The size of the National Flag is 20 x 30feet and the mast weighs 110 tons. The Flagilluminated by floodlights as per protocol. Thiswill motivate and attract force personnel and willinculcate national pride among them. The DGalso named 3 roads in the name of martyrsShaheed Sub Inspector Pradeep Yadav Marg,Shaheed Head Constable Rohtash Singh Margand Shaheed Constable Sunil Kumar Marg. TheDG also opened the Prepaid Electric Meter forfamily quarters and E-Rickshaw service for CRPFfamily and visitors. He laid down stone for type-II, Type-III, Type-IV & Type-V family quarters.Besides this, mushroom farming, Honey-beefarming, Vermi-compost production by familywelfare centre were also inaugurated by the DG.

INDIAN COAST GUARD EVACUATES SICK INDIAN CREW SUCCESSFULLYEvacuation of patient from mid-sea by Indian Coast Guard (ICG) living up to its motto,Vayam Rakshamah (we protect), ICG successfully undertook medical evacuation ofsick Indian crew from merchant ship Panamax-4 from approx 50 km into the Bay ofBengal, while the ship was en route to Paradip. The maritime rescue sub-centre of ICG,Vizag received the request to evacuate 26-year-old ailing crew Ishitiyak Ahmed, whorequired urgent medical help as his condition was deteriorating fast. ICG ship Arnveshon routine mission was diverted to R/V the vessel. Simultaneously, coast guard Chetakhelicopter was launched from Vizag. Despite the prevailing visibility being very low, ICG

helicopter piloted by commandant R Ramesh took calculated risk and skillfully landed it onboard of the merchant vessel. Thepatient was safely evacuated to Vizag and admitted in Seven Hills Hospital by the local agent. His condition is reported to bestable. It may be noted that the ICG is the nodal agency for undertaking maritime search and rescue operations in Indian EEZ.The service which will be completing 40 years on 1st Feb, 2017 has been highly instrumental in executing its mandatedcharter. The ICG since inception to its credit has saved more than 4696 lives and 238 medical evacuations.

The renowned economistshave suggested that true

policy-making is required toaddress market failure, improveefficiency and equity in thesociety in the quest of improv-ing policy reforms for thegrowth of the country.

“The State is most powerfulactor in any modern society andit can potentially pursue manyobjectives. In liberal democra-cies, the main purpose of eco-nomic policies is to addressmarket failures, in increasing thegrowth of efficiency and toimprove equity or distribution-al outcomes,” former Finance

Secretary and economist VijayKelkar said, while addressing thefifth CD Deshmukh lecture onFriday night here.

Defining the failures, Kelkarsaid that there are four kinds offailures - externalities (for exam-ple, pollution from vehicle emis-sions), asymmetric information(the buyers of medicine cannotknow if the medicine is sub-standard quality), market power(a few private firms create a car-tel) and public goods (the crim-inal justice system).

Besides, Kelkar also focussedon taxation including Goods andService Tax (GST), incentives,subsidy and many other issues inhis deliberations. With regard to

taxation Kelkar said, it should bestable and simple which givesinvestors confidence to invest.He also advocated a single GSTrate as it is simple to adminis-ter.

“So simplicity is the firstmantra of policy making andright sequencing is anotherimportant pillar of policy-mak-ing. For example, exchange ratereform preceded trade reformsduring the liberalisation and itsucceeded,” he said.

Citing another example ofpolicy-making, he said that it isimpossible to get any estimate ofthe magnitude and type of skillgaps that need to be addressedby policy. "Appropriate and

timely data will encourageresearch and creation of knowl-edge that can be used to devel-op contextual policy prescrip-tions,” he said, adding that datapoverty is particularly accuratewhen it comes to policymakingat the state or local levels.

Former RBI Governor andwell-known economist BimalJalan, who was present in thelecture, also threw the light onthe recent note ban issue, say-ing that demonetisation in-principle was a good move ofthe Government to eliminateblack money, but in terms ofconsequences it did not work.

“Demonetisation, in termsof the principle of it, nobody

can object to black moneybeing tapped, or if demoneti-sation is being done to makesure that black money hoard-ers declare their money. But interms of the consequences,you can see that it didn’t work,”he said at the event, adding thatnow if it didn’t work, then wehave to make sure what is itthat we can do in its placewhich can actually work.

Noting that there is astructural issue in policy-making, Jalan said, policy ismade by politicians and exe-cuted by the administrativesystem and policymakingshould be flexible and respondto change in circumstances.

As many as 665 pacts worthabout `10.5 lakh crore,

spanning across sectors such asoil & gas, healthcare and min-ing, were signed during the twoday Andhra Pradesh invest-ment summit.

Addressing investors atthe end of the summit onSaturday, Andhra PradeshChief Minister ChandrababuNaidu promised ‘transparentand corruption free’ adminis-tration as he invited industriesto invest in the state.

He said as many as 665memoranda of understanding(MoUs) worth `10.5 lakh crorewere signed during the summitwhich has a potential to gener-

ate 22 lakh new jobs. Theinvestment commitments weredouble the ̀ 4.67 lakh crore thathad come in through 320 MoUsat last year’s summit. “After youhave signed the MoUs, it is nolonger your business, it is ourbusiness. All clearances will be

given within 14 days. I will offeryou transparent and corruptionfree administration,” Naidu toldinvestors. He said the oil andgas industry has signed MoUsworth `1.43 lakh crore and thestate can become a hub of hydro-carbons and petrochemicals.

Industries ink `10.5L-crinvt pacts with Andhra

NEW DELHI: State-runEnergy Efficiency Services Ltd(EESL) on Saturday inked pactsworth `24,700 crore withAndhra Pradesh for energyefficiency and solar projects inthe state. The execution of pro-jects through the pacts will helpthe state reduce consumption ofpower and add over 80,000jobs, EESL said in a statement

here. EESL said it will distrib-ute energy efficient domesticappliances like LED bulbs,LED tubelights and 5-star ratedfans under the Unnat Jeevan byAffordable LEDs andAppliances for All (UJALA)scheme. Andhra Pradesh wasthe first state to execute theUJALA programme for LEDbulbs in 2015. PTI

EESL to park `24.7k-cr for energy conservation

MUMBAI: Engineering majorLarsen & Toubro (L&T), whichon Saturday reported a 38.85 percent increase in consolidatednet profit at `972 crore for theDecember quarter, has pared itsrevenue and order-book targetsto 10 per cent from 12-15 it hadset in the beginning of the year,citing a slew of external anddomestic headwinds. The infra-structure conglomerate’s totalincome from operations inchedup to ̀ 26,286.98 crore during thequarter under review, from`25,928.07 crore a year ago.

“During the beginning of thefinancial year we had given aguidance of 12-15 per centgrowth in both order inflow aswell as revenue. But looking atthe current situation and con-sidering the several headwindsthe sector is facing, we have low-ered the targets to 10 per cent,”group chief financial officer R

Shankar Raman told reportershere. But he was quick to add thatgiven the execution challenges onthe ground, the company doesnot expect substantial improve-ment in the next couple ofmonths. Explaining the execu-tion challenges, he said “there arechallenges of right-of-way, landacquisition, regulatory clear-ances, shifting of utilities, amongothers.

We do not expect these tochange soon so such head-winds will continue to be a chal-lenge. Apart from this liquidi-ty and unwillingness of theclients to make payments ontime are also impacting busi-ness,” Raman said. He based the10 per cent optimism to thefourth quarter which normallyis a busy season for the sector asGovernment departments willbe using up their annual budgetsin the March quarter. PTI

I am humble enough to saysorry to employees and all stake-holders everyday. I really wishGovernment helped.” Claimingthat his core alcohol businesseswere ‘severely controlled’ by thegovernment, Mallya said he‘was not allowed to even down-size KFA due (to) employmentand connectivity’. PTI
