Adult Risk Factor Surveillance Working Group

ARFS Working Group

• Adult Risk Factor Surveillance Working Group• Includes 16 members from 10 different PPHL

organizations• With RHA amalgamation, there have been a

few membership changes but we still have a broad representation from across sectors (expanded MB Health membership for support in methodology)

ARFS Year in Review

• Public Health and Primary Care Division of MB Health has offered expertise in determining methodologies for Adult Health Survey (AHS)

• Have been working on a Project Charter and Business Model to determine what is ideal and what is feasible in terms of the AHS

• Real commitment to collect data that is value added and not more of what we have

Methods

ARFS represents a significant undertaking needing detailed consideration to determine the best methodology. Key areas to consider include: •Sample generated•Level of data collected•Longitudinal capabilities•Resources required

Sample Models

1. Health e-Plan- existing, MB-based online survey

2. Rapid Risk Factor Surveillance System (RRFS)- telephone survey system from Ontario

3. Made in Manitoba (MIM)- similar to youth, but using a random, representative sample to survey online, by phone or paper (potential to link to Health e-Plan?), potential for longitudinal data

Youth Excel CLASP & CLASP2 Update

YE CLASP

• Youth Excel (YE) was about creating pan-Canadian capacity for better use of evidence, and better evidence for use to achieve youth health goals

• 2.5 years of funding ended March 31st, 2012

• Project received over $2.5 million

• YE CLASP team applied for but was not successful in obtaining Phase II renewal grant funding

New Partnerships

YE CLASP created space to dialogue about shared and complementary actions regarding youth health in Canada

MB/PPHL has formed collaborative partnerships with: SK Alliance for Youth and Community Well Being University of PEI (Comprehensive School Health Research

Group) University of NB (Health Education Research Group) Other CLASP partners from BC, AB, ON, and NL

YE CLASP Successes

Common Indicators

Developed by cross jurisdiction and cross sector (policy, research and practice) working groups

Topic areas include: Tobacco (used in YHS) Physical Activity Nutrition

YE CLASP Successes

Peer Learning MB hosted face to face meetings with SAYCW

members to share YHS experiences

MB learnt about and from their previous YHS experience from PPHL members through a case study

MB shared and learned from other provinces (NB & PEI) with similar surveillance systems through a cross case study

MB partners attended 2 national forums and other project meetings to share, learn and network

New Opportunity

CLASP2

•CPAC will fund 4 new CLASP projects (CLASP2)

•Each CLASP2 grant is valued at $2.4 million over 3 years

•CCMB submitted CLASP2 proposal “Community led Knowledge to Action Systems” on behalf of partners in MB and SK

•CCMB hosted 2 stakeholder meetings (May & Sept) to refine CLASP2 project ideas

•Successful applicants will be notified in July/Aug 2013

Community Led Knowledge to Action CLASP

Purpose:

•To develop and implement community led knowledge to action systems within real life contexts

•To learn from community experiences to further our understanding on how to best support and implement effective and coordinated planning, delivery and continuous improvement of healthy living and chronic disease prevention

Community Led Knowledge to Action CLASP

Plan:•Communities will implement their own plans to take/ develop local knowledge, local data, partner support and expertise, and use it to develop evidence to inform their chronic disease prevention/health promotion activities

•Four communities are engaged

•Sagkeeng First Nation(MB)•Lac Brochet, Northlands Denesuline First Nation(MB)•Ochapowace First Nation (SK)•NorWest Co-op (Wpg)

•Plan to engage 3 additional communities if successful in receiving funding

YHS Tool Development

• Expert Working Groups were brought together to provide input that would shape the next Youth Health Survey

• Prior to bringing the expert working groups together, an environmental scan of existing questionnaires was conducted

• Questions from various pre-existing & validated surveys were pulled together into a ‘dictionary’, organized by topic area

• Each expert group reviewed, chose & amended the questions to ‘best’ gather the information they felt was important

• The questionnaire that was developed through the Expert Working Group process was then referred to the YHS Methods Task Group, which conducted the final review & revisions

• 84 questions, 10 pages

• Approx. 30 – 45 minutes to complete

• Topics repeated from previous survey (with slight changes):– Student demographics incl. height & weight– Physical activity– Healthy eating– Smoking– Alcohol & substance use– Safety/injury prevention

• Enhanced topics:– Mental health – School connectedness

• New topics:– Sleep patterns– Sun/UV exposure– Sexual health (optional content)– Physical education curriculum for grades 11 & 12

Regional Implementation Team

• Consists of one delegate per RHA who responsible for coordinating the YHS in their region

• Collectively planning/coordinating survey implementation including:– Survey refinement – Survey printing– School recruitment materials– Supporting survey materials

• e.g. parental notification & consent forms

• Cost sharing of survey printing & scanning• Newer members learn from “experienced” members

YHS Methodology Task Group

• New task group formed– Consists of broad representation from research, policy &

practice

• Methodology group decisions:1) Census of grades 7 to 12 province-wide2) Possible sub-sample for direct measures (height,

weight, step-count) if funding becomes available3) Inclusion of student codes

Adding Student Codes

• Codes are comprised of a scrambled PHIN to protect students

• Allows for– Tracking over time to assist in program planning &

evaluation

– Connection to other datasets such as EDI and future YHS data

• Student codes and survey data stored on separate computer systems to protect confidentiality

Pilot Testing

• YHS pilot tested with approx. 300 students across the province representing:– Grades 7 - 12– Urban & rural communities– Communities from Northern & Southern Manitoba

Ministers letter of support

• A joint letter of support for the YHS has been signed by the ministers of:– Education– Healthy Living Seniors and Consumer Affairs – Children and Youth Opportunities/Healthy Child MB

• The letter has been sent to all superintendents in the province

• Purpose of Knowledge Exchange (KE) is to Move Knowledge into Action

• YHS 2009 KE:– Variety of activities (reports, fact sheets, presentations, press release, YHS video, symposiums etc. )

– Variety of audiences (government, schools, school divisions, HTN committees, parents, RHAs, national and international)

KE Impacts

• Face to Face interactions increase understanding and uptake of data.

• Linking with existing infrastructure, systems and partners can extend KE reach

In the past year, 24% of all students reported using an illegal, prescription or over-the-counter drug for the purposes of getting high. 21% of all students reported using marijuana or hashish in the past year.
