Because 4th and 9th grade, which are five and 10 years into a student’s educational experience, serve as key markers in the state’s goal system, interim targets are aligned to these grade expectations such that:

• In five years (2022-23), the proficiency expectation will be that all student groups, schools, and subpopulations will demonstrate both mathematics and English language arts proficiency levels equal to the all students proficiency percentage as measured at the 50th percentile of public schools on the 2017 summative assessment.

• In 10 years (2027-28), the proficiency expectation will be that all student groups, schools, and subpopulations will demonstrate both mathematics and English language arts proficiency levels equal to the all students proficiency percentage as measured at the 75th percentile of public schools on the 2017 summative assessment.

• Goals are set with the expectation that all student groups and subpopulations will perform at these levels with the intent that in 2030-31, the aspirational goal is that all students will demonstrate both English language arts and mathematics proficiency.

• Of the 10,171 “All Students,” 4552 were proficient in 8th grade Math– 44.7% are proficient

• Of the 3538 “Economically Disadvantaged students,” 975 were proficient in 8th grade Math– 27.5% are proficient.

• That’s a 17.1% point gap

What if the economically disadvantaged students were proficient at the same rate as the All students?

• We would have 1581 students proficient in 8th grade math– That’s 606 more students– 303 is 50% and 152 is approximately 25% of 606

• The ESSA five year goal is 44.74% or 608 more students. (See Appendix A)

Can we find ~ 152 children in South Dakota over the next five years? • If so, there would be 1127 proficient, which would mean the gap would go from 17.1% to

12.8% (31.9% would be proficient)

What does it take to get 152 more students proficient in 8th grade math?

• Of the 10,394 “All Students,” 5166 were proficient in 4th grade ELA – 49.7% are proficient

• Of the 4232 “Economically Disadvantaged students,” 1392 were proficient in 3rd grade ELA– 32.9% are proficient

• That’s a 16.8% point gap

What if the economically disadvantaged students were proficient at the same rate as the All students?

• We would have 2103 students who were proficient in 3rd grade ELA– 1052 is approximately 50% and 526 is approximately 25% of 2103

• Getting to the ESSA Goal of 54.4% would mean approximately 914 more students are proficient. (See Appendix A)

Can we find ~ 526 children in South Dakota over the next five years? • If so, there would be 1,918 proficient, which would mean we go from a 16.8% gap to a 4.4%

gap (45.3% would be proficient)
