s you know, 2020 is a leap year. Therefore, Ihope you leap into action and start makingplans to attend our 67th National Conventionthis coming August. Our theme is “Deep in

the Heart of NAPS—Texas Style!”They say everything is bigger in Texas. Therefore,

NAPS Headquarters and our Host Branch Committeeare making big plans for delegatesand guests who plan to mosey ondown to Grapevine, TX, Aug. 17-21, to attend the national conven-tion at the Gaylord Texan Resort.Here’s the scoop!

Register early for the 67th Na-tional Convention. Registration isonly available online at www.naps.org. The fee is $250 per personuntil July 10; from July 11 to July24, it’s $325. Don’t get roped intoprocrastinating. Even though you

had one extra day this year—Feb. 29—national con-vention registration still closes at midnight on July 24;there is no on-site registration.

Your registration will be confirmed via an emailconvention receipt. If you do not receive a receipt, itmeans you are not registered. Please contact NAPSHeadquarters if you are having difficulty registeringyourself, members of your branch or guests.

rom time to time, we hear from members aboutissues concerning the denial of rights afforded toall (well, mostly all) employees under the federalguidelines of the Family and Medical Leave Act

(FMLA) and the Americans with Disabilities Act (ADA)as they apply to reasonable accommodations.

What is so unreasonable about leadership follow-ing federal law? Why do someleaders feel obligated to violate therights of EAS employees who areeligible for protections under vari-ous federal laws? Are they sayingthat being held to a “higher stan-dard” means your rights under fed-eral law can be blatantly violated?

The ADA lists the followingtypes of accommodations as gener-ally considered reasonable:

• Change job tasks.• Provide reserved parking.

• Improve accessibility in a work area.• Change the presentation of tests and training

materials.• Provide or adjust a product, equipment or soft-

ware.• Allow a flexible work schedule.• Provide an aid or a service to increase access.• Reassign to a vacant position.Of course, it’s up to the employee to provide the

necessary medical documentation to support such ac-commodations. But provided to whom? While there islegitimate concern regarding giving medical informa-tion to a supervisor or manager, the ADA offers clearguidance on the issue. Can an employer ask an indi-vidual for documentation when the individual re-quests reasonable accommodation?

Yes. When the disability and/or the need for ac-commodation is not obvious, the employer may askthe individual for “reasonable” documentation abouttheir disability and functional limitations. The em-ployer is entitled to know the individual has a covereddisability for which they need reasonable accommoda-tion.

“Reasonable” documentation means the employermay require only the documentation needed to estab-lish a person has an ADA disability and that the dis-ability necessitates a reasonable accommodation.

When discussing a specific cause, a USPS manager

asked me, “Why did the EAS employee—who had anobvious need for a reasonable accommodation—notrequest a district Reasonable Accommodations Com-mittee meeting?” I pointed out to him that HandbookEL 307, Section 212, Requesting an Accommodation,reads:

“The Postal Service activates the reasonable accom-modation process whenever the following occurs:

• An employee or applicant, or someone acting onbehalf of the employee or applicant, makes an oral orwritten request for reasonable accommodation.

• A manager or supervisor observes the following:—An employee with a known physical or mental

disability having difficulty performing the essentialfunctions of his or her job.

—An employee otherwise experiencing workplaceproblems because of that disability.

• A manager or supervisor reasonably believes thatan employee with a known disability may need an ac-commodation and the disability prevents the employ-ee from requesting reasonable accommodation.”

In this case, OIG documentation noted that wit-nesses gave statements that calls were made to manage-ment concerning the obvious needs of the employee.

We also receive regular calls from EAS employeesstating USPS leaders are changing documented re-quests for leave qualified for protection under theFMLA from a designated leave category to leave with-out pay (LWOP). I find it amazing that USPS leaderswould commit these violations of federal law whenthe USPS ELM 515.42 clearly reads:

515.42 Leave Type“Absences that qualify as FMLA leave may be

charged as annual leave, sick leave, continuation ofpay, or leave without pay, or a combination of these.Leave is charged consistent with current leave policiesand applicable collective bargaining agreements.”

I do not know if FMLA violations alleged by USPSmanagement in either case I referenced went againstthe USPS or against the person claimed to have commit-ted the violation. However, supervisors can be sued in-dividually for violations of the FMLA. We recently saw a ruling for violations of the ADA concerning reason-able accommodation—see https://naps.org/External-Resources; go to “Other Links of Interest” and click on“Reasonable Accommodation.”

ecently, the Office of Inspector General (OIG)published an audit report entitled, “Effective-ness of the Postal Service’s Efforts to ReduceNon-Career Employee Turnover.” I encourage

all EAS employees to read this report. It’s posted on theNAPS website if you have not yet read it.

Here is some background information from the re-port: “This report presents the re-sults of our self-initiated audit of theeffectiveness of the U.S. Postal Ser-vice’s efforts to reduce non-careeremployee turnover. The Postal Ser-vice hires non-career employees tosupplement its regular workforceand reduce staffing costs. ... Our ob-jective was to assess the Postal Ser-vice’s effectiveness in reducing non-career employee turnover andevaluate underlying reasons for non-career employee turnover.”

As EAS employees overseeing the operations of thePostal Service, we know a focus of the agency has beento reduce employee costs by using these supplemental,non-career employees in strategic mail delivery, process-ing and retail functions. Obviously, controlling the levelof non-career employee turnover would result in signifi-cant savings to the Postal Service.

Unfortunately, the USPS so far has not been able todevelop a comprehensive strategy to address this issue.According to the report: “Although annual turnover de-creased from 42.8% in FY 2016 to 38.5% in FY 2019, itstill exceeded the NPA goal of 34.8% in FY 2016 and34.08% in FY 2019. Also, the FY 2019 turnover rate ex-ceeded the FYs 2017 and 2018 rates.”

Let me put this another way. The Postal Service setsan NPA target of 34.8% for annual non-career employeeturnover, yet cannot meet that goal. The turnover rateincreased in FY 2019 from the previous two fiscal years!

The OIG report further states: “To meet the FYs 2018and 2019 34.08% NPA non-career employee turnovergoals, the Postal Service would have had to retain al-most 3,000 more non-career employees in FY 2018 andalmost 5,900 more non-career employees in FY 2019.We calculated this would have reduced the cost of on-boarding and training by about $4.1 million in FY 2018and about $9.6 million in FY 2019 based on manage-ment’s estimate of total onboarding and training costs.”

So, in other words, had the Postal Service met its

own established goal of just over 34% of its non-careeremployees leaving after an average of only 81 days onthe job, per the OIG’s findings, there would have beennearly a $14 million savings just in onboarding andtraining costs for fiscal years 2018 and 2019. You proba-bly are wondering what the Postal Service’s responsewas to not meeting these goals and attempting to re-duce this cost. But I’m sure you know the answer.

The report continues: “Also, non-career employeeturnover could be improved if HR-HQ management de-veloped a single, comprehensive strategic plan for re-cruiting, hiring and retaining non-career employees. Be-cause HR-HQ management did not develop a single,comprehensive national strategic plan for recruiting,hiring and retaining non-career employees of all fourcrafts, districts developed local strategies to help reducenon-career employee turnover.”

Thus, in the absence of a national strategy to devel-op a recruiting, hiring and retaining plan for non-careeremployees, many local districts developed somethingon their own, which, of course, led to unevennessacross the country in how these strategies are imple-mented. And it did little to alleviate the national issueof the costs from non-career employee turnover.

You might have thought that, perhaps with this issueso important it appears on your NPA scorecard, the USPSwould have measured the costs associated with the highlevels of non-career employee turnover. But, while theagency estimates it saved about $8 billion in labor costsfrom FYs 2016 to 2019 by employing non-career employ-ees, “they did not measure the cost savings associatedwith the NPA non-career employee turnover perform-ance. Measuring the potential cost savings associatedwith reducing non-career employee turnover would helpensure management focuses on improvement.”

Unbelievably, the USPS claims to know the cost sav-ings of using non-career employees, yet never has both-ered to measure all the associated cost savings by im-proving non-career employee turnover performance.This only can lead me to the conclusion that reducingthese costs is not a serious issue for senior postal leader-ship. It is, however, a cost associated to you as an EASemployee on your NPA scorecard.

Perhaps the Postal Service believes that a non-careeremployee turnover rate of over 38% is an acceptablecost of doing business. If so, then no wonder business issuffering.

Building in honor of the late NAPS President Vince Palladino. Heserved as president from 1992 to 2004.

The temperature was cool—mid-40s—but the sun was out, with nochance of rain on this auspicious NAPSday. A red drape hung over the front ofthe building from the second-floor bal-cony. Secretary/Treasurer Chuck Muli-dore welcomed everyone to the cere-mony. “We have to thank Vinny forthis sunny morning,” he declared.Mulidore introduced Jim Stokes, presi-dent of STOLADI Property Group,which manages the building.

Stokes said it was an honor for himto be part of the ceremony honoringhis former mentor. Vince Palladinowas instrumental in purchasing the

dore made the motion to name the building after thelate president. The motion passed unanimously.

“My dream has become a reality,” Roma declared. “Iwant to thank my NAPS family for bestowing this honoron my friend.”

NAPS President Brian Wagner thanked the attendeeson behalf of the Executive Board and the 27,000-plusNAPS members for being there to honor Vince. “Ourbuilding symbolizes NAPS’ solid commitment to itsmembers,” he said. “Vince’s presidency had a solid foun-dation; he instilled confidence and hope and worked forthe betterment of our members.”

Wagner referred to Palladino’s vision to buy thebuilding. “Vince was well-respected and an influentialleader to all of us,” Wagner stressed. “His spirit resonatestoday in this building and throughout our membership.”

Former Postmaster General Jack Potter, who held theposition from 2001 to 2010, said this day was a celebra-tion of Vince’s life. “How dedicated he was to all of you,”he told NAPS members in the audience. “He was great towork with; he understood it took a balance. But he couldbe very stubborn in representing you!”

“He was so challenged on 9/11,” Potter recounted.“He was concerned for his own family, as well as hispostal family. But he was there at work looking out forhis postal family.”

Wagner introduced Post-master General Megan Bren-nan, commenting it spoke vol-umes about Palladino’s legacyto have such a prestigiousgroup at the dedication cere-mony.

Brennan said she was hon-ored to be at the ceremony rep-resenting the Postal Service. “Ithank Vince for his passionabout the Postal Service andNAPS,” she said. “He was afierce advocate for supervisors,but a consummate professional.This is a fitting tribute.”

The PMG urged NAPS mem-bers to continue advocating fora Postal Service that matters tothe American public.

Wagner introduced Mary-lou Palladino, who was there

with her fellow siblings. “We missour father every day,” she de-clared. “But the invitation to

come to this ceremony makes it sweeter; we are happy tobe here.” She thanked the NAPS Executive Board, with aspecial nod to TommyRoma, for acknowledgingtheir father and keepinghis memory and legacyalive in NAPS.

“Our father recog-nized this building’s po-tential,” she affirmed.“Getting the funds was achallenge and he wasvery proud of it. We arehumbly honored, as hewould be.”

Then, the red drapewas dropped and thebuilding’s new name wasunveiled: The NationalAssociation of Postal Supervisors Vincent A. PalladinoBuilding.

n late February, my dad, alongtime postal retiree who served

30 years as an employee of the agency,died. Thank you to all the members ofmy NAPS family who extended con-

dolences. Some of you may recall thatin my first Postal Supervisor column inDecember 2018, I mentioned mydad’s relationship with his first super-visor—the beloved former NAPS presi-

dent Ruby Handelman.One of my vivid child-

hood recollections is walk-ing a picket line with mydad and the family dog 50years ago during the March

1970 postal strike. At that time, thou-sands of postal employees, includingmy dad, placed their livelihood injeopardy by participating in that

strike. That wasa pivotal mo-ment for rank-and-file em-ployees.

No one willbe asking NAPS members or otherEAS-level employees to engage in anysuch action to secure a modicum offairness in the pay consultationprocess. Rather, NAPS is requesting

all EAS-level employees to join to-gether in the legislative effort to im-prove the process by which supervi-sor and managerial compensation isdecided. The NAPS legislative andlegal teams have worked with our res-ident officers and allies on CapitolHill to develop a reasonable approachto alleviate the dysfunction charac-terizing the current pay process.

Indeed, NAPS was pleased to en-gage Rep. Gerry Connolly (D-VA),House Oversight and Reform Sub-committee on Government Opera-tions chairman, and Rep. Mike Bost(R-IL) in crafting bipartisan legisla-tion to address multiple deficienciesplaguing the current pay consulta-tions statute. As currently written,Section 1004 of Title 39 of the UnitedStates Code delays the start of paytalks until the largest postal unioncompletes its prolonged collectivebargaining, even if it extends to arbi-tration. Never mind that the lapsingEAS pay decision will have expiredprior to the conclusion of collectivebargaining.

In addition, current law embold-ens the Postal Service to ignore or re-ject the findings of an independentfact-finding panel, which last yearconcluded that the agency actuallyviolated the law. NAPS members onlyneed look at last year’s pay decision.

Connolly and Bost recognizedthe unfairness in the process andworked with NAPS to address its defi-ciencies. As a result, on March 4, thecongressmen introduced H.R. 6085,the “Postal Supervisors and ManagersFairness Act of 2020.” If enacted intolaw, the legislation would requireEAS-level employee pay consultationsto begin months before expiration ofthe lapsing pay decision.

‘Postal Supervisors and Managers Fairness Act’ Introduced

On March 4, Rep. Gerry Connolly(D-VA) and Rep. Mike Bost (R-IL) in-troduced the “Postal Supervisors andManagers Fairness Act,” H.R. 6085.The legislation requires a timely startof the consultation process betweenNAPS and the Postal Service overUSPS-proposed changes in pay andbenefits for postal supervisors andmid-level employees.

It also provides finality to the de-cisions and recommendations of afact-finding panel appointed by theFederal Mediation and ConciliationService in the event of an impassebetween NAPS and the Postal Serviceover proposed changes to pay andbenefits. Approximately 40,000-plusUSPS employees in the Executive Ad-ministration Schedule (EAS) are cov-ered by the pay consultation process.

“NAPS is grateful to Rep. Con-nolly, chair of the Oversight and Re-

form Subcommittee on GovernmentOperations, and Rep. Bost for theirleadership in making the supervisorpay consultation process more time-ly and fair,” said NAPS PresidentBrian Wagner.

“Our campaign to pass the‘Postal Supervisors and ManagersFairness Act’ marks a new era ofgrassroots advocacy for NAPS,” saidNAPS Executive Vice President IvanD. Butts. “This would not have beenpossible without the help of legisla-tive champions such as Reps. Con-nolly and Bost. NAPS’ advocacy willemphasize to Congress the importantrole EAS supervisors and managersplay in keeping America’s mail sys-tem moving.”

The proposed legislation in noway interferes with the pending ju-dicial proceeding between NAPS andthe USPS before the District of Co-lumbia Federal Court. The pendingNAPS-initiated legal case concernspast violations of the Postal Service.The just-introduced bill would coverfuture pay talks.

As you can imagine, promotingH.R. 6085 was a dominant themeduring NAPS’ 2020 Legislative Train-ing Seminar. LTS delegates scouredCapitol Hill to secure co-sponsorsand support for this pro-postal su-pervisor bill. NAPS calls on all EAS-level employees to contact theirmembers of Congress to co-sponsorand support the measure. In thisway, we will be able to ensure thatupcoming EAS pay talks will be fairand not suffer from the same diffi-culties as previous ones.

Another matter that commandsour attention is the exclusion of thePostal Service from coverage underthe new paid parental leave statutethat provides a new benefit to mostfederal employees. The new law, in-cluded in a December 2019 Depart-ment of Defense authorization bill,provides 12 weeks of paid leave tofederal employees on the birth,adoption or fostering of a child.Postal employees currently are cov-ered under the broader Family andMedical Leave Act, which provides

Convention at the upcoming 67th NAPS National Conven-

tion, Aug. 17-21, at the Gaylord Texan Resort in Grapevine, TX.

Although our fellow NAPS members no longer are with us

to share their thoughts, laughter and genuine NAPS fellow-

ship, we’ll always remember their spirit for NAPS and the U.S.

Postal Service. They will forever live in our hearts and cher-

Important Convention Deadlinesfor unpaid family and medical leave.

One of the rationales for the USPSexclusion from the paid leave is thatpostal employees benefit from collec-tive bargaining, so the leave can be ne-gotiable. There are three problemswith that pseudo-justification: theunions have not negotiated over suchleave; there is the precedent of statuto-ry, not negotiated, family and medicalleave; and EAS-level employees do notcollectively bargain.

With regard to NAPS members,argument for the latter reason is mostcompelling. It is unfair to hold EAS-level employees captive to a collec-tive-bargaining process in which theycannot participate.

Finally, NAPS continues to aggres-sively oppose the administration’sproposed punitive retirement cuts, aswell as ill-considered plans to under-mine mail services that were includedin the 2021 White House Budget sub-mission to Congress. These proposalswould lead to a significant decline inretirement annuities, pay cuts and re-duced earnings in the Thrift SavingsPlan’s G Fund.

Together, NAPS will lead the wayin promoting postal supervisor andmanager pay fairness, fighting forpostal parental leave equity and op-posing cuts to postal pay and benefits.

Best Website Competition The NAPS Best Website Competition again is being con-

ducted in conjunction with the upcoming NAPS national con-vention at the Gaylord Texan Resort, Grapevine, TX, this August.

A branch wishing to enter the competition must email onlyits website address to [email protected] by Monday,June 15, for forwarding to the competition judge.

Points will be awarded for content, design and technicalmerit, among other contest categories. The two entries receiv-ing the highest overall point totals will be named the competi-tion winners.

PERF is not an emergency relief or im-

mediate needs replacement agency, such

as the Federal Emergency Management

Agency (FEMA) or the Red Cross or insur-

ance companies that are paid to replace

property. Rather, PERF (part of the Com-

bined Federal Campaign) provides relief

grants to help qualifying individuals get

re-established after a loss, based on an

application process.

he 2020 Eastern Region CabinetMeeting was held this year atthe Tropicana Resort Hotel in

Evansville, IN, over the MartinLuther King Jr. holiday weekend. Wehad outstanding participation, withover 140 delegates presentfrom across the NAPSEastern Region.

I personally want tothank Evansville Branch55 and the entire Ken-tuckiana State Branch fortheir great support of thisyear’s event. The hospital-ity the team provided over the entireweekend was second to none!

We started day one with openingceremonies, which included welcomemessages from the NAPS resident of-ficers, the area vice president and me.We followed with Scott Raymond,USPS Capital Metro Area manager,Operations Support, and DamonManz, Eastern Area acting manager,Operations Support. They providedupdates on peak season performanceand NPA performance for each dis-trict in their areas of responsibility.Both managers addressed questionsand concerns from NAPS members toclose out the morning session.

The afternoon session was filledwith opportunities to hear fromNAPS Executive Board members.First, we heard from Executive VicePresident Ivan D. Butts who providedan update on the upcoming Legisla-tive Training Seminar, where westand on legislation and how the re-

spective NAPS areas are performingon SPAC.

Next, Secretary/Treasurer ChuckMulidore gave an update on mem-bership and NAPS’ strategy to reachout to all nonmembers across thecountry to grow membership thisyear. We then heard from PioneerArea Vice President Tim Needham,

Capitol-Atlantic Area VicePresident Troy Griffin andMideast Area Vice Presi-dent Tony Dallojacono.

The area vice presi-dents provided an updateon where local branchesstand respectively onmembership participa-

tion. Our goal in the Eastern Regionis 80% membership in each branchin 2020. We ended the day with ourbanquet. It was great, with dinner,dancing and live entertainment!

Day two was another productiveand informative day. President BrianWagner updated members on the status of the lawsuit filed by NAPSagainst the USPS regarding EAS payand other issues. Wagner provided anin-depth look at the process that wasthorough and insightful. He alsotook questions from members.

Keith Reid, one of our DDFprovider team members, conductedtraining on EAS rights and theprocess of moving a case through the650 MSPB process. Reid offered in-sight from a day-to-day, operational-level background in HR, labor andoperations as a postal employee.Gina Moore gave us an uplifting daywith songs to inspire all members inattendance.

Jermaine Hamilton discussed cus-tomer service from a business per-spective that provided members withinformation they can use in theirdaily operations at their respectiveoffices and branches. We ended daytwo with another evening of danc-ing, food and fellowship!

What a great event! I want tothank all the members, national offi-cers, current and former ExecutiveBoard members, Auxiliary members,trainers and vendors who helpedmake this one of the best Eastern Re-gion Cabinet Meetings we’ve everhad. A special shout-out to formerNAPS President Louis Atkins and hiswife Bonita for supporting our event.

hank goodness I’m a NAPSmember! I don’t write this arti-cle with joy of any kind. By

now, most of our members knowabout the pending lawsuit NAPSfiled on behalf of itsmembers. It’s in the fed-eral court system, so wehave no clue when wewill see or hear some re-solve to our pending law-suit. What some mayhave missed is the factthe United Postmastersand Managers of America (UPMA)slid in and sided with the Postal Ser-vice regarding NAPS representingpostmasters.

Reading their membership motto(just a portion of it), you see this: “Inthese uncertain times, it is even moreimportant that you belong to an or-ganization that is working for therights of all EAS employees and thatwill keep the needs of all UPMA mem-bers at the forefront of its mission.”When I read that, I really had to pon-der the underlying statement.

Before the merger of the Leagueand NAPUS, I was a member of theLeague and made many friends inthe organization. Then, a few yearsago, they decided to merge. Notbeing as involved in the League, I didmy homework and research. I under-stand why the merger took place; Iwill leave it at that.

Over the years, I have builtfriendships and networked through-out the country with all EAS employ-ees. On the local level, I have hadmany discussions with UPMA repsabout issues and concerns and aboutmerging everyone. It has been dis-cussed with NAPS Headquarters; I’m

sure those talks have taken place overthe years.

We all have the same issues. Weall experience the pain of long hours,redundant reporting, telecons, poortreatment from some—not all, butsome—higher-level leadership, lackof training, a long-term purpose for

our careers. I could go onand on. The one differ-ence I’ve always argued isthe pay portion. The onlydifference is our pay con-sultations.

For years, NAPS hastried to advocate for thepostmasters they repre-

sent. But it’s the same thing over andover—we don’t represent the post-masters. So, NAPS did somethingabout it and added Title 39 represen-tation of all EAS employees. Whatdid UPMA do? Nothing, besidesagreeing with Postal Service Head-quarters that NAPS shouldn’t repre-sent postmasters.

Now, being a postmaster, that didnot sit well with me. The ELM stateswe are entitled to join an organiza-tion of our choice. I joined NAPS andstayed with NAPS because I have builta strong foundation and belief for thatwhich NAPS stands. I joined UPMA soI could have a voice in the organiza-tion that meets on my behalf for payand other benefits.

During my time as a UPMA mem-ber, I spoke with local, regional andNational Office UPMA leaders aboutissues and concerns we had in thefield. But, guess what? I wasn’t aLevel-18 postmaster, so I representedjust a small percentage of their inter-ests. I didn’t hold the voice their othermember postmasters did because Iwas a Level-21, then a Level-24.

Being a member during thetenure of two different Executive

Boards, I thought I might see somechange. That’s not the case. Most ofUPMA’s emphasis still is Level-18postmasters. What does that meanfor you? Look at the big picture.

UPMA agreed to reduce NPAscores and lower the matrix for theorganization. What did that mean?NAPS members, when everythingwas said and done, got the same offerfrom Postal Headquarters. But wait,NAPS filed a lawsuit for locality pay,a new PFP program and so on.

Did UPMA join us in the fight?No. They said they were content witha reduced PFP box matrix. We all gotexcited they raised the minimumsand maximums for EAS employees.That would be great if there were sig-nificant changes. But, no, there werejust contractual obligations to keep usabove the highest paid craft.

Now, as a supervisor, you canmake up to almost $85,000 a year.That’s not bad pay, but most of usnever will reach the maximums withthe current system in place. The olddays of 5 to 10% increases are longgone. We fight for scraps now to get a2% increase; most will just end upwith a 1% lump sum of their currentsalary.

For those of you who are dualmembers, I’ll always tell you that’syour choice. For those who aren’tmembers of NAPS and aren’t post-masters, I would ask you to look atthe big picture. What is UPMA goingto do for you?

If you’re a Level-17 supervisorpaying UPMA dues, what do you get?Absolutely nothing! UPMA takes yourmoney to build its financial base, butits focus is on Level-18 postmasters.I’ve been a postmaster for a long time;I know who butters my bread.

of the workload. Sure, I must run thefloor occasionally or close somenights or open in the morning. Butthe day-in and day-out operationsare done by the supervisors and man-agers in the field and plants. They getthe uncomfortable conversationsfrom the employees and their bosses.

They get the long hours and Sun-day work and no weekends off. Mysupervisors always have worked hardand deserve the credit for the workthey do. We aren’t where we arewithout the great supervisors whogot us here and keep us here. So, forthose in the field, thank you. I appre-ciate the hard work and efforts youput in every day.

Know this, though. I made thedecision to step away from UPMA

and not pay dues because they don’trepresent my best interests or my su-pervisors’ best interests. We all havethe same goals, the same headacheswith which to deal and the same per-sonal, emotional and stressful situa-tions with which we deal.

But, looking at the big picture,I’m going to give my dues to an or-ganization that is fighting for all EASemployees. An organization thattakes our dues and puts the teeth be-hind them to prove their worth.Being with an organization that justwants my money and only wants torepresent postmasters in pay is notsomething with which I want to beassociated. We all are EAS employees;we all are are in this together.

NAPS has been and always will be

my family. I will support and defendeach of our members until I nolonger can. Your voice can be heard.Your questions can be answered.Your choice can be made. Just get thefacts. Inform yourself and decide.Choose to be with the team fightingfor you and challenging Postal Head-quarters or choose the team thattook an initial pay cut and sided withPostal Headquarters.

The choice is yours if you arewilling to see the big picture. Thechoice is yours; the career impactssolely are yours to choose. I alwayssay family first, though, and that’sNAPS for me. Best of luck in your en-deavors. I wish you all well in yourchoices.

he recent Pacific Area Leadershipmeeting was hosted by theSacramento District and led by

Pacific Area Operations Vice PresidentLarry Munoz. He welcomed PacificArea district managers andstaff and Pacific Area lead-ership staff to Sacramentofor several days of meet-ings.

NAPS and UPMA wereinvited to attend. Themeeting included anawards luncheon to rec-ognize outstanding performance bydistrict managers and their teams.The Pacific Area ended last year insecond place in the nation and cur-rently is number one in FY20’s quar-ter one in the nation on perform-ance.

Speakers included USPS ChiefHuman Resources Officer IsaacCronkhite, Acting Vice President ofProcessing and Maintenance Opera-tions Dr. Joshua Colin and Vice Pres-ident of Customer Experience KellySigmon. Chief Operating OfficerDave Williams addressed attendeesvia satellite. He commended the Pa-cific Area on its outstanding achieve-ments.

The presenters were energetic, up-beat and motivational. They had at-tendees on their feet, feeling goodvibes from their presentations. All thespeakers focused on employee en-gagement and getting the job donesafely through employees while pro-viding outstanding service to cus-tomers. The main points were to takecare of your employees, treat themright and they will take care of you.

Also, allow time for yourself;each person’s well-being is impor-

tant to providing a safe, healthywork environment. It was suggestedthat some “me time” away fromelectronics can renew a person’s spir-it and energize the work experience.

There was ethics training pre-sented by a USPS Headquarters attor-ney. It’s always good to refresh each

other on the do’s anddon’ts when representingthe Postal Service brand.

The Pacific Area islaser-focused on continu-ing the improvements realized to date and willbe throughout the re-mainder of FY20. It was

great to see area management inviteand recognize with special recogni-tions mid-level and line managerswho made a significant contributionto their districts’ success.

There was 50% or better im-provement in accident reductionand overall safety performance.Other goals were highlighted anddistricts recognized for their success.Districts shared some of their local

safety initiatives, including videopresentations produced by and fea-turing employees.

The Postal Inspection Serviceand OIG were in attendance to pro-vide an overview of the significantreduction in drug and robberycrimes. One thing I learned and willshare with my members is to tellyour employees not to be a hero, butto be observant and a good witness.Let professional law enforcementsolve the crimes! The OIG remindedeveryone their focus is on internalinvestigations, including attacks inthe workplace, injury comp abuseand fraud.

The management associationswere given time to provide feedback.NAPS Pacific Area Vice PresidentChuck Lum reviewed the positive in-formation provided and tips andtechniques to share with NAPSmembers once he returned home. Icommented that this was a great ex-ample of a positive, motivationaland engaging USPS meeting.

California Postal Legislative Coalition

The 22nd California Postal Leg-islative Coalition annual meetingwas held Sunday, Feb. 9. This year,the meeting was hosted by Operat-ing Engineers Union Local 3 ofSacramento. The union managerswere very accommodating and help-ful to our group.

The Postal Legislative Coalitionis represented by all four postalunions, the two management associ-ations, NARFE (retired federal work-ers) and government employees affil-iated with the AFL-CIO. Over 100union, association and retiree organ-izations attended this year’s event.

The event’s emcee was ClariceGolden. She is a UPMA member,coalition founding member and theretired Postmaster of Hayward, CA.NAPS President Brian Wagner trav-eled from Washington, DC, to joinus. We had Skype presentations fromBob Levi, NAPS director of Legisla-tive & Political Affairs, and PaulSwartz, National Rural Letter CarriersAssociation director of GovernmentAffairs.

A national statement from JudyBeard, APWU national political di-rector, was read by the state APWUrep. The national legislative reps in-formed us that H.R. 2382 had justbeen passed with a large bipartisanvote; 381 House members voted forthe bill. The bill repeals the require-ment that the USPS prefund futureretiree health care benefits. Califor-nia congressional representatives

had given their overwhelming sup-port. Only two representatives fromCalifornia did not vote for the bill.

The program opened with NiaJones, representing the office of Rep.Doris Matsui (D-CA), reading a letterfrom the congresswoman, welcom-ing everyone to Sacramento andstating her support for postal legisla-tion, including voting for H.R. 2382.Matsui has signed on as co-sponsorof additional postal legislation.

This year’s theme was privatiza-tion is not an option: The USPS isnot for sale! Levi and Swartz ad-dressed the recent vote and all thesupport for 2382, the “USPS FairnessAct.” The Senate companion bill is S.2965; we need to ask our senators tosupport this legislation.

We heard an updated presenta-tion from the National Post OfficeCollaborate (Save the Berkley PostOffice Group) that focuses nation-wide on saving historic postal facili-ties and the priceless murals in manyof these historic structures.

Recently, the Old Roseville, CA,Post Office, which was a federalbuilding, was sold to the city of Rose-ville. The collaborate is concernedwhether the building will maintainits historic status and is working withthe city and several communitystakeholders to preserve the building.

Wagner was the keynote speaker.

He talked about the USPS’ five-yearplan and its impact on pension andhealth plans, delivery expansion andaddressing the agency’s core busi-ness. The meeting’s panel includedrepresentatives from the NALC,APWU, NAPS, UPMA, NRLCA,NARFE and NPMJU. Presentationsincluded information about the his-tory of the Postal Service, specificallythat the Founding Fathers estab-lished the Post Office in the Consti-tution under Article 1, Section 8.

NAPS addressed PresidentTrump’s budget to be introduced theday after our event. The budget con-tains proposals that could have sig-nificant benefit hits on postal andfederal programs.

UPMA addressed the importanceof the postal brand. They describedthe extraordinary efforts by all em-ployees to deliver mail to customersduring the disastrous California firesand how everyone came together toget the job done.

The Rural Carriers said that be-cause they would be the final legisla-tion action group to go to CapitolHill—in May—they will have net-worked with the other organizationsto ensure they can be an effectivevoice on the Hill.

NARFE shared that it has workedtirelessly to support postal issues.However, the association still is op-

Margarete A. Grant Branch 127On a sunny Sunday afternoon in

February, Margarete A. Grant Branch127 (Oakland, CA) hosted its annualretiree/installation luncheon at thescenic San Ramon Wedgewood GolfClub. Branch President VontinaSwygert welcomed everyone to thisspecial, annual occasion.

Eleven retirees were honored;only two were able to attend. The

branch presented the retireeswith recognition awards andan opportunity to sayfarewell to their co-workers.Guests enjoyed a deliciousbuffet lunch.

NAPS President BrianWagner was the keynotespeaker and installing officer.Pacific Area Vice PresidentChuck Lum, his wife Laurie,who is Honolulu Branch 214president, and I were invitedguests. Also joining us wasDorotha Bradley—longtimebranch member and formerWestern Region vice presi-dent.

Dorotha had just recov-ered from a serious illness andwas happy to be able to at-tend. As always, she sharedwords of encouragement andwisdom. Dorotha told atten-dees to reach out, support andmentor each other so every-one can share in the successof the Postal Service andNAPS.

Representing the PostalService were Diana Munoz, seniorplant manager, Oakland P&DC, andErika Garro, acting Finance manager.Both managers expressed their con-

gratulations to the retirees and thenew Branch 127 officers. Theypledged to work and engage withEAS employees to ensure everyone

shares in a positive work experience.Chuck Lum invited the new re-

tirees to continue to support NAPS asassociate members. He asked all EASemployees to invite nonmembers tojoin NAPS. We need to make sure allEAS employees are extended an invi-tation to become NAPS members.

I encouraged all attendees work-ing and retired to be legislativelysmart and informed and be sure tovote in the California primary elec-tion. With everything going on in Washington, we need to stay“woke!” In California, residents canvote by mail and return their ballotsin postage-paid envelopes.

Wagner congratulated the re-tirees and new officers. He remindedthe new retirees to enjoy the secondchapter of their lives. He also recog-nized the branch for awarding six$500 Margarete A. Grant scholar-ships to the children and grandchil-dren of branch members enrolled incolleges. He shared that a higher ed-ucation is something that, onceearned, cannot be taken away.

Installation of the new officersand a drawing for the 50-50 SPACraffle ended the pleasant afternoon.The raffle raised $330. Wagner wasthe winner and immediately donat-ed his $165 back to the branchscholarship fund.

Zapata welcomed every-one. He pledged his commit-ment to working with NAPS.Andrews offered a rousingmotivational speech thatchallenged us to take care of ourhealth and wealth, as well as contin-ue to be involved in the community.

Wagner offered congratulationsto the honorees on behalf of NAPS.He complimented Branch 39 forhosting its Walk of Fame-themedcelebration. All the attending NAPSofficers joined Wagner in the instal-lation of officers.

Branch 39 had 24 retirees; 15 re-tirees attended the celebration with

their family members. Each retireewas given a plaque with a star likethe famous Hollywood Walk ofFame. Each retiree was given time toreflect on their postal memories. Thebranch provided a professional pho-tographer to take pictures framedwith the NAPS branch name, yearand event.

Jones who is recoveringfrom health issues. Thebranch also recognized long-time Financial SecretaryMargaret Derden and me. It

y primary focus regarding anEAS employee’s dress code isfor those who come in con-

tact with the general public. This col-umn may not be well received. Intoday’s society, it’s a relaxed-type ofatmosphere wherever you go. You cango out to dinner in shorts, jeans and areasonably looking T-shirt these days,depending where you dine. In today’sPostal Service, that same atmosphereexists. There is a very relaxed dresscode for EAS employees.

The ironic part of a relaxed EASdress code is we demand our retail

sales associates and letter carriers tobe in full-regulation uniforms on adaily basis, just as our UPS and FedExcompetitors are dressed.We seldom see our com-petitors out of uniform—whether it’s 90 degrees orbelow zero.

However, USPS super-visors/postmasters andmanagers often aredressed down in whatthey call business-casual. In manycases, though, I’d classify their lookas sloppy and unprofessional.

If we, as EAS employees, enforcethe USPS dress code, then we, too,

must dress appropriately and profes-sionally. You can’t talk the talk to ouremployees, but not walk the walk; it

doesn’t work that way Wemust dress appropriately at alltimes during business hours.

I suggest my supervisorsand 204-Bs wear a tie and ap-propriate shirts or blouses,slacks and footwear. I’vemade this clear to my staffboth in the past and present.

When a customer with an issuewants to speak with you, your ap-pearance sets the tone for the conver-sation. If you look sloppy and unpro-fessional, chances are the customerwill treat you as such and have verylittle confidence in your ability to re-solve their issue.

If you’re doing a route inspec-tion, regardless if you’re out on thestreet or in the office, keep your tieon and look sharp. You maybe couldloosen your tie just a bit. Chances area customer will approach you to dis-cuss their carrier or a delivery issue.You should look professional at alltimes because you represent theUSPS, your office and, most impor-tantly, yourself.

I’m not telling anyone theyshould go out and spend a small for-tune on shirts, ties, blouses, slacks andfootwear. However, you are an adultand you work in a business environ-ment with customers visiting your of-fice every day. It’s up to you to put theUSPS, your office and yourself in apositive, professional light. It be-hooves you to invest in yourself. Re-member, that first impression is a last-ing impression.

The NAPS Postmaster

recently was asked by the spouseof a friend who works in anotherpost office why the atmosphere in

my office is so different from otheroffices. “What do you do different-ly?” she asked. I had tothink for a minute. All Icould say was, “I don’tknow, I just treat peoplelike humans!” She replied,“Hmm, what an idea. Isthat not a requirement ofall Postmasters?” I didn’thave an answer.

I remember asking HR for thepostmaster manual, only to be told,“Well, there really isn’t any one man-ual; everything is spread over vol-umes of books. You just have to pieceit together, but you are responsiblefor everything.”

Having recently retired, I had tosit back and ask myself what did I dodifferently? I know I’m responsible forupholding the rules and regulations ofthe Postal Service and assuring every-one else does, as well, which I did. Butwhy were my employees happy tocome to work, while other offices’ em-ployees dreaded going in each day?

So, I had to break it down. First, Iempowered all my employees to makedecisions. I made sure they knew ourmission by repeating it during servicetalks and letting them know the deci-sions they made needed to positivelyaffect our mission, which was: “Toprocess and deliver the mail as effi-ciently and expeditiously as possible!”Brief and to the point.

Here’s an example. We received a

scanner for parcels, which changedthe way we sorted parcels and re-quired a new floor layout. After goingover the materials, I gave them to themain processing clerk and told himto make it happen. He took chargeand set up everything. Because he

took the responsibility andshared it with his co-work-ers, they were committedto making it happen.

Shortly after they beganthe new process, a carriercame to me and said shehad an idea to rearrangethe hampers to avoid carri-

ers crossing over each other, therebyreducing the amount of time neededto retrieve the hampers and the possi-bility of an accident. I met with theclerk who set up everything and thecarrier and told them to work togetherand see what they could do.

Again, because they did it them-selves, they were committed to mak-ing it work; her idea was adopted andimplemented, as well. There was nomanagement intervention as their re-sults definitely supported our mis-sion. And it was less work for me andthe supervisors.

Second, I considered myself a co-worker with all my employees; weworked together. With that in mind,I had many times when people cameto me with issues of needing time offfor an event that was planned well inadvance, but the annual leave boardwas filled. I did everything I could togrant them leave. I knew if it was meand I needed the time off, I would bemore committed to my job.

sors rearrange their schedules andworking with the unions so we wereall in agreement; no grievances werefiled. The employees were happy.They all knew I would work withthem should they be in a jam andneed help with unscheduled leave.

Third, I made sure I always wasproperly staffed to avoid excessiveovertime—forcing people off theovertime lists and forcing people backout after they came back from a longday. This probably was the most diffi-cult task, but I stayed on top of mystaffing. I did not have people out inthe dark, late hours of the evening.

My customers were well takencare of—as were my employees. Oneof the best things was when I wouldsend help to other offices and theywould return to and tell me howglad they were they worked in myoffice. This task also positively im-pacted our mission.

Fourth, I had to show the em-ployees how much they were appreci-ated by keeping the building clean asa whistle with my committed mainte-nance team—repairing or replacingitems as they were reported, commu-nicating with them regarding whatthey needed to get their jobs doneproperly, making good decisions and,of course, celebrating our successes.

We had holiday and award cele-brations—whatever we could cele-brate. The employees brought thefood; they were empowered to dothis so we didn’t spend postal fundsunless it was for awards. With thatsaid, they still understood our mis-sion and knew we couldn’t use un-limited hours eating and celebrating.

Lastly, I held them accountable.This was a difficult thing to do, butwe have a process for discipliningemployees who don’t comply withthe USPS’ rules and regulations. Isimply added a few more. Whenthere was an issue, I personally tookthe opportunity to talk to the person

about the situation. Most peopledon’t intentionally break rules andregulations; we all are human.

During my talk, I would let themknow that what had occurred couldnot happen again because it doesn’tsupport our mission. If it did happenagain, we would be required to fol-low the process for issuing disci-pline. This was not an official discus-sion—simply a coaching effort.

Usually the affected employeewas very apologetic and made sure itdidn’t happen again. Of course,there are those select few who needto follow the process; we were nothesitant when it was necessary toenforce the rules.

When I sat back and looked atthese five items, I realized that Itreated my employees with respectas human beings, knowing we all areindividuals—not numbers or ma-chines. So, next time I’m asked whatI did differently, I’ll be ready to an-swer the question!

gathering at the 2020 National Con-vention at the GaylordTexan Resort in Grapevine,TX, Aug. 17-21.

The Auxiliary Lun-cheon will be held at noonFriday, Aug. 21, in the Yel-low Rose Ballroom. Ourluncheon recognizes allthe Auxiliary’s ExecutiveBoard members and state presidents.

Tickets are $45 per person if pur-chased by July 25. After July 25, tickets

must be purchased at the conventionfor $50 per person (a reduced-costchild’s plate will not be available).

The last date to purchase lunch-eon tickets at the convention will beTuesday, Aug. 18—no exceptions.

Please note: There will beabsolutely no refunds. Tick-ets for all the 2019-2020state auxiliary presidentswill be complimentary.
