Pre Bid meeting regarding Tender “Smart University Project (Phase II): Smart and Safe

Campuses” was held on Monday October 03, 2016 in Lecture Hall of HEC. Representatives from

Meeting started with the recitation of versus from Al-Quran Majeed. DG (IT) start the

proceeding by briefing the potential bidders about the scope of project, project methodology

and amortization model required in the RFP. Along with briefing following important

clarifications were made by DG (IT) during his proceedings:

1. Tender for Smart universities Wi-Fi Phase I project is already in execution, considering

the university responses to start their implementation in parallel and deploy IP

surveillance system at the HEIs of phase I, the second phase has been launched, so HEC

at present is following strict timeline for the completion of said project tender process

and for this reason this pre-bid has been arranged immediately after advertisement in

order to give ample time to the potential bidders for their bid submission. Therefore

HEC will not be in the position to allow any extension in bid submission date.

2. All potential bidders have been asked to raise their quires in pre-bid meeting or may

send quires in next three days as HEC has targeted to response all quires and close all

correspondence before October 15, 2016i.e ten days prior to bid submission.

3. Potential bidders should not wait for the minutes of this meeting and note down the

decision taken here because these will be incorporated in the minutes of this per bid

meeting.

4. Potential Vendor must purchase the register copy of RFP in order to participate in this

tender.

5. Only Pay Order / Bank Draft will be accepted as earnest money and should be enclosed

in sealed envelope as part of technical proposal.

6. Bid submission time is 2pm on Tuesday the October 25, 2016 and per practice not a

single minute relaxation is allowed bid submission time by HEC tender committee.

Potential bidder can submit their bids on or before this time.

Following queries of bidders were responded / addressed and clarifications were made:

QUERY-1: Reference to clause:4.1 a) 12 – 15 HEI’s per quarter means around 96 – 120

Universities in two years. Can you explain how many universities are covered in the first

tender? If the first tender is covering around 45 – 50 HEI’s why the number here is 96 –

120?

RESPONSE: HEC is targeting 60 HEI’s for Wi-Fi and 105 HEI’s for IP surveillance in this tender.

QUERY-2: Reference to clause:4.1 b) Kindly clarify exactly what is meant by comprehensive

survey? Does this mean AutoCAD layout of complete universities in 45 days?

RESPONSE: Yes, qualified bidder needs to complete and submit on site surveys along with AutoCAD

layout of complete universities in 45 days

QUERY-3: Reference to clause:4.1.1 a) Are the frequency analysis to be provided before start of

deployment? Meaning a on field survey of entire HEI’s is required during the survey

phase within 45 days?

RESPONSE: Yes, frequency analysis required before the start of deployment and after completion

of deployment

QUERY-4: Reference to clause:4.2.1 c) Does integration with existing network including

integration with existing smart univ wifi network?

RESPONSE: Integration with existing HEI’s Network and as well as Phase I network is required

QUERY-5: Reference to clause:4.2.1 f) The Final BOQ presented and changed in case of variation

in case of addition will be under PEPRA rule having maximum addition to 15% of the

total cost or not?

RESPONSE: Any variation will be done as As per PPRA Rule

QUERY-6: 5.1 i) It is stated here that all active equipment should be from one vendor. This means

AP, controller, switch, UPS, etc? What about OEM products? Most of principals do OEM

of other manufacturers? Does this apply to software and advance analytics too? If one

principal is market leader in Wifi and other in Surveillance. So you want to buy best wifi

product of that principal with their inferior technology or surveillance?

RESPONSE: UPS is a passive component not active which have eliminated from active component

list. Only active component including software are required from single. Since the

project is strategic and complex in nature and involve extensive network layer

deployment / integration of Wi-Fi and Surveillance as to work in tandem. Moreover the

IP Surveillance will utilize the same network infrastructure deployed for W-fi network,

having combined execution and same Principal will not only eliminate the duplication

of project management, Civil work interventions in the universities, but will also avoid

any cross product integration / QoS issues.

QUERY-7: 9 b) Principal should perform all engineering services and deployment? Does this mean

it would direct employees of the principal or can it be sub-contractor employee of the

principal? Normally principal charge more than ICT vendors due to higher operational

cost thus this would push pricing higher and discourage the growth of local ICT vendors

capabilities / growth. It kind of only benefits growth of foreign vendor in Pakistan and

not Pakistani local companies.

RESPONSE: As per previous experience in Phase 1, it has been learned that one way or other the

contractors takes Principal onboard for complex projects, in earlier Phase-I the Principal

has been made part of the contract but through another legal instrument. But the

indirect involvement of the Principal through partners usually not secures the stake of

HEC in terms of timelines, strategic importance and commercial discounts. Therefore

in this tender the involvement of principal is required explicitly. To encourage the

growth of local ICT vendors’ capabilities / growth, the local bidder involvement has been

asked in this tender both in term of project deployment and Operations and

Maintenance. The Implementation for active equipment and Project management

services has been required from the principal for which the local bidder has been asked

to quote separate price as part of BoC Principal.

QUERY-8: 9 c) this clause contradicts with clause 9 b) as you are here allowing a bidder to deploy

which could not be a principal?

RESPONSE: As per response Query-7

QUERY-9: 11 a) in phase I of the smart university only maximum of one year advance payment

against BG is allowed where here it is 15% of the total cost as mobilization advance with

adjust?

RESPONSE: Total project is of Seven (7) year, 15% of the total cost is one year cost. Same as Phase

I

QUERY-10: 11 b) the project is for 7 years and the payment plan is amortized for only 05 years? In

the phase I it has been amortized equally for 8 years i.e, total duration of the project

RESPONSE: Typo mistake. It is Seven (7) years

QUERY-11: 11 g) 25% of yearly services cost is being paid after 03 months of at least deployment

of 10 HEI;s. Why services is not part of total cost of the full project? Does this mean only

equipment is amortized and services are not? in phase I total project including all costs

/ services are amortized for total 08 years. There is a change in payment plan in phase

II?

RESPONSE: This project is of entire Services project which includes equipment, equipment delivery,

installation testing, Commissioning, O&M and services

QUERY-12: 11 h) Kindly clarify this as per this clause it seems all payment from 3rd year onwards are

as per actual invoice whereas it should be equal price amortized for total deployment

paid equally quarterly?

RESPONSE: Equal price amortized for total deployment paid equally quarterly

QUERY-13: 11 I) this means that the payment method / plan can be changed later based on

available / allowed GOP rules?

RESPONSE: Yes, under GOP rules payment plan can be changed

QUERY-14: 13 x) you have stated that relationship between HEC and vendor will be terminated if

they are not market leaders. Can you clarify what bench marks are being used to

determine this? Does this relate to all the components separately? For example if their

Wi-Fi is best in the world and surveillance is not a leader. Does this point enforce the

termination?

RESPONSE: The referred text is the part of the clause 13 x) , it is suggested that clause may be read

in full context which do not have the implication on the existing contract but discuss the

long term strategic nature of relationship with the principal for further extensions or

addition of components .

QUERY-15: 13 y) This point contradicts with the payment terms as here you are talking about 7

years amortization and in the 11 b) clause it is only 5 years amortization?

RESPONSE: It is clarified the clause may be read as 7 year amortization

QUERY-16: 16 5-1) All the components Wi-Fi, surveillance, security and analytics are to be present

in Gartner or forester research? Or only one product?

RESPONSE: Third party report (Gartner / Forrester /IHS/ IDC) for Wired and Wireless, , Surveillance

and firewall should be provided showing product trends and presence .

QUERY-17: 16-8) Does this also cover foreign principals being blacklisted due to corruption charges

in other countries as well?

RESPONSE: The LAW of Government of Pakistan will prevail in this case.

QUERY-18: 16-11) the annual turnover required in Phase II is PKR2000 whereas it was PKR200

before in Phase I almost same volume tender. There has been other project executed

by HEC in the past where PKR2000 has not been imposed on value larger. If this project

is expected to go at 4 – 5 billion why a 1000% increase from phase I where a PKR2 Billion

project required PKR200 Million? There might be only 3 – 4 companies related to ICT

infrastructure doing a revenue of PKR2 Billion per year. This kicks out almost 95% of the

ICT industry. The total project value is per year is around PKR625 Million per year if the

project is PKR5 Billion. You have also mentioned audited reports globally but for local

companies it’s only locally via SECP in Pakistan? Does this refer to the ICT turnover and

in Pakistan only? You have asked for only 3 years audited statement whereas

requirement is for 05 years?

RESPONSE: Since the scope has increased substantially by virtue of IP surveillance solution, the

financial strength needed to enhance accordingly. The estimated cost of the tender is

expected around 32 Million USD, so the bidder’s sound strength has been asked in this

RFP. Based on the consensus developed amongst participants during the Pre-Bid

meeting to have maximum participation, the Turnover as required at Clause 16 (11) has

been revised to 1.5 billion PKR / year for last three years and requirement of liquid

Assets has been reduced to 1.0 billion PKR.

QUERY-19: 16-12) Principals with 10 years’ presence in Pakistan is required and technical staff of

150 in all? Does this refer to the ICT part only for last 10 years is required? If the principal

only launched ICT business in Pakistan 05 years ago officially does their other businesses

count for ICT part as well? Almost 99.9% ICT principals would not comply on this.

RESPONSE: Since the project is of long term business relationship, so the principal having the stakes

in Pakistan is given due consideration. In past it has been observed that many of the

principals have rolled back their businesses from Pakistan. Similarly it has been

observed during pre-bid meeting that some Principals stakes has reduced and their

human resource strength has been continuously following declining trend in Pakistan

whereas for other countries in the same region like India , Sri Lanka etc. they have

different policies even they are increasing their investments. For such principal not

having enough Human Resource strength or following the declining trend in human

resource strength in Pakistan the relaxation can be made, if the principal provides

written commitment to take onboard required strength of HR i.e. -150 in Pakistan

within the six month after the signing the contract if awarded. The existing staff and the

committed staff strength must be provided by the Principal Human Resources

department as part of technical proposal.

QUERY-20: 16-14) The liquid cash means PKR2000 in a bank? How long this money should be in the

bank? Does this money have to be in the bank during the project implementation as

well? What proof is required? Will that be bank statement? What if someone puts the

money and take it out? Does this liquidity position been there for a time period or just

for tender pre-qualification?

RESPONSE: The requirement is to evaluate the current position of the bidders for which current

year. Audit Report required as documentary evidence.

QUERY-21: 16-15) For surveillance you have put in one project with 1000 cameras and for the main

component which is Wi-fi project why only 200 AP’s project is required? Why hasn’t

been any mention of single project with 100 firewalls of more? There is no criteria

required for firewalls?

RESPONSE: Base on the response received during pre-bid meeting and official queries of the

bidders, the clause has been revised as “At-least one local project reference with min

200 AP and 400 Camera in surveillance project”.

QUERY-22: 16-18) the 50 project references means direct deployment of anything in education

sector. It doesn’t include HEC project that covers 100 HEI whereas the project is

considered only one? Kindly clarify?

RESPONSE: Clause 16-18 have been rephrased as “Principal should have presence (Installed

Networking Equipment) in 50 Universities/ Education Sector under single project or

multiple projects “

QUERY-23: 16-19) You have not mentioned software pertaining to NVR like advance analytics in

this? Does this mean OEM brand will be considered as same brand as well or only own

manufactured product will be considered? You have also not mentioned firewall here?

RESPONSE: HEC do not requires centralized analytics in NVR in this tender. Analytics should have to

be built in cameras. Cameras must have capabilities to integrate with intelligent system

installed in agencies/safe cities (i.e ONVIF Complaint) and can also have the capability

if HEC installed analytics software’s it won’t require to change cameras or NVR’s.

Not require firewall for this purpose

QUERY-24: 16-XI) Principal CSR investment has points too?

RESPONSE: Weightage has been given to Principal’s Investment already made in Pakistan.

QUERY-25: Indoor AP are required with 4x4 MIMO, Wave 2 and 2.4 Gbps throughput. This is all

missing in outdoor AP where only 3x3 MIMO and 1.3 Gbps is required. They should

technically be the same giving same experience to the users. There is also no Wave 2

mentioned in the outdoor AP. The indoor access point is required with 802.11

a/b/g/n/ac whereas outdoor with only 802.11n/ac?

RESPONSE: As per HEC Phase 1 experience, Indoor APs are installed in very highly populated

environment i.e Auditorium, Dormitories, and LAB etc. But not the case for outdoor APs.

QUERY-26: The integrated module means it has to be a module in the Controller or it is a separate

appliance as well?

RESPONSE: Separate can be quoted as optional

QUERY-27: There is no mention of the guest management redundancy in the solution.

RESPONSE: Redundant solution asked in the BoQ/BoC at Clause 20

QUERY-28: Access Switch type 1 is required with 65 Gbps with 8 x 10/100/1000 ports?? How is this

even possible?

RESPONSE: By evaluating different products and as agreed by the bidders in pre-bid meeting It is

possible, and requirement of HEC.

QUERY-29: Access Switch type 2 is required with 128 Gbps for 24 x 10/100/1000 ports. How is this

even possible?

RESPONSE: By evaluating different products and as agreed by the bidders in pre-bid meeting It is

possible, and requirement of HEC.

QUERY-30: Why are routing protocols required on access switch whereas technically all routing is

on layer 3 core switch?

RESPONSE: HEC may extend PERN IGPs to HEI’s SUP switch for Camera’s backup integration at

central site in case of primary fail.

QUERY-31: Core switch type 3 does not have mentioned of any quantity of ports?

RESPONSE: It is mentioned in the BoQ/Boc Clause 11

QUERY-32: Firewall type 2 won’t support the upgrade from 1G PERN to 10G pern as its only

supporting 4 G. Is the firewall only catering for NATTING traffic? In that case the

maximum internet speed would be around 1 – 2 Gbps so why 10G and 4 G are

proposed?

RESPONSE: 4G is the overall through put required in the firewall for small universities

QUERY-33: There is no mention of central management, reporting, policy configuration and

security operation center for firewall like a NOC is being made for Wifi and Surveillance.

RESPONSE: Mentioned in the NMS BoQ/BoC Clause 19

QUERY-34: The cameras are put up for safe campus but there is no requirement seen for explosion

proof at key locations.

RESPONSE: As per the present requirement the minimum camera requested is IP 66 compliance if

the bidder quote additional feature this may be given additional weightage as per the

clause F-V (distinguish feature …)so bidders may quote with explosion proof solution

where deem necessary

QUERY-35: There is no communication mechanism proposed between the HEI and the law

enforcement agencies as part of this as it might be critical for emergency response.

RESPONSE: Solution should be ONVIF Complaint and HEC only will ensure the network reach ability

and bandwidth between agencies and HEC.

QUERY-36: No encryption mentioned in bullet camera and dome camera.

RESPONSE: It is already mentioned at page# 60 (clause m), 61(clause I) & 63(clause p) of RFP

Security/Encryption AES 256 encryption algorithm should be supported.

QUERY-37: It is not mentioned clearly which H.265 and quality would be used to store the video

data to calculate the required amount of storage. How much is per second throughput

data rate required for recording?

RESPONSE: The requirement has been clearly mentioned in the RFP since the bidder the have

different storage capacity so bidder may quote appropriate storage to record as desired

in the RFP.

QUERY-38: ANNEX III: Wifi Services: In Phase I the criteria of strength is DB and actually used is -

70db. The throughput doesn’t signify the exact signal strength or is criteria in any form

or shape. Kindly clarify in requirement is db.

RESPONSE: -70db will be the required signal throughput as HEC practice Phase1.

QUERY-39: For Eduroam it is recommend that 02 servers be used at each location for redundancy

RESPONSE: Currently one Eduroam server has been asked in BoQ/ BoC is up to HEC requirement

QUERY-40: There is no clause about JV/ consortium in the RFP documents? Is this allowed or not?

RESPONSE: JV/ Consortium is not allowed in this tender. Only Single bidder with one principal can

participate in the tender. Bidder may have their internal arrangements or partnerships

with other firms, however HEC will only consider the strengths of the bidder

QUERY-41: Technical Qualification, Page-29, Clause-2; “Company Registration with Pakistan

Engineering council”. Normally IT companies in Pakistan don’t register with PEC. IT

companies usually are registered with PSEB, PASHA, and ISO etc. This should be

removed.

RESPONSE: Pakistan engineering council Certificate has been amended as preferred and added in

the technical evaluation criteria.

QUERY-42: Technical Qualification, Page-29, Clause-5; “Market penetration of OEM as per

Gartner”. There are three-four different components of this project

i. Wireless Network ii. IP Switching iii. Power Equipment iv. IP CCTV Equipment v. Is there a requirement that all above equipment manufacturer has to be in

Gartner or OEM should be in Gartner in any of them?

RESPONSE: As responded against Query-16

QUERY-43: Technical Qualification, Page-30, Clause-6; “Principal Involvement in successful

execution of project” Wireless and CCTV are now commodity items and technically very

simple projects. Why HEC wants to have OEMs involvement in this project when there

is no complexity?

RESPONSE: As responded against Query-19

QUERY-44: Technical Qualification, Page-30, Clause-14; “Annual turnover should PKR 2000M” Is

there any reason to have PKR 2000M, Why not PKR 30000 or 10000 or 5000. This will

limit the competition because very few companies can fulfill this clause.

RESPONSE: As responded against Query-18

QUERY-45: Technical Qualification, Page-31, Clause-15, 16; “Project References of Wireless &

CCTV”. These can be separate projects because normally CCTV projects don’t have

wireless and wireless projects don’t have CCTV.

RESPONSE: As responded against Query-21

QUERY-46: Technical Qualification, Page-31, Clause-19; “All Products for single OEM”. HEC wants

to implement some proprietary solution if not then this clause should be removed.

RESPONSE: No proprietary feature has been asked by HEC in RFP there are multiple renowned principals available in Pakistan market covering the complete portfolio as required in RFP. Please see the response of query no 19, this for same principal involvement for detail. Bidders may identify any proprietary protocol or feature, if found in the RFP.

QUERY-47: Project Execution, Page-35, Clause II, III, IV; “Principal HR in Project Execution” OEM will

not have any contractual or financial liability so this should be up to bidder if he wants

to involve OEM team or not, because bidder will be responsible contractually and

financially on this project with HEC.

RESPONSE: As responded against Query-19

QUERY-48: Do you want cameras to be on CAD drawings? If there is a requirement on University

CAD drawings then Cameras placement of CAD drawing will be more important and

Video Surveillance alarms should reflect on CAD drawings to make security more

effective.

RESPONSE: Cameras placement required on CAD drawings

QUERY-49: Why HEC wants to manage user profiles for Wireless access? Is there any requirement

of usage monitoring of users?

RESPONSE: No, HEC will not manage user profile, our Radius will integrate with universities AD

server for authentication.

QUERY-50: Do you want to broadcast any message as and when required for the students who are

connected to Wireless network? This can be used for announcement or in emergencies.

RESPONSE: If the bidder quote additional feature this may be given additional weightage as per the

QUERY-51: CLAUSE 4.1 (a) “At least 50% HEIs are to be covered each year, with further expected

milestone of 12 to 15 HEIs in each quarter during the implementation period, i.e. 2

years”. This 2 years’ time will start after approval of first year universities survey report

by HEC?

RESPONSE: Implementation time will start after the approval of first year sites surveys report.

However same should be incorporated in the Project Implementation Plan at the time

of Contract Signing with the Successful bidder.

QUERY-52: CLAUSE “7.1.2 (c) The blank RFP Document in full should be printed and signed by the

authorized person and stamped in all pages and should be submitted as a token of

accepting the conditions”. Contradict with Annex V, please confirm which needs to be

followed

RESPONSE: Annex V should be followed, and 7.1.2 Clause may be considered as deleted

QUERY-53: Clause 8.3 c) Bid received without the Letter of Commitment in shape of legal

instrument and supplementary details as specified in the RFP Document.

RESPONSE: Letter of Commitment may be read as “Letter of Authorization”

QUERY-54: Keeping in view the scope of the RFP, the overall solution requires a lot of components

to provide a complete end to end working solution. A single vendor might not be able

to have all the solution components, e.g. analytics, cameras, Single NMS for all the

components etc. so the single Principal requirement for all the active components

should be removed.

RESPONSE: Detail has been responded at Query 16, however multiple vendors in the markets that

provides completed solution. As far as the NMS is concern, Centralized NMS is required

for the monitoring of all the active equipment for Network discovery, Performance

analysis, intelligent notification logging etc. In case of separate NMS of Cameras, it

should be Integra table with centralized NMS

QUERY-55: HEC has asked for IP41 for Indoor switches but for outdoor switches, IP40 is asked

which is very surprising.

RESPONSE: HEC has not asked for IP41 in Indoor switches. For outdoor switch IP40 is asked

because these switches will be installed in outdoor rack which will be industrial

compliance for rigidness, water proofing and security.

QUERY -56: It is observed during calculations that Batteries are one of the major factor increasing the

cost of the project substantially due to 7 years warranty. It is to be noted that Batteries are

considered as the consumable item and more than 1 year warranty is not available in the

market. It is requested that please review the battery item and revise the warranty of the

battery from 7 years to 3 years.

QUERY-57: Reference to clause:4.2.1 f) The Final BOQ presented and changed in case of variation

in case of addition will be under PEPRA rule having maximum addition to 15% of the

total cost or not?

RESPONSE: Initially for the safe campus HEC will go with minimum Level 1 security measures,

however as the universities are encouraged to take full benefit of centralized

procurement and volume discount, and consider enhanced security measures beyond

Level 1. Therefore the prices of all level has been required in RFP.

Annexure – VI

Training Academy and Certification Centre (TACC) at Islamabad

The Concept:

HEC intends through this initiative to ensure that the knowledge is also transferred along with

the technology being imported and deployed at the higher education institutes.

Objectives:

HEC is mandated for human resource development and so encourages to have skilled technical

workforce available to meet country’s as well as regional requirements. Following are the main

objectives of principal / bidder TACC to be established at Islamabad;

1. To provide trainings, leading to certification, to the technical resources of higher

education institutes covered under this project.

2. To produce highly skilled technical resources on the technologies being deployed under

this project.

3. To get these trained workforce Certified by the principal / bidder.

4. To have at least 15% of the certified workforce as Certified Master Trainers duly certified

by the principal / bidder.

5. To provide training opportunities for people beyond higher education institutes.

Introduction:

HEC believes in the capacity building and human resource development to address the

challenges being faced by the country and to produce skillful resources in order to compete at

the international level. HEC has initiated many capacity building programs which offers high

level trainings and international certifications to the technical resources and students of HEIs.

This provides an easy platform to get beginner, intermediate and expert level trainings and

certifications from ICT industry leaders.

Principal / Bidder shall establish world class TACC duly registered and acknowledged

internationally at HEC’s provided location in Islamabad. The TACC would be a pragmatic

resource center which will advance a wide range of information technologies and their

deployment in industry. It would also be a reference point as the knowledge hub in the country,

for which the academy is working.

Implementation Strategy:

The NOC and training building is to be constructed first, so that the TACC can be established in

that building. HEC expects that the product Bidder / Principal will sponsor the construction of

building under the Corporate Social Responsibility (CSR). For this, Principal / Bidder has to give

undertaking on the letter head to the effect that offer of Corporate Social Responsibility (CSR)

will have no impact on the cost/ price of the quoted solution. Moreover, the cost pertaining to

establishment of Training Academy should also be sponsored by the Principal / Bidder, as per

the details given below. However, the post construction maintenance excluding utilities for

initial three years will be the responsibility of Principal / Bidder, however beyond this period

the maintenance may be taken care of by HEC from its own resources.

HEC possesses a piece on land in commercial area of Islamabad at H – 8 of size 100 ft. x 50 ft.

As per the Building Codes of Islamabad Capital Territory, 100% area of 5000 x 3 sq. ft. can be

covered per floor, whereas at most four (04) floors can be constructed. HEC however intends

to have at least three floors constructed for the purpose with a provision to construct the 4th

floor at later stage. The construction costs in Islamabad can be easily found for per sq. ft. area

and so the total cost of construction can be calculated accordingly, as to know total value of

Bidder / Principal’s CSR towards construction.

First floor will be used of Central NOC, Conference room, reception desk, visitor area and offices

whereas TACC along with computer Lab is to be established at the second floor of the building,

and third floor will be used by R&D (Research and Development) initiatives of HEC and other

requirements. Principal/bidder is only expected to bear the cost associated with TACC which is

expected to be known to the Principal, based on the requirements as stipulated herein.

Minimum physical setup required at <<Principal>> Training Academy

The TACC is expected to have at least one Training room with a minimum capacity of 25

trainees. The necessary equipment (viz. active and passive networking equipment, computers

for Trainer and Trainees, simulation tools, multimedia, smart board, etc.) required to conduct

the labs and trainings will also be provided by the Principal / bidder. However, the connectivity

to PERN will be provided by HEC.

A meeting/ conference room should also be available for such purposes. There will also be

space requirement for serving refreshment to the training participants. There has to be at least

two offices to accommodate TACC staff and the Trainer during his/ her stay at the TACC.

Reception area will also be required which is usually needed in such facility. The complete

facility has to be fully furnished with all required furniture and fixtures of good quality.

Terms of Construction:

1. Bidder will offer financing/ sponsoring construction of NOC building at the piece of land

provided by HEC for the purpose.

2. Building will be designed and the corresponding specifications will be provided by the

HEC Approved Consultants based on the requirement of HEC.

3. The design validation to HEC’s requirements will be the responsibility of HEC.

4. Construction of building shall be through approved contractor(s)/ constructor(s) as

mutually agreed between HEC and principal / bidder.

5. In lieu of completion of construction work, HEC nominated civil engineer will supervise

and verify the quality of the work done by the contractor(s)/ constructor(s).

6. Bidder will make payment to Contractor(s)/ Constructor(s) with HEC’s consent and

HEC’s verification of the actual work done while meeting the quality criteria of HEC.

7. HEC will ensure that the payment terms with the Contractor(s)/ Constructor(s) is

finalized as per principal / bidder defined payment terms.

8. Ownership of the constructed and equipped facility will be with HEC.

9. A separate MoU shall be signed between HEC and the Principal / bidder after signing of

contract with the selected bidder and the same contract shall be referred in MoU.

10. The MoU shall refer the principal / bidder CSR Offer letter, HEC’s acceptance, BoQ

finalized for the construction of building, and other related document(s) as deem

necessary and appropriate with mutual consent.

Terms of Trainings:

1. All trainings under this project and beyond shall be conducted at training academy.

However, during the period the building being constructed, trainings shall be arranged

at HEC’s identified facility.

2. TACC should be declared as Authorized Examination Center towards Certification, and

same should be publically announced on principal website.

3. The cost of certification vouchers as quoted shall remain valid/ applicable for other

interested candidates beyond the quantity mentioned in BoQ and for the complete

duration of the project.

4. Trainings have been asked for three (03) levels in the BoQ, i.e. Beginners, Intermediate

and Expert, as referred in Technical Form-I clause 8.

5. All trainings at each level are assumed to be principal official curriculum based, however,

HEC may ask for customized training as deem necessary and appropriate.

6. Principal / Bidder shall appoint two (02) human resources i.e. Coordinator and Assistant

Coordinator for the administration of training and certification processes at TACC for

the period of two (02) years.

7. For all the trainings to be conducted at TACC, trainer should be certified master trainer

from the principal / bidder.
