Election Day Procedures1. Voter goes to the PPCRV Voters Assistance Desk.2. Voter identifies himself/herself to the BEI;3. Voter uses the Voter Registration & Verification System

(VRVS).Note: NCR,ARMM & some Areas;4. If identity is verified, BEI shows the Ballot to the public to

prove that it is un-marked;5. The BEI informs the Voter that there are instructions on the

Ballot itself; repeats those instructions;6. The BEI hands the Ballot to the Voter;7. Voter proceeds to the Voting Area & fills up his/her Ballot;8. Voter proceeds to the VCM to cast his/her Ballot;9. Voter checks the VCM Screen if it was accepted;10. Voter checks his/her Votes through Voting Receipt;11. Voter returns to the BEI for Indelible Inking;12. Voter leaves the Precinct quietly.

• Every voter gets only ONE Ballot. No replacement Ballots will be given to Voters who make a mistake.

• Make sure the Ballot you receive has no marks and is otherwise clean.

• Each Ballot comes with the name of the candidates. To the left of the candidates are ovals. Simply shade the oval next to the name of the chosen candidate.

• The Oval must be shaded COMPLETELY. Ballots with check marks, x marks, partially shaded ovals, and other marks will be rejected.

• Do not over-vote ( e.g. vote two candidates for the position of Mayor ) because this will invalidate your votes for the position ( but not the whole Ballot ).

• You can bring a sheet of your chosen candidates with you when you vote.

OFFICIAL WATCHERS OF CANDIDATES, POLITICAL PARTIES AND OTHER GROUPS

CANDIDATES FOR SENATOR, CANDIDATES FOR MEMBER,SANGGUNIANG PANLALAWIGAN OR PANLUNGSOD OR BAYAN, orARMM REGIONAL LEGISLATIVE ASSEMBLY BELONGING TO THESAME PARTY OR COALITION, SHALL COLLECTIVELY BE ENTITLED TOONE (1) WATCHERIf, BECAUSE OF LIMITED SPACE, all watcherscannot be accommodated in the pollingprecinct, preference shall be given to theWatchers of:

v Dominant Majority Partyv Dominant Minority Party; and

v Accredited Citizens’ ArmPPCRV

1.REGISTERED VOTER of the city ormunicipality comprising the precinctwhere he is assigned.

NOT LATER THAN 29 APRIL 2019,independent candidates, registered parties,organizations or coalitions authorized bythe Commission shall SUBMIT to theElection Officers concerned:

Ønames and signatures of theirrepresentatives authorized to appointwatchers in the city or municipality.

APPOINTMENT OF WATCHERS

1. Deliver their appointments to BEI Chairman uponentering the polling place.vThe Chairman shall RECORD the names in the

minutes with a notation under their signatures thatthe watchers are not disqualified.

2. Not speak to any member of the BEI or to any voter, oramong themselves, in such a manner that woulddistract the proceedings of the BEI.

3. The Watchers representing the dominant majority anddominant minority parties and PPCRV, shall, IFAVAILABLE, affix their signatures and thumbmarks onthe Election Returns.

RESPONSIBILITIES OF WATCHERS

Final Testing and Sealing – From 06 to 10 May 2019,the Board of Election Inspectors will convene intheir assigned polling places to test and seal theVote Counting Machines (“VCM”).

The Election Officer will post a notice of the date,time and place of the Testing and Sealing foreach clustered precinct, not later than 29 April2019, in the bulletin boards of their office and ofthe city or municipal hall, and in at least three(3) conspicuous places in the city or municipality.

1. Watch out for the date, time and place ofthe Final Testing and Sealing ( FTS );

2. Observe the procedure performed by theBoard of Election Inspectors;

3. Note that the VCM has been “ZEROED” atthe end of the process; and

4. Place seals on the wrapping of the VCM.

Election Day – The Vote Counting Machines (“VCM”)

will be opened only on 13 May 2019, before the

voting starts, and in the presence of watchers, if any.

1. Appear during the initialization of the VCM and note

that:

a. VCM box is sealed;

b. Ballot box is empty and thereafter locked with four

(4) plastic seals; and

c. Package of Official Ballots is duly sealed.

2. Watch the Voting Process

a. Challenge Illegal Voters;

b. Challenge based on Illegal Acts;

c. Observe compliance to the Rules during Voting;

RESPONSIBILITIES OF WATCHERS

3. Monitor compliance to the General Instructions for Board of Election Inspectors until the close of the Polls:

a. Affix signature on the Election Returns; and

b.Obtain one (1) copy of the Election Returns from the:

i. First set of eight (8) copies prior transmission; and

ii. Second set of twenty-two (22) after transmission.

Random Manual Audit – three (3) Clustered

Precincts per Legislative District randomly

selected will be subjected to manual audit.

1.Serve as witness to the proceedings of the

Random Manual Audit;

2.Verify compliance to the General Instructions for

Random Manual Audit Team Members; and

3.Obtain a copy of the Audit Return upon close of

the proceedings.

• *Check the PCVL, VCM, Ballot Box, Election Materials & other paraphernalia

• *Witness the opening, preparations for voting & other proceedings inside the Precinct

• *Know the rules in the conduct of election as stipulated in the GI

• *Challenge illegal voters & those committing certain illegal acts inside the Precinct

• *Stay in the preferential space provided by the BEI

• *Sign in the Initialization Report, ERs & Audit Log Report

• *Observe & witness the conduct of voting, printing of ERs & Transmission of results

• *Obtain the 4th Copy of ER & also one of the next 22 copies of ER

• *Accompany BEI if possible, in the delivery of election materials to the Treasurer's Office

• *Thank GOD that you were able to complete your task as a Pollwatcher.

TYPES OF PPCRV VOLUNTEERS

• Accountable Materials’ Verifiable Audit Trail Team Poll

Watcher (AMVATT) Specially trained to monitor the

bidding, procurement, production, packaging, shipment,

distribution or deployment of all accountable materials

such as the Vote Counting Machines (VCM), the

Consolidation & Canvassing System (CCS) machines

including securing the Warehouses and Hubs of all the

Automated Election System (AES) Equipment and

Paraphernalia prior to election day including reverse

deployment.

• Post-Election Patrol Watcher (PEP) Specially trained to

monitor performance, commitments & program of

government of winning candidates continuously using the

KKK as assessment guidepost.

• Power Prayer Group Poll Watcher (PPG) Specially tasked

with prayer campaigns one month before Election Day and

prayer vigils on the eve of elections as well as daily rosary

crusades scheduled to start in March 2019.

• Polling Precinct Poll Watcher (PPP) Specially trained to monitor the conduct of elections inside the polling place and document (using pictures & written reports) irregularities, incidents and file protests against any irregularity or violation of law. Secures one (1) copy each of the machine-generated Election Returns (ER) BEFORE transmission and one (1) copy each of the machine-generated Election Returns (ER) AFTER transmission for both the National contests and the Local contests in his/her respective Polling Place and signs all the ERs and audit logs printed out by the Vote Counting Machines.

• Special Witness of Truth Poll Watcher (SWOT) Specially tasked as Mobile Roving Patrols who provide direct support for the local PPCRV parish units that urgently need assistance due to lack of area volunteers, retrieve the 4th copy of the ERs printed by the VCM after the close of voting and prior to transmission and give this to the one assigned to pick up said 4th copy.

• Technical Assistance Group Poll Watcher (TAG) Specially trained to monitor the certification process of all the VCM & CCS machines as well as the pre-testing and field testing of these and assist the National Command Center in the validation of votes using PPCRV’s custom-designed technology platform.

• Voters’ Assistance Desk Poll Watcher (VAD) Specially trained to assist voters in determining their Established Precinct No., Sequence No., and Clustered Precinct No. in the Posted Computerized Voters List (PCVL) including their assigned Voting Center. Provide assistance to senior citizens, pregnant women, persons with disabilities, etc.

• Unofficial Parallel Count Encoder (UPCE) Specially trained to encode the pre-transmission copy of Election Returns (ER) at the National Command Center located at the PPCRV National Office (PNO) at Pope Pius XII Catholic Center, United Nations, Manila. Time slots will be allocated since there’s a need for more than one hundred (100) volunteers per shift every day for about three (3) weeks.

PROHIBITIONS IN VOTING:• Bring the Ballot, Ballot Secrecy Folder or marking penoutside of the polling precinct;

• Speak with anyone other than as herein provided whileinside the polling precinct;

• Prepare his Ballot without using the Ballot Secrecy Folder orexhibit its contents;

• Fill his ballot accompanied by another, except in the caseof an illiterate or person with disability;

• Erase any printing from the Ballot, or put anydistinguishing mark on the Ballot;

• Use of carbon paper, paraffin paper or other means ofmaking a copy of the contents of the Ballot, or otherwisemake use of any other scheme to identify his vote,including the use of communication devices i.e. digitalcameras, cellular phones with camera or similar gadgetswhile voting;

• Intentionally tear or deface the ballot; and• Disrupt/attempt to disrupt the normal operation of VCM.

HOW CHEATING IS DONEA. FRAUD BEFORE VOTING1. Vote buying and selling.2. Buying abstention, registered voters are paid not to vote. 3. Promise of jobs, loans, money, etc.4. Marking the ballots so that they be considered spoiled

ballot.5. Marking the voter’s finger with indelible ink.B. FRAUD DURING VOTING HOURS1. Assuming identity of another voter and voting in his name.2. Disrupting the normal flow of voting.3. Intimidation & sowing fear.4. Campaigning.5. Taking so much time inside the polling precinct.
