Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) was launched by the Hon’ble Prime Minister of India, Shri Narendra Modi on 25th September 2017, to achieve universal household electrification in the Country.

Keeping in view the role of electricity in human and socio-economic development, Government of India has formulated the scheme to ensure last mile connectivity and electricity connections to all remaining un-electrified urban and rural households in the Country.

NODAL AGENCY : Rural Electrification Corporation Limited (REC), a “Navaratna CPSE” under the Ministry of Power has been appointed as the nodal agency for the operationalization of the scheme.

OBJECTIVES : The main objective is to achieve universal household electrification by providing last mile connectivity and electricity connections to all households in rural and urban areas.

SCOPE OF WORK :

i. Providing last mile connectivity and electricity connection to all un-electrified households in rural and urban areas though grid network.

ii. Providing Solar Photo Voltaic (SPV) based standalone systems for un-electrified households located in remote and inaccessible villages/habitation, where grid extension is not feasible or cost effective.

ELIGIBILITY : The prospective beneficiary households for free electricity connections under the scheme will be identified using Socio Economic and Caste Census (SECC) 2011 data and the criteria is given below:

1. Criteria-I Households meeting the following exclusion criteria are automatically excluded and shall not be considered for free electricity connection under Saubhagya. Any un-electrified households in this category would be provided electricity connection on payment of Rs. 500/- per connection by the following household beneficiaries, who have:

i. Motorised2/3/4wheeler/fishingboatii. Mechanised3/4wheeleragriculturalequipment

iii. Kisan credit card with credit limit of over Rs.50,000/-

iv. HouseholdmemberGovernmentemployeev. Households with non-agricultural enterprises

registeredwithGovernmentvi. AnymemberofhouseholdearningmorethanRs.

leastoneirrigationequipment2. Criteria-II: Households satisfying following inclusion criteria are automatically included. Any un-electrified households in this category would be eligible for free electricity connection under Saubhagya

i. Householdswithoutshelter.ii. Destitute,livingonalms.iii. Manualscavengerfamilies.iv. Primitivetribalgroups.v. Legallyreleasedbondedlabour.

Such un-electrified households having suitable house/hut/premise would be provided free electricity connections under Saubhagya.

3. Criteria-III: The remaining households are identified through a seven-item binary scoring criteria, using deprivation indicators. The deprivation criteria are as under:

i. Households with only one room, kucha wall andkucharoof.

ii. Noadultmemberbetweentheageof16and59iii. Female headed households with no adult male

memberbetweenageof16and59

iv. Households with disabled member and no able-bodiedadultmember

v. SC/SThouseholdvi. Householdswithnoliterateadultabove25yearsvii. Landlesshouseholdsderivingamajorpartoftheir

incomefrommanualcasuallabourThe un-electrified households having at least one deprivation out of above seven deprivation indicators would be eligible for free electricity connection under Saubhagya. Any left out un-electrified BPL households not covered in projects sanctioned under DDUGJY including RE component would also be eligible for free electricity connection under Saubhagya.

Un-electrified households not covered under SECC data will also be provided connections on payment of Rs 500, which shall be recovered from such beneficiaries by MSPDCL in 10 instalments through electricity bills.

OVERALL TARGET:

All States and Union Territories of the Country are required to complete household electrification by March 31st March, 2019. All out efforts are being made to complete before 31st December, 2018.

A total of approximately 1.75 lakhs households (1.62 lakhs rural households and 0.13 lakhs urban households) of Manipur are targeted to be included in the Scheme. District-wise details based on SECC-2011 are given below:

STRATEGIES FOR IMPLEMENTATION:

Corporate Office of MSPDCL will coordinate with the Nodal agency (REC) for overall implementation of the Scheme in State.

A District Support Unit (DSU) is being set up in every district comprising of :

i. OfficialsdeputedfromDistrictAdministration,ii. OfficialsdeputedfromMSPDCL,iii. OfficialsdeputedfromMANIREDAandiv. GVAs(GramVidyutAbhiyanta)deployedbyRECfor prioritization and selection of sites and overall coordination in the district. Concerned Deputy General Manager (DGM) of the district will be the convenor for DSU.

DSU shall publicise/advertise through Mass Media Platform of the scheme and shall also arrange for awareness programme with the village headmen so as to ensure that all households are electrified.

DSU shall categorize the un-electrified households into three categories as follows.

Category I: Un-electrified Households where electricity connection can be released from the existing infrastructure.

Implementation mode: Camps in selected sites shall be setup consequently after prioritization to facilitate on spot electricity connection to the beneficiaries along with collection of relevant data.

Category II: Un-electrified Households where Solar Photo Voltaic (SPV) based standalone system are to be provided, for households located in remote and inaccessible villages/habitation, where grid extension is not feasible or cost effective.

Implementation mode: Solar Photo Voltaic (SPV) based standalone system shall be arranged to provide through MANIREDA.

Category III: Un-electrified Households where electricity connection can be released only after creation of infrastructure.

Implementation mode: Necessary infrastructure shall be created through Turn-Key Firm /Empanelled

Contractor under the supervision of DSU.

Separate team deployed by DSU shall also be incorporated to facilitate on spot electricity connection to the beneficiaries along with collection of relevant data.

PROVISION UNDER THE SCHEME:

» Electrification of Households under category I and III includes providing of service line cable, energy

meter, single point wiring, LED lamp of 9 W and associated accessories and also creation of electrical infrastructure for last mile connections.

» For category II, power packs of 200 - 300 Wp (with battery bank) with a maximum of 5 LED lights, 1 DC fan, 1 DC power plug etc. along with provision of Repair & Maintenance (R&M) for 5 Years.
