allowed, so we are revis-ing the wording under “Restrictions” to replace “liquid coffee” with “powdered coffee.”

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal lim-it: $1,000 for domestic, and $700 for international Postal Service money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

When there is discoloration around the dollar amounts, this might indicate the amounts were changed.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Provide this information to local banks and retailers, as they also receive Postal Service money orders for cashing.

FinanceGarnishment Administrative Fee Structure Change

Effective Pay Period 05-19 (Pay Date March 8, 2019), the U.S. Postal Service® will change the way it collects administrative fees from employees for processing creditor garnishments. Currently, the Postal Service™ charges an $80.00 set-up fee for executing a garnishment. In the future, the Postal Service will charge $6.00 each time a deduction is made from an employee’s wages and monies are paid to the creditor. This change in the garnishment fee structure is a more equitable solution to the administrative fee burden placed on debtor employees and aligns closely with the current collection practices for child support fees and Treasury Offset fees.

The Postal Service is obligated to administrate, collect, and disburse monies subject to garnishment orders that are legally imposed upon Postal Service employees. The United States Code, 5 U.S.C. 5520a (j)(2), states that a fed-eral agency's administrative costs in executing a garnish-ment action may be added to the garnishment, and that the agency may retain costs covered as offsetting collections.

Furthermore, the implementation regulation at 39 CFR Sec. 491.5 states that Postal Service administrative costs in executing the garnishment action will be added to each garnishment, and the costs recovered will be retained as offsetting collections. The Postal Service reserves the right to:

Re-determine the administrative cost of any garnish-ment if, in administering the garnishment, extra costs are incurred beyond those normally encountered, and

Add the extra cost to each garnishment.

The extra costs recovered will be retained as offsetting collections. The administrative costs will be collected from the employee upon whom the garnishment is served.

Postal Service® will issue the Star Ribbon stamp (Forever® priced at the First-Class Mail® rate) in one design, in a pres-sure-sensitive adhesive (PSA) pane of 20 stamps (Item 120600), a PSA coil of 3,000 stamps (Item 759900), and a PSA coil of 10,000 stamps (Item 760500). The stamp will go on sale nationwide on March 22, 2019, and must not be sold or cancelled before the first-day-of-issue.

The Star Ribbon stamp artwork features a digital illustra-tion of a star made of red, white, and blue ribbon. The white space in the middle of the ribbon creates a second, smaller star. The tri-colored ribbon, folded into a patriotic symbol, is intended to evoke the connectedness of the American people. Greg Breeding was the art director. Aaron Draplin designed the stamp and created the artwork.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears on the following pages. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustra-tions of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark must affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed next to the postmark.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 120 days to obtain the first-day-of-

issue postmarks by mail. Each cover must have sufficient postage to meet First-Class Mail® requirements. Custom-ers may purchase new stamps at their local Post Office™, by phone at 800-782-6724, or on The Postal Store® web-site at usps.com/shop.

Digital Color Postmarks Only select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service™ recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16-inch side seams with no glue on the flap. The maxi-mum size of all digital color postmarks is 2 inches high by 4 inches long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers must submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.
