In all the preva- lence of Extra-Pulmo- nary TB cases rose from 677 cases in 2017-18 to 762 cases in 2018-19. The civic body has been continuously im- plementing a TB eradi- cation programme in the region. However, despite efforts, there has been a rise in the number of tuberculosis cases since the past five years. On one hand there is a decreases in Smear Negative Pul- monary TB but rise in Smear Positive TB. City records 13% rise in TB cases 762 cases of Extra-Pulmonary TB registered in 2018-19 Even the relapse cases and Extra Pulmonary cases are on rise. In the year 2013 the Smear Positive Pulmonary Tu- berculosis cases were 672 and relapse cases were 149, while Smear Negative cases were 246 and Ex- tra Pulmonary 541 cas- es were recorded. The figure in 2014 was 654, 136, 237 and 632 re- spectively. In the year 2105 it was 687, 165, 338, 605 respectively. In 2016 it was 716, 158, 424 and 611 respective- ly. In 2017 the figure was 767, 208, 337 and 677 respectively. Whereas in 2018-19 the cases registered are 790, 208, 278 and 762 respectively. The trend shows the increase in Smear Positive and Extra Pulmonary TB. In the period be- tween January and De- cember 2013, 671 cas- es of TB were reported, while in 2012 the num- ber of cases was 650. In the last few months alone, 93 cases of TB have been detected in Navi Mumbai. The NMMC Health Officer Dr. Balasaheb Sonawane informed, “NMMC is planning to conduct awareness pro- grams to sensitize citi- zens about the impact and threat of TB and the ways to tackle it. Navi Mumbai: According to the figurereleased by the NaviMumbai MunicipalCorporation (NMMC) intheir EnvironmentalReport of 2018-19, therewas a rise in the num-ber of Tuberculosis (TB)cases in the satellitecity by almost 13 per-cent. In all the preva-lence of Extra-Pulmo-nary TB cases rose from677 cases in 2017-18 to762 cases in 2018-19.

Navi Mumbai: Asecurity guard work-ing in CIDCO hasbeen found to havesubmitted fakedocuments with theCIDCO corporation forbeing elevated to therank of clerk from thepost of security guardby submitting fakemarks and certificatesof class X and XII.Rajesh Ananta Patil isthe name of theemployee. CIDCO hassuspended the em-ployee and lodged acomplaint with theCBD Police Stationagainst him. Accord-ingly, the police haveregistered a crimecase against theemployee for commit-ting fraud andforgery.

The accused,Rajesh Anant Patil,was appointed as theCIDCO securityguard in April 1997.At that time, he hadsubmitted a certifi-cate of school leavingcertificate and men-tioned fail in the 1985SSC examination heldat Wajekar HigherSecondary School inUran. From then on,Patil worked as asecurity guard atCIDCO. However,Rajesh Patil submit-ted the certificates ofKolhapur DivisionalBoard and Certificateof passing the Class Xand XII examinationin March 2009 as wellas a certificate inCIDCO's PersonnelDivision. CIDCO files case against employee forsubmitting fake education documents

Accordingly, afterthe CIDCO's person-nel department tookthe records of thisdocument, RajeshPatil requested thathe should be appointedas the clerk. He alsosubmitted the marksand certificates of theMumbai DivisionalBoard passing theClass X and XII.Based on the lettergiven by Rajesh Patiland the educationalcertificate presentedand its educationalqualifications, he wasposted as a clericalstaff. He was alsoreferred to the person-nel department.

Meanwhile,CIDCO received ananonymous com-plaint that RajeshPatil had submittedfake certificates ofclass X and XII. TheDepartment ofPersonnel then askedRajesh Patil tosubmit the originalcertificates of Class X

and XII. At that time,Rajesh Patil present-ed the secondary copyof the 10th andtwelfth pass of theCentral Board ofHigher EducationBoard at ShardaEnglish HigherSecondary School inGoregaon, Mumbai,and the schoolleaving certificateand bonafide certifi-cate. The CIDCODepartment afterverifying all thecertificates submittedby Rajesh Patil foundthat there was alarge discrepancy.

CIDCO's vigilancedepartment alsoverified all the marksand certificatessubmitted by RajeshPatil with the crimebranch of NaviMumbai Police. Inthis way, RajeshPatil was foundguilty of submittingfake marks andcertificates of passingthe tenth and twelfthof three differentboards for promotionto the post of clerk.

Swami Vivekanan-da had experienced thetruths of universethrough inward jour-ney under the guidanceof his Guru Ra-makrishna Paramhan-sa, but he was alsoaware of the impor-tance of western sci-entific thought. Hewanted that both theintuitive science andclassical sciencework hand in hand.Let’s understandfirst their meaningsthen.

Classical sciencerefers to scientistsmaking observationsand drawing logicaldeductions after it.This kind of study helpsin improving the quali-ty of life of people, un-ravel mysteries of theuniverse.

Intuitive science onthe other hand is abovereason and is acquiredby the life formsthrough repeated expe-riences and gainedthrough transforma-tion. It is voluntary andspontaneous and findsa solution for a givenproblem in a complete-ly different place andsituation.

Swamiji’s views oninstinct, reason and in-tuition is clear when hesaid, “Reason is the ve-hicle one rides to reacha certain point beyondwhich one cannotmove. Intuition goesbeyond reason but rea-son with unbiased mindis the only guide toreach there. Instinct islike ice, reason is likewater and intuition isthe subtlest form likevapor and each one fol-lows the other”.

Vivekananda said

that space, time, mat-ter and energy exist asproved by physicists.But he went further tostate that they are in-ter related and interconnected. Nicolas Tes-la, a Serbian-American

inventor, electrical en-gineer, mechanical en-gineer, and futuristwho is best known forhis contributions tothe design of the mod-ern alternating cur-rent electricity sup-ply system, who wasalso a contemporary ofVivekananda, was verymuch impressed tohear from Swami Vive-kananda his explana-tion of the Sankhyacosmology and the the-ory of cycles believedby the Hindus. Hewas struck by the re-semblance betweenSankhya theory ofmatter and energyand modern physics.

These intuitive sci-entific proclamationsare hard to be experi-mented to prove or dis-prove. But with the ad-vent of Quantum phys-ics, many gaps havebeen bridged. The fa-mous Nobel winningSoeren Prell theory im-plies that at a deep andfundamental level theseparate parts of the

world are connected inan intimate and imme-diate way as anychange in one immedi-ately and unmitigatedcauses changes in theother.

As far as biologicalscience wasconcerned,Swamiji did notbelieve inDarwin’stheory ofevolution. Hesaid, “Certainlyit is true thatman cannot besimply anevolution.Every evolutionpresupposes aninvolution.This involution

and evolution is onthroughout the wholeof nature.” This is intune with new devel-opments in the field ofbiology. EminentNobel Prize winningcell biologist Chris-tian de Duve andBrian Goodwin’sresearch shows thatDarwin’s theoryworks for smallaspects of evolutionand there is nosignificant support forgradual evolution ofhereditary mutationsadding up to largescale aspects ofevolution.

More than a centu-ry after Swami Vive-kananda’s short butextraordinary life, hisintuitive words on sci-ence have left distinctmark on the pages ofworld’s history of sci-ence and his words areeven more relevant to-day than ever before.

Not a clean and green cityA decade back, anyone traveling from Mumbai to Navi Mumbai,

would experience sudden change in the quality of air and

cleanliness as one crossed the Thane creek bridge. Today, they

seem to have merged together and the same garbage heaps and

decomposing organic waste emanating foul smell as in Mankhurd,

could be seen on this side of the creek bridge as well. Somewhere,

NMMC seems to have left behind their slogan of clean and green

city. It seems to have abandoned cleanliness drives altogether

and deteriorating hygiene in Vashi, its most developed node, also

does not stimulate NMMC to arrest the menace in making.

The functioning of local bodies in Navi Mumbai like CIDCO

and NMMC has touched its nadir. Even for routine functioning

they require sort of “drives” to motivate their staff to carry out

their day-to-day work. Cleanliness is one field where their

performance has been abysmally poor. They seem to be waiting

for some epidemic to occur and claim precious lives before

carrying out one of their prime responsibility i.e. cleanliness. The

garbage removal is through contract system and no care is being

taken by NMMC officials to ensure its implementation. No

inspection is being carried out to oversee performance of the

contractor. Generally, the dustbins are surrounded by heaps of

garbage and stagnant water, preventing people to put them to

proper use. Most of the time the garbage starts getting

decomposed emanating foul smell, thus creating environmental

pollution. The numbers of dustbins provided are also

disproportionately inadequate and some, which are available, are

broken and distressed.

Not only the local bodies are to be blamed, section of residents

is also to share the blame as they lack civic sense as regards

disposal of garbage. They do not take pains to throw it in dustbins

and litter yards of area around dustbins with garbage. To add to

this, the rag pickers and stray animals scatter it still further

thereby creating nuisance for the locality. Lot of waste is

generated in the commercial areas, vegetable market, garages

etc. which do not find proper disposal. Lack of vigilance and

concern for hygiene on part of NMMC encourages such kind of

uncivilized behaviour.

If NMMC desires to really create a garden city on lines of

its slogan, it has to shed its indifference towards unhygienic

ambiences and environmental concerns. The contractors as

well as the staff have to be made more accountable and it has

to be ensured that every penny spent for the purpose is well

spent. Besides, additional dustbins, replacing damaged and

corroded mild steel dustbins with fibre reinforced plastic

dustbins which are hygienically superior, aesthetically beautiful

and easier in handling, transporting vehicles, incinerators etc.

curbed to further this aim as slums are potential threat to the

environment. It should learn that formulation of laws is not

A few days ago, Fa-cebook reminded methat it had been elevenyears since I completedmy PhD. It broughtback memories of daysand nights spent inreading, thinking, anal-ysing, writing, typingand editing – draft af-ter draft after draft. Itbrought back diariesfull of scribbled notes;images of train jour-neys spent engrossed inbooks, my gaze affixedon what I was reading,looking out of the win-dow only when I wasabout to reach my des-tination. It broughtback days when I wouldforget to cook and eat,because my researchwas the food that keptme satiated. It broughtback the feeling of ela-tion and fulfilment Iexperienced when I heldthe big black book in myhands – a feeling thatcannot be described inwords.

I remember some-one having comparedwriting a PhD thesis tothe process of givingbirth. The idea for thethesis is the momentof conception – an ideawhich is then shapedinto a research ques-tion and a proposal.The idea is nurturedwhen research begins.Only, this pregnancytakes longer than ninemonths, and invari-ably extends to a few

What isdisturbing is that notonly are there peoplewilling to shell outmoney to outsourcetheir research; but thatthere are also peoplewho have no qualmsabout indulging inthese unethical practic-es to fill their pockets.

Those who get theirmarks, credits and de-grees without workingfor them are the futureengineers, doctors, law-

yers, managers andteachers who will buildour nation. When I lookback at the years of la-bour that went into ob-taining my degree, Iwonder if I should envythose who get theirs soeffortlessly. But then Iponder on how theirconscience allowsthem to sleep peaceful-ly at night – and goback to deep slumberwith a contented smileon my face!

Polycystic OvarianDisease (PCOD), alsoknown as Stein-Lev-enthal Syndrome, is acommon cause of in-ferti l ity in manyyoung women. In thiscondition the folliclesdo not release the eggsnormally in everymenstrual cycle; mul-tiple cysts are formedin the ovaries. It is not

really known whyPCOD occurs. Thepolycystic ovaries area sign of hormonalmalfunction. Hor-mones can be affectedby a woman’s emo-tions, thoughts, dietand personal history.A few cases are genet-ic and run in families,but most cases haveno such familial link.

In recent times,some studies suggesta link with excessiveintake of milk andmilk products, esp.since the dairy indus-try often uses artifi-cial hormones to in-crease milk produc-tion. Practitionerswho adopt the holisticapproach are awarethat when there is aproblem with some-thing so complex asthe ovulation process,there may be a prob-lem with the regulato-ry mechanism of themenstrual cycle in thebrain.

TREATMENTExercise and reduc-

ing body weight areimportant parts of thetreatment of PCOD asthey can reduce therisk of developing oth-er illnesses. Havingregular periods is im-portant for the womanto reduce the risk ofuterine cancer. Con-ventional medicineusually treats this

condition with artifi-cial hormones, tomake up for the body’sown deficiency. Mostwomen are thereforeprescribed birth controlpills and antiandrogen-ic drugs to create cyclicmenstrual periods.Women suffering frominfertility are pre-scribed drugs whichinduce ovulation tem-porarily. These treat-ments, though helpful,do not address the lackof ovulation or the hor-monal status of thebrain. The underlyingissue remains uncor-rected. Doctors with aholistic approach be-lieve that treatmentshould be aimed at set-ting the basic causeright and not just tar-geting each individualproblem separately inthe complex of PCOD.Patients have to rea-lise that PCOD doesnot have to be a lifelongchronic condition.Emotions have to beheeded and not sup-pressed. Going out innatural light as muchas possible is benefi-cial in re-establishinghormonal balance.Diet should be well-balanced and full ofnutritious items.Junk food should beavoided. A regular ex-ercise programmeshould be followed. Ho-meopathic treatmentinvolves a detailed casetaking wherein allemotional, intellectualand physical aspects ofthe patient are consid-ered before the mainremedy is chosen.Such a chosen consti-tutional remedy worksat deep levels settingright the basic imbal-ance in the body. It isseen that patients re-spond well to suchtreatment and regularmenstrual cycles aresoon established. Overa period of 1-2 years, allcysts in the ovaries dis-appear too and the wom-an can lead a normalhealthy life withoutfurther treatment.

Bring back normalcyDear Editor,We are grateful to the government, which has

the guts to bring an Act like CAA to protect theinterests of the citizens of this country. It is dis-gusting to note the desperate attempts made bythe so called liberals in indulging disinformation campaign and obfuscat-ing the issue, for not reporting the actual intent of protesters atShahinbagh. The government should bring UCC in the next session andexpose the liberal gangs. There is nothing against any particular commu-nity residing in India in the CAA. You must ask simple question as towhy the so called minorities in India want to create violence here to per-mit entry of outsiders and why do they object to giving citizenship to thepersecuted Hindus left out in these areas?

The Government didn’t start the demonstrations and riots. They justcare about the persecution of minorities in neighbouring countries. TheCAA bill was passed in parliament. Actually Hindus and Muslims of Del-hi are not against each other but very friendly as media reports, theyeven helped each other to save lives and properties. This proves the peoplewho did the arson, stoning and killings were hired elements. It is time tohave unity in diversity to prevent such aggrieved agitations turning intoriots, arson, looting and murder.

Are our women safe?Dear Editor,Crime is endemic to the human condition, but a crime specifically

directed at one sex is most despicable and unfortunately, the one that ispunished least. It is found that the media exposure and all the legislationhave little impact. Legislation introduced by the government is often merelytokenism. One would find that the problem before the majority of womenin our country is not equality but survival. There is scarcely a day whencases of rape or a dowry murder are not reported from different parts ofthe country. Time has helplessly watched women suffering in the form ofdiscrimination, oppression, exploitation, degradation, aggression, humil-iation.

A society that is unable to respect, protect and nurture its women andchildren loses its moral moorings and runs adrift. The major lacuna inthe laws is that they are not gender neutral. Many women and theirfamily members, therefore, misuse them to settle scores, intimidate andharass the husband and his family. It is not uncommon to project self-inflicted injuries as assault by husbands. Sensitivity training and knowl-edge of the rights of women and children are another vital need and mustbe made mandatory for all law enforcement agencies.

To increase the reporting of such cases at first we need to empower thewomen and children. They must be educate on their rights and encour-age them to come forward to register the cases. There are many violentcases but due to stigma in the society very few are reported. The problemcannot be solved by the government alone but by a national awakeninginvolving the entire country and civil society. A nationwide campaign isneeded to reignite India’s core values and traditions that respect and nur-ture women and children.

I would like to point out that while laws alone cannot put an end toevils that are endemic in the social structure, the government can atleast make some attempt to take it s own enactments seriously.

bearers of Sea Homes building have been foundresponsible for the blaze that took place on Febru-ary 8th, 2020 at Sea-Homes building at Seawoodson Palm Beach Marg. Based on the complaint filedby the Nerul Fire Brigade, NRI police have regis-tered a crime under the Maharashtra Fire Pre-vention and Life Safety Remedies Act for negli-gence against the secretary and executive boardof the building along with Chandrakant Bhasali,the flat owner of the Sea-Homes building.

On February 8, the Duplex flat on the 20thand 21st floors of the building, which is adja-cent to Podar International School in Seawoods,Sector-36, was engulfed in fire. While the fireofficials were dousing the fire, a cylinder inBhansali’s flat exploded in which fire officials-Ganesh Gadde, Vikas Koli, Jitendra Bhoye, Sri-kant Joshi, Deepak Javale, Tanaji Thackerayand Mahadev Pawar were critically injured. Allof them were treated first at the Municipal Hos-pital and later at the National Burns CenterHospital in Airoli. The fire brigade had to extin-guish fire from the adjoining building as it wasfound that the fire extinguisher kept in thebuilding was not working.

Investigations by the fire team revealed thatseven personnel of the fire brigade were serious-ly injured by the explosion of the cylinder whichwas kept illegally in the house, even though pipegas is being supplied in Bhansali’s flat. Also, theoffice bearers who are responsible for checkingthe fire extinguishing devices in the building andfor obtaining the B certificate, failed in their dutydue and the fire extinguishers in the buildingwas found to be non functioning. Therefore, thefire brigade has lodged a complaint at NRI policestation, blaming flat owner Chandrakant Bhasaliand the society’s secretary Ajay Gupta and thesociety’s executive board for the fire and injuriesto the fire brigade officials.
