12 SPECIFIC REGULATIONS ARTICLE 1. ORGANISATION The 1 st WOMEN’S PARIS-ROUBAIX is organised by Amaury Sport Organisation (A.S.O) under the aegis of Club TDF Sport and in accordance with the regulations of the Union Cycliste Internationale (UCI) and the French Cycling Federation (FFC). It shall be held on Saturday 2 nd October 2021. The Women’s Paris- Roubaix is part of the UCI Women’s WorldTour calendar. ARTICLE 2. PARTICIPATION As per article 2.1.005 of the UCI Regulations, the 1 st WOMEN’S PARIS-ROUBAIX is open to UCI Women’s WorldTeams, UCI Women’s Continental Teams and the national team of the country of the organiser by agreement with the UCI. Only riders in the Elite category may take part in the race. Each team shall field a minimum of 4 riders and a maximum of 6 at the start of the race. ARTICLE 3. CLASSIFICATIONS The race counts towards the Elite Women’s ranking and awards points in accordance with articles 2.10.009 through 2.10.017 of the UCI Regulations.It also counts towards the UCI Women’s WorldTour ranking and awards points to the first 40 riders in accordance with article 2.10.033 of the UCI Regulations. On the basis of the final classification of each UCI Women’s WorldTour event, best young rider points are awarded to the first 3 riders Under 23 according to the following scale: 6, 4 and 2 points (article 2.10.034). ARTICLE 4. RACE HEADQUARTERS The race headquarters will be open on Friday 1 st October from 2:30 to 4:45 pm at: Complexe sportif Jean Degros Boulevard du 8 mai 1945, 59220 Denain Licences shall be checked and race numbers and frame plates shall be issued to the duly licensed team representatives from 2:30 to 4:45 pm The team managers’ meeting shall be held at the race headquarters at 5 pm with the members of the Commissaires’ Panel in attendance. ARTICLE 5. RADIO-TOUR Race information shall be broadcast on frequency 170.1750 MHz ARTICLE 6. NEUTRAL TECHNICAL SUPPORT Neutral technical support shall be provided by Shimano with 4 cars and 4 motorbikes. ARTICLE 7. TIME LIMITS Riders whose finishing time is more than 8% greater than the winner’s time shall be excluded from the classification. The Commissaires’ Panel may extend the time limit in the event of exceptional circumstances after consultation with the organiser. ARTICLE 8. CLASSIFICATION The general individual time classification shall be established based on the order of arrival at the finish line. ARTICLE 9. PRIX NTT Le prix NTT récompense la concurrente la plus généreuse dans l’effort et manifestant le meilleur esprit sportif. Un jury présidé par le directeur de l’épreuve établit en fonction du déroulement de la course, une liste de coureuses. Parmi cette liste, les utilisateurs de Twitter votent pendant l’étape pour la concurrente la plus combative sur www.twitter.com/paris_roubaix Le prix attribué à la 1 re concurrente de ce classement est : 500 € MONTANT TOTAL DES PRIX DE PARIS-ROUBAIX FEMMES����������������������������������� 7 505 € ARTICLE 11. FIGHT AGAINST DOPING – DOPING TESTS Le contrôle antidopage s’effectue sous l’autorité de l’UCI par les officiels désignés, à l’arrivée de l’épreuve, dans le vélodrome couvert régional Jean Stablinski. A.S.O. et chacune des équipes participantes considèrent comme de nécessité absolue le respect scrupuleux des règles et recommandations édictées par les instances compétentes en matière de lutte contre le dopage ainsi que l’obligation d’observer une conduite totalement irréprochable à cet égard. Les équipes participantes s’engagent à appliquer lesdites règles et recommandations et seront pleinement responsables de leur parfait respect par leurs concurrentes et plus généralement par tous leurs salariés et prestataires. ARTICLE 12. PROTOCOL The following riders must present themselves at the protocol ceremony: • the first three riders in the race; • the first in the NTT price ranking; • the leader of the individual ranking of the UCI Women’s WorldTour; and • the leader of the youth ranking of the UCI Women’s WorldTour. After the award ceremony, the winner of the race, the leader of the individual ranking of the UCI Women’s WorldTour and the leader of the youth ranking shall be required to head to the press room. ARTICLE 13. PENALTIES The UCI Scale of Penalties shall apply. ARTICLE 14. ENVIRONMENT A.S.O. sets up waste collection areas. Riders must only dispose of their waste, water bottles or any other object in these specially equipped areas as stipulated in article 2.3.025. Riders and support staff must behave in an environmentally responsible way at all times and respect the legal provisions in force. ARTICLE 15. CHALLENGE – EXCLUSION 15.1. A.S.O. attaches great importance to safeguarding its image and reputation and those of the race. A.S.O. reserves the right to refuse participation in - or exclude from - the event, to any team or one of its members whose presence could tarnish the image and/or reputation of A.S.O. and/or the race. 15.2. Furthermore, A.S.O. may disqualify or exclude any team or one of its members from the race in the following cases: - violation of the rules of the event, including those concerning the race’s internal discipline; - serious breach of French law; - customs fraude; and; - non-respect des mesures sanitaires mises en place pour lutter contre la propagation du virus SarsCoV-2 (Covid-19). 15.3. The right of disqualification or exclusion referred to in sections 15.1 and 15.2 above shall be exercised under the fol- lowing conditions: a) A.S.O. shall advise the team of its decision in writing, by registe- red letter with acknowledgement of receipt or by letter delivered personally with receipt, either by fax or by e-mail. This letter shall: - state whether the disqualification or exclusion is related to the presence of the entire team or the presence of certain member(s) specified by name; - specify that, if the disqualification or exclusion is linked to the presence of certain member(s) specified by name, the team must, in its capacity as employer, withdraw the member(s) from its personnel for the race or, alternatively, waive any right to par- ticipation of the entire team in the race; - state the grounds on which it is based; and - mention that, to challenge this decision, the team shall have a period of twenty-four (24) hours from receipt of the letter of disqualification or exclusion to file an action with the Court of Arbitration for Sport (CAS) in Lausanne, failing which the team shall be deemed to have accepted the disqualification or exclusion for good. b) If the team has filed an action with it, CAS will immediately appoint a single arbitrator under the expedited procedure under the Rules of Procedure of the CAS. After calling each party to evaluate its case, the arbitrator shall decide within the time limits required by urgency of the situation, whether to disqualify or exclude the entire team or certain member(s). The language of arbitration shall be French. The arbitrator shall decide the dispute in accordance with French law. The arbitrator’s ruling may not be appealed.. ARTICLE 16. IMAGE RIGHTS To enable the widespread promotion of the Women’s Paris- Roubaix, each team, and therefore each rider within the teams, acknowledges that participation in the competition grants the organiser and its successors in title or beneficiaries cause to reproduce and display, without any compensation whatsoever, their name, voice, picture, biography and, more generally, their sports performance in the Women’s Paris-Roubaix as well as the brand(s) of their equipment and sponsors, in any form on any material existing or in future devised, in any format, for any communication to the public domain, for any purpose including promotional and/or commercial use without any limitations except those specified below, and this for the duration of the protection currently given to any territory by the laws or regulations, judicial decisions and/or arbitration of any country, or existing or future international conventions, including any extensions that may be made to said duration. However, the organisers, when allowing third parties to use pictures of the event for advertising or promotional purposes, shall not allow others to use the name, voice, image, biography or performance sports of a rider or team, nor the brand of their sponsors or equipment for a direct or indirect association between the rider, the brand of its sponsors or equipment and the product, service mark or trade name of said third party without the express consent of the rider, sponsor or supplier in question. Similarly, with the exception of books, photo books, comics, any form of publishing, video cassettes, CD-ROMs, DVDs or more generally any video recordings or video on any medium and format that may become the subject, is in whole or part of the Women’s Paris-Roubaix, posters, log books, autograph books, maps, official programmes for the Women’s Paris-Roubaix, the organiser will not carry and will not allow the exploitation of the individual image of a rider in the marketing of derivative products known as merchandise. ARTICLE 17. SPORTS BETTING In order to avoid any risk of a conflict of interest, the teams and all their members (riders, management, trainers, doctors, etc.) shall refrain from taking part in sports betting ventures concerning the Women’s Paris-Roubaix, either directly or through an intermediary. ARTICLE 18. This regulation is written in French, and this language version shall prevail in the event of difficulty in interpreting its terms in another language.
