Identify and explain persons/organizations who: can promote/facilitate the solution can prevent the success of the solution are affected/benefited by the solution

Discuss the role of each stakeholder

E. Goals and Objectives

What has to be achieved to eliminate the causes of the problem Use the identified causes as direction of specific targets to be achieved
