QAfter agreeing a price for my property, the buyer has indicated that he would like to renegotiate as a result of a survey report. Is this normal and how should I

respond?

AStart by consulting your appointed agent. Like any first-class residential specialist, we

would expect and encourage any of our vendors to use us as a sounding

board and negotiator in a situation such as this. We believe that as we have been entrusted with the sale

of a property, we are there to protect the vendor’s interests, while at the same time reacting fairly and responsibly to the buyer’s issues.

We would automatically request sight of the surveyor’s report to see if there are genuine issues, or if this is a buyer’s ruse to negotiate a price reduction – sadly as is often the case.

It is well known that surveyors can naturally be cautious, and buyers sometimes interpret certain issues to be worse than they are. Also we would involve you, the owner, at every stage as you may be able to shed light on the issues raised, from when you bought the property or from simply living there.

Should there be a genuine issue, you may consider fixing the problem yourself, time and money permitting. If the issues are more serious, you may be wise to seek further opinions from professional advisers, such as structural engineers, damp or timber specialists, particularly if the original survey has thrown up these types of issues.

We would continue to discuss the situation with your buyer, as they may be willing to take on board some responsibility for any future works.

In the final analysis, having quantified all the genuine issues, if the buyer insists on renegotiating the price, we would work with the vendor to agree an amicable

village vibeMichael Randall, associate director of Hamptons Barnes & Sheen, takes South on a guided tour of Barnes VillageATTRACTIONS With over 120 acres of common land and a delightful village green, this Thames-side village is one of the best places to watch the annual Oxford and Cambridge Boat Race, as well as being home to London’s Wetland Centre. The annual Barnes Fair, arguably London’s most popular village fair, attracts large numbers of locals and visitors alike. The pond is always popular with children feeding the resident ducks.

SHOPS A mecca for local foodies, Barnes boasts a grocer, deli, fishmonger and butcher in addition to a weekly farmers market. There is also a good range of chic boutiques to satisfy any fashionistas.

TOP STREETS Georgian houses along The Terrace, where the composer Gustav Holst once lived, offer stunning views of the Thames. The likes of Castelnau and leafy ‘Lion House’ streets are popular with growing families, and Little Chelsea close to White Hart Lane offers pretty Victorian cottages.

marketviewFor those struggling to find good value in trendy areas, why not venture out to the fringes of prime postcodes, suggests

Cheryl Markosky? Catherine Harris of Haart tips Streatham as a cheaper alternative to Battersea or Clapham. “For the price of a one-bedroom flat, buyers can get a three-bedroom flat. Train links are fab with three stations and we have a Costa coffee shop now.”

Lordship Lane can be pricey, so why not go to the SE15 or SE23 fringes, suggests Wooster & Stock’s Becky Munday. “A three-bed £700,000 Lordship terrace will only be £350,000-plus here. In Nunhead or Forest Hill you can grab a bargain and be a short walk from baby yoga classes and coffee mornings on Lordship Lane.”

Purchasers priced out of Barnes Village should go north at half the price, advises buying agent Gabby Adler. Trading character for affordability reaps benefits of good schools, access to the Thames and a SW13 postcode. “Hunting in less desirable areas, where prices aren’t inflated, means more choice. If you can’t afford Putney or Barnes, why not look at neighbouring Roehampton?”

Christopher Firth of Chesterton Humberts Putney and Wimbledon Village says eye-watering prices in West Putney are driving buyers to East Putney. “With the tube, Wandsworth Town station, Wandsworth Park, and quality restaurants and cafes, East Putney’s looking more attractive without huge values West Putney and Southfields are seeing.”

For some, only the Wimbledon Village postcode of SW19 will do. But others are discovering Raynes Park – rebranded as West Wimbledon – according to Jackson-Stops & Staff’s Ben Babington. “SW20 has all the benefits of the Village on its doorstep, but is arguably nearer the Common and popular King’s College School. Yet with SW20 you get much more space, just without the A-star SW19 postcode.”

Sara Ransom of Stacks Property Search believes it’s time to re-boot on the concept of location, location, location. “If you love the area, but can’t afford it, it makes sense to consider not-quite-so-prime adjacent locations. Frequently this involves little in the way of distances, sometimes just looking at the other side of a main road.”

If you’re moving to a fringe area, try to select the best streets, as these will be first to improve, she explains. “Stay close to transport and seek out good open spaces, parks, and amenities, and if you can, buy a property that has potential for adding value.”

Garrington property finder James Rawes sums up: “A bit like buying a Skoda instead of a Golf: you get exactly the same car, but with a different badge and for less money.”

thewordSpecial report by Emma Seaton, head of Sales at Savills Wandsworth We had a surprisingly busy summer with young families and professionals looking to upsize. The

majority of properties around the £1 million mark are attracting the most interest, particularly in The Tonsleys and the roads off East Hill.

We were concerned that the market may slow down during the Olympics, but interestingly we found that more people were working from home and so viewing numbers increased. We are expecting a busy autumn and have got some good new instructions coming to the market over the next few months.

In prime South West London, price growth exceeded that of Central London in the second quarter. Nonetheless, in these more domestic markets, growth slowed to 0.9 per cent in response to the general uncertainty in the UK economy, and specifically the banking industry, given the extent to which demand is driven by domestic family buyers employed in the business and financial services sector.

There has been little evidence of bonus money in either the South West or Central London markets since the credit crunch. Price growth has been driven by the injection of housing equity from Central London, as buyers move along London’s wealth corridors, and existing equity is being recycled as families are reluctant to move into the commuter zone.

Though there has been less use of the offshore ownership structures that were specifically targeted in the last budget in this market, the increase in the general rate of stamp duty has created a price threshold around £2 million in these markets.

The lull in price growth in Central London is likely to affect the prime South West London market and contribute to weaker buyer sentiment that flows from the wider economic outlook. That indicates a similar period of static prices. While we therefore expect the market to plateau for a period, five-year growth is forecast to be around 15 per cent.

Hamptons International opens in BalhamHamptons International has brought its award-winning services to Balham, South West London. The new office occupies a prime location at 11-13 Bedford Hill, SW12 9ET.

What and where was your first London home?I bought a two-bedroom Victorian house in East Dulwich in 2000. My mates thought I lived on the moon as they were all in North London, but

they all live here now with their families.

married 40 years and are still sickeningly in love, so a nice role model to have. I owe them a huge debt of thanks for all their support.

Lenders are keen to do increased levels of business before the year-end, and this is traditionally a busy time as buyers aim to be in their new homes by Christmas.

There are high hopes for the Government’s new Funding for Lending

scheme as we wait to see whether lenders will offer more competitive mortgage rates for borrowers requiring higher loan-to-values (LTVs). There are some excellent rates available to those with sizeable deposits of 25 to 40 per cent and above, particularly on five-year fixes and base-rate trackers.

Remortgaging is looking more attractive than it did six months ago. Money market rates at record lows mean there are some excellent deals, particularly for borrowers on their lender’s standard variable rate, as several have been raised recently. While interest rates are unlikely to edge up in the next couple of years at least, borrowers should not be complacent but seek advice to find out whether they would be better off remortgaging.

Game changer Lenders revise their suitability rules, reports Duncan Farmer Residents of Strathmore Gardens in Kensington have spent more than £100,000 trying to stop a proposed

basement extension in what is thought to be London’s costliest neighbourhood planning row, according to a story in the Evening Standard.

The owner of the £7 million, five-storey house won planning permission to build the two-storey basement with swimming pool, multi-level carport, gallery and gym 18 months ago, but his neighbours have objected and the case has ended up in the courts.

The Government’s new planning rules, which are aimed at boosting the economy and encouraging families to extend their homes or convert their lofts, seem a million miles from this dispute.

For the rest of us, who choose to improve rather than move, or new owners who want to extend or renovate their recent purchase, there is a more pressing obstacle than the local planning inspector – finding the money to pay for it all.

“While it may be easier to get permission for such work, paying for it is another matter,” says Mark Harris, chief executive of SPF Private Clients, the mortgage broker. “Many homeowners simply won’t have enough in savings so will have to

approach their lender for further funds. However, rather than simply agreeing to a further advance, the lender is likely to underwrite the entire loan, including the existing mortgage, and reassess the borrower’s suitability.”

And that’s where the problem starts, because the criteria lenders use to assess a borrower’s ‘suitability’ have changed.

“If you are on an interest-only deal, for example, and your lender has reined back the maximum loan-to-value it is prepared to advance, you may have to convert some, or all, of your mortgage onto a repayment basis,” says Harris. “Or your lender may no longer take into account bonuses, which you rely on for a large part of your income, or your salary may have fallen so it no longer satisfies the lender.”

If you are one of the borrowers enjoying an extremely cheap legacy rate you may also find that your lender would prefer you to move all your borrowing onto a higher rate, not just the extra you are looking for to fund the building work. This is likely to be much more expensive, resulting in significantly higher monthly mortgage payments.

“The planning changes are good news but only if this is reflected in lenders’ desire to help,” says Harris. “As always, it is important to seek independent advice before making any decisions.”

Prices tipped to rise furtherHomeowners’ confidence in the value of their own home is rising, according to Knight Frank’s latest London House Price Sentiment Index.

The report shows that households in the capital are expecting the biggest price rises over the next year with a reading of 63.1 – up from 61.3 in August – and the index has proved in the past to be a good indicator of future market moves.

“Growing evidence of a rebound in the domestic economy since the second quarter and recent better news on the labour market have all helped to buoy sentiment in September, which could perhaps lead to further gains in the index in coming months,” says Chris Williamson, chief economist at Markit, which compiled the report.

Conference callThe annual conference of the Council of Mortgage Lenders, which kicks off later this month, is unlikely to set pulses racing, but it will bring together all the big hitters from the banks and building societies.

You might expect such a gathering would attract sponsorship from a high street name looking to grab a bit more business, but this year’s shindig is backed by a firm most of us have never heard of, and probably would not want to hear from.

Crown Mortgage Management has 135 staff at its Ipswich office and specialises in ‘servicing’ mortgages. In fact, according to its website, one of Crown’s real specialities is knocking on the doors of borrowers in arrears – and its knocks usually produce results: either the defaulter pays up or Crown takes them to court. And when Crown goes to court it usually wins.

It may seem an odd partner for the CML, especially at a time when the Government wants to see fewer repossessions in these austere times, but Crown is obviously eager to demonstrate its skills to a very influential audience.

Lending sLowsThe Council of Mortgage Lenders estimates that gross mortgage lending in August was £12.6 billion. This is just one per cent lower than July’s gross lending figure of £12.7 billion and a four per cent fall from £13.1 billion in August 2011.

The Olympics is sure to have been a factor but CML chief economist Bob Pannell said that borrowing was higher than it had been earlier this year, although the figures were “far from strong”.

“We expect to see stronger take-up of the Government’s NewBuy initiative over the coming months, helped by a concerted marketing effort by builders and the recently launched Funding for Lending Scheme, which has prompted reductions in NewBuy mortgage rates. Both factors should stimulate buyer interest.”

Coach house next to Putney towerA historic former Victorian coach house for sale in St John’s Avenue, Putney, once belonged to adjoining Rosslyn Tower, built in 1867 by Walter Thomas Jones of Pimlico.

No longer part of Rosslyn Tower, the neighbouring coach house on the market has a Grade II listed façade and the home has been extended over the years to create around 3100 sq ft of flexible living space on two floors. It still has potential to remodel.

Victoria Cribb of Hamptons Clapham reportsNot only has it been a momentous year for the country as a whole, but also here at Hamptons in Clapham we have enjoyed our 20th year in situ on The Pavement.

As the various celebrations drew to a close and the summer

holidays came to an end, so we saw increased activity in the lettings market.

Usually our busiest month, August lacked the gusto that we experienced in 2011, leading to a backlash of activity in the September market, which replaced August as the strongest month of the year.

In fact September 2012 outperformed September 2011, a reflection of the market trends in general, and we expect that October will follow suit and prove to have higher levels of activity than we have experienced in previous years.

Clapham still champions itself as an excellent environment for tenants and landlords. However, we are finding that while the demand for properties is still high, the unprecedented high levels of stock are keeping prices on a much more even keel when compared to the strong figures that were being achieved at the start of summer.

One and two-bedroom properties are proving to be consistently popular, and high quality three-bedroom

houses and flats suitable for professional sharers have been letting like hot cakes, a result of the appeal of the area’s amenities, the common and excellent transport links to central London and the City.

At the other end of the market, the family house and premium homes have been less predictable and interest has come sporadically over the summer. The market at this level is certainly harder to determine. Some properties have had lets agreed immediately while others have been subject to negotiation. Pricing at this level has been extremely sensitive and we advise owners to be flexible on the rent they expect to receive.

Recent renewals, as across the year as a whole, have been strong. Many included rental increases in the region of 6 per cent, an indication that tenants have been choosing to remain in their accommodation rather than risk the larger increases they anticipate would challenge them in seeking alternatives.

I expect to see the market continue at a steadying pace as the bright lights of Christmas approach. Tenants are spoilt with the amount and variety of stock currently on the market. Erring on the cautious side, I would advise landlords with property available to seriously consider ways to make their property stand out from the competition, and address any pricing decisions while there is still fuel in the market.

GREEN DEALMost landlords are considering taking advantage of the new energy efficiency measures launched this autumn, according to the National Landlords Association’s latest research.

Sixty-three per cent of landlords say they are aware of the Green Deal and 56 per cent are considering taking it up. The Green Deal is the Government’s vehicle to make all rental properties more energy efficient. Any rental properties found to have a poor Energy Performance Rating (F or G) after 2018 will no longer be fit to let under the new legislation.

Under the Green Deal, the cost of energy efficiency improvements such as loft and wall insulation will be paid through a loan attached to the property’s energy bills.

Tell us how you joined the property industry and briefly describe your career history to date.Most of my family have worked in the property industry, so it seemed the obvious thing to do when I left university. I joined one of Ireland’s largest estate agents, Sherry Fitzgerald in Dublin, for a couple of years before coming back to work in London and the South East. Having worked for Winkworth, Jackson-Stops and John D Wood, I joined Sheraton Law at the start of 2011 to set up their sales department.

What do you enjoy most about working in this market, and what have been your highlights so far?I have always enjoyed working in the Clapham market. It is such an exciting and lively area, appealing both to young professionals buying their first property and families wanting to be near the best schools. The biggest highlight to date has to be seeing the sales department expand over the last year as we begin to make tracks into this competitive market.

What advice would you give to anyone considering a career in estate agency?Most importantly, they need to be a good listener and have a patient temperament. The main part of an estate agent’s job is dealing with clients, whether it’s trying to

win the instruction, negotiating an offer or trying to keep a sale together. The client is understandably not always calm, and they have employed you to make sure it always runs smoothly.

How difficult is the current market for homebuyers, and what advice do you give them?Unfortunately for the past few years there has been a lack of good quality properties on the market. People are finding that as soon as a property comes onto the market, there are high numbers of viewings and it has sold within the first couple of weeks. The best advice is to make sure you are registered with all the local agents, and contact them regularly to let them know you are still looking.

In your view, how does the South London market differ from other areas of London?People are often surprised at how high the prices are in areas such as Clapham. I think the reputation of the schools in the area, together with the good transport links and amenities, keeps demand for property very high, meaning prices are now similar to many other areas north of the river.

Where, in your view, is the best place to live south of the river and why?Working in Clapham Old Town, I

would have to say one of the roads off North Street or Old Town, such as Lillieshall Road, Orlando Road or Lydon Road. You are still minutes from the amenities in the Old Town and Clapham Common, yet tucked away in a quiet residential street.

If you were not an estate agent, what career would you choose and why?A chef. When I was younger I was always cooking, and briefly worked in the kitchens in Claridge’s. Unfortunately I never took it any further, and now I am married I am embarrassed to say my wife seems to do all the cooking.
