Main goal:

Strengthening of the domestic capacity for the execution of judgments of the European Court of Human Rights

Achievements:•Legislation proposal;•Clearing of the ECHR’s backlog;•“Law of the European Convention on Human Rights” by Harris, O’Boyle and Warbrick, 2014;•CoE’s ‘Тoolkit to inform public officials about the State’s obligations under the Convention’;•Good practiced of Government Agent Offices studied;•Improved capacity of government agents;•CoE’s work facilitated through participations of government agents;•Access to ECtHR’s case law against Bulgaria - e-Bulletin and translation of judgements in Bulgarian;Open issues:•Development of a Bulgarian Human Rights e-Portal (synergy with PDP 1);•Analysis on the effectiveness of the administrative mechanism for compensation pertaining to ECtHR’s judgments.
