THE 2000 INPUT-OUTPUT ACCOUNTS OF THE PHILIPPINES 1. INTRODUCTION

The 2000 Input-Output (I-O) Accounts of the Philippines is the ninth (9th) of a

series of inter-industry studies of the Philippine economy since the construction of the first benchmark I-O table in 1961. The first two series, 1961 and 1965 I-O accounts, were prepared and published independently by the National Economic Council (the forerunner of the National Economic Development Authority, NEDA) and the Bureau of Census and Statistics (now the National Statistics Office, NSO). The next three tables (1969, 1974 and 1979) were collaborative works of these two offices. With the creation of the National Statistical Coordination Board (NSCB), the succeeding series, 1985, 1988 and 1994, were produced as a joint undertaking of the NSCB and NSO.

The Input Output Accounts provide dissagregrative measures of the

economic structure of the country, which are not shown in the national accounts. The development of the I-O tables and techniques has advanced economic analysis, providing planners and policy makers with a more detailed view of economic structures towards a more effective and specific translation of economic development plans and programs.

The Philippines has managed to construct the 2000 I-O Tables despite the

limited resources, financial and manpower, allotted to statistical development. As in the earlier I-O Tables, the 2000 I-O Accounts focuses on the performance of the different sectors of the economy and their inter-relationships. The 2000 I-O also features some of the 1993 SNA recommendations like the new output concept for banks and insurance, enhanced valuation and accounting processes, etc.

This publication presents the 11 by 11 sectors and 60 by 60 sectors

transactions tables, tables of technical coefficients and inverse matrices. The 240 by 240 tables are also available upon request. Analyses included are comparative analysis of the structure of the economy for the period 1994 and 2000, inter-industry effects in terms of backward and forward linkages, and impact and price-cost analyses.

This report is part of a series of continuing studies on the sectoral structure of

the Philippine economy. As in the past publications, the current I-O Accounts was made possible through the collaborative effort of the National Statistical Coordination Board and the National Statistics Office.

2. CONCEPTUAL FRAMEWORK Input-output analysis was developed as an analytical framework to describe

the inter relationships among the various producers in an economy. It presents the inter relationships between the industries in an economy in terms of the production and the uses of their products and the imported products in a table format. In the table, the economy is viewed with each industry listed along the column as a consuming sector and along the rows as a supplying sector. Thus, the I-O table sets out in a systematic manner these transactions which facilitiates economic analyis.

The Input-Output Accounts framework assumes that the inputs used in

producing a product are related to the industry output by a linear and fixed production coefficient. Under this assumption, I-O relations are transformed into the technical relationships and are shown in the I-O coefficients table as column entries. Thus, each column represents a technique of production.

2.1. Basic Framework To facilitate input output analysis, three main tables are produced: the

transactions table, the table of technical coefficient, and, the table of interdependence coefficient (inverse matrix). The structure of the I-O Table is summarized in Table 1.

The Transactions Table The Transactions Table, which is the basic table of the I-O system, records all

production flows within the economy during the specified year/period. To prepare the Transactions Table, the economy is divided into sectors based on the national industry classification, the Philippine Standard Industrial Classification (PSIC). The output of each industry is distributed along a row of the table while the corresponding column records the inputs of the sector (see Table 1). Entries in a row show how the output of a certain sector is disposed, either as intermediate sales to other industries or as final deliveries of goods and services for (a) private consumption expenditure, (b) government expenditure. (c) investments, and, (d) exports. Entries in a column, on the other hand, reflect the value of inputs utilized to produce the output of the sector. These are comprised of the intermediate inputs which include the materials and services purchased from other industries; and the primary inputs which are payments to the factors of production in the form of (a) salaries and wages paid to workers, (b) depreciation allowance (or consumption of capital allowance) for the use of capital, (c) net indirect taxes paid to government, and, (d) operating surplus paid to entrepreneurs.

As shown in Table 1, the IO transactions table is made-up of four quadrants: Quadrant I shows the flow of goods and services, which are both produced and consumed in the process of production and are usually referred to as inter-industry flows or intermediate demand; Quadrant II shows the various elements of final demand for the output of each producing sector namely the personal consumption expenditure, government expenditure, gross fixed capital formation, changes in stocks, exports and imports; Quadrant III shows the primary inputs to the productive sectors; and, Quadrant IV shows the primary inputs which go directly to the final demand.

The Table of Technical Coefficient The Technical Coefficients Table or direct requirements matrix presents the

unit cost structure of production in an economy. This describes the coefficient value of intermediate inputs and primary inputs required in the production of one unit of output of the industry. The technical coefficients are derived by dividing each element in the intermediate transactions matrix by the total input of each sector as shown in the column total.

The Inverse Matrix The Inverse Matrix or Leontief Matrix shows the production required, directly

and indirectly, per peso of delivery to final demand. The elements in a column correspond not only to the direct requirements but also to the indirect sectoral output requirements needed to meet a unit increase in the final demand for that industry’s output. To illustrate, the effect of an increase in demand for a certain product does not end with its required direct intermediate inputs. It generates a long chain of interaction in the production processes since each of the products used as inputs needs to be produced, and will, in turn, require various inputs. One cycle of input requirements needs another cycle of inputs, which in turn requires another cycle. The sum of all these chained reactions is reflected in the inverse matrix.

For I-O analysis, the Leontief matrix is very important because it provides the

link between production and the final demand. This can be used to calculate the required output levels of a postulated set of final demands. The matrix is calculated as the inverse of the technology matrix (I - A), where A is an input coefficient and I is the identity matrix.

2.2. Basic Input-Output Assumptions Basically two assumptions are considered in constructing the I-O table,

namely: homogeneity and proportionality. By homogeneity, it is assumed that (a) each industry produces a single output (i.e. all the products of the industry are either perfect substitutes for one another or are produced in fixed proportions); (b) each industry has a single input structure (i.e. one which does not vary in response to

changes in product mix); and, (c) there is no substitution between the products of different industries.1 In effect, the same product or close substitutes could not be contained in two different industries.

On the other hand, proportionality requires that in any productive process all

inputs are used in strictly fixed proportions. Any increase or decrease in inputs will result to a proportional increase or decrease in the level of output. Hence, a process that is labor intensive cannot be substituted by the capital-intensive alternative. Regardless of the extent of capacity expansion or reduction, the same fixed ratio is maintained.

3. FEATURES OF THE 2000 INPUT-OUTPUT ACCOUNTS OF THE PHILIPPINES

3.1. Basic Structure of the I-O Tables

The 2000 Input-Output accounts features the symmetrical I-O transactions

table as well as the other analytical tables such as the table of technical coefficients and table of interdependence coefficients (inverse matrix). The symmetric table has the same number of rows and columns and uses the same classification in both rows and columns. In compiling I-O 2000, the industries are assumed to take on an industry technology structure, i.e., it is assumed that all products produced by an industry have the same input structure. To the extent possible, secondary products were transferred to the principal activity where they belong.

Imports are entered in the transactions table as a negative item in the final

demand section. As such, all imports are treated as competitive imports. Competitive imports treat all imported goods and services as competitive with domestically produced commodities. Each cell entry in the table consists of locally produced and imported commodities.

3.2. Sector Classification For compiling the 2000 I-O the 1994 Philippine Standard Industrial

Classification (PSIC) is used to classify the various industries. At the most disaggregated level, industries are detailed into 240 industries which highlighted emerging industries such as the semi-conductor industry, business processing outsourcing (i.e., call centers), computer hardware and software development, seaweed farming, among others.

The 240 sectors were aggregated to form smaller tables with 11 sectors and

may not be as homogenous as those in the larger tables, these can be useful and more convenient to apply for some analytical studies.

3.3. Valuation The 2000 I-O transactions table is presented in monetary units and valued at

producers’ prices. Producers’ prices occur when distribution costs (transportation and trade margins) are charged to the using sector; at purchasers’ prices, these costs are charged to the producing industry. Thus, values at producers’ prices are equal to purchasers’ prices minus the value of trade and transport margin. If commodity taxes are netted out from the values of producers’ price, the transactions are expressed at basic prices.

3.4. 1993 SNA Recommendations Considered in the 2000 I-O Accounts Following the current thrust of migrating to the 1993 SNA, some of the

recommendations have been considered in the 2000 I-O compilation: 3.4.1. Financial Intermediation Services Indirectly Measured (FISIM) Financial intermediation refers to the services of banks and non-banks of

collecting funds through deposits and making these available in the market in the form of loans. The main role of banks and non-banks is to channel funds from lenders to borrowers by intermediating between them.

The underlying concept is that banks generate deposits for which a lower

interest is paid for its use while a higher interest is charged on loans sourced from these deposits. The difference, which is used to defray expenses and provide an operating surplus, approximates the values of the services of intermediation which is not explicitly recorded; thus, the use of an indirect measure of output referred to as Financial Intermediation Service Indirectly Measured (FISIM).

FISIM is measured as the total property income receivable by financial

intermediaries minus their total interest payable, excluding the value of any property income receivable from the investment of their own funds.2

Operationally, FISIM is computed as the difference between the interest

receivable from borrowers and interest payable to depositors. FISIM = interest income - interest payment.

The 1993 SNA recommends the allocation of FISIM among different users as intermediate consumption by enterprises, final consumption by households, or as exports to non-residents.

3.4.2. Imputed Insurance Service Charge (IISC) Similar to the banks, the output of insurance companies is represented by the

services it provides in administering/managing payments of claims and benefits in exchange for the receipt of premiums and contributions. Explicit payments charged to policyholders are treated as payment for services in a normal way. The true value of the services that they provide has to be estimated using receipts, including the income accruing from the investments of their reserves minus payables like claims and additions to technical reserves. This estimate is referred to as the Imputed Insurance Service Charge (IISC).

Hence, in the 1993 SNA the IISC is computed as: Premiums Earned plus

Premium Supplement less Claims Paid less Change in Technical Reserves. 3.4.3. Explicit Identification and Treatment of Other Non-Market Production

for the Government Sector The output of Government Services and the General Government

Consumption Expenditures (GGCE) now include other non-market goods and services produced by the government and non-profit institutions (NPI) serving government. These non-market goods and services are provided free or at prices not economically significant.

NPIs’ serving the government (e.g., Nayong Pilipino Foundation) are

controlled and mainly financed by the government. On the other hand, departmental industries (i.e. National Printing Office) and local government operation of utilities whose activities are integrated with that of the government form part of the government sector.

In the previous I-O, goods and services of NPIs’ serving the government were

recorded under the appropriate industries based on their primary activity while that of the departmental industries and local government operations of utilities were treated as public industries and classified under the respective industries.

3.4.4. Extension of Gross Fixed Capital Formation to Include Expenditures

on Military Structures and Equipment While before, the capital expenditures of the military were treated as part of

the General Government Consumption Expenditures (GGCE), in the present I-O,

equipment and structures of the military which are also used for civilian purposes are now included as part of Gross Fixed Capital formation.

3.4.5. Valuation of Export/Import In the previous I-O, merchandise imports were valued at cost, insurance,

freight (c.i.f.) while merchandise exports were valued at free on board (f.o.b). However, following the 1993 SNA, both exports/imports of goods are now valued at f.o.b. Insurance and freight of imports are now recorded under imports of non-factor services.

3.4.6. Treatment of Monetization/Demonetization of Gold The present compilation has excluded monetization/demonetization of gold

where before it was recorded as part of merchandise exports/imports. In the 1993 SNA, it is treated as other changes in asset accounts under the accumulation accounts.

3.4.7. Extension of Capital Formation to include Valuables The 1993 SNA has added another item in the capital formation termed as

valuables ,which are acquired and held as store of value and not used primarily for production or consumption. In the 2000 I-O, certain valuables such as gold, jewelry, and precious stones have been added under changes in stocks.

3.4.8. Extension of Government Inventories to include all Goods held by

Government in Inventories. The 1994 I-O table followed the 1968 SNA which includes as part of

government inventories only the strategic goods, such as grains and other materials of national importance. Under the present I-O compilation, supplies and materials, petroleum and others held by the government are now included as part of its inventories.

4. HIGHLIGHTS OF RESULTS This section presents highlights of findings from the comparative analysis of

the 1994 and 2000 I-O Tables. For the analysis, the collapsed 11 by 11 sectors and 60 by 60 sectors were used (see Appendix 2 and 3). The first part illustrates a comparison of changes in economic structure for 1994 and 2000. The second part deals with the analysis of sectoral interdependence while the third part examines the repercussive effects of changes in prices and final demand on the economy.

4.1. Structure of the Philippine Economy 4.1.1 Supply and Demand Situation The country’s total supply of goods and services at current producer’s prices

for 2000 amounted to 9,312.7 billion pesos, 134 percent higher than the 1994 value of 3,975.3 billion pesos. As shown in Table 2, domestic production was the primary source of supply, contributing 7,520.6 billion pesos or about 80.8 percent. The share of imports increased from 16.1 percent in 1994 to 19.2 percent in 2000.

On the demand side, the share of both intermediate and final demands for

goods and services decreased slightly to 37.1 percent and 43.2 percent in 2000 from 39.9 percent and 46.7 percent in 1994, respectively. Consumption and investment demands likewise slowed down from 36.2 percent and 10.4 percent in 1994 to 36.0 percent and 7.2 percent, respectively, in 2000. As a result, domestic demand reduced its contribution to total demand from 86.5 percent to 80.4 percent. Meanwhile, exports increased its contribution from 13.5 percent in 1994 to 19.6 percent in 2000.

4.1.2 Output Structure In 2000, total industrial production amounted to 7,520.6 billion pesos. Table 3

compares the sectoral gross output for the years 1994 and 2000. As illustrated in the table, production pattern changed for most of the sectors, with manufacturing registering the highest share of 43.9 percent from its 1994 share of 37.7 percent in output. Agriculture, fishery and forestry decreased from a double digit share of 14.2

percent in 1994 to 9.1 percent share in 2000 giving way to Trade which is now the second highest producer with 10.7 percent share in 2000. Private services, transportation, communication and storage, and, government services registered slight increases with 8.8 percent, 6.8 percent, and 5.9 percent, respectively. Reductions in share were registered by real estate and ownership of dwellings, construction, electricity, steam and water, and, mining and quarrying with 3.9 percent, 3.8 percent, 2.6 percent and 0.5 percent, respectively.

4.1.3 Input Structure The production cost or input structure of an industry consists of (1) its

intermediate inputs as cost of materials and supplies as well as the non factor services consumed in production, and (2) primary inputs or payments to factors of production. In national income accounting, primary inputs refer to gross value added (GVA).

Production cost on intermediate inputs, on the average, declined to 46.0

percent in 2000 from 47.5 percent in 1994. Thus, industries spent for intermediate inputs 46.0 centavos for every peso worth of output. In effect, the primary input or gross value added ratio increased to 0.5401 in 2000 which shows rising costs in some inputs. Except for finance and private services, which increased intermediate input requirements to 34.4 percent and 46.7 percent, respectively, all other sectors exhibited lower intermediate input shares. On the other hand, agriculture, fishery and

forestry, the industry sectors (mining and quarrying, manufacturing and construction sectors), and the services sectors (transportation, communication and storage, trade, real estate and ownership of dwellings and government services) showed increases in their gross value added ratios (GVAR) as shown in Table 4.

Table 5), namely: compensation of employees from 16.7 percent to 17.8 percent, depreciation, from 4.6 to 5.2 percent, and, operating surplus, from 28.4 percent to 28.6 percent. On the other hand, the share of indirect taxes less subsidies went down to 2.4 percent in 2000 from 2.9 percent in 1994.

4.1.4. Demand Structure Total demand comprises intermediate or industry demand and final demand.

Intermediate demand refers to demand for goods and services required by industries for their production activities while final demand relates to personal consumption expenditures, government consumption expenditures, investments and exports.

As shown in Table 6, intermediate demand grew to 3,458.8 billion pesos in

2000 from its 1994 level of 1,585.3 billion pesos. Manufacturing, trade, and, mining and quarrying recorded higher shares in 2000 with 52.0 percent, 8.4 percent, and, 5.5 percent, respectively. Conversely, agriculture, fishery and forestry, construction, electricity, steam and water, transportation, communication and storage, finance, real estate, and private services recorded lower shares in 2000 with 13.0 percent, 0.6 percent, 3.7 percent, 5.7 percent, 3.3 percent, 1.0 percent and 6.8 percent, respectively.

Total final demand of goods and services amounted to 4,061.8 billion pesos

higher than the 1,750.3 billion pesos in 1994. Table 7 shows the changing structure

of final demand for 1994 and 2000.

Personal consumption expenditure (PCE) was valued at 2,915.7 billion pesos,

constituting the bulk of total final demand at 71.8 percent. The share of personal

consumption expenditure (PCE) to total final demand remained almost the same as

in 1994.

Government consumption expenditure amounted to 439 billion pesos, and its

share to total final demand slightly increased to 10.8 percent from 10.4 percent in 1994.

Gross domestic capital formation or investments valued at 672.9 billion pesos

in 2000 reported an increase in levels. However, its share to the total final demand posted a decrease of 7.2 percentage points i.e., from 23.7 percent in 1994 to 16.6 percent in 2000. These can be attributed to the much faster increase in Personal Consumption Expenditure (PCE) and Government Consumption Expenditure (GCE) and the turn around of Net Exports.

4.1.5 Foreign Trade Balance The country experienced a favorable balance of trade in 2000 as exports

outpaced imports, in contrast with the foreign trade deficit in 1994. Tables 8 and 9 present the international trade structure of the country for

1994 and 2000. Table 8 shows that the contribution of merchandise exports to the country’s

total export earnings increased from 65.7 percent in 1994 to 88.2 percent in 2000. This was the result of the dramatic increase in exports of manufactured goods, from a share of 56.8 percent in 1994 to 86.3 percent in 2000. Correspondingly, the share of exports of non-factor services decreased to 11.8 percent in 2000, from 34.3 percent in 1994.

While merchandise exports exhibited an increase in share, imports of tradable commodities declined from 91.2 percent in 1994 to 84.0 percent in 2000 brought about by the decline in the share of imports of manufactured goods as shown in Table 9. Meanwhile, the share of imports of non-factor services doubled from 1994 to 2000, as it increased to 16.0 percent in 2000 from only 8.8 percent in 1994.

4.1.6. Degree of Self-Sufficiency

Self-sufficiency rate for goods and services is expressed as the proportion of domestic output to domestic (home) demand. Domestic (home) demand includes intermediate (or industry) demand and final demand by households, government and investment. Self-sufficiency is attained if the domestic output exceeds its domestic (home) demand.

The 2000 I-O accounts show that the Philippines has recovered full though

precarious degree of self-sufficiency rate, that we experienced in 1985. As shown in Table 10, the country’s self-sufficiency rate increased from 97.0 percent in 1994 to 100.5 percent in 2000. The improvement in the self-sufficiency rate in manufacturing, construction and government services pulled up the overall self-sufficiency rate. However, significant reductions were exhibited in mining and quarrying, transportation, communication and storage, and trade.

4.2. Backward and Forward Linkages The Input-output table shows the structural changes in the economy.

Structural changes are measured by using the direct requirement coefficients (technical coefficients) or total requirements coefficients (inverse matrix).

The input-output table, therefore, can illustrate two kinds of effect on the

production of an industry to the production of other industries. When an industry increases its production a corresponding increase in production occurs to the supplier of inputs of that industry. In turn, the suppliers, in their attempt to increase their output to meet the demands of that particular industry, will increase their input purchases, which are sourced from other industries. Similarly, these industries will be induced to increase their production, to be able to supply the increased requirements. Hence, an increase in the output of one sector creates a linkage or cyclical effect of supply and demand involving a great number of sectors. This linkage effect, both backward and forward, is best measured through an input-output analysis.

Backward linkage is defined as the degree of inducement an investment can have on domestic production of inputs needed for those investments. It measures the relative importance of a sector as purchaser of raw material inputs from the entire production sectors. An industry with higher backward linkages than other industries means that expansion of its production is more beneficial to the economy in terms of causing other induced productive activities3.

The second effect is when an industry increases its production, a

corresponding increase in output from other industries occurs to supply the needs of an increased production. This supply function is referred to as forward linkage.

Forward linkage reflects the degree by which the output of one investment is

utilized by other industries for further production. It measures the relative importance of a sector as supplier of raw materials to the entire production system. An industry with higher forward linkages than other industries means that its production is relatively more sensitive to changes in other industries’ output.

By using the inverse matrix, the backward and forward linkages can be

derived. Backward linkage effect or derive demand is measured by the index of the power of dispersion defined as:

where, rij’s are elements of the inverse of the technology matrix. As stated earlier, backward linkage is a measure of the relative importance of

a sector as a purchaser of raw material inputs from the entire production sector. Recall that the columns in the inverse matrix represent the direct and indirect output requirement from each production sector induced by a unit demand for a given sector’s output. Thus the sum of the entries of a column of the inverse may be taken as a measure of the influence of a sector as a purchaser of outputs from the system of production sectors.

Forward linkage, on the other hand, indicates the relative importance of a sector as a supplier of raw materials to the entire production system. It is measured by the index of sensitivity, defined as the ratio of the sum of the ith row of the inverse to the average of the entire system.

As shown in Table 11, among the eleven sectors, manufacturing sector

manifested the highest backward and forward linkages indicating that an increase in the output of this sector will create the highest degree of cyclical effect on the entire system of industries. Moreover, it also shows that an increase in the activity of manufacturing sector causes additional purchases and supplies from other local industries and local resource providers.

more of a supplier to the production process of the other sectors rather than a purchaser, it being a labor-intensive sector.

4.3. Price Cost and Impact Analyses

4.3.1. Price Cost Analysis

One of the popular applications of I-O analysis is to determine the effects or repercussions of a proposed price increase, e.g., oil price, on the production/cost of commodities or services. The I-O price model investigates the repercussion of an anticipated increase in product price of a specific sector on the prices of other commodities. The price-cost analysis model is applied using input-output data.

Price-cost analysis is premised on the assumption that all increases in direct

and indirect costs are passed on, thus, each sector raises the price of its output by just the increment of increase in the price of its primary inputs plus the rise in the price of inputs purchased from other industries. Moreover, the basic assumption is that the input coefficient remains constant, i.e., technology of production does not change significantly to allow the use of input-output analysis.

Sample Exercise Using The 2000 I-O Accounts

If the petroleum products prices are to increase by 10 percent, what will be the effect on the other commodities? For purposes of illustration and to capture all aspects of the economy, the 60 x 60 matrix was used.

The 10 percent increase in the prices of petroleum will affect all the sectors.

The hardest hit would be the prices of land transport (0.053 percent), trade (0.050 percent), food manufactures (0.034 percent), electrical machinery (0.032 percent) and chemical and chemical products (0.028 percent). The overall effect on total cost of production is about 0.784 percent (see Table12) while household consumer expenditures are expected to have an additional 0.647 percent increase (see Table 13).

It can be observed that the effects of the 10 percent increase in petroleum prices on the production cost and household expenditure of selected sectors presented in Tables 12 and 13 are less than one percent. The impact on production and household costs is due solely to an individual industry/sectoral price increase (the 10 percent increase in petroleum prices) which is multiplied throughout the economy by the degree of dependence on that sector of each industry in its production process.

The input-output table provides a link between the final demand and industrial

output levels. It determines the effect of changes in the level of the final demand on the outputs of all the sectors in the economy. Given a bill of final demand, I-O analysis makes it possible to determine the output requirements, direct and indirect, needed to meet that final demand through the equation:

Given the inter-relationships among the different sectors of an economy, a change in the final demand for the products of one sector causes ramifications throughout the system, which changes not only the output of the sector concerned but also those of most or perhaps all of the sectors of the economy. To do this analysis, the inverse matrix is applied.

Sample Exercise Using The 2000 I-O Accounts

If exports of electrical machinery are increased by 10 percent, how much will

this affect total output? The 10 percent increase in exports of electrical machinery will result in 2.6

percent increase in total output or gross domestic product. Among the industries other metallic mining, copper, other non-metallic mining, basic metal industries and gold registered the highest increase in output. The said industries exhibited 177.1 percent, 36.6 percent, 30.0 percent, 6.5 percent, and 3.6 percent hikes, respectively (see Table 14). These five industries accounted for 2.0 percent of the total output.
