HIC/PIT Count Federal Requirements

HUD requires:1.  Counts of sheltered and unsheltered homeless

persons for communities that receive federal funding2.  Annual completion of a Housing Inventory Count,

which provides an overview of a community’s homeless program inventory

2018 HUD Changes to HIC/PIT Data Collection

HIC Data Collection:•  Communities must report their Department of Veterans Affairs

GPD projects by component type and project type in the HICPIT Count Data Collection:•  Expanded gender identity options.•  Data collected on domestic violence now limited to currently

experiencing.•  Now required to report on number of children of parenting youth

households where the parent is under 18 separate from children of parenting youth families where the parent is aged 18-24.

2018 HIC Data Collection and Review Process

For the 2018 HIC, the Ohio BoSCoC will use current housing inventory information as entered in HMIS for most projects, but the following projects are required to submit updated information:•  HMIS participating projects that have recent or upcoming

changes in capacity, name, target population, and/or funding.

•  HMIS participating projects with utilization issues.*•  All non-HMIS participating projects.

*COHHIO will publish a list of these projects by January 5, 2018 on the COHHIO website at https://cohhio.org/member-services-2/boscoc/point-in-time-count/.

2018 HIC Data Collection and Review ProcessHMIS Participating Projects:

•  Provider should run the Housing Inventory Count Verification Report for the project, note needed changes, and submit to COHHIO.

Non-HMIS participating projects:•  HIC/PIT County Contact should run the Housing Inventory Count

Verification Report for all non-HMIS participating providers in their county, review the information with providers, note changes, and submit to COHHIO.

•  HIC/PIT County Contact should also identify any new homeless-dedicated projects and submit the information to COHHIO via the New Project Form.

Reminders:•  Number and type of beds/units on the HIC represents

the inventory available in the project on a typical day, not just those in use during the PIT Count (except for RRH)

•  Bed/unit numbers should not fluctuate monthly/weekly, so be sure your HIC inventory is accurate

•  There should be NO beds that are being double-counted in different providers. This is very important!

encountered, you MUST offer shelter
